This week, the 7th edition of the UNFF Clearing House on Forest Financing Quarterly Highlight newsletter was released. The newsletter provides a space to share information about recent developments, upcoming opportunities, learning materials, and other updates related to financing for forests.
The current edition highlights key developments at the UNFCCC COP28 the implications they have for forest financing. Climate finance discussions were a major highlight in Dubai with the agreement to operationalize the loss and damage fund to help compensate vulnerable nations for the impact of climate change. In addition, the global stocktake emphasized the current gap in climate finance and the importance of reforming the multilateral financial architecture and accelerating establishment of new and innovative sources of finance. Amongst the many announcements and pledges at COP 28, Brazil proposed the creation of the Tropical Forests Forever fund with an initial fundraising target of USD 250 billion and The World Bank announced a roadmap for growth of high-integrity carbon markets, including a target to produce up to 126 million forestry credits by 2028 through the Forest Carbon Partnership Facility.

in staying true to the anti-fascist roots of the punk movement, I hope it's in every solarpunk's vocabulary to be able to identify petrofascism where you see it.
By hijacking our ability to store energy, and monopolizing it in the form of unburnt fossil fuel on tankers and in pipelines, today's fascism launders its financing through oil and gas, and this leads us to a world where we store-in-batteries less than 1% of electricity generated for the grid, because batteries for grid storage compete directly with this petrofascist control; some nations are struggling up towards 5% grid-storage capacity, with good energy storage initiatives, but in the USA / most of the world, the grid's power is either lost forever or used in the moment.
This is like a soup kitchen using fascist tactics to make sure no one else can sell food, yet also insisting that the only way they can serve soup is via a giant indoor soup-fountain-waterfall, that flows into a big drain to the sewer and when soup is ordered, they dip a ladle into the soup fountain and serve what the ladle catches. But if you try to start a rival food operation they come after you with underhanded tactics and break your kneecaps with goons.
I met a guy in the USA who took his suburban home off-grid fully, with solar and batteries only, type of situation where the batteries don't go below 85% day to day (it was also in a very sunny climate; solar's indeed solid in clouds too but supplemental energy generation may be needed from wind in cloudier climates); but the local electric utility was stalking and harassing him, even vandalizing his property- it sounded like a big ongoing struggle.
Anti-petrofascism has got to be out in the vocabulary- we have protests blocking all kinds of highways and roads happening these days, which is excellent initiative and seizing of space and power, but from what I've seen, unfortunately often these are only affecting working class traffic / people, and seem often out of touch with the goals of anti-petrofascism.
Why block a road to a hippie festival when you can block a road to an oil and gas investor-billionaire's home-neighborhood or corporate headquarters during their quarterly earnings report?
I mean, Burning Man didn't kill the electric car in the 1990s, that was GM, who got bailed out by Obama in 2008 but we call this a "free market." The USA got modest interest on the loan from Obama to GM, but the balance sheets didn't catch the L when we kept a monopolist-fascist entity intact rather than letting it die due to internal rot and corruption.
Instead of letting new trees grow in the forest, like the now-defunct-due-to-lack-of-investor-attention EV Motive Kestrel, that showed so much promise with a hemp-plastic carbon fiber chassis that was far more impact resistant than steel...
Instead of the Motive Kestrel we're seeing a ton more GM gas guzzlers and the EV movement is running out of momentum.
It's complete garbage to block roads of the working class, when oil and gas financiers and petrofascists get to have comfy lives while they choose to destroy the planet. We need to up the game and if a group has nerve to block roads, let it be for these places of financing-decision-making for oil and gas / petrofascism, like look at Warren Buffet, America's most beloved billionaire, basically capitalist Santa Claus, best personal PR on the planet, I'm basically a villain for even suggesting this part, but Warren Buffet is the biggest single investor in oil and gas, by my research, I dare anyone to find a bigger single person financing oil and gas... (at least in the USA)
Without Buffet's investments, Chevron would lose 1/4 of its investment capital overnight. But he lives a happy quiet life while the working class get our roads blocked for something we have no control over, because most Americans lick Warren Buffets boots all the time in the New York Times etc., while he is singlehandedly contributing most to the financing of the oil and gas industry (find me people who contribute more, I dare you! It's a big list to know).
I totally get the punk desire to "burn it all down," but I hope that burning-down starts with the stock prices of the oil and gas industry, please spare the working class.
So You Want to be Solarpunk?
If your neighborhood has a vacant lot, get some neighbors together and turn it into a community garden.
Organize a block party.
Create a maker space enabling folks to repair, repurpose, and swap their old stuff.
Organize a bunch of plant-savvy neighbors to help folks convert their yards from resource hungry yuppie lawns into something sustainable that fits the local biome.
Get a few friends together and clean up the trash on the streets. Make sure to recycle.
Set up Little Free Libraries and Little Free Pantries.
Get tool-savvy neighbors together to help folks with needed household repairs and upgrades.
The punk in solarpunk is about resistance to the alienation and consumer culture that makes our communities unsustainable and our environments toxic.

