Jacqueline Addo remembers the time two years ago when her husband Joshua confided to her that the stress of adjusting to life in Canada from Ghana was proving too much for him to bear.

He had reached a breaking point, and her own mental health wasn't great.

"I was just a shadow of myself, basically," she said.

Joshua was struggling to find a job in his field as a financial adviser, and had instead worked stints at a courier company and at Costco.

With Jacqueline looking after their children, they were unable to make ends meet on one salary and had to borrow money from family and friends every month to survive.

While Joshua has an administrative job with Nova Scotia Power today, and the couple is finally able to rest a little easier and plan for the future, not all immigrants fare as well.

The stresses caused by the upheaval of moving to a new country — and the often huge chasm between what immigrants are led to expect about life in Canada and the reality — can lead to depression, frustration and a loss of self-esteem, according to experts.

A study released in December by Mental Health Research Canada found that new Canadians are almost twice as likely to express concerns about feeding their families as people born in Canada.

It said food insecurity and isolation from a family and friends support network have been tied to higher incidences of mental health challenges.

In 2022, more than 437,000 immigrants moved to Canada. A record 12,500 of those arrivals came to Nova Scotia, according to a survey commissioned by the province — and that figure could rise, with Ottawa hoping to attract 500,000 newcomers a year by 2026.

The stress of acculturation

Iqbal Chowdhury is a PhD candidate at Dalhousie University whose doctoral research focuses on the mental health condition of immigrants moving to Canada.

Chowdhury, who is from Bangladesh, said his research indicates immigrants tend to have better mental health than their Canadian-born counterparts.

Other research suggests people who successfully navigate Canada's immigration system, particularly in the economic class, are healthier because they are well educated, slightly younger than average Canadians and must go through medical screening.

But over time, he said, the mental health of immigrants deteriorates until it matches that of the general population — a phenomenon described as the healthy immigrant effect, or the immigrant paradox. One of the potential causes, he said, is stress associated with the acculturation process.

Another is diminishing self-worth. As part of the immigration process, people are considered based on their training and employment history in their country of origin, and they have the expectation of getting a similar job in Canada, Chowdhury said.

But once they arrive, they often find it very hard to use their previous experience and educational credentials, he said.

"It actually affects their aspiration and affects their self-esteem, and I would say that it also prevents them from developing a social network with their community in Canada," he said.

"When they cannot get a job in the labour market, they find it is really a kind of shame to share with people back home, as well as the community living in Canada."

Chowdhury said mental health is one of the important determinants of social and economic development and progress. If Canada wants to build a productive future generation of immigrants, he said, it is important to study the problems faced by immigrants and take a close look at the resources that are available to improve their mental health.

Career setbacks

It can take immigrants years to work their way back up the career ladder, the Conference Board of Canada noted in a September report it prepared for the Institute for Canadian Citizenship.

"While the fairy tale of Canada as a land of opportunity still holds for many newcomers, this study points to burgeoning disillusionment," institute CEO Daniel Bernhard said in the report.

"After giving Canada a try, growing numbers of immigrants are saying 'no thanks,' and moving on."

Immigration, Refugees and Citizenship Canada said in a statement that it offers preventive and non-clinical mental health support to newcomers through third-party settlement organizations.

It also partners with the Canadian Mental Health Association and the Centre for Addiction and Mental Health to help address the mental health needs of newcomers, the statement said.

Unable to find suitable jobs

According to the conference board report, nearly 15 per cent of immigrants left Canada within 15 years of obtaining permanent resident status. But for some who are now hoping to move elsewhere, the process of uprooting again is not a viable option, particularly if they are older.

Manmeet and Randeep Oberoi sold everything they had and moved from the Indian state of Punjab in 2018 with their two children.

The couple, who are in their 50s, have post-graduate degrees from Indian universities.

Manmeet was a principal at a teaching college and Randeep was a credit manager at a bank.

Manmeet got her Nova Scotia teaching certification and now works as a substitute teacher, but has been unable to find a permanent position.

Despite taking several banking courses since arriving, Randeep said he is still jobless.

He said they expected it would take some time, maybe up to two years, to find permanent employment.

While the couple are now Canadian citizens, Randeep said he still has no idea how to make inroads in the job market.

Manmeet said the experience has been especially frustrating because she loves teaching and has a wealth of specialized skills.

Manifestations of stress

Carmen Celina Moncayo, a supervisor at Immigrant Services Association of Nova Scotia and a psychologist by training, said the stress caused by the immigration experience can manifest itself in many ways.

"People can develop depression. People can develop anxiety. People can have sleeping problems, eating [problems], irritability," she said.

