The way that Prince Dimitri held himself was, Hubert had to admit, impressive. He looked more as if he could be Lady Edelgard's equal, though the thought was immediately banished as soon as it entered his mind. Regardless, he was looking more a proper leader, one that Hubert would be able to respect. Indeed, he had to give credit to the church in that they were correct to send the both of them for this mission.
He watched with narrowed eyes ( though, expression not judgmental ) between the alderman and the prince. He considered the situation and spoke.
"That is indeed a reasonable approach. If it is satisfactory to my companion, then I believe we will need to be on our way."
Hubert looked at Prince Dimitri for confirmation -- though his mind was made up already. This was the best either of them could ask for, and he felt that this was the ideal path forward. He'd known this mission was likely to take a while; such complicated affairs could not be settled in a matter on minutes.
He did not need to think about who lived or who died, only on how to complete this mission as it was assigned to them: stop a war before it breaks out. He took the paper and folded it to place in his breast pocket, knowing Dimitri would more than likely want to read it later. "If you will allow us two days' grace, we will have your summit scheduled."
A short amount of time, but time that they might very well need. Urgency often made for agreeable responses, a given timeline on when to expect an outcome. It also ensured that neither Hubert nor Prince Dimitri wasted any time.
"We should take our leave."

What an interesting conundrum. Hubert is less sure about the specifics of involving himself in such a tense and volatile situation, and is more intrigued to be learning the details between the two towns. There is much to be understood, after all. It's not as if he has a true choice in whether or not he would attend to this issue. He's been assigned a partner in this mission to stop an uprising before it even begins.
He is not surprised to have been tasked to go along with Prince Dimitri. He is talented enough with his wordplay, and the earnestness that the Faerghus royalty brings to the debate would offset the more calculating aspects of Hubert's own strategies. He finds this pairing to be -- even if not to his own personal taste -- one that at the very least makes sense.
It is a balancing act to bring two sides to understanding each other. Hubert knows this, though he mainly prefers to work in the shadows and not be the mediator for disputes. Despite this, he is standing here by Prince Dimitri's side, looking at those who finally have, after years of not.
"I see," Hubert speaks in a low tone, and takes the scroll from the man -- not giving Dimitri a chance to read it himself. "Of course you are irritated, you are being asked to share when your neighbors never needed to."
He says the last part pointedly, but does not cast his gaze anywhere but down upon the paper. It is not usually his job to determine who should and should not live; that's a task better suited for the prince of a foreign nation.
"Would you care to elaborate on how exactly this shift in water supply came to be? I would never suggest foul play, but we should rule that out."
