Once the aid arrives in India, it is received by the Indian Red Cross Society, which works closely with the government. The Red Cross works with customs to approve the goods, the Health Ministry said, adding that customs is "working 24 x 7 to fast track and clear the goods on arrival." After being cleared, the items are handed to the ministry and a government-owned health care product manufacturer called HLL Lifecare, which handles transportation of aid to its final destination. But it's a massive logistical undertaking because "the materials from abroad are currently coming in different numbers, specifications and at different times," the ministry said in its Tuesday release. A number of problems might arise, it said: "in many cases," the type or number of aid supplies don't match the inventory list provided by the foreign donor. Authorities then have to waste precious time "reconciling (discrepancies) at the airport" while the aid sits idle, according to the release. Only when the paperwork is updated with the correct details can authorities move forward with distribution.
India is a huge country, home to 1.3 billion people, and most of the foreign aid is being flown to New Delhi -- meaning much of it then has to be redistributed to far-flung states. The military has been deployed to help with this process, with the air force flying supplies to various cities and making overseas flights, too. States with high caseloads, or those that are regional medical hubs, will be prioritized, the Health Ministry said on Tuesday. Donations are also allocated to states with fewer resources or those in remote areas. It's unclear how much aid is still being processed, but images began emerging this week of supplies finally arriving on the ground. The air force airlifted the "first batch" of 450 oxygen cylinders from the United Kingdom to Chennai on Tuesday, according to the city's customs authority. Meanwhile, 350 oxygen concentrators from Hong Kong are being sent to Mumbai on Wednesday. These supplies will only provide a modicum of relief, however. As of Tuesday, Chennai had more than 32,000 active cases, while Mumbai had over 56,000. Hospitals in both cities are so under-resourced and the situation so dire that patients are dying by the dozen. Desperate patients wait for oxygen As the government scrambles to get backlogged aid to desperate states, it is also working to increase domestic oxygen production. And at every turn, federal authorities have claimed they have enough supplies to meet states' demands. "The (daily) production of oxygen in the country was 5,700 metric tons (6,283 tons) on August 1, 2020, which has now increased to around 9,000 metric tons (9,920 tons)," a Health Ministry spokesperson said at a news conference on Monday. Last month, the ministry said it had 50,000 metric tons (55,115 tons) in surplus oxygen stocks. On Monday, the ministry spokesperson again asserted, "There is enough oxygen available in the country." But doctors, officials and desperate patients tell a very different story. In a hospital in Meerut, a city in Uttar Pradesh, one family has worked around the clock to care for their 55-year-old mother in the intensive care unit. The family told CNN this week she had been in the hospital for six days before getting a ventilator, and they had to bring their own oxygen cylinder. At one point, her vitals began dropping dangerously; her sons pumped her chest frantically, crying out and clutching her hands as family members wailed next to the bed. A doctor was able to help stabilize the woman -- but later, she flatlined again. This time, she could not be revived; her body was left in the ICU for nearly an hour before it was moved. The same scenes are playing out in nearly every major city. In New Delhi, the situation has deteriorated so badly that India's Supreme Court ordered the central government to address the oxygen shortages there by the end of Monday. Similar hearings have taken place in the Delhi High Court. "Do you mean we will shut our eyes to the people dying in Delhi?" the court told the central government on Saturday, according to CNN affiliate CNN-News18. "Enough is enough."
Some state authorities, too, have come under fire for their handling of the oxygen crisis. A high court in Uttar Pradesh demanded "immediate remedial measures," pointing to specific instances of patients dying due to oxygen shortages. "Death of Covid patients just for non supplying of oxygen to the hospitals is a criminal act and not less than a genocide by those who have been entrusted the task to ensure continuous procurement and supply chain of the liquid medical oxygen," the court said on Tuesday. The central government has responded by ramping up emergency measures. Two of five on-site oxygen plants earmarked for Delhi hospitals would be operational on Wednesday, the Health Ministry said on Twitter. The government plans to set up 500 plants across the country within three months, according to a ministry statement. “When I told Dhruv about soilless farming, he called me back in three days and said there are a few startups in Singapore [like Comcrop] doing the same. Dhruv said he would be visiting India in a couple of months and if we could figure out a pilot by then, he could work on his startup from Delhi and relocate,” says Samrat, 28, in a phone interview. Khanna, also 28, did return in September. By then, the duo had sold their dream to three others—Devanshu Shivnani, Deepak Kukreja and Vaibhav Batra. In October they set up Triton Foodworks and started out by growing strawberries hydroponically—without the use of soil, in a nutrient-rich medium using water as solvent—on a plot in Delhi’s Sainik Farms, where Samrat’s family owned some land. The yield was heartening—eight tonnes, which fetched them a profit of about ₹3.5 lakh.

