good question & i think i can answer !! the snowdin npcs characterize the state of the underground as being in crisis, these ones in particular summing not only the crises but also why you don't notice it much when you play undertale -- its because its very popular culturally for monsters to focus on cracking jokes instead of talking about their problems because what else is there to do? so you can generally assume that most monsters are struggling a lot, they just dont talk about it much because it makes them sad scarf mouse:

onionsan also gives some insight on the fact that the water in the underground is slowly getting dried up (presumably if monsters live here forever then they will eventually run out of water because most of the underground is covered by a ceiling and thus cant be refilled by rain) as well as overpopulation

the fact that the underground is much larger than what we see in-game is true, but that also just means we have to assume that the places we dont see are overpopulated, since that is what the npcs in the game consistently say and it would be odd if they were lying about that haha! alongside the issue of overpopulation and resources though, it's also a bit of a revenge thing-- everyone in the underground knows that they were imprisoned there at least 2k years ago, so even if the underground was perfect for them, there's something to be said about pride being stolen from them as a species. like the underground is okay but everyone down there knows that there's hundreds of countries they can never visit and sights they can never see (e.g. the sky, the sun, modern cities, the beach- all things emphasized by the credits scene in undertale) because they were collectively defeated and locked away by this infinitely more powerful threat (humanity) that most monsters dont know anything about other than "those are the people that defeated us". sure you could survive and maybe even find happiness in an industrial-grade prison that meets all your needs, but would you really feel okay living in a prison, knowing the outer world is so much larger? that's why asgore's specific goal, and the one monsters look forward to, is revenge by wiping out all of humanity and taking the surface back (especially because while they were imprisoned 2,000 or more years ago, per catty & bratty saying "millennia", the royal children were murdered by humans in living memory, seemingly around 100 years ago-- thats only a couple of generations, and many monsters can live longer than humans so they remember it happening! the second war on humanity is VERY VERY recent! when you go into the underground, a war is CURRENTLY happening, it's just happening very very slowly because the ""warfare"" amounts to picking off human kids one-by-one every few decades lmao 😭)

as for post-pacifist fan content, i think they mostly have most monsters live there because the true pacifist epilogue poses the VAST majority of npcs in the game saying that they're gonna move to the surface (probably for all the reasons i just mentioned). there might be more but atm i can only think of two NPCs who explicitly dont want to move, and one of them is Sans who ends up moving anyway

but yeah, you are right in that its not meant to be a super smooth transition, theres a bunch of epilogue dialogue that shows how monsters dont really have a plan for what they'll do on the surface, but they have to try -- the key one being the choice for frisk to become the ambassador between humans and monsters, meaning that asgore fully expects to have a long and annoying geopolitical crisis on his hands immediately, to the point where he'll need an embassy and a symbol of peace & unity (frisk). honestly that just boils down to the fact that most fanfic writers arent well-versed on advanced political diplomacy and dont really want to write 5 years of "Asgore & Frisk In Court With The United Nations" LOL, and we see in the credits that most monsters settle happily eventually anyway so most creators just skip to that point! one thing i want to note though (and i dont at all mean for this to be rude because as you can see i love stuff like this!) this sort of line of questioning isnt really what UT/DR is known for! despite all the lines of worldbuilding i just cited, toby fox isnt really interested in worldbuilding that much. in these games the actual story is far far more important than the specific logistics or "lore" of it, rightfully imo, and the world is only there as a backdrop for what actually matters which is the characters and their arcs. like hometown in deltarune doesnt have a firefighter station! the school has ONE parking spot even though we're meant to believe everyone in town has a car (and where are all those cars in the traffic jam in ch2 being kept?? theres no garages!) and the reason for that is that toby just doesnt really care, because its not important. so, with your original post, while i understand where you're coming from, i feel like you were analyzing the underground with a lens of "how it should be" rather than "how it is", because like. is it unrealistic for 99.9% of the population to suddenly decide to move to the surface? maybe so, but that's what happens canonically! it makes about as much sense as monsters putting dangerous puzzles on the main roads to major settlements (read: not much)! the point of Undertale wasnt the minutiae of which resources the monsters are lacking and why- just that you suspend your disbelief and go along with it because the message is that the monsters are a violently oppressed people who harbor fantasies of revenge in war, but that you can bridge the gap, right an ancient wrong & rewrite history through the power of kindness. its thematic storytelling over technical storytelling yk? sorry for the length but i hope this helps !! 😋
Something I’ve been thinking about for a while now.
Why do monsters wish to go out onto the surface?
I'm not saying it’s wrong or weird, they have every right to wish for it. However I’m not sure why they’re as depressed as they are. For what we know they aren't facing any sort of crisis. They have a whole functioning ecosystem down there. They can produce enough food to feed themselves. They aren't really lacking space to live either. From what we see in-game there’s still a lot of space untouched. Plus Frisk sort of beelined to new home, so the actual size of the Underground is probably way larger. Not to mention the Core, which provides nearly if not unlimited power. And, as someone who lives on the surface, the underground could be better in some ways. They have less conflicts, such as racism, homophobia, etc. Also, despite his misdoings, Asgore isn’t really a bad king to Monsterkind. Every monster we meet who mentions Asgore, excluding Toriel, seems to be positive with him. The only thing I noticed is the lack of content. Monsters live from whatever scraps from humans which fell into Waterfall. Their only other source of content is Mettaton, who also inspire off of what humans do on the surface. However you can’t really say ‘I wish to see the surface because we lack content in the Underground, and we are bored.’ You don’t need access to the surface to create content. The underground and what it provides is enough to make their own with enough imagination.
Feel free to prove me wrong. I didn't do a lot of research on this, so there’s probably a lot of stuff I missed.
Oh and also, speaking of the surface, every post-pacifist AUs or timelines I see seems to make every monster just move out of the Underground. But I don’t think that’s how it works…? Humans ain’t gonna give out free land just because some monsters came out from under a rock and demanded it after being absent for 1000 years. Also most of the Monsters have their home in the Underground they probably won’t want to move out and leave where they lived for their whole lives. Moving into the surface will take a very long time, as they’ll have to build homes and infrastructures. Just staying in the Underground where all of these are already present is much more convenient. Now that the barrier is broken, they can just go out whenever they want. They don’t need to live on the surface to see the surface you know….
