Happy Tree Friends was commissioned by youtube to make a PSA about their fair use policy. hardcore cartoon gore was generally more acceptable back in the day. as were overtly sexual themes, thus all the bikini models in old smosh thumbnails. really, if you want a semi-accurate depiction of what "internet cartoon comedy" looked like, you can just look at the parodies of it like that pig guy on drawn together.

but for real examples, i'd honestly just look at classic newgrounds. Pico and the crew have all manner of fucked up shit going on, there's a popular dress-up game where your subject is a dead baby(dead baby jokes were REALLY fucking popular actually), i'm not even sure how you describe salad fingers... for an extra dose of pre-2010s internet, you can read some of the world's beloved overdone creepypastas. skibidi toilet is along the lines of TF2 SFM videos, ASDF movie, and charlie the unicorn. yes, it's weird and annoying and a wee bit disturbing if you're unfamiliar with such things, but it's literally fine.

I was watching Flash animations back when it was still called Macromedia Shockwave that make Skibidi Toilet look like Blue's Clues. It's literally fine.
