Now she's playing her role in the Port Mafia reporting to her handlers, and working behind the scenes so the siblings can get a clean break if the government ever cracks down on the Port Mafia.

I kinda love it, but also I think it could be really amazing for her character. The whole point of Higuchi’s character is her job is Akutagawa. If she was secretly a traitor to the Port Mafia and working for the gov (like Tachihara), it would mean that she is considering Ryuu above both her jobs which is AMAZING and only reinforces the parallels between her and Ryuu, Ryuu and Dazai and Kyouka and Ryuu.
