Australian research finds cost-effective way to recycle solar panels | Recycling
New research has proposed a cost-effective way to recycle solar panels to help handle an increasing volume of retired photovoltaic (PV) cells expected by the end of the decade. In a paper published by a team from the University of New South Wales last week, researchers outlined a process to collect and extract valuable materials from solar arrays to see if it was technically, economically and environmentally feasible. The process involves collecting solar arrays, stripping them of their aluminium frame, shredding the cells and using an electrostatic current to separate out valuable materials including silver and copper, reducing the panels to 2%-3% of their original weight. The reclaimed material would then be shipped directly to a refinery for purification and processing. Dr Pablo Diaz, lead author on the study, said it showed it was possible to run a low-volume facility capable of managing 1,000 tonnes of solar panels a year. This is roughly equivalent to 50,000 panels a year, or about 4,100 panels a month. “This is something someone can pick up elsewhere, it doesn’t use any chemicals, it doesn’t emit any pollution or hazardous pollution. It produces dust from crushing the panels, but you have dust collectors there,” Diaz said. Currently Australia has very little capacity to process and recycle solar panels when they reach the end of their life span. This is considered an increasingly pressing problem as the high uptake of rooftop solar and proposals for large-scale solar farms means a growing number of panels will reach the end of their lifespan. A 2016 report by the International Renewable Energy Agency (Irena) found large-scale and early adopters of PV solar could expect the largest volumes of waste from old systems. Australia was projected to generate 145,000 tonnes a year of PV solar waste by 2030, with the US expecting 1m tonnes a year and China 1.5m tonnes. Diaz said smaller-scale facilities were important as they could process material closer to their source before sending it on, reducing emissions from transport. “You could do this in a suburb in South Australia, concentrate the valuable material and then send it directly to the refiners who do extracting and purifying the metals,” he said. He has also since moved to put the research into practice via a start-up company, Solar Cycle, which is building a facility in Texas in the US. It is expected to be operational by November. Government ministers aim to shore up contact-tracing strategy after junior minister concedes much-publicised app set miss-stated start date and Silicon Valley giants officially launch API for apps that follow different route than NHS The saga of the development of a contact-tracing app to aid the UK’s fight against Covid-19 has taken another step with the news that just as senior members of the UK government concede that the official launch date of 1 June 2020 will not be met, health officials in Northern Ireland and Scotland look to be moving away from the official national strategy
The UK’s track and trace programme is due to begin, as assured by prime minister Boris Johnson, on 1 June, but a key element of this – the contact-tracing app – is still only in test phase.
A trial of the contract-tracing app developed by NHSX, the digital innovation unit of the National Health Service, began in the Isle of Wight on 4 May. The app uses Bluetooth Low Energy technology to alert people who may have been exposed to the coronavirus.
Once installed, the app logs the distance between a user’s smartphone and other phones nearby that also have the app installed. The anonymous log of how close users are to others will be stored securely on the user’s phone. If a user becomes unwell with symptoms of Covid-19, they can use the app to inform the NHS, which, subject to risk analysis, will trigger an anonymous alert to other app users with whom the user has come into significant contact over the previous few days.
Yet even before it became available, the app had been surrounded by criticism, with critics weighing in with concerns over what it could achieve and whether the public could, or would, make representative use of it. Particular concerns were held over whether the app’s centralised nature would lead to privacy breaches and whether it would be any use at all if there was a lack of user uptake.
Less than a week since the app became available to residents of the Isle of Wight, UK communities secretary Robert Jenrick revealed that it had already been downloaded by more than 50,000 people – a third of the island’s population – and confirmed reports, highlighted by Computer Weekly on 8 May, that a radical change in the nature of the app was a possibility.
Timely launch unlikely
Only days ago, more experts piled into the debate as to whether the app would be launched by its scheduled time slot, releasing research casting doubt on what the trial could achieve. According to a survey by BCS, The Chartered Institute for IT, less than a quarter of IT professionals think the planned NHSX contact-tracing app will be effective in containing Covid-19, while a study on behalf of cyber security solutions provider Anomali revealed that a significant proportion of the population was not prepared to download the app.
After members of the House of Lords cast doubt on the 1 June target being met for a working app to support the contact-tracing and tracking personnel that have been employed, James Brokenshire, minister of state for security, toured leading media outlets in the UK attempting to assure that all was on track.

