The narrative frequently expressed in the Western press that the PRC is perpetrating “debt-trap diplomacy” is one of the more pernicious falsehoods surrounding Chinese investment abroad. In essence, the PRC is seen as a duplicitous moneylender, providing loans to poor countries that they cannot afford, ostensibly to aid in their development, but actually for its own gain. When the victim country must default on the loans, Chinese banks would be ready to seize what they truly wanted—the land, precious minerals, or infrastructure—in recompense. In other words, it is the idea that Chinese finance operates in exactly the manner of Western finance, whose role in maintaining underdevelopment and exploitation was thoroughly examined in Chapter Two.

It has already been shown that the motivations behind Western and Chinese finance differ fundamentally. This chapter will further show that over the entirety of the PRC’s dealings with the periphery, the “debt trap” narrative has struggled to establish even a single point of contact with reality. Yet an investigation into the operation of Chinese finance will nevertheless suggest that there is a hidden agenda behind it—one that will go a long way toward demystifying the poor financial performance discovered earlier in this chapter; and one that is concealed not from its clients but from its Western competitors.

The PRC is not only a terrible investor [(explained in previous section, meaning "terrible" at creating the kind of exploitative foreign investment schemes that the West engages in)]; it is also a poor debt collector, and an utter failure as a repo man. “China does not always collect its debts on time,” admitted a headline in the Economist in 2022, citing a study by World Bank economists. In 2019, when due to its declining oil output Venezuela fell behind on its oil-for-loans commitment to the PRC, rather than seizing Venezuelan assets or demanding painful economic restructuring, the Chinese side instead restructured the agreement, postponing Venezuela’s obligations by two years and in the meantime buying Venezuelan oil for cash. In 2015, the Chinese side agreed to concessionary interest rates (1.6% or less) for infrastructure loans to Pakistan, offered another loan at a 0% interest rate, and converted a $230 million loan for the construction of the new Gwadar International Airport into a grant. In 2006, one of China Eximbank’s first concessional loans—to fund the Sino-Zimbabwe Cement Plant in Gweru District as a joint venture between a Chinese and a state-owned Zimbabwean corporation—was restructured, lowering the interest rate to 2%. Professor Deborah Brautigam of Johns Hopkins University, one of the leading scholars of Chinese foreign development policy, identified this as a pattern in Chinese finance even during the 2000s. During the 2010s, the repayment schedules of several billion dollars’ worth of loans from Chinese financial institutions to Chad, Mozambique, Ethiopia, the Republic of the Congo, and several other African countries were extended, often with reduction of interest rates. In 2016, China Development Bank’s commercial loans to Angola totaling $7.5 billion were refinanced. According to a paper co-authored by Brautigam and two of her peers in 2020, though more than 30 Chinese banks and companies had provided credit to African governments and loan renegotiations were generally conducted on a case-by-case basis, there was a notable trend “toward real net present value (NPV) reductions, mainly through lower interest rates, longer grace periods, and substantially longer repayment periods.”

Should India be Alarmed by Strengthening of China-Pakistan Ties?

Prime Minister of Pakistan Imran Khan traveled to Beijing on Friday to attend the opening ceremony of the Winter Olympics. He also since met with Chinese leader Xi Jinping to sign a number of business deals to cement what is called “phase two” of the China-Pakistan Economic Corridor (CPEC), a significant aspect of the Belt and Road Initiative (BRI).

While some countries have become confrontational against China in a number of geopolitical areas, Islamabad is tilting closer to Beijing in a relationship which President Xi described earlier as one between “iron brothers.” Their nexus is fueled by a common antipathy towards India, and despite the vastly different ideologies of both countries.

“Pakistan and China not only see each other as iron brothers, but they also think that China and Pakistan’s relationship is as high as the Himalayas. It’s the people-to-people relationship,” Khan said in an interview with Global Times published on Sunday. He added that the relationship between the two nations will only “get closer and stronger” in the future, thanks to the CPEC.

