Just recently, we have seen prestige labels not only opening new shops, but also expanding the amount of physical space in existing ones. These enlarged footprints have enabled the brands to display a broader range of products, as well as fuel the rise of “experiential” shopping.
In May, the commercial real-estate services firm Cushman & Wakefield published its first report on Europe’s luxury retail scene. This revealed intriguing insights into how the above-mentioned trends have taken hold across several of the continent’s most bustling cosmopolitan cities.

The report looks at activities of many high-end brands, including a number owned by the corporate giants LVMH, Kering, and Richemont. Among the other labels represented in the report’s findings are Burberry, Ralph Lauren, Swatch, Roberto Cavalli, Tod’s, and Ferragamo.
One notable revelation is that, between them, the brands established 107 shops across 20 of Europe’s key luxury retail arteries during 2023. These arteries, in turn, spanned 16 cities in 12 European countries — with over 60% of the new shops specialising in clothing and accessories.
Meanwhile, 20% were devoted to watches and jewellery and the others to shoes, eyewear, and other items — adding up to a varied physical retail offering that looks set to soon broaden further.
The Cushman & Wakefield study points out: “LVMH has a number of shops scheduled to open in the main luxury streets in 2024, notably for its Louis Vuitton, Tiffany, Dior and Fendi brands.”
How “physical shops remain crucial to the luxury retail market”
As a UK creative agency, we are pleased to see that London opened 11 new luxury shops between Sloane Street and Bond Street in 2023 — eclipsing (at least according to Cushman & Wakefield’s data) the six openings in Milan and the three in Rome that same year.
However, Paris ultimately led the pack on this score, with the French capital setting up 25 luxe retail outlets in total. Spain also fared well, flinging open the doors of 13 new prestige stores dotted between the major cities of Madrid and Barcelona. 
The report’s authors reflect that “physical shops remain crucial to the luxury retail market, especially as brands position their shops as a place of experience.” To this end, brands have incorporated new technologies into their points of sale and turned physical outlets into event and exhibition spaces.
“Some retailers are opting to diversify locations, partly to attract younger, aspirational customers, working on brand awareness and creating opportunities to engage new customers in a deeper journey over time,” the report also observed.

Samantha Russell from TENS Studio creates handmade outfits for women and men featuring bright and unique prints. She tells how she followed a long-held dream to set up her own fashion label

Samantha Russell has been living in the area since she studied illustration at Camberwell College of Art, and established her clothing brand, TENS Studio in early 2016.
She specialises in tailored shirts, shorts, trousers and two-piece sets in bright, unique prints, as well as collaborations with Peckham artists and designers. She also makes high-quality unisex sweatshirts and T-shirts with one-off embroidered designs.
However, despite studying at Camberwell, when she graduated Samantha never imagined she would be able to forge a career using her skills in illustration and instead started working in education and schools via an agency.
She worked in a referral unit with children suffering from serious behavioural issues, then at Harris Academy Peckham on Peckham Road, where she was in charge of speech and language.
She also acted as literacy coordinator for the school. “It was such a good job,” she says of her time there. “I loved those kids and the people I worked with. It was so inspiring.”
In her spare time though, Samantha was already sowing the seeds to start her own business. “I’d been making clothes for a really long time when I started TENS – about seven years,” she says.
Using skills picked up at university – such as an eye for the lines of a rough pattern and general dexterity – she started making full outfits from scratch with no training or formal patterns. 
“I was just making outfits for myself,” she says. “First of all I would just make dresses for nights out – I’d go to the fabric shop, find this incredible fabric that you could buy by the yard for next to nothing, then go home and make these outfits.” 
Then Samantha started making ensembles for her birthday and for Carnival weekend and festivals: tops or two-piece shorts-and-top sets. “I found this amazing African print with the Chanel logo,” she remembers.
“I hate to think about all the fabric I wasted because then I didn’t know about cutting material efficiently to save as much of it as possible, but I would end up with one outfit that I wanted to wear. And that was all I wanted at the time.”
When it was time to move on from her role at Harris Academy in 2015, she was thinking that her love of fashion design was something she could develop into a business.
That winter she started an internship as a sample room assistant at Russian fashion house Vilshenko, where friend (and now fellow Peckham-based designer) Beatrice King of Sturla was working as a cutter. 