After junior health minister Lord Bethell indicated that the emphasis of the government was no longer on the app itself, but on the human elements of testing and tracking – an assertion not denied by government spokespeople – Brokenshire told BBC TV and radio news that he had every confidence the target would be met for the app’s launch and noted that the Isle of Wight trial was proceeding as planned. This was despite widespread reports of problems with the app regarding false negatives, lack of uptake and it draining phone batteries.
Divergent developments in Scotland
As the debate was raging, NHS Highland, in charge of healthcare in the Scottish region, was revealed to have signed a deal with Highland Health Ventures Ltd (HHVL) in association with Wyld Networks to test and deploy mobile mesh technology in care homes in Scotland to help protect residents, staff and visitors by preventing the spread of Covid-19 or other viruses.
Statistics from the National Records of Scotland (NRS) show that more than half of the recorded coronavirus deaths in Scotland over recent weeks were in care homes. Data from the Office of National Statistics (ONS) also shows that 12,526 care home residents died due to coronavirus in England and Wales during the four months to May.
“Supporting innovation across the healthcare system is more important than ever and will be central to securing transformation and improved care,” commented Frances Hines, research, development and innovation manager at NHS Highland. “Creating the conditions for more collaborative approaches to innovation and enabling the adoption of cost-effective new technologies will be key, and we are pleased to be working together with Wyld and HHVL to deliver innovative potential solutions for care homes.”
The Wyld technology will be used to provide digital access and anonymised social distance monitoring and alerting through a mobile app and a mesh wireless network of connected smartphones and internet of things (IoT) devices. The Wyld system is able to create virtual geozones around the care home and particularly sensitive or quarantined areas to control access, as well as dynamic personal two-metre geozones around everyone with the app.
Wyld and HHVL have already started the first project for implementation in a care home in Scotland. This came just as NHS Scotland launched a two-week pilot to test Covid-19 contact-tracing technology before it is deployed nationally. Three Scottish health boards – NHS Fife, NHS Lanarkshire and NHS Highland – have begun testing software, separate to the UK app, as part of the Scottish government’s Coronavirus: test, trace, isolate and support strategy, which aims to keep transmission of the virus as low as possible as the lockdown restrictions ease.
Northern Ireland’s decentralised route
NHS Scotland’s departure from the UK government’s contact-tracing plan reflects previously stated concerns in Northern Ireland. On 4 May, Northern Ireland Assembly health minister Robin Swann MLA urged the creation of an app that could work across the island. After acknowledging the data privacy concerns regarding the NHSX app, he added that the Northern Ireland authority would examine developing a separate app that could interact with an app in use in the Republic of Ireland which is based on a decentralised structure.
Unlike the centralised NHSX approach, Google and Apple’s API-based system does not collect or use location data from a device, and if a person is diagnosed with Covid-19, it is up to them whether or not to report that in the health app
“Ideally, I would like to see one app used across these islands, because it means no matter where an individual is travelling, once we come out of lockdown, whether east-west or north-south, that same platform, that same app, can be utilised,” he remarked.
At the heart of the decentralised app will be an application processing interface (API) developed by Google and Apple. The Silicon Valley giants have just released a Covid-19 Exposure Notification API that will enable apps created by public health agencies to work more accurately, reliably and effectively across Android smartphones and Apple iPhones.
First revealed in April 2020, the technology is designed to enhance public health agencies’ apps by allowing smartphone users to decide whether or not to opt-in to Exposure Notification. Unlike the centralised NHSX approach, Google and Apple’s API-based system does not collect or use location data from a device, and if a person is diagnosed with Covid-19, it is up to them whether or not to report that in the health app.
As it released the API, Google said: “User adoption is key to success and we believe that these strong privacy protections are also the best way to encourage use of these apps.”