The growing closeness of China and Pakistan recently prompted the Indian National Congress and opposition leader Rahul Gandhi to accuse Prime Minister Narendra Modi of having “brought the two countries together.”

Is Pakistan increasingly an ally of China? Does Khan’s visit mark Islamabad ultimately “taking sides” in what has been dubbed a new Cold War in the same way the media have framed Vladimir Putin’s visit to Beijing and the subsequent Sino-Russia statement? Both Beijing and Islamabad have found themselves with broadly overlapping strategic, economic and military interests. And Pakistan, in the bigger picture, also finds itself with few other options for transforming its jagged fortunes.

It has been for a long time, to put it mildly, a struggling country. With a GDP per capita of just $1,194 in 2020, Pakistan has wrestled with poverty, a rising population of over 220 million, and political instability exacerbated by ethno-sectarian conflict and terrorism. In addition to domestic troubles, the nation faces a patchy security environment externally, being locked in a longstanding antagonistic relationship with India, and Afghanistan sitting on its western frontier. This has created the dilemma of Pakistan being a poor country, yet one which is also a nuclear-weapon state with one of the largest armies in the world.

However, Pakistan’s geostrategic position has become essential to its northeastern neighbor, China. On a map, Pakistan is aligned on an almost diagonal trajectory connecting with China from the western Himalayas heading downwards into the Indian Ocean, and in close proximity to the Persian Gulf and the Arabian Peninsula. This route allows China to bypass the politically and militarily sensitive routes of the East and South China Seas and the Straits of Malacca, where the US is attempting to navally encircle them. On this geographic premise, China ultimately presented troubled Pakistan with an offer it could not refuse: to become the “spine” of the Belt and Road project through the CPEC, promising to transform its fortunes. While doing this, China has also given Pakistan growing access to its enormous consumer market.

The CPEC project has pledged to build a plethora of infrastructure in Pakistan to try and turbocharge its development, but also to create a logistical means of safeguarding China’s westward trade. This includes proposed roads, railways, airports and the comprehensive development of energy infrastructure. One of its pinnacle projects is the development of Gwadar Port on the Arabian Sea in Balochistan province. However, this has been a struggling project with many questions posed about its success, and even talk of it ultimately being abandoned for Karachi. Yet, both sides insist this is not the case and made recommitments to it at the meeting on Friday. While there has been a persistently negative narrative pushed regarding the CPEC in general, many projects have likewise been finished, including nuclear power plants, a metro in Lahore, and a new national electric grid.

China and Pakistan also share close military cooperation. As Modi’s India has tilted towards the United States, and strategic antagonism with China has grown, Beijing perceives Pakistan as a counterweight for the purpose of containing New Delhi. Both countries collaborate on a joint fighter jet, while China is now supplying and building up Pakistan’s navy with frigates, showing Beijing’s intentions to keep the western Indian Ocean free from Indian domination. The United States, which once saw Pakistan as a strategic partner itself in pursuing the War on Terror, now increasingly sees Islamabad as a Chinese-aligned state in all but name. Last year, the US placed Pakistan military firms linked with China on its “entity list” – as it has done itself to many Chinese firms. Likewise, as it headed to the Olympics, Pakistan also skipped Joe Biden’s “democracy summit.” It has also become one of the most vocal supporters of China’s policies in Xinjiang.

Against such a backdrop, it is no wonder that politicians in India have become alarmed by the scale of China-Pakistan collaboration. Islamabad may have many internal problems, but it is still for all intents and purposes a formidable adversary. In aligning more closely with China, its goal is not to pursue a global struggle against the West, and is not looking to confront the US or its allies. Instead, it is intended to directly bolster its own hand in the longstanding regional struggle against India, while also giving itself a shot at attaining rapid economic development. The hard-line nationalist position of Modi and his decisions on Jammu and Kashmir have only made it harder for India to reconcile with Pakistan. This could well be a strategic mistake.