“It was scary, I’d never done anything in the fashion industry, and didn’t know anything,” Samantha remembers.
She spent three months there dealing with the label’s samples and fabric packs and the components to make pieces, which had to be sent all over the world for shoots and further tailoring.
It was high-stress work – these were designer items worth a lot of money, with all the associated pressure of making sure everything was perfect – but Samantha says she learnt a lot, and that the experience now helps her run her own brand. 
“I did think at the time, ‘I don’t really want to learn how to pack, I want to learn how to make patterns’,” she says. “But I did copy out patterns, and I’ve realised since that I learnt so much from that job.
“I learnt the basics, like how to draw really accurate patterns, what essential information to include. So if something’s being sent to the graders, you give them a pattern and they give you the measurements for small, medium and large, for example.”
She also learnt about “tech packs, the garment drawing, what components you need, what fabric goes on, what buttons you use, organising so you can take it out and know exactly what’s going on.
“It was the simple things as well, like making sure you write down where you get everything like the buttons and other components. It sounds so obvious, but you don’t know until you work in a job like that.”
In the new year she and Beatrice went back to their jobs at Vilshenko and realised they were both thinking the same thing: they wanted to take what they’d learned there and combine it with their love of design and desire to work for themselves.
They knew from friends that spaces in Holdron’s Arcade on Rye Lane were within budget for fledgling businesses. Samantha made a call to the landlord and found an available unit. That day they went to view it and snapped up the spot there and then. 
“It was so quick,” says Samantha. “So we were like, ‘Yes – we’ll take it!” and then we needed to think of a name. By the 10th day of January we were still trying to think of one, and so we settled on TENS – for the 10th.” 
TENS Studio was born. In just a few months, the two new entrepreneurs had to make all the clothes ready for the launch, furnish and dress the shop and set up their own business. Samantha also had to learn how to grade clothes.
“We had no money,” she recalls, “and we had to paint the furniture, print the T-shirts and just not eat. And we did it all in front of everyone because the shop was open in the arcade, there for everyone to see.”  
Beatrice later decided to go her own way with Sturla and make high-end tracksuit sets under her own brand, while Samantha continued with TENS and her aim to create handmade limited edition two-piece outfits made from original prints, designed by herself or in collaboration with artists, playing to her own skills and interests.
“I don’t really know much about ‘fashion’ as such, like when fashion week is, or what season I should be designing for,” she says. “I just like making things I like, and having the chance to work with my friends.”
Samantha has already achieved what she set out to do. Since 2016 she’s been making bespoke shirts, short-and-top and shirt-and-trouser sets, even baby outfits to order, and creating clothing lines in collaboration with local designers and artists.
One such project saw her working with Gabriella Rosenau of Morewalls to come up with pigeon-inspired prints (repeat patterns that look like traditional prints from far away, revealing the pigeon detail up close) and a unisex cut to create MoreTENS.
It’s a collection of high-quality T-shirts and sweatshirts embroidered with their pigeon line-drawing design, as well as tailored two-piece sets in their own exclusive pigeon print, which are made to order.
The two have even produced a MoreTENS lookbook together, shot on location in south-east London using local models. Shoppers can see the resulting prints on the walls of TENS Studio, or find them online. There are plenty more exciting local collaborations with designers and artists in the pipeline too.
TENS is currently developing another line with Lucas Dupay, for example, a south London abstract painter. Lucas is painting fabric for some one-of-a-kind two-piece sets, and together with TENS is producing a digital print in a separate design for made-to-order pieces, as well as an embroidered design.
Samantha has also taken part in local events, like last summer’s Copeland Park market featuring brands from all over south-east London, pushing the message of #SupportYourLocals.
She co-organised an all-female designer-maker market at 133 Rye Lane, encouraging people to support women in fashion and urging them to choose ethically produced products and promoting the #SayNoToFastFashion message. 
She’s come a long way with her shop too. After sharing the store with a few other local brands, Samantha now occupies the space on her own, in a fully dedicated TENS Studio. 
She reopened her newly decorated and reconfigured shop in early March, and now stocks London jewellery designer-makers like Graham Sayle, Joe Holbrook and Lizzie Kingdom, along with handmade leather cross-body bags from Kyodai.