Lucky for some
Well, that was the reshuffle that was. We've summarised the whole thing in 13 charts over on the Institute for Government live blog.
Exact ministerial portfolios are still being parcelled up in most cases. Over at Cabinet Office, it may be that paymaster general Penny Mordaunt ends up with the implementation brief that covers various things digital and data, and it's unclear whether newly promoted-within-the-department Chloe Smith will keep responsibility for statistics, transparency and knowledge management. Michael Gove has taken the minister for the Cabinet Office role in place of the departing Oliver Dowden...
...who will hopefully take his enthusiasm for and expertise in digital government and data to DCMS. DCMS has helpfully published a list of its ministers' responsibilities. Caroline Dinenage gets online harms and digital tech/policy, while returning John Whittingdale gets data and the National Archives (and media - that'll be a quiet brief what with all the BBC briefing). Whittingdale was previously secretary of state at the department (before 'Digital' was added to the name), and before that, chair of the select committee scrutinising the department. This is what he told the IfG about that experience:
It was a great help because I’d done the job for 10 years, and the way select committees work is that you focus on one area and then you move to another area, so during that time I’d done inquiries into gambling, into licensing, into tourism, into heritage, into museums, arts funding, masses on press regulation, creative industries. I mean there was barely an area of the department which we hadn’t had an inquiry into... so I felt very, very familiar with almost every policy area. The only area which I didn’t know as well was the bits which were coming into the department... Because they had not previously been under the department, the select committee hadn’t looked at them, so I didn’t know those areas as well.
Helpfully, data and open government have come into the department since Whittingdale was last there, so hopefully he can get up to speed quickly. (John, if you'd like to subscribe to a newsletter that could help with that...)

IOTA: RESTRUCTURING OF AS-117 & AS-206 —> “Islands  previously  listed  as qualifying for AS-117 that now fall within the co-ordinates box of  the  new group AS-206 (Honshu’s Coastal Islands East)  have been transferred and  are listed appropriately both in the application database  scroll-down list  and in the IOTA Directory online” Roger Balister, G3KMA (IOTA General Manager) posted to https://iota-world.org/ on 30 July. “Following several activations from AS-206 in the last  few weeks  with most already accepted for credit, the group number is now confirmed. Record-holders with credits for AS-117 that commence with prefixes JA0, 1, 2 and 7, will have their credits reviewed for transfer to AS-206. All chasers who logged into the IOTA system  at least once during  the  last two years will be  automatically  informed by a credit  re-allocation.  This will alert them to the need  to find  a  replacement card or  QSO match  for AS-117 with a prefix JA3, 4 or 9 to regain credit. Other record-holders for whom Management no longer retains an  email address will have any necessary transfer made automatically. The intention is to transfer all credits to the correct IOTA group within  a few weeks. As this is quite a big job, patience is requested”

VP8/VP8DXU —> The  project  planning  for  the  2020  South Orkney Islands DXpedition [425DXN 1469] continues  on  schedule.  During the weekend of  12 July seven team members and three volunteers met in  Placerville, California to prepare the tents for use on Signy Island, 60m FT8 has been added to  the operating plan, and the fundraising  campaign continues:  “team members made their 2nd payment to the project, and our  2nd payment to  the  ‘Braveheart’ was processed”, the  VP8/VP8DXU  team  reported  on  27 July.  “As  of  this writing, 33 clubs/foundations and 273 individuals  have shown their  support for the project.  While we’re making progress,  we have a long way  to go to reach the goal of 50% team member funding of the  estimated project cost  of USD 325,000. What You Need To Know About All The Democrats At South By Southwest This Year

