Why Akira / Raven ( Joker ) would never race Adam / Ainosuke Shindo.
It’s not because he’s scared of the top racer, even though there are sometimes when the Matador can be a little extreme. More concerned if you will. With S, it’s a everything goes free-for-all, so Akira knows what he’s getting into when he does his own races with random no name skaters. However, he’s just there to have fun. Not to hurt or injure people, and certainly not disrespecting his board by hitting someone with it in their face. And for the most part, Akira is an average skater and knows it. Not good or bad. Just normal. And for him, that’s all he needs and going into races with random people makes it so it’s challenging but doesn’t make the skating seem like a job than a hobby. 
He’s there to alleviate his boredom before he leaves back to Yokohama. Wants to hang out without getting attached because he will leave everything behind once again. He’s a wanderer pulled by fate’s strings. Drifting in the ocean all alone. Going against the / another supervillain is what he’s tired of. He’s been there done that. IT’S BORING. And also, miss him with that bullshit God / Eden and Adam allegories because that’s also been done before by a better madman. Akira also know that there is limits to being reckless, something he has been trying to work on, it being one of the negative traits he possesses, although going to S doesn’t quite help this but it’s a reason why he doesn’t really want to skate against anyone major. Snake / Tadashi is still the only one he would actively want to skate against, mainly to test if his resolve in saving his best friend was honest and true. To see the man’s convictions with his own eyes and somewhat decent skating skills. A person who has awakened to his own justice and doesn’t mind being chained to hell because of it. The someone that has the makings of a good phantom thief. 
With Ainosuke Shindo, he sees a lot of Haru Okumura, Goro Akechi, Takuto Maruki, Akira Konoe, Kuon Ichinose, and himself rolled into one and doesn’t really know what to do in this situation. Because the more you feed something, the more it gets out of hand. Keep changeling this man who has forgotten everything that he holds dear to chase after something that he’s had all along, breaking and destroying those he claims to ‘favor’ and he won’t stop. The cycle just continues unless no one takes the bait. But people keep taking the bait. That’s what is happening, at least in his mind since he’s mostly an outsider ( or that he talks to Shindo’s shadow self which would be interesting to say the least ). Besides, this is not his fight but knows whose it is, and that person is the reason why everything has gone down this path and now is going to put it all to an end. 
Plus, it’s hilarious to him when he denies to race the man. Akira can feel the rage boiling underneath the maskly appearance. Akira is just here to skate by his own rules and way and is not here to impress someone who claims to associate love with pain.
