Pakistan's most-populous province of Punjab has imposed a ban on almost all open-air activities and ordered stores, markets and malls in some areas to close early as high levels of air pollution cause an unprecedented rise in smog-driven illnesses.
Schools have also closed in the main cities of the province, of which Lahore is the capital, with all the restrictions to run until November 17.
Earlier this month, Lahore, which regularly ranks among the world's most polluted cities, had an air pollution index score of 1,900 in some places, according to Swiss group IQAir.
Although the level is now lower, its index score of more than 600 on Monday still means that residents are breathing highly toxic air, with 0-50 considered the target score.
What did the Punjab government say?
"The spread of conjunctivitis/pink eye disease due to bacterial or viral infection, smoke, dust or chemical exposure is posing a serious and imminent threat to public health," the Punjab government said.
It said open-air sports events, exhibitions, festivals and restaurant dining were prohibited, but "unavoidable religious rites" could still take place.
Pharmacies, oil depots, dairy shops and fruit and vegetable shops are also to be allowed to stay open beyond the 8 p.m. local time closing time stipulated in the directive.
What is causing the smog?
Air pollution rises each winter in several regions of South Asia as cold air traps dust, factory and vehicle emissions and smoke from stubble burning on farms.
In addition, the Punjab government is blaming the air pollution crisis this year on neighboring India.
The pollution problems there have been made worse by the smoke emitted by firecrackers set off on Diwali, the Hindu festival of lights celebrated on October 31 this year, despite a ban.
Children at risk
UNICEF on Monday called for more to be done to save children from the deleterious effects of air pollution.
The UN's child protection agency said the toxic air in the region was putting more than 11 million children below five years of age at risk.
"In addition, schools in smog-affected areas have been closed ... the learning of almost 16 million children in Punjab has been disrupted," said Abdullah Fadil, UNICEF representative in the country, adding that the country could ill afford more learning losses.
The WHO says that air pollution can trigger strokes, heart disease, lung cancer and other respiratory diseases.
Children, especially babies, and the elderly are the groups most at risk.

A/N: This is a relatively short thing for how long it took me to write. Oh well. It’s one of those things where I had to realize it wasn’t going to be as good as it was in my head, but it still turned out better than my resignation allowed for. I’m glad I got it out and I like re-reading it, and that’s enough for me. And because I constantly forget to do this: this is MCU set after CA:TWS and ignores everything past that. (Except for one thing I partially stole from CA:CW. Partially.)

He rattles as he pulls i- no, the train rattles. Or maybe it’s the station. He is unsteady on his feet but it feels familiar. Loud sounds crash in his ears while the ground falls– pulses– underfoot– no footing–
“-ate; are you all right?”
He blinks. The station is quiet again. Nothing shakes, and he unclenches his fist. One of the rowdy drunks from the other end stands in front of him, only sober enough to squint in concern, face still flush and breath coming out in heavy sour waves. He– Bucky, he doesn’t want to admit it but he likes it– could kill the man in an instant. It would take maybe half a minute to take care of the other three, a minute for the station agent and businessman, and then maybe two more to get all the cameras.
He has a memory that blurs into another, two men, fifty years apart in time, each handing him a gun and telling him to do what needs to be done. Or maybe he is the gun being handed over. He is made of metal, after all. Bolt. Chamber. Sights. Muzzle. And trigger. That’s all that matters. All that–
“I’m fine,” he says, voice low. It doesn’t sound like his, doesn’t sound like it comes out of him, but he feels it in the back of his head and the base of his throat. “Thank you.”
“Yeah. Yeah, all right,” the man says, hesitating. He looks around and then…holds out a small card. Nonverbal command words don’t work on him, not anymore. And the embossed letters and pen-scratched numbers are unfamiliar. Bucky stares at it and the man leans in and whispers too loud. “I don’t know how long you’re here for but he helped my mate and he wouldn’t care where you’re from. All the same hell, right?”
“Right,” Bucky lies, because he has lived through many hells and all of them have been very different. But he takes the card (left hand, gloved, unnoticeable and unmemorable and he moves it but is it really his?) and puts it in his pocket. “Thanks.”
“Don’t mention it,” the man says and goes back to his friends.
