DHAKA, July 19 (Reuters) - The Bangladesh government has decided to impose a curfew across the country and deploy the army, BBC Bangla reported on Friday, citing Prime Minister Sheikh Hasina's press secretary, amid widening student-led protests against government job quotas.

An official decision regarding the curfew would be issued soon, the prime minister's press secretary, Nayeemul Islam Khan, told BBC Bangla.

Three people were killed in the country on Friday as police cracked down on unrelenting student-led protests against government job quotas despite a ban on public gatherings, local media said.

Police fired tear gas to scatter protesters in some areas, Reuters journalists said. One said he could see many fires across the capital Dhaka from a rooftop and smoke rising into the sky in several places.

Telecommunications were also disrupted and television news channels went off the air. Authorities had cut some mobile telephone services the previous day to try to quell the unrest.

Bengali newspaper Prothom Alo reported train services had been suspended nationwide as protesters blocked roads and threw bricks at security officials.

Violence on Thursday in 47 of Bangladesh's 64 districts killed 27 and injured 1,500.

The total number of those dead from the protests reached 105 on Friday night, AFP separately reported, citing hospitals. Reuters could not immediately verify the reports and police have not issued a casualty toll.

The U.S. Embassy in Dhaka said that reports indicated more than 40 deaths and "hundreds to possibly thousands" injured across Bangladesh.

In a security alert, it said protests were spreading, with violent clashes being reported across Dhaka. The situation was "extremely volatile", it said.

The protests initially broke out over student anger against quotas that set aside 30% of government jobs for the families of those who fought for independence from Pakistan.

The nationwide unrest - the biggest since Hasina was re-elected this year - has also been fuelled by high unemployment among young people, who make up nearly a fifth of a population of 170 million.

Some analysts say the violence is now also being driven by wider economic woes, such as high inflation and shrinking reserves of foreign exchange.

The protests have opened old and sensitive political fault lines between those who fought for Bangladesh's independence from Pakistan in 1971 and those accused of collaborating with Islamabad.

The former include the Awami League party of Hasina, who branded the protesters "razakar" - making use of a term that described independence-era collaborators.

International rights groups criticised the suspension of services and the action of security forces. The European Union said it is deeply concerned by the violence and loss of life.

"It is vital that further violence is averted and that a peaceful resolution to the situation is found as swiftly as possible, underpinned by the rule of law and democratic freedoms," it said in a statement.

Neighbour India said the unrest was an internal matter of Bangladesh and that all 15,000 Indians in that country were safe. Indians studying in Bangladesh were returning by road.

Violence linked to the protests also broke out in distant London, which is home to a large Bangladeshi population, and police had to quell clashes between large groups of men in the east of the British capital.

TELECOMS DISRUPTED, WEBSITES HACKED

Friday began with the internet and overseas telephone calls being crippled, while the websites of several Bangladesh newspapers did not update and were also inactive on social media.

A few voice calls went through, but there was no mobile data or broadband, a Reuters journalist said. Even text messages were not being transmitted.

News television channels and state broadcaster BTV went off the air, although entertainment channels were normal, he said.

Some news channels displayed a message blaming technical problems, and promising to resume programming soon.

The official websites of the central bank, the prime minister's office and police appeared to have been hacked by a group calling itself "THE R3SISTANC3".

"Operation HuntDown, Stop Killing Students," read identical messages splashed on the sites, adding in crimson letters: "It's not a protest anymore, it's a war now."

Another message on the page read, "The government has shut down the internet to silence us and hide their actions."

The government had no comment on the communications issues.

On Thursday, it had said it was willing to hold talks with the protesters but they refused.

Many opposition party leaders, activists, and student protesters had been arrested, said Tarique Rahman, the exiled acting chairman of the main opposition Bangladesh Nationalist Party (BNP). Reuters could not confirm the arrests.

The Taliban are losing their grip on power in Afghanistan as attacks on diplomats and foreign nationals leave a trail of casualties and as border clashes threaten to spill into war. Investors are leaving the country in fear for their lives, scuppering what little hope there was of reviving the war-ravaged economy. Meanwhile, the United States continues to pour in millions of dollars with no clear idea of where the money goes.

