Wally Wackford is one of many disguises to keep tabs on various parts of Hell. While he has agents, he's actually quite familiar with most of the scandals within the Nine Circles. Inside information is provided to him too but he isn't all-seeing and therefore, there are cracks in the system that he tries to fill by doing some scouting himself. This is one of the reasons why he grew distant with his daughter after Lilith vanished and his depression took hold. He felt that he needed a distraction that cost him more than he bargained for.

He once had a full circus running with the Seven Deadly sins and shared this with Charlie when she was growing up until the company disbanded and settled down to rule over their piece of Hell.