Bucky looks down and stares at his hand for a moment. His fingers flex, independent of his own thoughts, and the ground seems to move under him.
He looks around for somewhere to sit but the closest bench has the businessman on it. It will have to do. He strides over, forcing his movements to be slow and light (heavy, purposeful, meant to terrify and stop but not now, not now). The station agent gives him a friendly smile and watches him until he sits. The business man scoots aside but nods in respect and goes back to reading his paper with tired, unfocused eyes. The businessman is not afraid. None of them are afraid.
He puts his hands in his lap, stares down at his gloved fingers and flexes them. Both sets move the same, in response to his commands. They curl, and flex, and even ripple up and down, one after the other.
He is the light bulb that flickers nearby, here but not fully, conspicuous but ignored; in and out and off and on. The weight of weapons sit like ghosts in his palms. Experimentally he mimes a finger on the trigger in his left hand, and holds an invisible knife in his right. But he stays the imaginary execution on both counts and allows his hands to fall open, fingers slack. Inactive.
How does a light bulb hold a gun, anyway?

He is in Thailand now, stuck in a resort area near tourists up too late and waiting for the small hours of the morning when he can slip away unnoticed. The sand is cool under his bare foot and because his other boot isn’t broken it makes him feel even lighter on that side. Uneven.
He frowns and shucks the other shoe, tossing it on top of his bloodied, ripped jacket. It’s a shame– he liked that jacket. And the shoes. The cold sand is interesting though; it rolls over his feet like tiny little beach balls. Beach balls? Beach balls. The term is familiar but it holds no meaning for him. It doesn’t matter. It doesn’t have to.
Grains of sand shift and slide everywhere as he moves his feet under and through. Earlier in the day there had been a child who had jammed his small, flat feet in the sand and proclaimed himself “stuck,” theatrically pulling at his legs until his friends ran over and mimed pulling him out.
But the granules slide over skin, sticking to nothing. He is not stuck. His feet are rooted to nothing, held by nothing. One lifts, his toes curl, and he slams it down, making tiny brown beach balls scatter. And then he lifts it again.
He can set it wherever he wants.
For now, he stretches his leg out, leans back against his arms, and waits.

Sound is generally unpleasant. Everything is loud and the focus he once had that allowed him to pick out piecemeal conversations seems to be gone right now, or else scattered amongst his shattered mind like everything else he’s supposed to be.
Lahore is not much different from other cities when it comes to sound, but he’s found some respite in a park. The noise spreads out and the talking is so distant he doesn’t feel compelled to follow the threads. It’s all nothingness in the background; birds and people and cars somewhere beyond.
Laughter– loud, nearby– makes him flinch so hard the seat of the bench begins to give in his grip. It’s a man and he’s still laughing, so loud that it’s all Bucky can hear, except that it isn’t; there’s a laugh in his head that sounds just like it and that is all he hears, that laugh, the faintest pressure of a thin arm wrapped around him as they stumble out onto the still-wet street together and quickly uncouple but stay close, so close…
He blinks and loses the image of scattered cars, the faint whiff of fresh rain and road, and stares out at grass and a young father running after three children with a baby in his arms, all of them shrieking and laughing as he continues to laugh and chase after them.
Bucky is shaking, nauseated by the jolt of past to present and the hole in between, but he shuts his eyes and loosens his grip on the wooden seat and listens to the family’s laughter until it becomes something else. Something new.
After that, the noisy road becomes a background thrum and the birds don’t seem so bad. And even when they are, he can find that special laugh in the back of his mind and he pulls on that bell even though it makes him want to shake because they have taken so much from him but somehow they didn’t take that, and things are starting, starting, to make sense.

“Are you going to buy?”
The man’s tone is rough, suspicious, and makes Bucky shrink back. It reminds him of orders in a variety of voices, an assortment of languages, but the derision always, always–
He leaves the store, allows his feet, legs, to carry him away. He always tries to supervise his body closely, especially when it does this. He watches for unconscious memory, ready to intervene in case it takes him down a familiar trail. Thankfully there is no prescribed path, no recognizable tread; only wandering through people while the noise they make buzzes around him and fills the air with static.