"Mistrust of themselves, mistrust in the environment … all the ways that our body reflects stress."

Moncayo, who is originally from Colombia, said her association teaches people that what they are experiencing is a completely normal reaction to the feeling of being uprooted.

After more than five years in Nova Scotia, Manmeet Oberoi wonders if the decision to move here was the right one.

"It is very, very stressful," she said.

"Sometimes I don't know how to survive here because, if we don't have the jobs here, then why are so many people coming here?"

What is Blue Economy?

The Blue Economy conceptualizes oceans and seas as “Development Spaces” where spatial planning integrates conservation, sustainable use of living resources, oil and mineral wealth extraction from the seabed, bioprospecting, sustainable energy production, and marine transport.[1]In layman’s terms, it encompasses all the activities of the economy that transpires directly or indirectly at seas and the oceans, or centering seas and oceans as well as the coastal waters. Contrary to predominant previous practices that have been around for so long which focused on resource extraction and financial benefits, Blue Economy tries to strike a balance between extraction of benefits and maintaining the resource supply.[2]

Prospects of Blue Economy for Bangladesh in Comparison with the World:

Bangladesh has a 710 km long coastline with an exclusive economic zone of 200 Nautical Miles inside the Bay of Bengal. Following the settlement of its maritime dispute with neighboring India and Myanmar, Bangladesh has now acquired 118,813 km2 of the territorial sea, 200 nautical miles of Exclusive Economic Zone (EEZ), and a substantial share of the extended continental shelf.[3]

China is the world’s 2nd largest economy and enrooted to become the first economy by 2028 has seen a massive rise of coastal economic transaction. The total production value of China’s maritime economy increased from RMB 1068 billion in 2002 to a staggering RMB 7761 billion in 2017, contributing to about 10 percent of China’s total gross domestic product. The procedure of economic valuation to identify the worth of ocean-based industries to national economies has been particularly embraced in China since 1996.[4] In Europe the blue economy represents roughly 5.4 million jobs and generating a gross added value of almost €500 billion a year, playing a vital role in the continent’s GDP. Underlining the blue economy as an untapped source for fueling sustainable development the Prime Minister expressed her resolve to turn the Bay of Bengal into a hub of economic development and prosperity in the First International Workshop on Blue Economy in 2014 held in Bangladesh.[5]

With lucid and visionary planning Bangladesh can build infrastructure that is unparallel to any other sectors. Economic Experts opined that if Bangladesh utilizes its marine resources actively and sustainably, it can be a middle-income country within a short period.[6]

Sectors of Blue Economy:

Twenty-six maritime economic functions have been identified by the government of Bangladesh from among the fishery, maritime trade and shipping, energy, tourism, coastal protection, maritime safety, and surveillance for the development of the blue economy in Bangladesh. These functions include Coastal shipping/Feeder services, Seaports, Passenger ferry services, Inland waterway transport, Shipbuilding, Ship recycling industries, Fishery, Aquaculture, and Mariculture, Marine aquatic products, Marine Biotechnology, Energy Extraction namely oil and gas, Sea salt production, Ocean renewable energy such as wind, wave and tidal range and currents offer a significant potential to contribute to low-carbon energy supplies for regions with appropriate coastal features; Blue energy (osmosis) and biomass, Aggregates mining (sand, gravel, etc.), Marine genetic resource, Tourism Coastal tourism,Recreational water sports, Yachting and Marinas, Cruise tourism, Coastal protection/Artificial islands/Greening coastal belts, Coastal protection: Artificial islands, Maritime safety, and surveillance.[7]

Planning and Materialization of Blue Economy: 

Foreign Minister Dr. AK Abdul Momen stated, “Bangladesh considers the blue economy as one of the cornerstones for its economic growth and socio-economic development,” in an international webinar titled “Blue Economy in Post-Covid-19 Era: Resilience Strategies for the Coastal States” that was convened by Bangabandhu Sheikh Mujibur Rahman Maritime University(BSMRMU).[8]To better coordinate Blue Economy initiatives across sectoral ministries, the government in 2017, formed the “Blue Economy Cell’ under the Ministry of Foreign Affairs (MoFA), following the recommendation of the Planning Ministry. The Shipping Ministry has created a work plan to accommodate the Blue Economy goal of the government consolidating the sectors of tourism, container freight, and port management. To persevere domestic innovation for exploring the potentials of Blue Economy the Bangladesh Oceanographic Research Institute (BORI) and Bangladesh Institute of Maritime Research and Development (BIMRAD) have been established for the creation of a marine scientific community in the country. 