She’s also kitted out the unit with a new, bigger work station (also built by Graham Sayle) allowing her to draw and cut designs, as well as sewing them, all while manning the store and taking ad hoc enquiries about commissions from customers.
Tailoring is at the centre of TENS Studio, so it seems right that Samantha’s sewing machine takes pride of place in the shop. It’s at the centre of how she sees her brand moving forward now too.
“I’ve made some good patterns, which I hope to expand so customers can come into the shop or go online and choose the silhouette, size and fabric and get something that’s a bit special made that they can keep forever, no matter what goes in and out of style – timeless pieces.”

The first attempt to measure the value of the creative industries
In 1997, a newly elected Labour government in the UK decided to attempt a definition and assess their direct impact on the British economy.  Drawing on a study published in 1994 by the Australian government, Creative Nation, and on the advice of an invited group of leading creative entrepreneurs, the government’s new Department for Culture, Media and Sport published Creative Industries – Mapping Document 1998 that listed 13 areas of activity – advertising, architecture, the arts and antiques market, crafts, design, designer fashion, film, interactive leisure software, music, performing arts, publishing, software, television and radio – which had in common the fact that they “… have their origin in individual creativity, skill and talent and … have a potential for wealth creation through the generation of intellectual property”. A number of British architects have achieved international reputations, including Norman Foster, Richard Rogers and David Chipperfield. 
• Art and antiques market This sub-sector includes dealers and auctioneers of antique jewellery, paintings, sculpture, furniture, maps, drawings and prints. In Britain, most such businesses are small but some, notably Sotheby’s and Christie’s, are internationally important. 
• Crafts The DCMS includes textiles, ceramics, wood, metal, glass, graphic and leather crafts in this category. Businesses in this field are mostly tiny: 75 per cent are sole traders. The majority of craftworkers are women and, perhaps surprisingly, are mainly based in urban areas. 
• Design This sub-sector is hard to assess as much of it is hidden within other industries. The DCMS therefore looked at design consultancies and designers working in industry. It found that 70 per cent of British design companies were active abroad. London in particular has a strong reputation in this field, based on its excellent design schools. 
• Designer Fashion Fashion design is a relatively small sub-sector, but is highly integrated into the international market – even small fashion businesses look to export their products. Britain’s fashion schools have helped train numerous internationally renowned designers.
• Film and video This sub-sector includes film production, distribution and exhibition. Although the UK has a number of successful home-grown producers, such as Working Title, the Hollywood studios dominate the British market. The number of films produced in Britain, and their box-office returns, fluctuates considerably from year to year.
• Interactive leisure software This sub-sector principally consists of computer and video games, but also includes some educational and reference material. British gaming firms have a reputation for innovation, but many of the games they develop are sold by foreign-owned software publishers. DMA Design, a Scottish firm responsible for the initial development of the Grand Theft Auto series of games, is now ultimately owned by Take-Two, an American publisher. 
• Music This includes both live and recorded music, music publishing and the administration of music copyright. Britain excels in most forms of music, from rock and pop to classical, and its consumers spend more per head on music than almost any other country. EMI, one of the music industry’s ‘majors’, is based in London. 
• Performing Arts Theatre, dance, ballet, musicals and opera performances all fall into this category. These art forms usually depend on a mix of public subsidy and private ticket sales and funding. Some parts of the sub-sector are nonetheless big revenue earners: London’s West End theatre, with its wide variety of musicals and plays, is a major tourist attraction. 
• Publishing The publishing of books, newspapers, magazines and electronic information is one of the largest employers among the creative industries. The widespread use of English internationally means that book publishing in particular is a globally connected industry. 
• Software and Computer Services The biggest creative industry of all in the UK is software and computer
services. It covers the creation, production and supply of tools and applications and of software products, including web design. The large majority of employment in this sub-sector is based outside London. American multinationals tend to dominate in this field, but some British companies do well in niche markets, including Autonomy and Sage in business software. 
• Television and radio This sub-sector covers all public service, commercial, cable and satellite TV and radio, including the production and broadcasting of programmes. The BBC dominates the British market, but many independent companies have devised formats which have been successfully sold abroad. Who Wants to Be A Millionaire?, which has been shown in more than 100 countries, was developed by the independent company, Celador .

