The International Symposium on the “History and Legacy of Muslims in the Caribbean” organized by IRCICA, OIC General Secretariat, the Government of Guyana and Guyana University was opened by President H.E. Mohamed Irfaan Ali with a Feature Address on 4 September 2023. IRCICA Director General Prof. Mahmud Erol Kılıç gave an address at the opening ceremony. Moderated by Mr. Al Creighton, Dean of the Faculty of Humanities and Education of the University of Guyana, the ceremony started with Quran recitation and translation by Hafiz Salih Rahim, and heard the opening remarks of H.E. Mr. Hugh Hilton Todd, Minister of Foreign Affairs and International Cooperation; Dr. Abdullah Hakim Quick, Special Envoy of IRCICA to the Caribbean; Dr. Alhoucine Rhazoui, Director of Cultural Affairs, OIC General Sceretariat, as well as cultural items, consisting of the Islamic Chant in Urdu recited by Mr. Imran Ali, Deputy President of the Muslim Youth Organization, and the Islamic Chant in Yoruba language presented by Mr. Toyib Hamza. A press conference followed the opening session. The ceremony and the working sessions were held at Arthur Chung Conference Center in Georgetown.
Subsequently, the same day, IRCICA Director General Prof. Mahmud Erol Kılıç was received by H.E. President Mohamed Irfaan Ali for a welcoming meeting. Professor Kılıç briefed H.E. the President about IRCICA’s objectives and activities. Mr. Hugh Hilton Todd, Minister of Foreign Affairs and International Cooperation, high officials from Guyana, and the IRCICA delegation members, were also present at the meeting. Director General Prof. Kılıç presented H.E. President Irfaan Ali and Foreign Affairs Minister Mr. Hugh Todd with samples of IRCICA’s publications in the series of studies on the Holy Qur’an.
The working sessions of the symposium, spread over three days, were on the following themes:

The closing ceremony of the symposium was conducted with the remarks of Prof. Dr. Aboubacar Abdullah Senghore, Assistant Director General, IRCICA and Ambassador Elisabeth Harper, Permanent Secretary, Ministry of Foreign Affairs and International Cooperation of Guyana.
On 5 September 2023, IRCICA Director General Prof. Mahmud Erol Kılıç had a meeting with Professor Paloma Mohamed Martin, Vice-Chancellor of the University of Guyana. The meeting was a fruitful occasion to exchange views on research and education in Islamic studies.
During the symposium period, Director General Prof. Mahmud Erol Kılıç held contacts and meetings with Muslim cultural institutions and educational organizations in Guyana including the Central Islamic Organization of Guyana (CIOG), Guyana Islamic Trust and the ISA School.

On This Day: Pakistan Becomes a Nuclear Power
On May 28, 1998, Pakistan announced that it had successfully conducted five nuclear tests

The Pakistan Atomic Energy Commission (PAEC) reported that the tests conducted on May 28 generated a seismic signal of 5.0 on the Richter scale, with a total yield of up to 40 KT.
Pakistan's nuclear weapons programme architect Dr Abdul Qadeer Khan claimed that one device was a boosted fission device and that the other four were sub-kiloton nuclear devices. Following this, on 30 May 1998, Pakistan tested yet another nuclear warhead with a reported yield of 12 kilotons.