He finds himself in marketplace that is unfamiliar on the surface but familiar in a way that lets him breathe. He skulks through the crowd, hunched, “preoccupied,” hiding in a way he can deny. He knows how to do this, knows how…to…
He doesn’t know why he stops, but he stares at the fruit on display. There are people here but the crowd is less, and the two women behind the stall are busy with other customers. Maybe friends, by the way they converse, but he doesn’t care.
He stares at nothing and pretends to be seriously considering some oranges. He licks his lips and thinks of…snow. Before he can pull away from that thought, he realizes it isn’t the same. Small limp flakes falling from the sky into scattered piles of dirty white sludge. Small candles in a cold room curled up under blankets with one other body, almost as cold as the air, trying to provide heat.
“Steve,” the name comes, murmured, lips tongue and teeth conspiring and committing the name into thin air. It closes his throat and opens his chest and he breathes, watches it all waft away in the cold.
When the young woman eventually comes over to check on him he says “please” and “how much” and “thank you” with a voice that feels shaky and new and old and smooth and wrong and right and his.

He sees it in sepia, in his mind’s eye, and sees it in much less color in front of him. It’s an old block building in a surprisingly quiet Russian neighborhood, drab and lifeless for all the color it has taken from him. Bucky sucks in a breath, spits out a curse and hits seven buzzers in quick succession.
The door unlocks. Bucky doesn’t yet move to go in. He looks around, eyes skimming past cracked paint, past the paved lot with scattered dead vegetation, past the street in disrepair and buildings and empty spaces that go on and on into the night poorly lit with barely functioning streetlights. He searches past them, staring into the distance, looking for somewhere far away from here.
He rests his left hand on the handle, hesitates, then slams the door open so hard it embeds itself into the wall behind it. He strides into darkness too deep to see anything, and he is grateful for it as images flash in front of him regardless of the time of day, or year, or decade. In darkness there was screaming, enclosure, pain. In darkness there were brushed lips, whispers that felt warm against his ear, a small body he did his best to warm and be warmed by.
Secrets, all of it, but he knows what he prefers as he knocks open a blocked passage and descends a narrow set of stairs into his own personal hell.

He finds his fingernails when his hand grips a wall during a tight turn and they grind uncomfortably against the stone; his eyelashes when snow falls and tries (and fails) to settle there; his sense of humor when a guard sees the bloodied bodies of his colleagues beside the still-breathing body of the man who put them there and throws himself off the side of the building.
(He finds a sense of shame at that. Just a little one.)
He finds his smile in China when a young woman catches his pen before it hits the floor and hands it back to him; his sense of smell when his nose crinkles in a smoke-filled building in Japan; the stinging annoyance of a paper cut in New Jersey.
He loses his breath while sitting on a bench in a familiar-unfamiliar-unknown park in New York. He finds a way to stumble forward on legs that do not want to move on a tree-lined street in Brooklyn. He re-discovers fear on a stoop at 0214.

Some days Steve Rogers feels like Iron Man– not Tony Stark, the genius-billionaire-playboy-philanthropist, but like the suit that said man puts on when the heavy lifting needs done. It’s those times he forgets himself, forgets that he isn’t what he was and there’s no going back to it. It shows uncomfortably well in how many alarm clocks he’s had to buy. His friends think he’s really grumpy when he first wakes up. He doesn’t correct them– it’s less embarrassing than to admit that he doesn’t know how to gently push a button when the alarm is dragging him out of another nightmare. That he still expects to struggle to get his massive comforter off of him. That he’s watched inhaler commercials with great interest because maybe he should– except, no, he shouldn’t, because he doesn’t have to, won’t ever have to, not anymore.