In conclusion, some say Pakistan is becoming too “dependent” on China, but that is ultimately down to the reality that there has been little else going for it. Pakistan is a country dogged with little economic prospects, instability and an insecure periphery. What other options and hope did Pakistan have otherwise? Hence, when the world’s second-largest economy and a growing military superpower comes along and offers the opportunity to receive the most comprehensive investment the country has ever got, as well as military assistance, how could it be turned down? Islamabad hopes the CPEC can be a gamechanger for its own fortunes – it’s a gamble in which it has little to lose.

China starts work on Gwadar naval base

New Update: As per SCMP, this work has been put on Hold. It got too much bad publicity and made the Chinese enslavement Game Plan, which will discreetly be done.

SOMETIME around the first week of December, the residents of Gwadar woke up to find work taking place to build a large metal fence that would stretch from just north of the old airport and extend westward along a road known as the Balochistan Broadway Avenue. The total length of the fence would be 24 kilometers, and according to what the locals were able to gather, it is planned to extend in a straight line along the central divider of Broadway Avenue and then cut straight south to the sea. Along the way, it will cut two habitations of 30 to 40 houses into two parts, one part inside the fence and one outside.

The master plan for Gwadar includes three special zones, known as the Gwadar Port Free Zone (2,280 acres), GIEDA Industrial Zone (3,000 acres), and EPZA export processing zone (1,000 acres). As part of the infrastructure development program for these three zones, projects are envisioned, including roads, utilities, warehouses, and security. In the project description, fencing is given as one of the elements of the security plan.

But the strange thing is that the fence is being built nowhere near any of these three zones. Nobody knows who is building it since it does not feature in the provincial or federal development projects. Some press reports cite 'sources' saying it is being constructed at the behest of the Chinese, who are keeping a wary eye on the security situation in the region since three separate militant groups came under one umbrella in November 2018, and then went on to launch a series of assaults starting with the attack on the Chinese consulate in Karachi, followed by the one on the Pakistan Stock Exchange building, and then a series of small ambushes on army and FC personnel in Kech, Turbat, Panjgur, Ormara, and so on.

However, it is not clear if the fence is indeed being built at the behest of the Chinese. Nowhere have the Chinese owned it themselves, and there is no public record of any Chinese demands for it, or references to it, in the recent past. But the following did happen.

Locals noted days after the construction of the fence, Senator Mir Kabir Mohammad Shahi of the National Party floated a sinister take at a press conference in Quetta. He said the fence is part of an attempt to separate Gwadar from Balochistan. He invoked memories of an older attempt under the Musharraf regime to bring Gwadar under the control of the federal government, reminded his audience of the federal government's attempt to seize the coastline and islands of Sindh and Balochistan via a presidential ordinance a few months ago, and said the fence would divide the city into two, with those who live on the outside requiring permits to be able to cross.

And then, days after this press conference, an online news agency that calls itself the 'Independent News Pakistan' seemed to carry a response. Its report quoted the Gwadar Port Authority chairman describing the fence as "a long-proposed desire that has come true now" that will enable "a transformation of Gwadar to become safer and more secure on modern age's demand." The report was carried by a number of Pakistani newspapers who treat the INP as a wire service.

That report aimed to distribute responsibility for the project widely and locally. "In collaboration with the army, Makran Administration, Gwadar Development Authority, Gwadar Port Authority, and Balochistan government, installation of iron fences will complete in phases," it said.

The same report quoted "a senior GDA official" whose words deserve to be scrutinized in full, so here they are reproduced exactly as they appeared in that INP report.

"Meanwhile, GDA senior official said that since Chinese people came here and exerted their energies to many assignments did not venture out to enjoy routine life in the streets and markets of Gwadar due to security issues. 'Recent terror attack at a private hotel in Gwadar had further limited their foot movement,' he added. 'They deserve a normal life free from all sorts of threats. After rigorous work, they need to go for outings and cherish great walks at the boisterous beaches of Gwadar. They must have an environment where they dine outside, enjoying and feasting their eyes on traditional Gwadar cuisines. They seek leisure time besides shopping spree with their families,' he added."