Section 206C of the Income Tax Act, 1961

Introduction
A new TCS section 206C (1H) was added to Finance Bill 2020. The updated section specifies that if a seller sells goods and the total sales value exceeds INR 50,00,000 (the threshold amount) in the same financial year, the seller must collect TCS from the customer. The content in this article includes eligibility requirements under Section 206 of TCS, the deadline for submitting TCS, and a definition of Section 206 of the Income Tax Act.
What is Section 206C of the Income Tax Act, 1961?
The Finance Act, 2020 has been amended by the government of India to insert a new Section 206C (1H) that covers the Tax Collected at Source (TCS) rules to the seller of goods. According to this section, if a seller receive more than INR 50 lakh from a single buyer in a single financial year, he must collect tax if his total turnover exceeds INR 10 crore. It is important to remember that when the payment is received, the TCS (Tax Collected at Source) needs to be paid.
A. The Income Tax Act defines a seller as:
The National Government,
The federal, state, or municipal governments, businesses, state governments, or other entities formed by law,
The cooperative societies, the corporation, and the firm,
HUFs (Hindu undivided families) or individuals whose accounts are audited for taxes under Section 44AB.
B. “Buyer” is described under the Income Tax Act as:
“Buyer” is described in Section 206C clause as any individual having the right to purchase a particular product by any means, including auction, tender, sale, or other means. Every single one of these people is a buyer, except:
Any public sector company, the federal, state, or local governments, as well as any foreign state or club’s embassy, legation, commission, or consulate,
Trade representation from an international organization or state,
A buyer who purchased products for their own use at a retail sale.
What are the Qualifications under Section 206C of TCS?
Below is a list of the points that fall within Section 206C of TCS’s Eligibility Criteria:
This clause only applies to sellers whose total revenue in their financial year before the sale exceeds Rs. 10 crore.
Goods are not included in exports or those covered by sections 206C(1) — TCS on the sale of alcohol, tendu leaves, forest produce, and scrap; 206C(1F) — TCS on the sale of motor vehicles; and 206C(1G) — TCS on external remittance.
TCS is not needed to be reduced if the buyer is a Central or State Government, Embassy, High Commission, Legation, Consulate, Trade Representation of a Foreign State, or any local authority.
The seller is not obligated to collect TCS on transactions in which the buyer is required under any other provision of the Income Tax Act to deduct TDS from items that they have purchased from the seller, and they have already done so.
This rule does not apply to imported items into India.
What are the goods applicable and tax rate under Section 206?
The following is the list of goods applicable under Section 206 along with tax rate:
Timber obtained under a forest lease with the 2.5% tax rate.
Tendu leaves with 5% tax rate.
Scrap with 1% tax rate.
Alcohol for human consumption with 1% tax rate.
Timber obtained other than under a forest lease with the 2.5% tax rate.
Minerals including coal, lignite, or iron ore 1% tax rate.
Forest produce other than tendu leaves and timber with the 2.5% tax rate.
Note: Goods purchased by an Indian resident for the purpose of manufacturing or producing other items, as compared to trading, are free from tax under section 206C of the Income Tax Act. Buyers are required to file an application and deliver a copy to the Income Tax Department commissioner within 7 days of the sale’s completion.
What is the due date for filing TCS Quarterly?
The following are the due dates for filing Tax Collected at Source quarterly:
The due date for the quarter 1st April to 30th June is 15th July.
The due date for the quarter 1st July to 30th August is 15 October.
The due date for the quarter 1st October to 30th December is 15th January.
The due date for the quarter 1st January to 30th March is 15th May.

