Actually that works better than my idea! And more easy to think about lol.

Nendou is the one acting as The Hunter. Mainly because of the whole best friend thing in canon, and because if anyone would be able to single mindedly revive him, it would be Nendou. Could even have his no thoughts head empty thing be because he fulfilled his purpose and is now just living his life to the fullest in a chill manner. Also no Rot because his Creator didn't know how long the journey would take so they were more careful with creating him to essentially be indestructible, thus causing them to avoid messing up his genome.

Toritsuka could've been his creator. And you can add in some Seven Red Suns lore via Toritsuka being so fed up with Kuusuke complaining about Saiki that he told him "If you're so much better than him, why don't you figure out the solution to the Great Problem then?!" before ending the conversation and cutting contact with Kuusuke. So upon hearing about Saiki's collapse and the reason why, he felt a large amount of guilt and instantly went about trying to fix it via the creation of a Purposed Being.

i like the combo of NSH and SRS that toritsuka is, and the other part of those two iterators would be aiura. if toritsuka sent the first scug as the revival one, then maybe aiura created akechi scug. scug akechi has gills, so hes the one who could navigate a submerged superstructure and give kusuo a new rarefaction cell taken right from a decaying kuusuke, just like rain world with 5P and rivulet