It’s not all bad. Before this body he used to think he could catch a fist, only to have his own bony knuckles slammed back into his face, but just last week he caught a grenade and threw it so high in the air it didn’t hurt anyone. A pencil moves through his fingers now as easily as it did in 1939. His face is still recognizable enough; so recognizable that Bucky could know it just as much as he did then, his own face twisting into panic and fear and–
Steve throws his arm over his eyes and lets it rest, heavy, while he breathes in and out and in and out. His brain is still too loud. That’s something he wouldn’t have minded changing. He puts his hand down at his side and sighs, wondering if it would be better if he was just the brainless muscle a surprising amount people think he is. The way they sneer isn’t so different, talking about how they can see where the Hulk came from when they think he can’t hear them, different at least in their secrecy from the bullies who looked down at his breathless body and joked about how Davenport had the right of it–
Something isn’t right. Steve blinks and sits up, stilling himself and listening carefully. The window is shut but Steve can hear the single scuff of a shoe against pavement right outside and then…nothing. The curtain is open just a slit, allowing a thin line of streetlight and Steve creeps along the floor, the single eye that can fit that field of vision flitting around, scouting wherever he can, until he decides he’s clear enough and leans up so he can look down at the street.
Steve freezes. There’s a man in front of his building, fidgeting but otherwise doing nothing but staring at the door with his hands buried in deep pockets, no hat to hide that dark hair, and no sense of shame or impropriety when he lifts his head and steely eyes pierce right into Steve’s soul.
Steve hesitates, not wanting to leave his window for fear of losing sight of him– if he could figure how to leap out in a way that wouldn’t potentially scare Bucky he would deal with every noise complaint thrown at him. But Bucky is here, Bucky can see him, Bucky is…still there. Steve mouths ‘wait’ in a vain hope but Bucky nods and that’s all he needs to scramble to his feet and run out of the room, down the stairs, almost breaking the banister when he uses it to swing a turn to the front of the house and he’s still moving even as he rips the door open and skids to a stop right in front of…
“You stayed,” he breathes.
“You asked,” the other man says, his voice rough. He winces and shrugs one shoulder. “Sort of.”
“Are you…”
“I don’t know.”
Steve frowns. “You don’t know what I was going to ask.”
Bucky snorts. “I got two guesses. And either way…” Bucky opens his arms as if presenting himself. Steve stares at his face, doesn’t look away at anything, not at Bucky’s chest, pockets, belt, not even at the left arm as it falls to his side.
“Do you want to…come in?” Steve asks, unable to keep the twinge of hope out of his voice.
Bucky hesitates for a moment, stares at the ground under his shoe for several seconds, and then takes a step forward.

Steve finds deep sleep for the first time in a long time. Bucky finds dreams in a large bed with a firm mattress. They both find peace and comfort as they each curl around a body that is not their own.

Buzdar directs strict implementation of SOPs to control coronavirus spread
LAHORE: 15, MARCH, 2021: Chief Minister of Punjab Sardar Usman Buzdar on Monday directed strict implementation coronavirus related Standard Operating Procedures (SOPs) in the province in an effort to control coronavirus spread.
According to sources, CM Usman Buzdar has ordered officials to ensure implementation of updated coronavirus precautionary measures, saying that "No compromise can be made on health of masses as it is government's top priority."
Police, local administration should enforce updated business hours, he added.
CM Buzdar further said that government is fully aware of difficulties being faced by the business community but government took necessary steps to stop the novel virus spread.
It is pertinent to mention here that, authorities have imposed a major lockdown in seven cities in Punjab for a period of two weeks which will be started from today (Monday) amid the ongoing 3rd wave of the coronavirus pandemic.
The decision has been taken as part of precautionary measures to contain the spread of the novel virus in the province.
The affected areas include Lahore, Rawalpindi, Sargodha, Faisalabad, Multan, Gujranwala and Gujrat.
According to the notification issued by the Punjab Primary and Secondary Healthcare Department, "There has been a constant increase in positivity percentage in Covid-19 cases in the province which poses a serious threat to public health."
According to the notification, all markets, shopping malls, restaurants, offices (public and private) in these areas would remain closed.
Ban on movement of people to and from these affected areas while public and private transport will also remain suspended in these areas. Complete ban on gatherings of all kinds for social, religious or other purposes at any place, public or private; marriage and banquet halls, community centres and marquees while a ban on indoor and outdoor dining whereas only takeaway and home delivery will be allowed.
There will be a complete shutter down on Saturdays and Sundays. However, bakeries, general stores, milk shops, meat and chicken shops, tandoors, fruit and vegetables shops and patrol pumps are exempted from these restrictions.
Medical stores, laboratories, clinics and hospitals in these areas will remain open for 24 hours. There will be a complete ban on all kind of sports, cultural and other activities and events throughout the province, the statement added.