The pandemic could hasten a shift to digital marketing by one of the last sectors to devote significant ad spending to newspapers and magazines. “Nobody knows if luxury brands will go back to investing in print ads as much as before the pandemic,” said Digital Luxury Group Chief Executive David Sadigh. “We’re already seeing more flows into digital as it reduces costs. That’s set to continue the more brands build up e-commerce and as they seek more direct return and measurable results from media.” Luxury brands committed 26 percent of their $2.9 billion ad spending in western Europe to newspapers and magazines last year, according to Publicis SA-owned media buying agency Zenith. That compares with 17 percent for overall advertising outlays. French Elle Chanel, Lancôme and Yves Saint Laurent perfumes are among the few big brands advertising in last week’s issue of French Elle. That compares with at least 26 pages of ads featuring well-known brands owned by luxury powerhouses Richemont, LVMH and Kering in the issue published on March 6, shortly before most of Europe and parts of the US started hunkering down at home. 11 September 2018: IJL, the UK’s Leading Jewellery Trade Event, finished on Tuesday 4 September after a bustling three days which welcomed the biggest names in jewellery design, manufacture, gem sales and supply to London.
The highlights from the three day Show included the opening of the Spotlight on Birmingham by The Lord Mayor of Birmingham, Councillor Yvonne Mosquito, top designers Q&A as part of Goldsmiths Uniquely UK showcase including Theo Fennell, Stephen Webster and Ute Decker, the first IJL Blog Awards and the ever popular Retail Experience Awards and Gem Empathy award during the Show.

International Jewellery London – Sunday 2 September, Day 1 highlights
The Lord Mayor of Birmingham, Councillor Yvonne Mosquito, opened the Spotlight on Birmingham at IJL, in association with Birmingham School of Jewellery. She announced that IJL will be launching a £1500 bursary with Birmingham School of Jewellery for three years, for one student per year, called “IJL Birmingham School of Jewellery Graduate Next Steps”
  Euromonitor International, a market research provider, has revealed that India is set to overtake the US as the second biggest fine jewellery market in the world by the end of 2018. They announced that the Indian fine jewellery market will be worth USD $62.8bn, $4billion more than US retailspend which will reach $58.6bn, by the end of The UK market for fine jewellery is 8th biggest international market with a retail value of USD $4.46bn at the end of 2017 and predicted to rise to £4.6bn by the end of the year.
  The winners of International Jewellery (IJL)’s first ever Blog Awards were announced. Jewellery specialist Katerina Perez was crowned UK Social Influencer of the Year and Danielle Miele of Gem Gossip (USA) won Social Influencer Based Outside of the UK.
  Rosie Fortescue, jewellery designer and former Made in Chelsea cast member, attended IJL today.
  Cara Jewellers – Dubai welcomed the newly-crowned Miss Universe Great Britain – Dee-Ann Kentish-Rogers to IJL. Dee-Ann spoke about her humanitarian visits to South Africa and India helping email causes through the A-Sisterhood charity before modelling the latest jewellery collection of Cara Jewellers at the Catwalk Theatre.
  Karolina Zlotkovska, Beauty and Fashion Analyst, spoke about the trends that are impacting the jewellery market around the world, discussing Western Europe and the UK where foreign spend on luxury jewellery has become equally important as domestic for driving sales.
  Warren Knight, a digital marketing expert, demystified how online customers “think” and why every business owner, entrepreneur and sales & marketing managers in the jewellery industry must start to integrate their sales and marketing strategy into their digital marketing plan as digital leaders.
  The William Agency founder and director, Sarah Jordan, shared her insights on digital marketing on social media and the power content has to shape jewellery companies into powerful and authentic presences in a crowded marketplace.
  The Brightest Bulb Team created an IJL themed professional video from scratch on a smart phone in front of an audience in under 30 minutes to demonstrate how easy it can be to create professional looking content and how powerful employee generated video is for businesses today.
  Harriet Kelsall of ‘Harriet Kessall Bespoke Jewellery’ spoke about her journey from creating jewellery at her kitchen table in 1998 to growing her company that is now internationally celebrated, with many national awards to its name for design, business, ethics and retail. She shared tips that she has learnt from her own journey!
International Jewellery London 2018: Day 2 Highlights, Monday 3 September
Day two of International Jewellery London (IJL) saw a celebration of some of the best British designers at the Uniquely UK showcase, the winners of the Editors’ Choice Awards and the Retail Experience Award announced and more.
