Yes, that’s true. The situation with her bastard children leaves Rhaenyra in a rather vulnerable position though. Then when Rhaenys dies and Corlys is angry at her, Rhaenyra must accommodate Corlys’ demands. There are only a few instances in which Rhaenyra is able to act through her own authority (such as when Corlys was bedridden). For the most part, she has to accede to what Corlys wants, whether that’s in family matters (deciding her own children’s names) or political issues (Rosby/Stokeworth situation). It is the price she pays for Corlys’ loyalty.