Democrats with an eye on the future have descended this year on South by Southwest, the multi-genre festival in Austin, Texas.
The worlds of music, tech, hipster-dom and entertainment have now played host to a who’s who of presidential candidates and newly minted political stars.
Here’s everything that’s happened so far, why it matters and what to expect.
Alexandria Ocasio-Cortez was greeted like a rock star.
Rep. Alexandria Ocasio-Cortez (D-N.Y.) had one of the most well-attended events of the early portion of SXSW, according to media reports. The first-year congresswoman spoke at length about her support for Democratic socialism and said she wasn’t interested in taking “baby steps” when it came to policy ideas.
“We view ambition as youthful naiveté when… the greatest things we have ever accomplished as a society have been ambitious acts of vision,” Ocasio-Cortez said at an event Saturday. “The ‘meh’ is worshipped now. For what? Like, for what?”

Ocasio-Cortez also had a surprise appearance with Bill Nye the Science Guy, who took to Twitter to praise the representative for her work on ambitious climate legislation.
“AOC gets it,” Nye wrote on social media. “She sees that fear is dividing us. We can address income inequality. We can address climate change, if we get together and get to work.”
Stacey Abrams hinted at her political future.
Former Georgia gubernatorial candidate Stacey Abrams may have narrowly lost her race in November, but the Democrat has emerged as a political force.
Shortly after a discussion with PBS “NewsHour” reporter Yamiche Alcindor, in which Abrams suggested that the earliest she’d consider running for president was 2028, the lawmaker clarified her remarks to say that timeline had dramatically moved forward.
“Life comes at you fast,” Abrams wrote on Twitter later Monday. “Now 2020 is definitely on the table.”

Many have speculated about Abrams’ plans following her narrow loss to Republican Brian Kemp in an election mired in claims of voter suppression. Some leading Democrats have reportedly been urging her to consider a potential bid for the Senate in 2020 or another run at the Georgia governor’s seat in 2022. Were she to join the Democratic fray for the White House, she’d be part of an already busy field of candidates vying to replace President Donald Trump.
CNN hosted a trio of town halls.
The news network has been hosting a series of town hall-style events with some of the more notable (or controversial) candidates who have launched presidential bids or declared their intentions to seek the White House in 2020. In Austin, CNN hosted a three-hour back-to-back event Sunday with Rep. Tulsi Gabbard (D-Hawaii), former Rep. John Delaney of Maryland and Mayor Pete Buttigieg ofSouth Bend, Indiana.
While Gabbard had a few interesting things to say about Syrian leader Bashar Assad, Buttigieg was widely hailed as the top performer of the night. Many praised his nonpolitical style, and he saw the single-biggest fundraising day of his campaign on Monday. CNN noted he raised around $600,000 in the 24-hour period after the event.
Elizabeth Warren made Facebook (even more?) mad.
Sen. Elizabeth Warren (D-Mass.) used her time at SXSW to defend a newly unveiled proposal to break up some of the world’s largest tech companies, including Amazon, Google and Facebook.
“My view on this is it’s a little like baseball,” Warren said at the event, according to reports. “You can be an umpire, a platform, or you can own teams, that’s fine. But you can’t be an umpire and own teams.”
She later addressed criticism that the move would affect the tech world, noting: “This only affects tech monopolists. Less monopoly profits? Boo-hoo.”
The proposal led to a bizarre public relations blunder at Facebook, which deleted several campaign ads from Warren’s presidential account that touted the proposal. The company quickly reversed its decision amid criticism from Warren herself and said it was in the process of restoring them Monday evening.