Highlights included:
Some of the best British designers were on display at the inaugural Uniquely UK showcase. 13 leading British designers brought inspiring examples of their signature work after an expert team at Goldsmiths’ Craft & Design Council carefully selected the thirteen designers as part of the campaign to highlight the amazing skills of UK silversmiths, goldsmiths, jewellery designers and industry professionals. The designers showcased were: Ute Decker, Tomasz Donocik, David Fowkes, Theo Fennell, Gill Galloway-Whitehead, Sarah Herriot, Ornella Iannuzzi, Andrew Lamb, Shaun Leane, Tom Rucker, Leo de Vroomen, Stephen Webster and Bobby White.
  The NAJ announced the winner of its Retail Experience Award, in partnership with International Jewellery London, as Bond Jewellery & Diamonds. The Birmingham based retailer was one of four stores that were judged on their ability to create a memorable in-store experience.
  The winners of the Editors’ Choice Awards were announced today. Kickstarter Jewellery designer Aishleen Lester from LeSter won the Editors’ Choice Award for Designer to Watch 2018, Daisy Grice of Daisy Grice Jewellery won Innovator 2018, and the Overall Excellence 2018 was won by Johannes Weege of ManuSchmuck.
  Birmingham-based Chinese designer Fei Liu, and other experts within the Chinese jewellery market, shared their knowledge with exhibitors and discussed how to successfully crack and build successful jewellery brands in the ever-expanding Chinese market. Topics discussed included; demystifying the tax in China on jewellery, the importance for brands and jewellers to harness both online and offline sales, and different ‘revolutions’ in the Chinese jewellery market.
  Cooksongold provided an introduction to the 3D technology that they have been developing in the Jewellery Quarter in Birmingham. The production of innovative jewellery directly from precious metal powders has recently burst onto the manufacturing scene and the team from Cooksongold discussed how the jewellery industry can now adopt the process as part of their supply chain.
  In a thought-provoking and popular seminar, Warren Knight, a Digital Marketing Expert, shared how every business, entrepreneur, sales and marketing manager in the jewellery industry can use technology to help their business grow.
  The British Society of Enamelers (BSOE) launched their 35th anniversary with a drinks reception in the Champagne Bar.
  Jewellery trends analyst Paola De Luca, The Futurist, presented her detailed forecasts of six key jewellery trend themes for Spring/Summer 2019 at The Catwalk Theatre. Her vision includes designs rooted in urban lifestyles, the renaissance of pearls, dark romantic influences, and a blending of Art Deco and 1960s Op Art themes.
  Asha Pitt, Director of Living Content, gave a 45-minute interactive session, providing practical tools to help jewellery retailers to start or improve their Insta-journey to increase sales online.
  Ma’s House, created by freelance fashion and textile graduate Faye Clarke, unveiled its new unique smart labelling system for the blind and visually impaired. This consists of computer chips within clothing labels which, using the app on a mobile phone, give a verbal description of the garments appearance, size and washing instructions. The second part of the labelling system is a quick colour indication label using braille for ease of dressing.
  IJL: Day 3 highlights, Tuesday 4 September
International Jewellery London (IJL) concluded with a fantastic day of award celebrations and fruitful discussions about human rights, mental health and sustainability within the jewellery business. Some of the highlights included:
Ariel Tivon of Tivon Jewellery won The Gem Empathy Award, hosted by Gem-A. The competition gave exhibitors the chance to win a beautiful gemstone by world renowned cutter, John Dyer.
Last night, the second annual Professional Jeweller Awards took place to honour the achievements of companies and individuals operating in the UK jewellery industry. The full list of winners can be seen further below.
Human Rights Watch highlighted the human rights issues in the jewellery manufacturing sector, which they covered in their report The Hidden Cost of Jewellery.
Lianne Piroddi, Assistant Editor for Fashion at Stylus spoke to Editor of Retail Jeweller Ruth Faulkner about the biggest market shifts and cultural development impacting the jewellery industry. Sustainability being a key focus, their discussion delved into how the jewellery industry can adapt and reinvent itself, both in order to reduce its carbon footprint, and to cope with the rising depletion of precious material reserves.