Excerpt: It all began in the Suffern Woman’s Club when Mrs. Henry von L. Meyer, chair of the club’s conserva­tion committee, saw the need to enlarge the committee’s focus and take on county concerns. In 1930, she became the founder of the Rockland County Conservation Association.
Early Days
Much of RCCA’s early work con­sisted of informing the public of the resources of the county and striving to augment those amenities. The new organization sponsored picnic sites, roadside planting of bulbs and trees and raised funds to finance a commu­nity forest project of 100 acres of mar­ginal land at Summit Park. Members worked to make Rockland a “dogwood county,” regulate billboards and clean up the Hackensack River.
High Tor
The first big project that appealed to the public around and beyond the county was the purchase of High Tor. This mountain, made famous by Maxwell Anderson’s play of the same name, overlooks the Hudson at Haver-straw Bay. It was part of the ancestral farm of Elmer Van Orden, and, at his death in 1942, Trap Rock Company hoped to secure the site for quarrying.

1. Review every insurance policy every year

Before you start looking for savings, it is important to understand exactly what your current policies cover. While insurers try to keep their documentation relatively simple, the paperwork can still be confusing.
Don’t be afraid to speak to your insurance agent every year to discuss your insurance coverage, as you may find that your policies go beyond what you need. You’ll also want to keep an eye out for hidden fees.
For example, if you pay in monthly installments, you may end up costing more. There are administrative fees associated with processing payments. So see if you can pay quarterly or even semi-annually instead.
Life insurance policies can come with some potentially costly add-ons – called riders – that you can drop. Some examples are the “Premium Driver Waiver”, which exempts you from paying premium if you become seriously ill; and the “accelerated death grants tab,” which enables you to receive a portion of the death grants while you are alive if you become terminally ill.

Ask your agent how higher deductibles might affect your costs. If you have some cash to fund your claims, you can potentially save a decent annual premium.

For example, if you’re willing to increase your deductible from $ 500 to $ 1,000, auto insurer Progressive says you could cut the cost of collision insurance on your auto insurance by 31%.
Don’t forget about the long-term implications though: you can save money now if you are faced with a large bill in the event of damage.

You could potentially save more than $ 1,000 a year by finding a lower price on your home insurance. You can save just as much, if not more, by comparing the rates of multiple auto insurances.
One of the most reliable ways to save on your current premium is to offer your insurance company a lower rate than a competitor has offered you. The insurer does not want to lose you as a customer and will probably adjust the other tariff.

Insurance companies have found that people with lower credit scores are more likely to file claims. Because of this, they can take your creditworthiness into account when determining your premiums by creating and using what is known as an insurance credit score.
Some states (Massachusetts, Hawaii, or California) have banned auto insurance rate calculations, and others (Maryland and Hawaii) do not allow insurers to use credit information in determining homeowner premiums. In the other states, however, your focus should be on building your creditworthiness to get the best possible price.
The first step in increasing your score is to check them out frequently.

8. Improve your home

The most common way to get health insurance in the US is through an employer. But while some companies pay the majority of their employees’ health premiums, others require employees to pay more of the cost.
If health insurance costs are high in your workplace, you can start looking for a new job that will pay a higher percentage of your family insurance.