It is worthwhile to add that INP takes Chinese investments in Pakistan as a key focus. On its website claims, "[t]he INP has bilateral news exchange arrangements with China's State-run News Agency XINHUA and China Radio International (CRI)."

The INP report's language clarifies it has not been drafted by a Pakistani and is a direct response to the concerns around the fence, such as those of Senator Shahi. So let us ask one more time: at whose behest is this fence being built, and for what purpose?

In some places, it is said that the fence is part of the Gwadar Smart Port Cities project. But nobody connected with that project has any inkling of it, neither the Makran Division bureaucracy nor the GDA nor officials from relevant departments of the Balochistan government such as planning. These are the people tasked with implementing the smart port cities project, and thus far, none of them seem to know anything about this fence.

I have long maintained that we in Pakistan don't have a clear idea of what exactly is being built in our country under the umbrella of the CPEC Enslavement of Pakistan Strategy. There are important gaps between what we are told is built and what we see coming up on the ground. The Balochistan Bar Association has filed a legal challenge before the Balochistan High Court in Quetta around the fence, and the first hearing will be held today. Let's hope this legal action can shine a light on what is going on and defend Pakistan against Chinese occupation.

New Gwadar International Airport is scheduled to open in 2023

Gwadar airport update:

The new Gwadar International Airport is planned to open in 2023, following the completion of the $246 million Greenfield Airport, which is being built on 4,300 acres of land and will cost $246 million.

It is anticipated that the passenger terminal building will be completed by June 2023 and that work connected to air traffic control will be completed by March 2023, with the whole construction of the airport expected to be completed by September 2023, according to an official source.

The Civil Aviation Authority was in charge of the administration and operation of the new Gwadar International Airport. Pakistan, Oman, and China will form a joint venture to own and operate the airport. The airport will handle both domestic and international operations.

In order to enhance the airport, China is constructing the China-Pakistan Economic Corridor (CPEC), which is a cornerstone of the Chinese government’s One Belt One Road (OBOR) program.

When it opens in 2022, it will be Pakistan’s busiest airport and the country’s second airport capable of receiving A380 aircraft, making it the largest in the world. It was supposed to foster development on the Gwadar peninsula and increase trade between Pakistan and China. It was a success.

The airport would be operated in accordance with the open skies principle and developed under the supervision of the Civil Aviation Authority of the United Kingdom.

The construction of the new Gwadar International Airport began as an early harvest high-priority project under the China-Pakistan Economic Corridor (CPEC) program in 2014. In January 2015, the Executive Committee of the National Economic Council (Ecnec) gave its approval to the plan.

According to a grant agreement reached between China and Pakistan in May 2017, the project would be funded. Soil testing on the project site began in January 2018 and included the drilling of 300 boreholes in a variety of sites throughout the site.

The groundbreaking ceremony took place in March 2019, and the project is expected to be finished by 2022.

Pakistan may be the next victim of China’s new ‘imperialism’

It’s been barely more than two weeks since Imran Khan’s electoral victory in Pakistan, but the country’s next prime minister is already facing a geopolitical crisis. Pakistan’s current-account deficit is perilously high, its foreign-currency reserves perilously low. Its external debt has ballooned after accepting some $62 billion in Chinese financing, part of an ambitious regional infrastructure project that has yet to boost Pakistan’s economy. Khan’s first major act as prime minister may be asking the International Monetary Fund for a new bailout.

But that’s where the trouble begins. Critics at home lament Pakistan’s addiction to the fund--it has spent 22 of the past 30 years laboring under the terms of more than a dozen successive IMF bailouts. The austerity measures the IMF demands, they argue, have shackled growth and prevented Pakistan from making substantive reforms. Pakistan could instead turn to China for fresh loans, but that could make Islamabad even more beholden to Beijing than it already is.

