I can think of a few different ways to interpret this (not certain which one psi-spectacular was picturing)

Capo wants to be The Most Important Bizzyboy, so even for this mission he's picking team members who won't show him up, who will make himself look even better

The mission here is to sow discord and lies. A good bizzyboy would realize something was wrong and act to stop it. (I didn't check all the dialogue but I do know at least some of the team were aware that "King"'s nastygrams came from them.)

Despite himself, Capo has some doubts about the Grand Plan here, and is self-sabotaging

i have a hc that capo specifically selected the bizzys in game for a "special team for da baws" because they were the worst out of their teams at doing their jobs so they were perfect for the mission. they don't know about this fact

If the Grove was to rise above the conditions that gave way to poor Hector's breakdown and betrayal, such an obstacle simply could not be allowed to stand! But encouraging such openness, especially in the company of a god, was easier said than done....]

[But our god was not one to be easily discouraged! If the people were waiting for explicit permission to come to him with their sorrows, then explicit permission they would get! And what could be more explicit than...]

"...An ADVICE COLUMN!" our God crows, puffing his chest out with pride. "A direct line of communication with the comfort of total anonymity! It's classic! It's genius! It's a crime I didn't think of it sooner!" He hums thoughtfully. "Now to make sure people know it's actually here...."
