Meat Is Latest Cyber Victim as Hackers Hit Top Supplier JBS (Bloomberg) The world’s biggest meat supplier has become the latest casualty of a cybersecurity attack. JBS SA shut its North American and Australian computer networks after an organized assault on Sunday on some of its servers, the company said by email. The attack sidelined two shifts and halted processing at one of Canada’s largest meatpacking plants, while the company canceled all beef and lamb kills across Australia, industry website Beef Central said. Some kill and fabrication shifts have also been canceled in the U.S. Hackers now have the commodities industry in their crosshairs with the JBS attack coming just three weeks after the operator of the biggest U.S. gasoline pipeline was targeted. It’s also happened as the global meat industry battles lingering Covid-19 absenteeism after recovering from mass outbreaks last year that saw plants shut and supplies disrupted.
China’s future gateway to Latin America is a mega-port in Peru (America Economia) Despite local opposition, Chinese investors are pumping billions into the Chancay project, a massive port complex north of Lima that will boost trade between China and Latin America as a whole, reports Gonzalo Torrico in business magazine America Economia. The Chancay port complex, with an initial investment of $1.3 billion, will turn this fishing and farming town into a regional hub that could redefine shipping lines in the entire southern Pacific. Since 2019, the project’s main stakeholder is the Chinese state firm Cosco Shipping Ports (60%). Cosco is a partner in 52 port projects worldwide. But in the Americas, Chancay is the first being built with Chinese capital. The complex is expected to be fully functional by 2024, helping consolidate China’s influence in South America, and in Peru especially. In the last decade, this country has become the regional crux of China’s economic and geopolitical interests. So far, Chinese firms have invested more than $30 billion in Peru, a figure exceeded only by money spent in Brazil. The principal sector is mining, which has absorbed more than half all these investments and has proven to be an excellent source for the mineral materials China needs to keep its industrial sector humming. One of those materials is copper, which Peru produces in great quantity.
More boats on canals and rivers than in 18th century as thousands opt for life afloat (Guardian) Little more than six months ago, Paul and Anthony Smith-Storey were still living in a three-bedroom semi-detached house near St Helens in Merseyside. But now the couple—and their dog, Dexter—have traded it all in for a life afloat in a two-metre-wide narrowboat on Peak Forest Canal in Derbyshire. “We took the equity out of the house, bought the boat and thought we’d enjoy it while we were still alive,” said Anthony, 48, an NHS sonographer. They are not the only ones. Record numbers are spending time on Britain’s rivers and canals, according to the Canal and River Trust. Such is their popularity that the charity, which manages 2,000 miles of waterways across England and Wales, says: “There are more boats on our canals now than at the height of the industrial revolution.” The Inland Waterways Association (IWA) said there are about 80,000 powered boats across the waterways of England, Scotland and Wales. Boat builders and sellers put the surge in interest down to the pandemic.
NSA spying row: US and Denmark pressed over allegations (BBC) European powers have pressed the US and Denmark over reports the two worked together to spy on top European politicians, including German Chancellor Angela Merkel. Danish broadcaster DR said Denmark’s Defence Intelligence Service (FE) collaborated with the US National Security Agency (NSA) to gather information from 2012 to 2014. Mrs Merkel is among those demanding answers. “This is not acceptable between allies, and even less between allies and European partners,” said French President Emmanuel Macron, after speaking with Mrs Merkel.

(WSJ) During a recent trip, Kamaluddin visited a barbershop to obtain the illicit pleasures of clean-shaven cheeks and a fashionable mustache. But the shopkeeper, 25 years old, planned to let it regrow before heading home, wary of incurring the Taliban’s wrath. His father and brother were caught last month using smartphones in their home district of Arghistan, an area effectively ruled by the movement. The insurgents confiscated the devices, which could be used for supposedly un-Islamic behavior such as playing music and videos, and forced the men to swallow their SIM cards. Kamaluddin recounted the incident as he waited to return from Kandahar, the government-controlled provincial capital. “They will put me in prison if they see me like this,” he said. “If the Taliban come back, they will bring darkness.” The Taliban, ousted from power by a U.S.-led invasion 20 years ago, are poised to expand their influence as American forces leave the country. The group has sought in recent months to present themselves as a responsible state actor to regional powers and the West. Indeed, some of their most-violent punishments, such as amputations for accused thieves, are used less frequently than in the 1990s as they seek to avoid alienating Afghans. Yet accounts from Kamaluddin and others living under Taliban rule, as well as insurgents themselves, suggest that the group’s governance is as ruthless as ever.