The five founders, all in their twenties, were elated as the dream to create something impactful had started to take wing. Hydroponics was the way forward for sustainable agriculture, they concluded. First, hydroponics requires 60-80 percent less water than conventional farming. Second, one can practise high-density cultivation with hydroponics. Third, since there is no soil involved, there is no scope of lacerating the soil with pesticides and other chemicals. Explains Kukreja, 39, “In soil cultivation, plant spacing has to be maintained because the plants compete for minerals, but here, since we feed the plants with precision, it gives us the scope to increase plant density. We can also grow vertically for small and compact plants like strawberries, lettuces and herbs.” He adds, “In conventional farming we have to do crop rotation to avoid soil erosion and avoid problems like nematodes and pests, but hydroponics gives us the advantage to cultivate a certain crop throughout the year.”

However, the company’s wings were soon clipped by the Municipal Corporation of Delhi, which razed a greenhouse structure they were starting to put up. “In Sainik Farms, construction of new houses and digging borewells for residential use is not permitted due to an ongoing case, but there is no restriction for agricultural activities,” says Khanna, adding that they were asked for bribes. “When we refused, the Municipal Corporation of Delhi demolished the greenhouse without giving any notice. When we complained to the local MLA, a few days later a junior engineer from MCD came to apologise and told us he thought we were building a house.” The team was shaken to the core, the immediate fallout of the corporation’s action being Batra’s exit. Next, Shivnani chose to take a break and pursue an MBA. Meanwhile, an institutional investor who had evinced interest in the firm also withheld investment. The flight, in effect, was grounded even before it could take off. “More money had to be pumped in and we were all very tense. Everyone had this awkward conversation at home where we asked for more money and our parents were not convinced this time. They had already given us money to kick-start the operations,” recalls Samrat of the tumultuous days. However, Samrat, Kukreja and Khanna decided to stay put. The plan was to take up hydroponics consultancy work for about a year or two, make enough revenue and plough it back into their firm to continue with R&D—the firm had set up two research and production facilities in Rohini in Delhi and Wada near Mumbai. Between January 2016 and mid-2017, the company executed about five projects in Delhi, Karnataka and Maharashtra —which fetched them about ₹1 crore in revenue—simultaneously working on the research facilities.

