Throwback. PLEASE READ ANALYSIS BELOW. DIVERSITY of underworld in Gotham and Penguin recruitment methods.

Honestly, early Season 2 should have been about the power vacuum left by Falcone. Gotham is very much divided in terms of organized crime due to the diversity of ethnicities. Even Falcone works with other ethnicities and women. Maroni does not, and is perhaps the reason why Gordon tells Falcone that Maroni will not be able to control the underworld.

Cobblepot is the son of a Ukrainian Jewish immigrant mother and Dutch-American father. They touch on power vacuum somewhat with Ogden Barker who will only pay his debt to Falcone not Penguin. And Theo Galavan would likely not have tried to come to Gotham if Falcone or even Maroni was still around. Why did Falcone not tell Zsasz that Penguin betrayed him? There was an Asian crime boss at a Falcone meeting in a garage with cars. A lot of Marino’s men were killed in 1x22.

We learned in Season 4 that Penguin was able to hunt down most of Falcone’s capos besides three of them. Tommy Bones, who used to work for Maroni worked for Penguin. Penguin was working with the triads and a lesbian gang in early Season 2. But they are nowhere to be seen later. There are traditional capos at a meeting that Barbara interrupts in Season 3. Tabitha later kills many of these traditional capos. There is a biker gang in Season 4 that makes a good point to Penguin that he is not protecting them from the Sirens. Showcasing his emotionalism, a non-traditional crime boss trait, he kills the bike gang leader despite the Sirens being more of a danger to him.

I think Penguin got Butch,Gabe, and Zsasz to recruit most of his muscle. Also, to quote The Godfather Part II “Mt people are businessmen.” Penguin was likely had to buy support as he did not have the traditional qualities of a crime boss. If he had the Van Dahl fortune in early Season 2, he would have been unstoppable.

Butch was able to recruit about five gangsters in 2x7 and some other gangsters to help Penguin in 2x22. Butch’s friend in Season 1 told him that without him and his crew, Fish could not rule Gotham. Butch told a room full of ganagtsers in 3x4 that when Penguin was mayor, that they would run this city, echoing Maroni’s quote about “Whipping this city like a rented mule.”

Gabe had men tracking Galavan. He was also able to summon a crew relatively quickly in 3x16.

It seems that Zsasz had only two or three henchwomen in Season 1. But he had around 7 henchmen and women in Season 2, likely showcasing Penguin’s reliance on a freak to provide hitmen, assassins, and soldiers when he is not able to recruit from traditional crime bosses. Zsasz has an Eastern European psycopathic manner about him and does not fit in with the traditional Mafia. He is friends with a black man named Wendell “Headhunter.”