Delhi Reopens a Crack (NYT) The Indian capital, which just weeks ago suffered the devastating force of the coronavirus, with tens of thousands of new infections daily and funeral pyres that burned day and night, is taking its first steps back toward normalcy. Officials on Monday reopened manufacturing and construction activity, allowing workers in those industries to return to their jobs after six weeks of staying at home to avoid infection. The move came after a sharp drop in new infections, at least by the official numbers, and as hospital wards emptied and the strain on medicine and supplies has eased. Life on the streets of Delhi is not expected to return to normal immediately. Schools and most businesses are still closed. The Delhi Metro system, which reopened after last year’s nationwide lockdown, has suspended service again. But the city government’s easing of restrictions will allow people to begin returning to work—and, more broadly, to start to repair India’s ailing, pandemic-struck economy.
Myanmar carries out air strikes after militia attacks (Reuters) Myanmar’s military used artillery and helicopters on Monday against anti-junta militias in the country’s east, witnesses and rebels said, forcing residents to flee and join thousands of others displaced by recent fighting in the region. Residents of Kayah state bordering Thailand said the military was firing artillery from positions inside the state capital Loikaw into Demoso, about 14.5 km (9 miles) away, where a People���s Defence Force said it had attacked troops and was coming under heavy fire. Myanmar’s military is fighting on multiple fronts and struggling to impose order since its Feb. 1 coup against Aung San Suu Kyi and her elected government, sparking nationwide protests and paralysing strikes. Decades-old conflicts between the military and ethnic minority armies have also reignited, while militias allied with a shadow government have stepped up attacks on the army, which has responded with heavy weapons and air strikes, forcing thousands to flee.
North Korea’s missile warning (Foreign Policy) North Korea warned the United States on Monday that relaxing South Korea’s missile limits could lead to an “acute and instable situation” in the region. “The termination step is a stark reminder of the U.S. hostile policy toward (North Korea) and its shameful double-dealing,” said Kim Myong Chol, an unofficial mouthpiece for Pyongyang, in a statement issued by North Korea’s official Korean Central News Agency. The United States recently lifted a 500-mile range restriction on South Korea’s missile program, in place since 1979. South Korea’s industrial ability to ramp up new missile production “could lead to an arms race with devastating implications,” Donald Kirk wrote last week in Foreign Policy.
Australian court upholds ban on most international travel (AP) An Australian court on Tuesday rejected a challenge to the federal government’s draconian power to prevent most citizens from leaving the country so that they don’t bring COVID-19 home. Australia is alone among developed democracies in preventing its citizens and permanent residents from leaving the country except in “exceptional circumstances” where they can demonstrate a “compelling reason.” Most Australians have been stranded in their island nation since March 2020 under a government emergency order made under the powerful Biosecurity Act. Surveys suggest most Australians applaud their government’s drastic border controls. The Australian newspaper published a survey last month that found 73% of respondents said the international border should remain closed until at least the middle of next year.
Lebanon’s economic crisis (Foreign Policy) Lebanon’s economic collapse could rank within the top 3 “most severe crises episodes globally since the mid-nineteenth century,” according to a new report issued by the World Bank. The report cites the “brutal and rapid” contraction of Lebanon’s GDP, which dropped from $55 billion in 2018 to $33 billion in 2020. “The social impact of the crisis, which is already dire, could rapidly become catastrophic,” the report notes, as more than half of Lebanon’s population is already living below the poverty line.
Congo killings (Foreign Policy) At least 55 people were killed in overnight attacks near two villages in eastern Congo, close to the border with Uganda. Congolese officials blamed the attack on the Allied Democratic Forces, an Islamist insurgent group that in March was deemed a foreign terrorist organization by the United States. The group killed more than 850 people in 2020, according to the United Nations. At the beginning of May, President Félix Tshisekedi declared a state of siege across the affected regions, surging troops in a bid to quell violence.

Homebuyers Leverage Resale Market
Weak economic scenario, perceived high price level and lack of consumer confidence in the developers with respect to project completion has led homebuyers looking towards investing in the secondary market
Among the many realizations that have dawned on us in the current crisis is the security offered by own home – physical, emotional as well as financial. The intent to buy homes is greater than ever but, the gap between the customer’s purchasing power and affordability is rising due to job losses and pay cuts.