The idea was to develop indigenous hydroponics techniques as well as reduce the cost of operations, which could skyrocket to about ₹2 crore for an acre of land. By the end of 2017, Triton Foodworks had devised a way to reduce the cost of setting up a greenhouse hydroponics unit to about ₹1.25 crore. “The idea was to source as much raw material as possible from local vendors, design the systems ourselves and get them made by local manufacturers,” says Khanna. Adds Kukreja of some of their innovations, “Instead of plastic moulds to hold the crops, which cost about ₹25 lakh for an acre, we use styrofoam, which is not only cheaper but also keeps the temperature low. The cost comes down to ₹15 lakh.” The team has also developed a high pressure fogger, which sprays smaller water droplets compared to conventional fogging systems. Late last year, the company stopped consultancy work and turned its attention to developing their own farms. To consolidate operations, it shut down their research facilities and took up a five-acre plot in Manesar, where it grows different varieties of tomato, strawberries, lettuce, eggplants and pepper among other plants. The plan is to stock the produce in retail outlets in Delhi under the ChopChop brand as well as sell directly to hotels and restaurants. The current fiscal is expected to fetch the firm ₹1 crore in revenue. “There has been a lot of exposure around food and food experimentation has become big in urban markets. Also, the eating out market has grown and exposed a lot of urban centres to new tastes and ingredients, which have found their way into people’s kitchens. Hence, this category is finding significant retail shelf in outlets, which makes startups in this space interesting,” says Ankur Bisen, senior vice-president at retail consultancy firm Technopak Advisors. The greenfield opportunity in hydroponics has also attracted businesses such as Letcetra Agritech, BitMantis Innovations, Junga FreshnGreen and Future Farms. The trio of Triton is in no mood to let go of the opportunity.

Few expected Prime Minister Narendra Modi to lift the 21-day national lockdown in his speech on April 14. After all, the number of people reporting positive for Covid-19, the disease caused by the coronavirus, continued to rise and new clusters of infection were emerging around the country.
At the same time, it was clear Modi would ease certain restrictions to revive a battered economy. He did just that as he extended the lockdown to May 3, while pursuing a strategy of gradual easing of restrictions in relatively unaffected areas. From April 20, ecommerce operations, industries in rural areas, manufacturing in special economic zones and transport of goods, among others, will be allowed. These relaxations differ according to how a district is classified — a hotspot or one with a few confirmed Covid-19 cases, or with no infections.

After May 3, more concessions are likely to be made in those parts of the country that are not seen to be vulnerable to Covid-19. But India, which has nearly 14,800 confirmed cases, including 488 deaths, will have to delicately balance the medical and economic imperatives to avoid ending up with a bigger problem on its hands after a few weeks.
There are no established playbooks globally on how to emerge out of a lockdown, according to Rajib Dasgupta, professor of epidemiology at Jawaharlal Nehru University. “Countries have different economic imperatives.” The lockdown has been eased primarily to provide a way for millions of poor workers to earn a living once again, and to give a gentle push to the sputtering economic engine. But the top priority is still containing the spread of the disease. A recent note by investment bank JP Morgan says social distancing rules should not be loosened until at least two weeks after evidence of the infection rate having peaked.

Different states, different strokes States like Kerala, where active cases are on the decline, and Karnataka, once among the three worst affected but now not even in the top 10, are better placed to explore ways to make life easy for their people after the lockdown than the likes of Maharashtra and Delhi, for both of which containment is still the top priority. “The story is not about states now, it’s about districts,” says Sangita Reddy, joint managing director of Apollo Hospitals Enterprise, India’s largest hospital chain.
The Centre on April 15 identified 170 hotspot districts and 207 potential hotspots, out of a total 734 districts. States are at different stages of transmission, and even within a single state, there could be large variations between its districts. For instance, Mumbai is the country’s worst hit district, but there are six districts in Maharashtra that haven’t reported a single case, while seven have just one case each, according to the state government. “No reported case doesn’t mean no case at all. We have to test 1-2% of population of an area before opening it up,” says Reddy.
Mathew George, professor of public health at the Tata Institute of Social Sciences in Mumbai, concurs. “Epidemiologically, we need population-level data, which is missing. We can do antibody tests to make an informed decision.” Antibody testing helps in figuring out how widely Covid-19 has spread by identifying those who have had an infection in the past and are now immune.
Also important is figuring out the demographic composition of a particular district, taluk or village and the diseases prevalent there. Given that the elderly are more at risk of developing complications from Covid-19, administrative units with a relatively high proportion of those above 65 years need to be treated differently from others. So do areas that have a high incidence of, say, tuberculosis.
“We should be using every shred of available data,” says Jishnu Das, an economist at Georgetown University who has researched India’s healthcare system. “We tend to see India as homogenous, but we need to break it into finer pieces, and we need data for that.”

