Having many many thoughts I am trying and completely failing to articulate about Jason's canonical moral code so instead have a series of panels relevant to that conversation and some incoherent rambling after them.

Some of my personal takeaways:
There's this general idea that fear doesn't work and you need to get your hands dirty to get what you want. Alfred's monologue goes on to talk about how "power could be levied with the threat of murder" but lowkey Jason does not think a mere threat is enough.
It is interesting that he looks down at Black Mask for the way he rules. Because Mask is entirely okay with murder and has absolutely been up close and personal and has done it himself.
He is willing to kill people out of practicality, if killing them means he can get to whatever his goal is. From above: people who stand in his way, the henchmen who would be less suspicious if they were dead instead of missing, and Tim, allegedly.