Moreover, with construction coming to a standstill throughout the strict lockdown, project delays have become inevitable. With the fear of delayed or incomplete homes, interested homebuyers have sought respite in ready-to-move-in homes and the resale properties. According to Amit Wadhwani, MD & Co-Founder SAI SECCPL and Co-founder SEMSI, there has been a cautious wait and watch approach in the industry. “We feel both the primary market and secondary market will witness a revival of sorts but it’s hard to say when the pre-covid levels will be seen. With interest rates at record lows and the market expecting a slew of Government measures to revive demand, we see a V shaped recovery in the short term. But the real estate sector as a whole is set to underperform for a couple of years.”
As per an industry survey report, 60 per cent of the home buyers across major cities of Delhi (NCR), Mumbai region, Kolkata, Hyderabad, Bengaluru, Pune, Chennai, Chandigarh, Ahmedabad, and Lucknow. are still planning to buy their homes within a year. Almost 85 per cent home buyers believed ready to move in properties were safer than an under construction property .In fact, the share of ready-to-move-in residential properties in the overall housing sales may rise to 30 per cent during the current fiscal, driven by nil GST and no risk of any delays.
“Over the last few years, we have seen an increase in the sales of ready-to-move inventory which now accounts for over 20% of total residential Tier 1 cities sales compared to around 10% a couple of years ago. Readyto-move units are also advantageous since buyers do not have to pay GST on such inventory. Given that buyers seem to prefer ready-to-move inventory, this trend will extend to the secondary resale market as well. We also anticipate that sellers of resale units will lower their prices in many markets and buyers can negotiate the prices for these units,” said Mani Rangarajan, Group COO, housing.com, makaan. com, Proptiger.com
WHAT’S DRIVING THE GROWTH?
Considering the current market scenario, the resale market is likely to fare better than the primary market. In the economic downturn, many investors are now releasing their properties for sale at deep discounts. On one end there are now many property options available in secondary market, secondly they are available at great deals. Prices of resale properties across the country are down 10% to 25% as cash strapped owners, most of whom had picked up their second apartment as an investment, are now trying to liquidate. Resale properties have no execution risk, there is no service tax and one doesn’t have to bear the interest cost paid on a home loan during construction. Apart from cost advantages, the main driver of the growth that the secondary market is experiencing is affordability.
While there is not much of a fall in primary sales as developers are waiting to see how the post moratorium period is emerge, there is a definite decline in resale prices, in some cases by as much as 25%. According to 360 Realtor, fall in prices are a bit sharper in the western suburbs of Mumbai that have fallen by 5.5%, in Thane by 3.6% and central suburbs by 10.1%.
The project delays by multiple builders have shaken buyers’ confidence in the primary property market, thus homebuyers are inclining towards resale properties. In the last few years the secondary real estate market in India has started showing signs of growth.
As cities and states begin the slow process of reopening, we’re going to see a see-saw recovery with ups and downs that will favour the nation’s secondary market in the shortterm. After experiencing life under quarantine, many buyers are searching for affordability and greater space, which is driving demand out of the nation’s largest metros and into surrounding smaller towns.
SIGNIFICANCE OF SECONDARY MARKET
In metro cities like Mumbai and Delhi, the demand for resale properties has always been high in key areas. Also, people generally prefer buying in their existing neighbourhood. Also, one gets what they see in terms of space and quality. Both, affordability and search for familiar area explains why secondary housing markets will see more than normal demand in 2020. As a matter of fact, secondary real estate is both heating up and experiencing growing demand due to the pandemic.
The secondary market has become significant as it provides the liquidity which is needed in order to further strengthen the functioning of the primary market. A strong, formal, dynamic and robust secondary market is critical towards ensuring greater liquidity, predictability and asset valuation transparency which could further augment the demand for real estate assets in India.
The biggest concern till few years back was that of transparency in secondary or resale real estate transactions. With Demonetization and implementation of RERA, cash transactions, which formed almost 30-50 percent of the total payments earlier, have been seriously curtailed and investors no longer see any point in hoarding properties to use up their black money. The Property agents now being governed by RERA mandates has been another visible positive impact.
TIP FOR SECONDARY MARKET SELLERS
Those who bought a new property for investment sake and are looking to sell it immediately once it is ready for possession must refrain from getting it registered. One can directly make the sale and the new buyer can get it registered in his/her name.