Is Your Portfolio About to Burn to the Ground?
The economy is a forest. Individual stocks are like trees.
As in, “We can’t see the forest for the trees.”
Most of us focus on specific assets and the markets they inhabit. A basket of stocks in the S&P 500, for example.
There’s danger in that.
If you’ve chosen well, and your picks show nice returns, that hyperfocus might miss trends that say it’s time to run for cover.
Those trends show up in the real-world economy before they affect stock markets. But warning signs exist even in stock markets …. if you know to look for them.
I looked … and those warning signs are flashing fire-engine red. Learning to interpret them could help your portfolio survive the next recessionary fire.
Dude, Where’s My Profit?
Let’s start with an indicator that reveals what’s going on in the “real” economy of physical goods and nonfinancial services. It leaves out the FIRE sector (finance, insurance and real estate).
Gross value added of nonfinancial companies after inflation measures the net value of goods and services produced after adjusting for production costs.
When it’s negative, it means companies aren’t making money from selling their wares. If they’re showing profits in their quarterly reports, it’s coming from somewhere else — cost-cutting, layoffs, asset sales and so on. Those aren’t sustainable.
Moreover, whenever this indicator falls below zero on a year-on-year basis, the U.S. economy enters a recession — every single time:

This measure just turned negative. Why should this time be any different?
The Slinky Cycle
Think of the economy and its business cycle as a compression wave — a Slinky, for example.
As economic activity increases, firms make more profit. They use that profit to invest in new productive capacity, hire workers and grow.
That spending ripples out through the economy, as workers spend wages and producers of capital goods expand their own operations, and so on.
Eventually, however, that expansionary wave slows down as markets become saturated. Profits start to fall — as in the chart above — and companies cut back on investment, jobs and expansion plans. That also ripples through the economy.
The Slinky contracts.
Given this expansion/contraction dynamic in the economy, we can use changes in pretax profit margins over time to get a sense of where we are in the business cycle.
As the following chart shows, profits tend to rise at a steady rate, level off, then fall, signaling a looming recession. The U.S. is now in the mature stage of the cycle — roughly 80% of the way to recessionary conditions:

This pattern has held true for every recession since 1949. Why should this time be any different?
Chasing Unicorns
When the business cycle is petering out, sending us into the contraction phase, the degree of correlation within and between price movements of various asset classes — such as stocks, bonds and commodities — begins to decline.
Asset prices that usually move together start to move independently. Oil futures drop but retail sector stocks rise, for example. Transport stocks suffer but some automakers do well.
Why is this?
When there’s a bear market, investors tend to be conservative. It’s too risky to go chasing after individual stocks, even if analysts like them.
For example, if Firm A and Firm B are in the same industry, there’s no reason why one of them should perform better than the other in the short term if market conditions for each are identically weak.
Sure, some firms have great innovations and break free from the pack.
But cautious investors are much less likely to support such stocks in a bear market, where preserving capital is key. For that reason, correlation tends to be higher in a bear market.
By contrast, correlation tends to fall during the final stages of a bull market, as stock pickers chase individual stocks that report superior results, even as the rest of the market declines.
For example, Atmos Energy Corp. (NYSE: ATO), a Texas natural gas distributor/pipeline company, is soaring even though the natural gas sector is in dire straits.
Recently, the Chicago Board of Exchange’s Implied Correlation Index for the S&P 500 (JCJ) has plummeted … just as it did in 2008 and late 2014, just before the big drop in January 2015:

This isn’t just a U.S. phenomenon. In a note published earlier this week, Morgan Stanley notes that assets across the world are the least correlated in almost a decade.
Thinning the Herd
A fall in correlation is due in part to the fact that as a business cycle nears its end, fewer firms remain profitable. This can happen even if the market is still rising, but driven by a few big stocks or sectors.
That’s happening right now. Fewer and fewer U.S. stocks have been rising with the market as it reaches new highs.
The gap between the overall market index and a measure of the proportion of stocks that are trading below their 200-day moving average — only 57% — is disturbingly wide (the red line):

To me, that suggests a business cycle on its last legs.
Here’s the thing about forests and trees.
A big tree in the middle of the forest has no idea a fire is raging on the edge of that forest. The big tree is growing well, thriving, secure … until the fire arrives and burns it to the ground.
There was nothing wrong with the tree … but it still went down with the forest around it.
As the business cycle winds down, which stocks will be like that big tree in the forest?
The Profitable Hedge
Even if an investment has a lower return than the market, it can improve the performance of a portfolio if it has a low correlation to the other investments in that portfolio. When they go down, the less-correlated position stays up.

In rigorous backtesting, they both beat the market by triple digits in the aftermath of the 2008 crisis. They’ve also done better than the current bull market.
By keeping one or both of those portfolios in your larger mix of investments, you can hedge against the coming forest fire … and make money at the same time.