In a world where we being encouraged to take greater care of our own well-being and mental health, creativity for all has had a resurgence. Jordanne Cliffe of Fine Cell Work, and Andy Howell from the Birmingham School of Jewellery explored how jewellery and needlework can have a positive impact on your mental health, and how the art has been used in prison environments to aid rehabilitation, to instil a sense of self-discipline, and to encourage independence.
Victoria Gronwald, of Levin Sources, highlighted the extreme work conditions and human risks of artisanal mining and discussed progress and challenges on the journey towards integrating this important sector into global regulated supply chains.
Sarah Greenway, from Mosami, explored impact innovation in the manufacturing sector. Sarah shared case studies from Her Future Coalition and other social enterprises that are changing lives, showing how positive impact can be made by reimagining the supply chain.
Simon Forrester from The NAJ, together with Ben Mactaggart from their website partner Senior Internet explored what’s new in the online world, and how you can make simple improvements to your website in 2019, getting the most out of your customers online.
2018 is the centenary celebration of women’s suffrage in the UK, and today the jewellery industry celebrated this anniversary in a discussion chaired by Kathryn Bishop of Women’s Jewellery Network. They discussed jewellery as a powerful tool for women in terms of messaging, how jewellery companies have supported women’s movements, and the rise of self-purchasing females.  
Kathryn Bishop later spoke about how new technology constantly gives us the opportunity to gain a greater understanding of our audience and the marketplace. She looked at how we can harness this tool to stay on top of emerging trends and make the most of consumer demand.

Amid An Uncertain World, What Was The Mood At The Latest London Fashion Week - Skywire

The biannual trade show London Fashion Week (LFW) is typically an exciting showcase for luxury brands’ latest wares. However, many journalists, influencers, buyers and other movers and shakers invited to LFW’s February outing could have reasonably expected it to feel somewhat subdued. 
After all, long shadows have been cast over prestige goods purveyors in recent weeks and months. Although the long-awaited end of the COVID-19 pandemic ushered in a flurry of spending on high-end clothes, accessories and jewellery, a recent rise in inflation has decelerated this renaissance. 
The Chinese market has long been a reliable source of revenue for many players, but even that once-roaring economy has since started spluttering. Three British houses — Burberry, Mulberry, and Watches of Switzerland — have seen their shares fall by more than 40%. 
Nonetheless, if February’s LFW was anything to go by, the industry remains determined to turn a corner — or at least weather the continuing economic storm. As a digital agency in London, we have ascertained a number of eye-opening trends our clients could benefit from pursuing. 
Bigger is better
Designers including Edward Crutchley and Eudon Choi were clearly keen to make a statement, showing off coats with comically oversized lapels as well as shoulder pads reminiscent of the ‘80s.
That’s far from the only example of brands evidently attempting to harness nostalgia, as we will further explain a little later. Meanwhile, whether intentionally or not, Holzweiler’s giant puffer jacket definitely exhibited something of a resemblance to the Marshmallow Man of Ghostbusters fame.
Also, it wasn’t just with clothing that design got adventurous. One good case in point was the hefty Labrum London-designed backpack comprising various national flags.
The little flourishes 
Yes, we have just drawn attention to the (literally) big stuff — but we can’t overlook the small-and-impactful touches, either. The London-based fashion designer Susan Fang made good use of cascading crystals, while the womenswear label Di Petsa took inspiration from pearls. 
However, one trend especially well-represented at LFW was the use of bows, which had already made their way onto homeware towards the end of 2023 and have now popped up in the autumn/winter collections of Richard Quinn, Molly Goddard, and Bora Aksu, among other designers.
A fresh rush of nostalgia 
Given the state of the world (let alone the fashion world) right now, it shouldn’t be too surprising that many designers have harked back to earlier times now remembered (rightly or wrongly) with fondness. 
The Noughties was a particularly strong theme at Burberry’s show in Victoria Park, where Amy Winehouse music played in the background as models of the era, including Lily Cole and Agyness Deyn, strolled down the catwalk. 
In a different take, the up-and-coming, Ukrainian-born womenswear designer Masha Popova paired flowing skirts with Ugg boots for a look straight out of the 2010s.