The streets of affected areas have been closed with hurdles and deployment of police personnel.
The number of coronavirus cases has mounted to 607,453 on Monday after more infections were reported in different parts of the country.
According to the national database, 2,253 persons tested positive for the deadly virus in 24 hours.As per sources, cases in Sindh climbed to 261,411 the highest number so far in the country, while the confirmed infections tally in Punjab stood at 186,659, Khyber Pakhtunkhwa cases jumped to 76,104, in Balochistan 19,220 cases reported, Islamabad Capital Territory covid-19 cases reached 48,081, Gilgit-Baltistan tally up to 4,961 while 10,816 cases were reported in Azad Jammu and Kashmir (AJK).
In addition, the country has recorded 13,537 deaths so far, after 29 fatalities were reported over the last 24 hours.
As per official data, Punjab recorded 5,769 deaths, a highest number as compared to any other province while 4,458 in Sindh, 2,159 deaths were reported in Khyber Pakhtunkhwa, 103 in Gilgit-Baltistan and 202 in Balochistan, Islamabad Capital Territory has reported 526 deaths and AJK recorded 317 deaths.
According to the NCOC, Pakistan has so far carried out 9,529,763 corona tests and 44,061 in last 24 hours and 571,878 patients have recovered. (04)

In "The Accidental Superpower," Peter Zeihan treats geopolitics as the great augur of future events. Zeihan does not reference Asimov's "Foundation" series or the idea of "psychohistory," but the resemblance is striking. Geopolitics like psychohistory allows us to anticipate broad historical forces. Zeihan like Seldon advocates harnessing historical trends to change the future. And, funnily enough, Zeihan like Seldon predicts a coming age of turmoil and conflict. Zeihan believes the whole global system we've known since the end of WWII is going to change. And so, as in Asimov's "Foundation," Zeihan believes that leaders that harness geopolitics will make better decisions than leaders that don't.
Except America. America is so blessed by geography and history that we are immune to the world's troubles. We will dominate the 21st Century without even trying. We are, Zeihan says, "The Accidental Superpower". But to explain this difference between America and the world, it is necessary to first treat geopolitics.
For instance, two populations of equal size, one in the mountains, one in the river valleys, will develop in some predictable ways. The population in the river valley will farm fertile lands and build money on trade; the population in the mountain valley is likely to stay poor and fragment into fractious ethnic enclaves. But the river nation may be more vulnerable to invasion, the mountain people likelier to hide away and thwart foreign oppression. The same geopolitical realities can be good or bad, depending on the currents of the day.
"Balance of transport" is the fruit of the agricultural revolution. Sedentary people can store up wealth and accumulate resources. So a strong nation needs to be bound together by trade.
As a positive example, Zeihan cites Egypt, where geography binds the people together. The Nile forms a stable channel of trade, while the desert segregates Egypt from the outside world. In a world where the Pharaoh can inspect his entire country from river barge, it's only natural that a stable and centralized government would rule for millennia on end. But when new technologies like the chariot emerged and made the desert a highway for armies, it was only natural that Egypt would cease to be independent, and be governed by a succession of Persians and Romans and Byzantines and Arabs.
As a negative example of "balance of transport," Zeihan cites, interestingly, Canada. Although Canada is a wealthy nation, its geography actually pulls its provinces apart. Zeihan notes that the barren Canadian Shield, the high passes of the Rockies, and the great gulf of the St. Lawrence River naturally divide Canada into several distinct regions. It is thus easier for each region to trade with the United States than with each other. This explains, in some degree, why Quebec never fully integrated with the rest of Canada, and why Quebecois secession in the 90's would have effectively ended Canada's existence. In a later chapter, Zeihan speculates that Alberta could pose such a risk in the future, as its oil and mineral wealth give it a very different economy from the rest of Canada. At the same time, union with Canada is almost entirely a burden on Alberta, because it is the only province that pays more to Toronto than it receives, and it is heavily restricted by environmental policies imposed on the whole country. It might be going too far to imagine Albertan secession, as Zeihan does, but this kind of analysis might provide a wealth of insights into the future of Canadian politics.