How Wellness Become the Wrong Word

What do employers want more than anything? Healthy, engaged, productive, energized, and thriving employees who provide great customer service and high quality products. What they have is all too often the antithesis of that.
This article is about why and how to move away from “wellness” to “wellbeing.” Wellness is one dimensional—the absence of illness. But for employees to thrive, they need so much more. The essence? They need to be happy with what they are doing and where they are doing it. Without that, good physical health, engagement, and productivity are almost impossible. It’s as simple as that, and with happiness comes success on multiple levels for the employee and the employer. And yet the all too many of today’s American employees are dreadfully unhappy with their jobs and bosses. It’s time for that to change.
The companies that successfully address the deteriorating health (both physical and mental/emotional) of their employees have a huge competitive advantage, and not just from reduced healthcare coverage, but in cultivating more enthusiastic, productive, and engaged employees which drive competitive and financial success through better products and better service.

We create shareholder value because we have innovative, creative, and quality products and services. We have innovative, creative, and quality products and services because we have healthy and productive people.”
This is, as we say in Massachusetts, “wicked important.” Yet most American CEOs do not yet see it as even rising to their level of attention. That is nothing short of astonishing given how much they pay for healthcare coverage and the truly poor value they receive in return. Starbucks pays more for employee coverage than for coffee. GM pays more for coverage than for steel. Businesses don’t realize it, but they are truly in the healthcare coverage business whether they like it or not. And that doesn’t even begin to total up the costs of disengagement, absenteeism, and turnover.
So, what about today’s garden variety workplace “wellness” programs? In fact, they haven’t worked on virtually any level. The “wellness” industry has deservedly opened itself to criticism that “wellness” investments are a waste of resources. Critics have eviscerated the industry all too often.
Typically, workplace “wellness” initiatives have been developed by HR and floated to senior management for approval with the usual justifications of reducing coverage costs and a healthier workforce. Someone in C-Suite, often NOT the CEO, might approve such proposal and its budget. In rare cases, there might even be some business plan. But little else. There are so many other things to focus on like quarterly dividends, customer relations, and the current crisis, whatever that might be.
And then the matter goes back to HR and becomes largely indistinguishable from any other employee benefit plan. Nice to have, but not strategic in any sense. HR might retain a vendor or hire wellness coaches, and may acquire programs that focus on exercise, smoking cessation, and nutrition. All good things, but not nearly enough. Employers also may do the dance of incentives and penalties, but neither result in long term lifestyle change or improved morale.
After a few years of lukewarm enthusiasm and modest employee participation, someone in C-Suite might ask about the return on the program’s investment. Unfortunately, few companies even try to measure returns, and if they did, the numbers would be indeed disappointing. Even so, shouldn’t something be done about healthcare costs? And wellness programs, whatever their returns, just seem like the right thing to do. That is indeed sloppy thinking.
The reasons why today’s workplace wellness programs have not worked are many, but the most important are: lack of strategic focus with a comprehensive approach; focus almost exclusively on the physical health side ignoring mental and emotional health; lack of CEO leadership; absence of a culture of wellbeing; and a one size fits all approach that appeals primarily to the already healthy and fit.
The stark truth is that the wellness industry has accomplished remarkably little in the areas of return on investment (ROI, which I define as reducing employee claims expense by more than the cost of the wellness programs) and long term lifestyle behavior change. To have any chance at positive ROI, the focus must be on chronic illness with a supportive culture of “wellbeing” and caring to maximize employee and family enthusiastic participation. Yet so often, it is not. Swim, gym, and weights alone won’t do the trick. Programs for smoking cessation, weight loss, exercise, and nutrition (traditional “wellness” programs), while helpful on almost any level, do not truly move the needle on coverage costs or employee engagement. They are one size fits all and quite randomly implemented.