Chagai-I:
The nuclear tests were performed at Ras Koh Hills in the Chagai district of Balochistan. Chagai-I was Pakistan's first public test of nuclear weapons. Its timing was a strategic response to India's second nuclear tests, on 11 and 13 May 1998.
The total number of claimed tests was six, with another device reportedly being left undetonated.
Socio-Political Climate:
As Pakistan became one of the nine states to possess nuclear weapons, it is pertinent to note that it came on the heels of India conducting its own nuclear tests.
Since the timing of Chagai-I was a strategic, yet direct response to India's second nuclear tests, it is argued that 28th May marks the day that prevented war between India and Pakistan
Operation Brasstacks:
Planned and executed by the Indian Army, Operation Brasstacks was a major combined arms military exercise of the Indian Armed Forces in the Rajasthan state of India, adjacent to the border with Pakistan. It took place in 1986.
While India claims that the operation was merely to test the new concepts in Indian warfare, over 600,000 Indian troops had been amassed near the border of Pakistan - which is precisely why many claims revolve around Operation Brasstacks not being a military exercise, but a scheme to build up the situation for a fourth war with Pakistan.
The PAEC weapon testing team at Koh Kambaran, with team leader Samar Mubarakmand (right of the man in the blue beret), Tariq Salija, Irfan Burney, and Tasneem Shah. The better known A. Q. Khan of Kahuta Research Laboratories (KRL) is left of the man in the blue beret (who may be General Zulfikar Ali).
Timeline:
In December 1989, armed resistance to Indian rule in occupied Kashmir began with support from Pakistan. Then in April 1990, a crisis in the valley broke out as Indian military mobilisation threatened to incite war between India and Pakistan. Following this, in May 1998, India detonated five nuclear devices - and in response, Pakistan claimed six detonations, averting a full-scale India-Pakistan war.
Brief History of Pakistan's Nuclear Programme:
Pakistan's nuclear weapons programme was established in 1972 by Zulfiqar Ali Bhutto, who founded the programme while he was minister for fuel, power and natural resources, and later became president and prime minister. Shortly after the loss of East Pakistan in the 1971 war with India, Bhutto initiated the programme with a meeting of physicists and engineers at Multan in January 1972.
According to Pakistan's Nuclear Weapons Program archives, India's test created an untenable situation for then Prime Minister Mohammad Nawaz Sharif. In the wake of India's tests, Pakistan felt an urgent need to demonstrate its own prowess in a similar manner for many reasons - to deny India the unilateral technical advantage it might have gained from conducting tests and to revise the power dynamics between the two countries.
Pressure for test spanned the political spectrum from liberals like opposition leader Benazir Bhutto to the religious right. Bhutto reportedly went so far as to declare that "if there is the military capability to eliminate India's nuclear capacity, it should be used."

Department of Youth Affairs, Sports, Archeology and Tourism Punjab and Special Education Department Punjab signed an MoU to provide special children free sports facilities, arranging free study tours of historic places besides holding their sports competitions. The MoU signing ceremony was held at Punjab Stadium during a press conference on Wednesday. Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti and Punjab Minister for Special Education Muhammad Akhlaq were guests of honour on this occasion. Secretary Youth Affairs, Sports, Archeology and Tourism Punjab Ehsan Bhutta and Secretary Special Education Syed Javed Iqbal Bukhari signed the MoU in the largely-attended ceremony. While addressing the press conference, Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti said special children are vital part of our society and Punjab govt will utilize all resources to provide best facilities to special children. “Providing all facilities to special children for their welfare is our prime obligation. Our four departments - Youth Affairs, Sports, Archeology and Tourism are available to facilitate and entertain special children all the time,” he added. Punjab Minister for Sports Rai Taimoor Khan Bhatti said special children can also use our rest houses in Murree and Kallar Kahar and other relevant facilities free of cost. “We will arrange free of cost sight-seeing tours for special children where our guides will be available to provide proper information about any particular historical and archeological site,” he explained. “It is our first collaboration with a department and we will sign more such MoUs with other departments. We are also going to make special children events a part of our Annual Sports Calendar activities”. Punjab Minister for Special Education Muhammad Akhlaq, on this occasion thanked Punjab Minister for Sports Rai Taimoor Khan Bhatti for taking this important initiative. “This MoU is exactly as per the vision of Prime Minister Imran Khan to provide best facilities to all segments of society”. “We are going make legislation in regard according to which special children will be entitled to use all facilities and infrastructure in Punjab like normal young generation. We are also going to launch IT courses for special children. It is fact that special children have great potential and have the ability to become normal and useful citizens,” he maintained. Secretary Youth Affairs, Sports, Archeology and Tourism Punjab Ehsan Bhutta said special children have special needs and it is our moral duty to take extra care of them. “We will arrange TDCP’s double decker buses for sight-seeing and observing our great cultural heritage”. Secretary Youth Affairs, Sports, Archeology and Tourism Punjab Ehsan Bhutta said Department of Youth Affairs, Sports, Archeology and Tourism Punjab will also lend necessary cooperation for evolving special course to train teachers of Special Education Department. “We will also send our resource person for the training purpose. Special students will be provided every opportunity to take part in academic and non-academic healthy activities”. Briefing about the MoU, Secretary Special Education Syed Javed Iqbal Bukhari appreciated great initiative taken by Department of Youth Affairs, Sports, Archeology and Tourism Punjab. “This MoU is aimed at enhancing the confidence of special children and speed up their rehabilitation process. All indoor and outdoor facilities are must for special children. We have chalked out a compact plan for one year according to which all special schools will be informed about their visit of the certain historic place,” he elaborates. Managing Director Tourism Development Corporation of Punjab (TDCP) Tanveer Jabbar, Additional Secretary YASAT Iftikhar Ali, Deputy Secretary Sports Tasneem Ahmed, Director Sports Hafeez Bhatti, Deputy Director Shahid Nizami and other officials of Youth Affairs, Archeology and Tourism were also present on this occasion.

Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti inaugurated First Sports Board Punjab Junior Tennis Championship 2020 here at the State of the Art Punjab Tennis Stadium Nishtar Park Sports Complex on Wednesday. PLTA Chairman Rao Iftikhar, President Dr Raheel Siddiqui, PLTA Secretary Rashid Malik, Rai Hasan, Director Sports Hafeez Bhatti, Deputy Director Shahid Nizami and a large number of young male and female tennis players were also present on this occasion. Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti and other guests also witnessed some exciting exhibition matches played by young boys and girls. The 4-day championship is being organised by Sports Board Punjab in collaboration with Punjab Lawn Tennis Association (PLTA) at two different venues. The league round matches and quarterfinals will be played at PLTA Courts while semifinals and final will be competed at State of the Art Tennis Stadium at Nishtar Park Sports Complex. The main events of the tournament include men's singles, ladies singles, boys U-18, boys U18 doubles, girls U-18, boys U-16, boys U-14, boys U-12, boys/girls U-10, boys/girls U-8 and boys/girls U-6. While talking to media, Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti said Pakistan is a fertile country in the field of sports. “Pakistan has produced several world-class players in various games. As many as 150 young boys and girls from all parts of Punjab are taking part in this championship. We are working to develop a nursery of young talented players in a bid to regain lost glory in sports”. Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti, on this occasion announced to prepare practice tennis pitches adjacent to State of the Art Punjab Tennis Stadium. “Pakistan’s first-ever sports school is also being introduced by our govt. The sports school project will help a lot in honing the talent of players at the young age and it is the suitable way to prepare athletes for major sports events like Olympic Games”. PLTA Secretary Rashid Malik, who is also Tournament Director, thanked Punjab Minister for Sports, Youth Affairs and Tourism Rai Taimoor Khan Bhatti for extending best facilities for the holding of First Sports Board Punjab Junior Tennis Championship 2020. “This event will certainly provide opportunities the youngsters to exhibit their prowess. If SBP conducts such tournaments in great numbers throughout the year, it will help in tracing young and promising tennis players from far-flung areas of the province”.

Aligarh Muslim University: Achievements in Judicial and Civil Services
On 24th November the Faculty of Law, AMU organized a felicitation ceremony of meritorious students selected in various Judicial and Civil Services in the session 2016-2017. The programme started with the recitation of the verses of the Holy Quran followed by the welcome address of the Chairman, Faculty of Law Prof. Javaid Talib. The selected students addressed the students about their experiences in the University and gave ideas about how one should achieve success. They enlightened students to work hard, do self study, and focus on their respective careers. They discussed the tools and techniques which one must follow in order to qualify the Civil Services Exam. They all inspired the students to believe in themselves and to study diligently from the very present day and nurture your knowledge with dedication towards studies and making of the notes at every point in order to study smartly. They gave immense tips to students to crack the exam and to focus on their goals so that they can achieve whatever they want if they believe in themselves.
The ceremony ended by giving momentos to the meritorious students and a vote of thanks by Dean, Faculty of Law Prof. Zaheeruddin. The ceremony was held under the guidance of the Incharge Law Society, Dr. Mohammad Tariq and hardwork and labour of the Law Society members.
Not less than 20 students from Faculty of Law, Aligarh Muslim University qualified the judicial services exam, which is indeed a huge achievement.