A WORD OF ADVICE FOR BUYERS
Engage a RERA-licensed property agent A good agent will help evaluate the location, amenities and will explain the pros and cons of the property. Enquire about the transfer charges and registration cost of the property. The property may have more than one owner. In that case, check all the legal documents diligently. Do get all the documents verified by the lawyer before signing the dotted lines. list of documents to be checked include, Chain of Title or Sale Deed, Agreement to Sell (ATS), NOC from society/ authority, Title Search and Report, Share Certificate, Occupancy Certificate (OC) and Encumbrance Certificate (EC).

Theatres have reopened but trade looks for ‘one pan-India film’ to change fortunes
Ever since cinemas reopened in parts of India as part of the unlock process, a few new releases — including Hollywood films — have hit the big screen. Trade experts say regular Hollywood popcorn flicks will not help bring the crowds back to theatres, nor will small Bollywood releases. A star-studded pan-India film would do the trick, with good marketing.
The Diwali weekend saw the release of “Suraj Pe Mangal Bhari”, starring Manoj Bajpayee, Diljit Dosanjh and Fatima Sana Shaikh. the film was the first new Bollywood release following the opening of cinemas after the Covid-19 lockdown. Although the film received a lot of support from the film fraternity, it could not excite the audience much.
According to a trade source, the comedy film could not even rake in a crore at the box office since its release on November 15.
Among other new releases was the Maisie Williams-starrer, “The New Mutants”. The horror-thriller superhero film released in India on October 30.
It was followed by the Robert De Niro-starrer comedy drama, “The War With Grandpa”, which had a theatrical release on November 13.
Hollywood film “Trolls World Tour”, with voices of stars like Anna Kendrick, Justin Timberlake, Rachel Bloom, Ozzy Osbourne, Kunal Nayyar, James Corden, Ron Funches, Kelly Clarkson, Anderson Paak, and Sam Rockwell, hit the screens on November 19.
Trade analyst Girish Johar said all these films performed “below the mark”.
“The audience have not come to the theatres either due to the scare factor or maybe they didn’t find the content lucrative enough to take the risk. Hollywood films too haven’t done well,” Johar told IANS.
Talking about “Trolls World Tour” and “The War With Grandpa”, Johar said: “I doubt people will go for these films. They are typical Hollywood popcorn flicks. Maybe people in metro cities would have gone over the weekend, but the Covid cases are rising in Mumbai and Delhi, and audiences are aware of that. They are being cautious. I doubt they would take a risk for these films.”
Kunal Sawhney, Senior Vice President, Operations, Carnival Cinemas, shared that “Suraj Pe Mangal Bhari” has done better than the Hollywood films.
“We have seen a small growth in footfalls. It started with youngsters, now families are coming in. The number is still low, but we are seeing a gradual increase. Once the content is there, people will come back,” he told IANS.
While Bollywood films are yet to be announced, more new Hollywood movies will be playing at theatres in the country.
The Katie Holmes-starrer romantic drama, “The Secret: Dare To Dream”, has been scheduled for a release on November 27. Steven Spielberg’s Amblin Partners and Reliance Entertainment’s “Come Play” is set to hit theatres on November 27 as well. Hollywood star Gerard Butler will be seen in “Greenland”, which is set for a December 4 release.
Sawhney added: “There has to be good content with good marketing where people are aware that this movie is releasing on this date. Only then will the crowds be back”.
He is hoping a star-studded Bollywood film like “83” and “Sooryavanshi” can probably make people get out of the comfort of their homes and watch the movies on the big screen.
Not just Bollywood, even the more hyped Hollywood releases have stayed away. Christopher Nolan’s “Tenet” might have opened internationally, but the film is yet to confirm an India release date. On the other hand, the other major film that has been lined up — Daniel Craig’s final James Bond act in “No Time To Die” — has been pushed worldwide to 2021.
“Other than Bollywood, once ‘Tenet’ opens, we should get more crowd. We have queries for the film,” said Sawhney.
Nolan’s “Tenet” is also special for Hollywood buffs here because the spy thriller has an India connect. The film, starring Robert Pattinson and John David Washington, also features Dimple Kapadia. Not just that, it was shot in India apart from the US, the UK, Denmark, Estonia, Italy and Norway.
“I think mentally everyone is waiting for January only. I hope we have an upsurge in activities by then,” said Johar, who feels that though the footfalls have been low, “one pan-India film would change everything”.