Beto O’Rourke watched a documentary of himself.
Potential Democratic candidate Beto O’Rourke was in Austin to watch the premiere of a film about his popular but unsuccessful bid to unseat Republican Sen. Ted Cruz in last year’s election.
O’Rouke received a standing ovation at the screening of “Running With Beto” and addressed the historic nature of his campaign, but he failed to nail down any firm pledges on 2020.
“There are so many candidacies, so many leaders,” O’Rourke said. “We got to be part of this amazing thing in Texas over the last two years, and it continues.”
The Houston Chronicle noted the former congressman said he wished he “had more to give” reporters about his 2020 prospects. “I want to make sure I do it the right way. I’ve got to be on the timeline that works for my family and for the country.”

Howard Schultz is still mulling but had a bad time.
The former Starbucks CEO still hasn’t formally launched a bid for the White House as an independent candidate, but Howard Schultz still seems to be testing waters that appear increasingly frigid, according to the Daily Beast.
At a SXSW panel with NBC’s Dylan Byers, Schultz questioned if reports that he was unpopular were true and slammed some of the Democratic Party’s biggest firebrands, saying, “You can’t try to solve one extreme with another.”
“They love the country. They have their core beliefs. But you have to ask them, is any of this possible?” Schultz said of Ocasio-Cortez and Warren. “The vast majority of Americans are not going to embrace socialism.”
He later reiterated his past statements that he would do “nothing to re-elect Donald Trump” but said he still planned to “play” out his potential candidacy.
Amy Klobuchar and Julian Castro campaigned as normal.
Sen. Amy Klobuchar (D-Minn.) and former Housing and Urban Development Secretary Julian Castro appeared at campaign-style interviews during the festival and spoke about a bevy of policy proposals.
Klobuchar addressed the comb incident (“It was me sort of doing a mom thing”), and Castro said he was a “progressive,” but neither made any headline-grabbing comments that have propelled them to the front of the increasingly growing pack of candidates.

Stewart Lockie joined ABK in 2009 with over 26 years banking experience. He worked previously in Retail Banking in Egypt and the United Kingdom with Ahli United Bank and Barclays Bank for 18 years. He holds an MSc from the University of South Wales in Management, an MBA in Chartered Banking from Bangor University and he is a qualified Chartered Manager and a Chartered Banker with the Chartered Banking Institute in the UK.
Excerpts of an interview:
How do you see the year ahead for retail banking in the region? Are you optimistic about growth?
Aligned to economic growth reports from ratings agencies (S&P, Moody’s), we are expecting solid growth in 2019.
Our growth predictions are aligned S&P forecasts, who are predicting lending growth forecasts to remain in the mid-single digits, on the back of stable oil prices.
From ABK’s perspective, over the last 5 years, on average, ABK’s asset growth has exceed that of the Kuwait market and we expect to continue this trend into 2019.
Al Ahli Bank has launched a lot of innovative products/services in 2018. Which ones are seeing the strongest uptake and which have the greatest potential for growth in 2019?
2018
We developed a range of offerings aligned to specific customer and segment needs with a strong focus on payments and digital solutions:
In the payments space:
ABK secure pay services for Mastercard provides added safety, security and convenience for our customers shopping online using the 3D secure service.
Customer convenience in the form of “tap or wave” payments at POS machines has become available with the introduction of new NFC (Near Field Payments) technology on MasterCard products.
In the In the digital space:
Cardless withdrawals, where customers are able to withdraw cash from ATMs using their mobile phones.
Global Account View, where customers can view their account details across the ABK Group using a single login.
Civil ID update, allowing customers to fulfill basic KYC requirements using the ATM, at their convenience without needing to visit a branch