Challenges of materialization of Blue Dream:

While it is true that the Bay of Bengal holds a great source of wealth and means of sustainable growth for the country, the harsh reality is that we lack the necessary skilled manpower to seek this lofty Dream. Though the government swiftly mobilized to capitalize on the resources it obtained through the international dispute settlements, years of negligence have created a vacuum. However, the best way to ensure sustainable exploitation of the ocean economy would be to first formulate planning then integrate the planning sparsely after gaining experience through the execution of spatial ministerial planning.

23 Countries Apply to Join BRICS South Africa’s Minister of International Relations and Cooperation, Naledi Pandor, revealed at a briefing on the upcoming BRICS summit on Monday that 23 countries have officially applied to join the economic bloc. The BRICS summit will take place on Aug. 22-24 in Johannesburg. South Africa is hosting the BRICS summit this year. South Africa’s President Cyril Ramaphosa, China’s President Xi Jinping, Brazil’s President Luiz Lula da Silva, and Indian Prime Minister Narendra Modi are expected to attend. However, Russian President Vladimir Putin will not attend in person. According to the South African official, the 23 countries that have applied for BRICS membership are Algeria, Argentina, Bangladesh, Bahrain, Belarus, Bolivia, Venezuela, Vietnam, Cuba, Honduras, Egypt, Indonesia, Iran, Kazakhstan, Kuwait, Morocco, Nigeria, State of Palestine, Saudi Arabia, Senegal, Thailand, United Arab Emirates, and Ethiopia. Pandor noted that at the summit, the leaders of the BRICS countries will be presented with a special report on the principles of expanding the association and a list of countries that want to join the economic bloc. Noting that “BRICS leaders will discuss the expansion of the organization at the summit,” she clarified: It is the leaders who will make the final decision on this issue. “We remember that South Africa was the first country to be admitted to the association after its creation. As the BRICS chairman, South Africa will negotiate at the summit on the expansion model and its principles and criteria. We are gradually moving towards a consensus on BRICS expansion and we hope that it will be reached at the summit,” Pandor continued. 67 Leaders and 20 Representatives Invited to BRICS Summit The South African foreign minister further revealed on Monday that South Africa’s President Cyril Ramaphosa, with consensus support from his fellow BRICS leaders, has invited 67 leaders of countries in Africa, Latin America, Asia, and the Caribbean to the summit. Moreover, she added that 20 representatives of major international organizations have been invited to the BRICS summit, including the secretary-general of the United Nations, the chairperson of the African Union Commission, and the president of the New Development Bank, also known as the BRICS Bank. Furthermore, invitations have been extended to the chairs and executive heads of African Regional Economic Communities and African financial institutions, as well as to the Secretary General of the African Continental Free Trade Area Secretariat and the CEO of the African Union Development Agency. Bangladesh’s total RMG export have recorded a healthy year over year growth of 9.09 percent for the July-April period of the current fiscal year(Fy2022-23)according to the latest data released by the Export Promotion Bureau(EPB).

The country’s total RMG exports during this period reached US$38.57 billion, out of which the EU market accounted for 49.378 percent of the total exports.

Guyana President Irfaan Ali said the country has named its representatives members of a high-level joint Working Group with India in upgrading Guyana’s police and military forces andinvesting in the agriculture sector. India is a long-term buyer of crude oil from Guyana, strategically located in the South American continent.

President Ali has invited the Indian Government to collaborate with Guyana in the field of exploration and production of oil. He also encouraged the Indian private sector to participate in the bidding process for 14 oil blocks offshore in Guyana. Guyana has sold some of its oil shares to India extracted from Stabroek Block and the countrywants a long-term agreement. President Ali said that "India had expressed a strong interest in being a long-term purchaser of Guyana's oil share and they are soon going to send the proposal on that". During President Ali’s visit to India, he discussed Guyana’s trade and education with the high officials of India

In addition, the Indian Government will send a special team for housing and urban planning to assist in the development of a new town, Silica city.Bharrat Jagdeo, Vice President is to lead a high-level delegation to India in February to follow up on the work that has been laid by the President during his January visit to India. “India has promised to send a team of technical experts to train the people of Guyana in horticulture. India is also keen on providing technology to support the production of rice, sugar, and dairy products to improve efficiency, yield, and profitability”, Guyana’s President said.

Guyana will also benefit from India's Bio-Innovation Centre in the field of biotechnology for agriculture, food and nutrition, and the environment. During Covid, India sent free of charge thousands of doses of vaccines to over 70 countries around the world, including Guyana. Although India is aiming to become a $5 trillion USD economy soon nevertheless, at the same time, India takes care of and supports financially other nations and their people. Sri Lanka, Afghanistan, Bangladesh, and Nepal are the best example. By becoming a $5 trillion economy, India will be richer than UK and France put together.