The Indian government, on Wednesday, said it would reopen schools for students in upper grades after more than five months of closure amid a daily rise of 89,706 coronavirus infections.

According to India’s Health Ministry in its daily update, this figure takes its second-highest tally globally to more than 4.3 million cases. At least 1,115 deaths linked to the virus were reported in the past 24 hours, bringing the total number of fatalities to 73,890, the Health Ministry said in its daily update.

India is the second-most infected country globally, with 4,370,128 cases, behind only the United States, which has a total of 6,327,793 cases, according to the US-based Johns Hopkins University.
The ministry announced late Tuesday the partial reopening of schools from September 21 for students between 9th and 12th grade. The final decision has been left to parents, who will have to provide written permission for their children to go to school, the ministry said.

Online learning will still be permitted. There was no word on opening schools for younger students. The guidelines were released as part of the fourth phase of easing lockdown restrictions. India imposed a strict lockdown on March 25 and began lifting curbs since mid-May, in spite of a surge in infections, to revive a virus-battered economy that has seen a loss of millions of jobs.

Haryana, Uttarakhand and Tamil Nadu on Sunday announced extension of restrictions imposed to check the spread of the novel coronavirus infection but also eased the curbs.
The Delhi Disaster Management Authority (DDMA) in an order said public parks, gardens and golf clubs will be reopened and bars will be allowed with some restrictions from Monday.
The Jammu and Kashmir State Executive Committee (SEC) announced lifting of weekend curfew from eight districts with further easing of restrictions while Uttar Pradesh relaxed night curfew from two hours from Monday and allowed the resumption of some activities.
These announcements came on a day when India recorded less than 60,000 new coronavirus infections after 81 days, taking the total tally of COVID-19 cases to 2,98,81,965. A total of 58,419 fresh infections were reported in a day. The COVID-19 toll rose to 3,86,713 with 1,576 fresh fatalities, the lowest in 63 days, according to the Union health ministry's data.
Active cases declined by 30,776 to 7,29,243 and comprise 2.44 percent of the total infections. The number of people who have recuperated from the disease surged to 2,87,66,009 and the recovery rate improved to 96.27 percent, the ministry's data showed.
The daily positivity has been less than five percent for 13 consecutive days and was recorded at 3.22 percent. The weekly positivity rate declined to 3.43 percent, the ministry added.
Free vaccines for all adults from tomorrow
From Monday, a new phase of the vaccination policy will kick in under which the government will provide free shots to all adults, barring those who choose to go to private hospitals. In a change from the earlier liberalised and accelerated COVID-19 vaccination policy, the Centre will procure and supply 75 percent vaccine doses to states while the system of private hospitals getting 25 percent of the vaccine doses made in the country will continue.
However, the service charge at the private hospitals has been capped at Rs 150 per dose above the basic cost. Also from Monday, pre-registration on Co-WIN will not be mandatory and all government and private vaccination centres will provide onsite registration facility.
Bars in Delhi to open with 50% capacity
In the National Capital, the DDMA order stated that bars will be allowed to reopen with 50 percent seating capacity, from 12 pm to 10 pm, from next week and the owners of restaurants and bars will be responsible for strict adherence to COVID safety measures and all official guidelines and norms. "In case, any violation is found, strict penal/criminal action will be taken against the owner of the restaurant or bar," the DDMA warned.
Public parks, gardens and golf clubs will be reopened and outdoor yoga activities will also be allowed, the DDMA stated in its order.
Prohibited activities and services, including schools, colleges and educational institutions, cinemas, gyms, spas, all kinds of political, social, cultural, religious gatherings among others will remain closed till further orders or 5 am on 28 June.
The order cautioned that a very close watch and supervision will be maintained on the overall functioning of markets, market complexes, malls, restaurants and bars by the district magistrates, DCPs and other authorities concerned. "If in case it is found that the COVID-appropriate behaviour is not being followed or the positivity rate or the number of COVID-19 positive persons start increasing in Delhi, then markets, market complexes, malls, restaurants and bars will be closed forthwith without any loss of time," it warned.
Other allowed activities like marriages at court or at home with a maximum attendance of 20 persons, funerals with a gathering of up to 20 persons, functioning of government and private offices with 50 percent staff, operation of Delhi Metro trains and public transport buses with 50 percent capacity for seating, will continue, added the DDMA order.
UP relaxes night curfew by two hours
From 21 June, night curfew in Uttar Pardesh will be from 9 pm to 7 am (instead of from 7 pm to 7 am), and shops, malls and restaurants will be allowed to remain open till 9 pm on weekdays.