We will continue with a similar approach in 2019, building customer centric solutions with the customer journey in mind. Ultimately these will focus on both traditional retail offerings with payment and digital solutions at the forefront.
  What challenges are you facing in the retail banking sector at the moment?
Increasing Customer Expectations – In a market such a Kuwait, against a backdrop of high GDP, disposable income, online activity and frequent travel; customer’s expectations of banking are being driven not just by industry leaders, but from outside of the industry. Whether this is Google, Apple or more locally Emirates, the bar is being raised when it comes to customer experience, service and the overall journey. As a bank we are committed to a strategy that will build on digital solutions, simplicity and service excellence. Ultimately, despite a young local demographic in Kuwait, we are still focused meeting the needs of current and future customers and so we are committed to an omni channel presence that provides the customer with the right level of service/ advice at a place that is right for them, whether it be a physical branch, call centre or internet banking.
Big Data – This is both an opportunity and a challenge. This represents one of the most exciting opportunities in consolidating both internal (demographics, transactional)and external data (social media, behavioural), which will allow better predictive profiles of customers in real time. Customer data that is rich, accessible and accurate will give us a better customer understanding, enabling us to offer advice develop propositions based on predictive modelling.
Payments – as the infrastructure of payments continues to evolve, innovation is likely to move the payments industry from developing “stand alone” products to more “holistic” solutions, becoming a part of everything consumers do across their everyday lives. Linking back to dig data, differentiation will come from a combination of rich data, technology and excellence in service and delivery.
Competition – the competition of the future will be different from the competition of yesterday. Big tech companies with substantial customer bases (Amazon, Facebook, AliBaba) are venturing into retail banking and its their understanding of customer behaviours and spending patterns combined with agility when it comes to payment solutions that makes them a threat.
  What do you expect to be the sweet spots in retail banking in 2019?
Customer expectations – As previously mentioned, customer expectations are being driven by both banking and non banking experiences and we will continue to focus on our core strengths whilst monitoring changing trends in the digital, payments and customer experience space.
From a customer viewpoint, ease and convenience need to be balanced with safety and security.
Simplification – In a world of complexity simplification of products and services will become an important tool in differentiation along with focus on service. From a retail banking perspective, most customers want to open an account, save money, get a credit card/ payment solution or take a loan. This approach of simplification has the approach of focusing both our employees and customers.
  How are you working with fintechs?
The industry as a whole (ABK is no exception) is now treating fintechs as an opportunity, not a threat as previously perceived. We have and will continue to work with Fintechs in a way that supports our business strategy and ultimately provides the best solutions for our customers.
This will include collaboration in the space of: AI, Robotics, Cyber Security and Big Data. (what we would define as A2 B2 C2)

SYDNEY (Reuters) – Australia on Tuesday proposed a new law requiring technology firms such as Alphabet Inc’s Google, Facebook and Apple to give police access to private encrypted data linked to suspected illegal activities.

The measure, which targets platforms the Australian government says could be used for criminal activities or to plan a terror attack, would require police to get a court warrant to access the encrypted data.
It sets fines of up to A$10 million ($7.3 million) for institutions that do not comply, and jail time for individuals, but has yet to be presented in parliament and it was not clear when it could become law.
The measure will pull Australia’s security laws in line with new technology, said Angus Taylor, the minister for law enforcement and cybersecurity.
“Our legislation for telecommunication intercepts, being able to access data, in order to investigate and prosecute criminal activity, with a warrant, is no longer fit for purpose,” he told Reuters.
“Whether it’s pedophiles or terrorists or drug dealers, it makes sure we have legislation fit for purpose in a modern era,” he added, referring to the proposed measure.

An industry group that includes Google, Twitter, Facebook, Yahoo! and Microsoft called for a “constructive and public dialogue” with the government as the Assistance and Access Bill 2018 goes through parliament.
“We work every day to help protect the privacy of people who use our services and strongly support the economic and social benefits of encryption technology,” said Nicole Buskiewicz, managing director of Digital Industry Group Inc.
“At the same time, we appreciate the hard work governments do to keep us safe,” she said in a statement.
Apple did not immediately respond to request for a comment.
Cybersecurity experts worried about a lack of judicial oversight, saying the policy was out of step with privacy laws elsewhere. 
“There appears to be a sense of chaos and confusion in the government as to how to reconcile privacy principles with legitimate enforcement interests,” said Greg Austin, a cybersecurity expert at the University of New South Wales in Canberra.