In Washington, U.S. Defense Secretary Chuck Hagel said the threat from Islamic State was "beyond anything we've seen" and the U.S. Justice Department opened a criminal investigation into the death of Foley on the video, which featured a masked man speaking English with a British accent. As Western officials tried to identify the man, the Muslim Council of Britain denounced Foley's "abhorrent murder" and one of its advisers urged anyone who knows the killer's identity to contact the police. Horror at the video spanned from the West to Baghdad, where Iraqis asked why the United States and its allies had not cracked down on Islamic State fighters long before they captured large areas of Syria and Iraq. Foley, 40, was beheaded by an Islamic State militant in the video that surfaced on the Internet on Tuesday, and officials in Washington revealed that U.S. special forces had tried unsuccessfully to rescue him along with other American hostages earlier this summer. A firefight between the U.S. forces and Islamic State militants during the rescue attempt appeared to be the first direct ground engagement between the two sides. The video caused particular shock in Britain, which is home to about 2.7 million Muslims, although the hundreds of British men fighting alongside the militants in Iraq and Syria have created concern for some time. Iqbal Sacranie, an adviser to the Muslim Council of Britain, said Britons from across the country's communities had to stop young men being seduced by radical ideologies. "This sub culture of this 'jihadi-cool' – as they call it in the media – within the margins of society … that is the real challenge," he told BBC Radio. "This is a problem that affects all of us and it will only be dealt with more effectively if all of us are working together on this." Sacranie said the Muslim community was pushing the message that "this is totally alien to Islam" and families were reporting to the authorities when they discovered their sons had headed to the Middle East to fight. He also told London's Evening Standard newspaper that anyone who recognised the man in the video had a duty to contact police. JOHN, PAUL AND RINGO The Guardian newspaper said a former hostage had identified the masked man as the leader of three Britons who guarded foreign hostages in the city of Raqqa – Islamic State's stronghold in eastern Syria. The BBC also reported that hostages had nicknamed their three captors John, Paul and Ringo, after members of the Beatles pop group. Ghaffar Hussain, managing director of the counter-extremism Quilliam Foundation, said it was almost inevitable that men who had fought in Syria would return to plan attacks in Europe. "It is disturbing that people born and raised in Britain and who have gone to the same schools as us could have been essentially indoctrinated to the extent where they can justify raping women and chopping heads off," he said. Four British Islamists – two of whom had been to al Qaeda training camps in Pakistan – killed 52 people in suicide bomb attacks on London in July 2005, and Britons have previously appeared in graphic Islamist videos. Until recently, Islamic State concentrated on establishing its self-proclaimed caliphate in areas of Syria and Iraq it had seized rather than on attacking the West, like al Qaeda – the group from which it split. But U.S. President Barack Obama's decision to order air strikes on its fighters in Iraq appears to have changed this. The beheading video also showed images of another U.S. journalist, Steven Sotloff, whose fate the group said depends on how the United States acts in Iraq. "The life of this American citizen, Obama, depends on your next decision," the masked man says. In a Washington briefing on Thursday, Hagel said Islamic State was as sophisticated as any group the United States had seen and posed an imminent threat "to every interest we have, whether it's in Iraq or anywhere else." "They are beyond just a terrorist group. They marry ideology, a sophistication of … military prowess," Hagel said. "They are tremendously well-funded. This is beyond anything we've seen." General Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, suggested Islamic State would be a danger until it could no longer count on safe havens in Syria. "This is an organization that has an apocalyptic, end-of- days strategic vision and which will eventually have to be defeated," Dempsey said. "To your question, can they be defeated without addressing that part of their organization which resides in Syria? The answer is no. That will have to be addressed on both sides of what is essentially at this point a non-existent border." In Baghdad, Iraqis expressed their horror at the video of Foley's killing and questioned Western strategy on Islamic State, which advanced out of Syria in June to capture several major Iraqi cities, including Mosul, before the United States intervened militarily. "The killing is the crime of all crimes, whoever the victim is," said Kareem Jamal, 55, an Arabic language teacher at a secondary school. "I wish the world superpowers had fought these criminal groups in their incubators. The U.S. should have hit Islamic State when they first appeared in Syria. Why didn't they hit them when they first entered Mosul and other cities?" Ali Mohammed Saeed, a 35-year-old doctor, called for deeper Western involvement, almost three years after U.S. troops pulled out of Iraq. "Air strikes are not enough, those criminals need ground troops to kill them and kick them out."