In that regard, Pakistan is becoming the latest testing ground of a key plank in China’s global strategy. Its sweeping One Belt, One Road initiative--a vast $1 trillion infrastructure and development plan that has led to Chinese companies investing in bridges, airports, dams, railroads and other ventures in dozens of countries--is Beijing’s signature global project. But it has prompted accusations that it fuels corruption and autocratic behavior in vulnerable countries. From Malaysia to Colombia, the opacity surrounding Chinese-backed endeavors has led to allegations of graft, mismanagement and, in the case of at least one mega-dam project, possibly triggered a devastating landslide.

Moreover, the initiative has pushed some countries into a morass of debt. The starkest example so far has been Sri Lanka, whose government was unable to repay $6 billion in loans used to build an expensive Chinese-led port and airport project in Hambantota, a once-sleepy but strategically located backwater. As a result, Sri Lankan authorities ceded control of the port and some 15,000 acres of land around it to Beijing on a 99-year lease. The move led to accusations that China is engaging in a 21st century style of “creditor imperialism.”

At a Tuesday panel in Washington, Husain Haqqani, a former Pakistani ambassador to Washington, quipped that the Chinese-Pakistan Economic Corridor--the formal name for a complex $62 billion infrastructure-development plan--actually should be called “Colonizing Pakistan to Enrich China.”

Both Chinese and Pakistani officials argue that charges of “colonialism” are overblown. The two countries share a historic friendship, largely framed by their mutual antipathy toward India. In recent years, China has stepped up its involvement in various sectors of the Pakistani economy, from its nuclear-energy industry to the establishment of a host of special economic zones to a costly port project in the city of Gwadar on the Arabian Sea.

“Pakistan does need China’s help, as it faces a slew of economic challenges, including a backward industrial supply chain, weak foreign trade and a huge portion of its population still living in poverty and without proper education,” noted an editorial in China’s state-run Global Times, urging Beijing officials to “ignore the noise and step up its investment in Pakistan.”

Khan, meanwhile, is a fiery nationalist and economic populist. He has repeatedly gestured to the “China model” as something Pakistan should emulate. But it’s not yet clear what any of that means in practice, and the enthusiasm for his rhetoric may simply reflects widespread frustration with Pakistan’s systemic corruption and long-standing habit of turning to the IMF and accepting its diktats.

“The pattern is always the same,” wrote Nadeem Ul Haque, a former IMF official and former deputy chairman of the Pakistani government’s Planning Commission. “With the Fund’s blessing, the government goes on a shopping spree, taking out costly loans for expensive projects, thus building up even more debt and adding new inefficiencies. After a few years, another crisis ensues, and it is met by another IMF program.”

For Pakistan, caught between China’s ambition and Washington’s concern, there are few good choices.

“These are our two masters,” said Turab Hussain, an economics professor at the Lahore University of Management Sciences, told the New York Times. “How do you serve both?”

China did not fund any infrastructure projects of CPEC, says Pakistan

Beijing has not funded any infrastructure project under the China-Pakistan Economic Corridor (CPEC) initiative, said the Senate Special Committee on CPEC projects. According to a report by The Express Tribune, during the committee meeting Senator Sikandar Mandhro, chief of transport planning at the Pakistan Planning Ministry, said because of the absence of the CPEC funding, some projects, including the Khuzdar-Basima project, were being carried out from the federal development funds. Meanwhile, Committee member Senator Kabir Ahmad Shahi informed that only paperwork was carried out on CPEC. "The project started in a way that a tent was set up with a watchman sitting there. The fence around the New Gwadar International Airport is a shambles," he said. Moreover, the projects under the Gwadar Smart Port City Master plan have not been started. In 2015, China announced an economic project in Pakistan worth USD 46 billion. With the CPEC, Beijing aims to expand its influence in Pakistan and across Central and South Asia in order to counter the influence of the United States and India. The CPEC would link Pakistan's southern Gwadar port (626 kilometers, 389 miles west of Karachi) in Balochistan on the Arabian Sea to China's western Xinjiang region.
