I think the big difference between Part 1 and part 2 in terms of villain plots is that while Makima as twisted and abusive as she was; had a deeper understanding of Denji's desires and motivations (hence how she was able to manipulate him) Barem's scheme to me seems like they don't understand Denji

Makima carefully fed her dog so that he followed her orders and grew dependant on her.Because ultimately she and CSM shared a feeling of desire to form connection and she exploited that trait. SHE gave him what he wanted and then took it from him. She knew that if she wanted any of her plans to work; mindlessly angering chainsawman to the point of no return would do her no good on the long run.
Meanwhile Part 2 feels as if Barem and Fami are just poking at an abused and lonely dog with a stick to provoke him; without knowing what the actual consequences and response from the dog may be.
They want to bring out Chainsawman without knowing what that currently means. And so they do the only thing they know, take everything that's precious to him.
But while Makima carefully planned her actions by making it so that at his lowest, Denji would go to her; Fami and Barem don't have that strategy.
And an abused dog who is constantly provoked becomes unpredictable.