Accordingly, it is submitted that we must move away from “wellness” to “wellbeing.” There is a world of difference between those two similar nouns. When our society and our medical profession refer to “wellness” (as in being well), what they really mean is the absence of illness, almost always the physical kind. “Wellbeing” is far broader, meaning a positive physical, mental, and emotional state. The difference is profound.
Shawn Achor in his book The Happiness Advantage underscores the importance of this point when he writes:
“You can eliminate depression without making someone happy.  You can cure anxiety without teaching someone optimism.  You can return someone to work without improving their job performance.  If all you strive for is diminishing the bad, you’ll only attain the average and you’ll miss out entirely on the opportunity to exceed the average.”
Despite abundant data from Gallup and others showing the central role of employee wellbeing (as opposed to mere wellness) in driving workplace engagement, American employers haven’t taken the cue. And Gallup has been doing this for decades!!
Gallup’s 2016 Q12 Meta-Analysis of The Relationship Between Engagement at Work and Organizational Outcomes makes it abundantly clear how engagement drives measurable and substantial improvement for “customer loyalty metrics, productivity, employee turnover, safety, absenteeism, patient safety and quality.”  According to Gallup, higher engagement means higher profitability.
And when you combine high levels of wellbeing and engagement, magical things happen. Consider that Gallup’s Well-Being Enhances Benefits of Employee Engagement tells us that the benefits of adding high wellbeing to high engagement are enormous with employees reporting:
42% more likely to evaluate their overall lives highly
27% more likely to report “excellent” performance in their own job at work
27% more likely to report “excellent” performance by their organization
45% more likely to report high levels of adaptability in the presence of change
37% more likely to report always recovering “fully” after illness, injury or hardship
59% less likely to look for a job with a different organization in the next 12 months
18% less likely to change employers in a 12-month period
19% more likely to volunteer their time in the past month
So why is a move away from workplace “wellness” to workplace “wellbeing” so wicked haahd (how we say “very difficult” in Massachusetts) to do well? There is a forest for the trees aspect here. It is so obviously the right thing to do on any business level that it is simply missed. It doesn’t sound critically important or strategic. CEOs and boards are distracted by other things and do not connect the dots between employee wellbeing/engagement and operational success. And if they do consider it, many believe that it is like curing world hunger and sitting around the campfire singing songs. After all, they can’t be responsible for what happens away from work. Yet…they can be responsible for what happens at the workplace, which is where many Americans spend more time than anywhere else and is a primary cause of stress.
Once organizational leaders and boards really, really focus on the importance of the difference between employee wellness and wellbeing, they should have an “aha” moment. Workplace wellbeing should be the​ top strategic objective of any company. Done right, workplace wellbeing must be strategically planned, staffed, and financed like any other mission-critical strategic objective. The outcomes that matter must be measured. Leadership, from top, to mid-level, to front line, must be engaged, enthusiastic, and held accountable. When is the last time a CEO was held accountable by his/her board for employee wellbeing? When is the last time organizations based a significant part of executive incentive compensation on employee wellbeing?
Whole person “wellbeing” must become a defining characteristic of the company’s culture and environment. It must become part of how organizations “do business.” And it most definitely is not too much to take on, particularly considering the potential upside benefits as outlined by Gallup.
Employees and their families must come to understand that the company invests in their wellbeing because it truly does value employees. It also happens to be both the right thing to do and very good business that will reap untold dividends.