On the country’s eastern border, Taliban gunmen trade fire with Pakistani soldiers, killing or wounding scores of people, including women and children, in recent weeks. Islamabad has effectively withdrawn its ambassador, Ubaid Ur Rehman Nizamani, after he was attacked at the embassy in Kabul on Dec. 2. Some commentators say the two countries are now at war. Two Russians were among six people killed in a suicide attack on their embassy in September. Clashes have erupted on Afghanistan’s border with Iran. Regional countries that were relieved to see the United States and NATO leave last August now worry about the flow of drugs, migrants, and left-behind U.S. weapons out of Afghanistan as the country nears collapse.

But it’s the latest attack that has rattled what appears to be an emerging status quo, as China sniffs the wind for secure investment opportunities in Afghanistan’s promising minerals sector and sets itself up as the dominant partner of a Taliban eager to make some progress toward recognition as the legitimate government. All that fell apart on Dec. 12, when gunmen laid siege to a multistory hotel in downtown Kabul used by Chinese businessmen. China’s foreign ministry said five Chinese were injured; the Italian-based nonprofit Emergency Hospital said it received 18 injured people and three dead. The hourslong assault happened the day after Taliban leaders assured China’s ambassador to Afghanistan, Wang Yu, that Chinese nationals were safe. Wang has since ordered all Chinese to leave the country as soon as possible.

With them go any immediate prospects of economic development. The World Bank said two-thirds of households can’t afford enough to eat as the Taliban have been incapable of attracting investment, creating jobs, or convincing the international community to lift damaging sanctions on the banking and financial sectors.

“China can’t rely on the Taliban now, so it’s over for the foreseeable future,” said a former Afghan diplomat close to Beijing, speaking on condition of anonymity. The arrival of hundreds of enthusiastic Chinese businesspeople on the lookout for money-making opportunities had given some hope that things were about to turn. They had thought they could ride China’s decadeslong relationship with the Taliban and plans flagged by Wang to develop the minerals sector and extend China’s Belt and Road infrastructure network through Afghanistan to speed Chinese products to markets in Eurasia and Europe. Its major state corporations had already earmarked the big Mes Aynak copper deposit near Kabul, with a $3 billion, 30-year agreement signed in 2008. They’ve also been visiting gold, lithium, and uranium mines as well rare earths and other minerals, mining sources said.

China’s aversion to risk has precedent in Afghanistan: Taliban attacks on Chinese workers at Mes Aynak soon after the deal was done saw those workers withdraw, with work yet to resume—though control of a copper deposit said to be one of the biggest in the world is a useful hedge for the world’s biggest consumer of the metal. Yu Minghui, who heads the China-Afghanistan Trade Committee and founded a Chinese residential development outside Kabul, said he doesn’t expect many of his compatriots to return to Afghanistan after the Lunar New Year in late January. He told Reuters that around 500 Chinese businesspeople had arrived since the republic’s 2021 collapse. “I think maybe 80 percent will not return,” he said.

China investment isn’t the only casualty of the hotel attack. The Haqqani network, a Taliban offshoot and al Qaeda affiliate, has a long relationship with China’s ruling Communist Party, and its boss, Taliban Interior Minister Sirajuddin Haqqani, has lucrative trade deals with China. Haqqani has risked going against the wishes of the Taliban’s grassroots supporters by secretly agreeing to Chinese demands for the deportation of Uyghur militants—fellow Muslims who fought alongside the Taliban with the Turkistan Islamic Party, which seeks to overthrow the Chinese state—throughout the war on the U.S.-supported republic. Documents seen by Foreign Policy show he signed off on the return of seven Uyghurs to China in the summer.

“For Haqqani, this was a pragmatic decision for his own survival; he’s always been close to China and needs to maintain that relationship,” said a former Afghan security official. But he’s risking losing support among core Taliban fighters and battlefield commanders, and there are plenty of other jihadi groups they could join, including the local franchise of the Islamic State, called Islamic State-Khorasan, he said.

Uyghurs were “the men who cleaned our weapons. They were our vehicle mechanics. They did everything we could not do ourselves. They won us the war,” the official quoted Taliban commanders as telling him. There’s little doubt Uyghurs face execution on return to China. A million Uyghurs are said to be incarcerated in concentration camps as the ruling Chinese Communist Party seeks to extinguish nationalistic sentiment and ethnic and religious identity in what the United States calls a genocide.