Along with detailed statistics that will help authorities decide what sort of restrictions should be applicable to which parts of the state, once the lockdown is eased, the government should step up its surveillance to avoid further outbreaks or to act quickly if there is one. While containment zones are closely monitored, in a post-lockdown phase, entire cities or districts will need to be actively watched.
The government is hoping that its Arogya Setu mobile app will help in tracing those who came in contact with someone who tested positive later. But this will be effective only when a critical mass of people are using the app, which has been hobbled by privacy concerns.
One important factor in preventing a flare-up of infections is increased self-reporting by those with symptoms, believes D Prabhakaran, vice-president for research and policy at the Public Health Foundation of India. “We need to de-stigmatise the disease for that.”
When limitations on people’s movement are eased, local administrations should prepare their health infrastructure for a spike in cases.
The Union government has told districts to classify hospitals separately for mild, moderate and severe cases. As of April 11, India had 586 hospitals dedicated to Covid-19 treatment, with 1 lakh isolation beds and 11,500 intensive care unit beds, according to the Union health ministry.
The current protocol mandates hospitalisation of anyone who tests positive. This is likely to change if infections outnumber available hospital beds. Maharashtra, for instance, is already considering switching to a different protocol where mild cases remain quarantined at home. In the European Union, less than three in every 10 infected persons have had to be admitted to a hospital. “You put your health workers at risk when you hospitalise mild cases,” says Das.
Geography and demography The other problem is the uneven geographical distribution of healthcare infrastructure. In Tamil Nadu and Kerala, there is one government hospital bed for every 900 people or so, but in Uttar Pradesh and Bihar, one government hospital bed on average serves nearly 3,000 and over 8,600 people respectively, according to the Union health ministry. So the large northern states are clearly less equipped to handle an outbreak after the lockdown ends than their counterparts in the south.
The other major challenge is handling the reverse migration of workers from cities once they are allowed to travel. If there isn’t enough work for them, they will be compelled to return to their villages. JM Financial Institutional Securities estimates that around 14 million migrants in India’s top 10 cities could go back home if there is no sign of economic revival. Nearly 2.5 million migrants are currently being provided food at 21,500 relief camps around the country. A large-scale movement of labourers to rural areas in poorer states in the north and the east could complicate matters for district authorities.
Even as India mulls the resumption of passenger trains and buses, it will soon have to take a call on allowing flights to operate again, but not before looking at the experience of countries like Singapore, Taiwan and Hong Kong.
Lauded for their quick response to Covid-19, these countries, along with China, started seeing a resurgence of infections, thanks to international fliers, including their own citizens returning home, around the middle of March. This forced these countries to tighten restrictions on the entry of foreigners. Singapore even went ahead and imposed a month-long lockdown in early April, something it had avoided till then.
Once international flights resume, George believes India should focus its resources on cities and states that see a lot of air traffic from other countries. “We need to have teams tracking international travellers. This has to be a long-term effort.” According to the JP Morgan note mentioned above, any government’s decision to restart international travel should depend not just on the spread of the disease within that country but on the global trajectory of Covid-19. “Border control relaxation should be delayed and be approached highly conservatively,” it says.

India on Sunday reported 106 new cases of COVID-19, bringing the overall case load to 979.

Although U.S., French and other scientists are working to expedite effective treatments, false reports have appeared in numerous countries.In Iran, a fake remedy of ingesting methanol has reportedly led to 300 deaths, and left many more sick.The sharing of false information has an impact beyond the immediate risk of the virus itself. Two types of danger posed by inaccurate information on the virus:(1) “Could incite fear or panic”.(2) “The potential for individuals to do harmful things in hope of ‘curing the illness’ or ‘preventing’ the illness.”

It will take some time for the manufactures to get the right kind of ball so that people can see that ball in the night and how it gets affected once there is dew. In the twilight session the ball moved a lot and in the last session it just came onto the bat and it started losing its colour.
