art is anything that's trying to communicate a message to someone in a medium beyond speech. how good it is at communicating that message, how pretty it is, and how much you like that message have nothing to do with anything. sometimes that message is "you claim to be an all-inclusive art gallery in opposition to the Academie but you won't put a urinal in there? cringe!" and people get legendarily pissed off about that for a century because they don't want to admit that they have standards for what they consider "good art" and that they're just different standards to the other council of good taste they stand in opposition to.