Questions are now swirling about future targets among the countries and organizations with embassies in Kabul and which Taliban faction or jihad group would benefit. The United Nations is consolidating its presence in Kabul, sources in the capital said, scaling down multiple locations to one fortified compound. The Islamic State-Khorasan generally claims responsibility for major attacks and could boost recruitment by undermining the Taliban’s Islamist credentials—for instance, by targeting the anti-Muslim Chinese regime. A variety of sources from the U.S. government, the former Afghan regime, and others close to the Taliban say, however, that the Islamic State-Khorasan’s capacity was exaggerated by the Taliban to gain U.S. financial and intelligence support under the guise of counterterrorism cooperation. Although its presence in Afghanistan does pose a threat to the Taliban, it’s also seen as a useful cover, as the attacks it claims as its own often bear the hallmarks of Haqqani network attacks during the war.

The security official said an exodus of Taliban supporters to the Islamic State-Khorasan has already begun and could explain the similarities in attack methodology. “Jihadists are like drug addicts; they just want to wage jihad, and a lot of Taliban supporters are diverting to [the Islamic State-Khorasan] to wage jihad against the Chinese as they’re the Taliban’s new friends now the Americans have gone,” he said, referring to disillusion among many supporters about the Trump administration’s 2020 Taliban deal, which led to the U.S.-NATO withdrawal. “There will be a jihadist rebellion within the Taliban as the number of defections grows.”

Since their victory, the Taliban have invited dozens of terrorist and jihadi groups into Afghanistan, including al Qaeda and the Pakistani Taliban, Tehrik-i-Taliban Pakistan (TTP), which is now attacking Pakistan from Afghanistan. Last week, U.N. Secretary-General António Guterres reiterated concerns about terrorism and border security as well as other Taliban excesses like banning girls from school and the lack of rule of law and justice in his quarterly report. On Tuesday, the Taliban, which had previously banned girls from secondary education, barred women from universities as well, furthering the fundamentalist agenda they had promised not to implement.

Yet while the Taliban alienate their backers, the United States delivers tens of millions of dollars in cash every month for distribution via the United Nations, ostensibly for humanitarian relief, though much of it reportedly ends up in Taliban hands, further entrenching their sense of impunity. American officials regularly meet with Taliban figures in third countries. But that doesn’t seem to be a prelude to any sort of official diplomatic presence, which means the Taliban will—more than a year after their return to power—continue as isolated, friendless, and unrecognized as they are now.

As the threat to embassies and foreigners escalates and the Taliban press ahead with public executions and floggings, the optics of an official presence “just won’t work right now,” the former diplomat said. “No one is going to take that risk now or for some time. No one is safe.”

Violent Unrest Over Economic Strife Erupts in Pakistans Kashmir Region

Vast protests have broken out in the Pakistan-controlled part of Kashmir, driven by outrage over soaring electricity bills and flour prices in a region that has long suffered economically because of its status as a conflict zone. In an attempt to quell the growing unrest — which has led to a widespread strike and left one police officer dead and 90 injured — Prime Minister Shehbaz Sharif called an emergency meeting for Monday in Islamabad, the Pakistani capital. As protesters planned to march this week to Muzaffarabad, the regional capital, the authorities suspended internet service in many areas and shut down schools in the city. “I have never seen such a large-scale uprising in Pakistan-administered Kashmir,” said Mubashar Naqvi, a Muzaffarabad resident and a teacher at the University of Azad Jammu and Kashmir. “This protest is unique because it unites people from all walks of life in demanding basic necessities.” The picturesque but highly militarized Himalayan region of Kashmir, claimed by both Pakistan and India since their independence from Britain in 1947, has been the site of three wars between the estranged neighbors. The unrest began on Friday when an activist group made up largely of traders initiated a strike in Muzaffarabad that soon led to violent clashes with law enforcement officers. The detention of Kashmiri activists in overnight raids had fueled the call for a strike. The Kashmiri authorities have urged protesters not to resort to violence. Faisal Mumtaz Rathore, a local government minister, said that a plan to send in paramilitary troops was withdrawn as talks with the protesters continued. But the real solution, he said, lay with national Pakistani officials. “The big demand of the people, the demand for cheap electricity and the end of power outages, falls under the jurisdiction of the government of Pakistan,” Mr. Rathore said. The region depends heavily on government jobs and receives little private investment because of its status. As the protests entered their third day, the streets of Muzaffarabad were quiet on Sunday. Security forces, identified by their black bandannas, were a stark presence at checkpoints. Residents watched from behind closed windows, their daily routines disrupted and their supplies dwindling. Promoting Responsible Tourism in Pakistan’s North West