America's waterways bless us with a tremendous "balance of transport". They are at the center of America's identity and history. They allow us to accumulate wealth effortlessly. Our waterways help explain the historical mystery of how 13 colonies joined in common purpose against the British: America's East is one economic unit. Our waterways help explain the historical mystery of why the American government has been so small: America is naturally so easy to traverse that government roads were never needed. (Zeihan notes that when Germany was building its railroad network in the 1840's, America's federal government had built one road, the "National" Road.) With our tremendous water network, things that would be impossible to any other country are casual accomplishments in America.
This is only the beginning of America's geopolitical blessings. The majority of the Lower 48 is in a temperate zone, a perfect climate for growing crops. We are separated from the rest of the world by the Pacific and Atlantic Oceans, which makes us almost impervious to invasion. We dominate the North American continent, vastly overpowering the two countries we have to share it with. Of the Rocky Mountains running through the North American continent, we control most of the major passable valleys. We have so many perfect world-class deepwater ports that we aren't even using all of it. ("The United States has more port potential than the rest of the world combined. [...] Chesapeake Bay alone boasts longer stretches of prime port property than the entire continental coast of Asia from Vladivostok to Lahore.") We are the only major power with access to both the Pacific and the Atlantic Oceans, and can sell our goods in either direction. We are blessed with fertile valleys and croplands, rocky rivers for mills for industry, oil and natural gas and minerals and raw materials of every variety. Our balance of transport is effortless; industrialization came naturally; we easily maintain the greatest navy in the world; and not once but twice our economy has built the greatest military force ever known. We have, here, in America, everything we could ever want.
The crux of our current world order is rooted in the resolution to World War II. After the war, America had the world's only major industrial economy which had not been destroyed by that war. Russia was the world's only other power. By any historical standard, Zeihan argues, the expected next move was for America to occupy Europe, establish military hegemony, and then impose peace or war on the world and loot Europe of what remained. Instead, at the Bretton Woods conference, America laid the basis for a new world order based on free trade
America didn't conquer the world; it "bribed" it through its economic strength. As the Cold War progressed, more and more countries joined the free trade system America established. The "Bretton Woods" system established global near-peace and prosperity, mostly free trade the world over, almost an end to wars over access to markets and raw materials, everything we today call "capitalism" and "globalism". But all this is just a byproduct of American foreign policy, and is highly unusual
It is a point that cannot be understated: the whole order of global politics depends on America's international free trade system. We have changed the normal course of politics for every country that is part of that system. Germany is an industrial power today on the base of their exports, which they can only maintain because America keeps safe the flow of raw materials on which Germany relies. China is an industrial power today because America keeps safe the flow of manufactured goods from China to its customer nations. Japan and Britain have access to oil because America safeguards the global market on which the tankers travel. The global economic system is safe because America pays for it to be safe. We subsidize the wealth and prosperity of the entire world.
And this is the problem: America's free trade system benefits everyone in the world except America.
America pays for the global free trade system. America hardly uses the global free trade system. America bears most of the burdens of the global free trade system. America reaps few of the rewards. With the implosion of the Soviet Union, there are not even ideological motivations for us to maintain the Bretton Woods system. Thus, it is not only logical but inevitable that the free trade system the world currently enjoys will come to an end.
The second global crisis will be growing competition over oil. Global oil supplies are not unlimited, and industrial economies will be competing more for natural resources in order to maintain their standards of living. This is not a new struggle, and the competition in oil has been mediated in large part by America's leadership. But now America has shale. With the development of shale, America has gone from being an oil importer to an oil exporter. We are no longer dependent on the Middle East for our needs, and are only involved for the sake of our allies. So it's only natural that our interest in oil will wane at the exact moment that the rest of the world's interest grows. (And what do our allies do for us, anyways?) So Zeihan predicts that American mediation will fall apart. Conflicts over oil will escalate to wars, and whole nations will have to act very quickly if they don't want the lights to go out.