Real Business Investment Is Bad News For Stocks

Earlier this month the Census Bureau reported Private Construction Spending for May. It’s an important report primarily on the commercial side because it gives a look into the all important commercial development sector. Aggregate that with Core Capital Goods Orders, and we get a great picture of the state of business investment and business confidence.
The report isn’t a sentiment survey, it’s measured in actual dollars spent. Money talks.
Looking at the nominal numbers before adjusting for inflation we see a strong recovery from 2001 to 2014. Since then, growth has slowed. Month to month growth in May was 3.2%, which is below the average May growth rate of 3.9% over the past 10 years.
It’s also well below the May 2016 growth of 5.5%. The annual growth rate fell to just 1.6%. That is the slowest annual growth rate since 2013.  Total spending has been slowing since 2014, in spite of record low construction lending rates.
Demand is for commercial space is slowing not only because of slow growth in the economy, but because of technological change.
The picture darkens when we adjust for inflation. I used the Producer Price Index (PPI) for office building construction as the deflator.
In the short run, there’s not much difference–a slightly below average gain for the month. But the index was down 0.2% from May of 2016. Furthermore the total volume of construction is 10.7% below the 2008 peak.
While commercial construction is a lagging indicator at economic turning points, the fact that the total volume of construction is still below the levels of 10 years ago is a sign of the secular decline of the US economy.
It should come as no surprise that commercial construction is in long term decline. In the office sector an ever growing number of workers are telecommuting. Retail space is disappearing thanks to online retail. Reportedly, industrial space demand is growing. Booming industrial space demand is not unusual in the end stage of an economic expansion, as business sentiment becomes unduly optimistic.
The need for more office space as the economy expands is falling. Commercial real estate broker JLL reported vacancy rising to 14.8% in the second quarter from around 14.6%.  But that doesn’t tell the whole story.  They’re still building new buildings, but older buildings are losing occupancy and ultimately either being abandoned or converted to residential use.
According to commercial real estate information service REIS.com, commercial office space absorption fell by a whopping 65% in the first quarter.
JLL reported that quarterly net space absorption was below the levels of the past 3 years. They expect vacancy to continue rising over the next 24 months, “as new buildings deliver and tenants upgrade to more efficient spaces.”
That’s a nice way of saying that less space will be needed in the future as workers are replaced by automation, or work from home.
The collapse of retail is a well told story by now as Amazon.com destroys traditional retail.  The demand for new retail space is collapsing. Here again, retail property vacancy rates do not tell the story because they don’t count abandoned properties. I could find no data on the rate of abandonment of retail space. Some of it is being converted to institutional or office use, which is equally problematic for the economy.
When old commercial space is renovated and there’s a lack of new demand, it merely causes older, less functional space to no longer be economically viable. Tenants leave to occupy the newer, more efficient and attractive spaces. Obsolescence of older buildings often leads to more blight.
Commercial real estate brokers report that demand for industrial space is booming.  Construction isn’t keeping pace with demand, according to JLL. I can’t confirm that with the construction data. A breakout of the value of industrial construction is not available in the Census Bureau report. It combines retail and warehouse space into a single category, which was down year to year. If industrial space development really is still running positive, then retail is even more negative.
Let’s not lose sight of the forest for the trees however. The fact is that the total volume of commercial construction has stalled. Ultra low construction loan and permanent mortgage rates have failed to stimulate growth over the past couple of years.  It is possible that rising interest rates may stimulate a final spasm of overdevelopment as developers rush to bring projects on line before rates rise more.  In the end, that would lead to an even bigger bust.
Commercial real estate cycles have been around forever. I have lived and worked through them as a professional in the field. This cycle will be no different.
Finally, we can combine the data on commercial construction with the data on nondefense capital goods orders for a measure of total business investment. Business people normally take their cues from the stock market. The renewed blowoff in stocks has triggered a renewal of growth in real total business investment, with a year to year rise of 3.3%.
It is striking that for 4 years prior to this, real investment went completely flat as stock prices bubbled higher. It’s not that there wasn’t capital available. The Fed made sure that there was plenty of money, and it made the cost of that capital zero.
This chart shows clearly where all that printed money and free financing went. It went into stock buybacks and other forms of speculation and financial engineering, driving stock prices relentlessly higher, while real investment suffered.  It was much more profitable to chase a quick buck in pushing stock prices higher, than to invest in real plant and equipment.
This bounce still leaves real investment more than 7% below the levels of 2000 and 2008.
Is the uptick in real investment now a good sign? Probably not as, ironically, real investment will now divert funds from speculative investment in financial assets, just as the Fed is about to become stingy with money.
The Fed is planning a real tightening of financial conditions when it begins to shrink its balance sheet this year. This will begin to suck cash out of the system and raise the cost of funding. The Fed will start small, but will increasingly turn the screws over the next year. Any further signs of strength in real investment will only encourage the Fed to continue tightening. That will be very bad news for stocks.
Therefore chasing this rally will come to no good end. It’s time to radically pare down your holdings, and look for short sales industries that will fare poorly under the paradigm of secular decline due to excess capacity and technological change.