Growing up, Muhammad Numan saw a cleaner, more natural environment in Khyber Pakhtunkhwa’s tourist destinations. But as time passed and tourism surged, the local landscape he once knew began to change. The influx of tourists resulted in a growing pile of litter across the otherwise scenic sites in the north. The travel and tourism sector’s total contribution to Pakistan’s GDP was 5.9 percent in 2022 and 4.2 million jobs. This is sub-optimal considering the diverse tourist sites located across the country. Pakistan attracted ~US$ 16 billion in visitor spending in 2022 which is projected to touch ~US$ 30 billion in 2033. Pakistan experienced an unprecedented surge in domestic tourism immediately after the Covid induced travel restrictions were lifted: For instance, in 2021 and 2022, over 1.2 million domestic and international tourists visited the country’s Khyber Pakhtunkhwa province alone.

To manage this increasing all-season footfall of visitors while harnessing its understated economic potential, the local authorities, communities, and private sector require resources, equipment and training without losing focus on green and inclusive tourism. Determined to make a change, Numan, who now works as a manager at a local hotel in Swat district of Khyber Pakhtunkhwa, sought ways to mitigate the negative impact of the tourism industry on the ecosystem. That is when he came across the “Travel Responsibly for Experiencing Eco-tourism in Khyber Pakhtunkhwa” (TREK) initiative – a partnership between the Government of Khyber Pakhtunkhwa, World Bank (WB) and Nestlé Pakistan to promote and support responsible tourism initiatives. TREK complements the ongoing activities of Khyber Pakhtunkhwa Integrated Tourism Development Project (KITE) project for heritage preservation and tourism infrastructure development. Since 2020, it has completed awareness campaigns for tourists, and training of local communities and hospitality businesses on waste management. TREK has trained over 650 participants from more than 150 hotels and restaurants in Khyber Pakhtunkhwa’s tourist areas. The beneficiaries also included local communities, local authorities and academia of Peshawar, Nathiagali, Abbottabad, Swat, Naran and Chitral districts. These trainings concentrated on solid waste minimization, segregation, management, and recycling techniques. Public service messages on responsible tourism were also launched through social media and radio campaigns in Khyber Pakhtunkhwa and cities of Islamabad and Lahore. Most country’s domestic tourists are concentrated in these geographies and were thus able to receive communication on tourist helplines on the importance of keeping the sites litter-free. 10,000 reusable bags were distributed to tourists and the hotel association in tourist hotspots aiming to encourage their use and minimize littering. In parallel, the IDA-financed KITE project provided waste bins, garbage collection and compacting machinery to the local authorities in Nathiagali, Naran, Chitral and Kumrat districts of Khyber Pakhtunkhwa, and a few locations in Punjab province, and installed 50 tourist information signboards to complement the awareness campaigns. This initiative has transformed into a community-driven effort, with residents actively participating in regular clean-up drives. Such sustainable transformations encapsulate the very essence of what TREK envisions for communities throughout the province and beyond. TREK has propelled its partners towards impactful activities by encouraging collaboration with the private sector. Its partner in the initiative, Nestlé Pakistan, is taking concrete actions to create circular systems that make it easier to collect, recycle and reuse products that use plastic. It is committed to designing 100 percent of its plastic packaging for recycling and expects to achieve a 95 percent target by 2025. The Government of Khyber Pakhtunkhwa has allocated resources and supports its teams to ensure green and inclusive destination management in partnership with the private sector. The project has also provided machinery for snow removal and solid waste management to local authorities to improve accessibility, traffic flow and promote sustainable tourism in the province. TREK's inclusivity stands out, inviting participants from diverse backgrounds, including women, youth, and the transgender community. Zareen Akhtar, a social worker, and human rights activist who underwent TREK training, testified to the program's transformative impact. She acknowledged the newfound knowledge she gained, eager to share it with others. She emphasized that she’s one of the many women in this region who have had the opportunity to attend these trainings. “Inclusion of women not only has a wider social impact but also a major mindset shift in the region, allowing for a cohesive awareness within the social fabric of the community.” Initiatives like TREK have the power to transform the tourism landscape in some of Pakistan's most pristine destinations and ensure that future generations continue to enjoy these in years to come.