The third major crisis is a global demographic shift. The world's major economies are all ageing. The baby boomer phenomenon was not contained to America; all over the world the elderly are going to retire en masse. The next generation will be much smaller. This implies, of course, crises over pensions and other social security systems. But it implies something much greater about the availability of capital. Workingmen are generally net producers, as they save money in anticipation of retirement. Retirees are net consumers -- they make little income and draw from their savings. So as the global baby boomer generation retires, there will be a massive withdrawal from savings accounts the world over. People who have been investing money will start saving money. And overnight the supply global capital will dry up. There will no longer be as much money to invest in roads, new businesses, hospitals in Afghanistan, factories in Bangladesh. A lot of the "progress" we have come to expect in world affairs will suddenly come to a stop.
So this is "The Coming International Disorder". America, through its blessings and God's "special providence," is powerful without even trying. We are "The Accidental Superpower". We built a new world order based on global capitalism and free trade, one that suspended the normal everyday conflicts over markets and materials. That suspension of global conflicts is coming to an end. America is going to retreat from the affairs of the world, and will exercise such dominance that the 21st Century will be the American Century. The rest of the world will come to blows.
• China. China is geographically unstable. Its mountains and river valleys have always worked to congregate its wealth and capital on the coasts, away from the core of the country. This will cause great internal divisions as China seeks to navigate the 21st Century. Because China's wealth is totally dependent on the Bretton Woods system America has so graciously provided. China would still be a poor country today if America had not subsidized China's industrialization and shipping all over the world. Without Bretton Woods and with the coming demographic crisis, China will no longer have the capital it has used to develop and pacify its population. And if China wants to break out, it is surrounded at sea by hostile island nations, and on land by hostile conquered minority peoples. Zeihan predicts that China poses no threat to America whatsoever, we could win a trade war with two hands tied behind our backs. If China poses a threat for anyone it's more likely Japan over oil.
• Russia. Russia faces one of the worst demographic crises of any major power. Its birthrates collapsed after the fall of the Soviet Union and have never really recovered. This is especially concerning because Russia is so geographically unstable that it needs a healthy population to guard its borders. Russia has no real frontier, there are no natural barriers like a great mountain range or desert that protect it from other nations. This is why it has usually protected itself by expanding and invading other nations. But today Russia cannot maintain its current borders if its population is going to shrink. So its only logical that Russia will act now, before the demographic crisis, to push forward into Europe where its borders will be smaller. (Russia's moves in Crimea and Ukraine fit this pattern.) Zeihan predicts, though, that the odds against Russia are probably too great, and it is not unlikely that Russia may collapse entirely as a country before the century is out. (And still the main threat Russia poses it to our allies, not America itself.)
• Mexico. Mexico may be America's real rival and threat. Mexico is troubled in every way that America is blessed. But proximity to America means that, for all its troubles, Mexico's markets will always be safe. Even as a drug war rages over a country practically consumed by anarchy, Mexico is one of the world's 20 largest economies. So Mexico can only go up from here. Its relationship with the US will then become more contentious. The key issue is the border -- the US-Mexican border is a vast stretch of desert and mountain, it exists only on a map. It is a perfect hideout for cartels, criminals, and illegal immigrants. The same geography that brought Americans into Mexico in the 1840's will now work in reverse (has already worked in reverse), at America's expense. Conflict will only grow. It is a deep irony that the country that really portends the greatest trouble for America going forward may not be Russia or China but Mexico.
If I had to criticize Zeihan's model, I would say that history does not always move in aggregates. Geopolitics can predict large events, but not small ones. This is something Asimov discusses at length in his treatment of "psychohistory" in the Foundation series. There, for thousands of years, events unfold exactly as psychohistorian Hari Seldon predicted them. And then, without forewarning, one man leaps off the pages of history, gathers together a new empire, and thwarts all expectations of history. That man, "The Mule," makes an ass of all our assumptions. Psychohistory can predict broad trends but not small variances.
So I would level this criticism at the lens of geopolitics. It considers nations, not individuals, not how single leaders or real people diverge from expected trends.
Zeihan, for instance, considers immigration only in positive terms, noting how it renews America's demographic pyramid. But it's clear that immigration causes great conflict within America, conflict that does not appear in traditional geopolitical models. Likewise, it is not obvious to me that America remaining powerful on the world stage means America staying stable at home. America and Americans often have different interests. I can certainly think of one global power which, in the Third Century, turned to violence and civil war, even as it continued to dominate the world around it.