Saturday and Sunday will be weekly holidays, said the order issued by Chief Secretary RK Tiwari. Various activities, including the opening of markets outside the containment zones, full attendance in government offices, opening of eateries with 50 percent capacity and malls will be allowed.
During marriages and other functions, a maximum of 50 people will be allowed at both open and closed venues and only 50 people will be allowed in a religious place at a time, the guidelines stated.
Haryana extends lockdown, eases curbs
The Haryana government extended the COVID-19 lockdown in the state by another week till 28 June, but allowed corporate offices to operate with full attendance, with strict adherence to COVID-appropriate behaviour and regular sanitisation
According to an order issued by Chief Secretary Vijai Vardhan, up to 50 guests can now attend weddings and funerals or cremations, up from 21 earlier, subject to COVID-19 norms. Weddings can now take place in courts but processions are not allowed, the order said.
All shops can continue to operate from 9 am to 8 pm, and restaurants and bars, including those in hotels and malls, are allowed to open from 10 am to 10 pm with 50 percent seating capacity.
The timings for shopping malls will continue to be from 10 am to 8 pm and swimming pools and spas in the state would continue to remain closed.
Uttarkhand extends lockdown till 29 June
The Uttarakhand government decided to extend the lockdown in the state for another week from 22 June but allowed hotels, restaurants and bars to open at half their capacities.
It also decided to open the chardham yatra for locals (people of Chamoli district can visit Badrinath and those of Rudraprayag and Uttarkashi districts can go to Kedarnath, Gangotri and Yamunotri) from 1 July and for people from the rest of the state from 11 July, Cabinet minister and state government's official spokesperson Subodh Uniyal said. Bringing a negative RT-PCR or Rapid Antigen test report, however, will be compulsory for the pilgrims, he said.
The state government had decided to open the chardham yatra partially for locals last week too but had to withdraw the decision in view of the coronavirus situation.

General stores and groceries will now be open for five days in a week, closing only on Saturdays and Sundays and hotels, restaurants and bars can operate with 50 percent of their capacity till 10 pm, he added.
All government, semi-government and private offices can also open with 50 percent strength while offices connected with essential services will open with full capacity.
Weekend curfew lifted in eight J&K districts
The Jammu and Kashmir administration announced the lifting of weekend curfew from eight districts, — Shopian, Ganderbal and Bandipora in Kashmir and Jammu, Samba, Kathua, Reasi, and Udhampur in Jammu province — but said night curfew will continue from 8 pm to 7 am.
The SEC also authorised deputy commissioners to allow the opening of paid and unpaid parks for public use across the Union Territory, only after local assessment of the conditions and after due consideration and subject to COVID-appropriate measures.
All outdoor shops and trades are permitted to open on all days, only from 7 am till 7 pm, 50 percent of the shops in the indoor shopping complexes and malls can open subject to a roster to be issued by concerned Deputy Commissioners and all government and private offices can function without any restrictions subject to strict adherence to Covid-appropriate behaviour, stated the order by Chief Secretary AK Mehta.
The SEC asked the district magistrates to constitute joint teams of police and executive magistrates for enforcement of Covid-appropriate behaviour.
In the rest of the 12 districts, including Srinagar, the order said the weekend curfew from Friday 8 pm till Monday 7 am and daily night curfew from 8 pm till 7 am shall continue to remain in force.
Tamil Nadu announces relaxations in 27 districts
The Tamil Nadu government too eased curbs while extending lockdown till 6 am on 28 June. The state government announced more relaxations in lockdown norms for 27 districts and bus services are all set to resume in four districts including Chennai from Monday, after a gap of 42 days.
Categorising 38 districts into three separate groups for the purpose of easing curbs, the government allowed more relaxations for 23 districts in the second category and four districts in the third slot got the most of relaxations that includes resumption of bus services.
The first group of 11 districts, seven in western region including Coimbatore and four in Cauvery delta areas including Thanjavur have not been given additional relaxations, but would continue to have the current guidelines.
Southern districts including Tuticorin, Ariyalur and Tiruchirappalli in central delta region are among the 23 districts in the second group.In this group of districts, essential government departments would function with 100 percent workforce, other wings with 50 percent and private firms with 33 percent. For travel in autos and taxis, e-registration is necessary.
Chennai, and its nearby Tiruvallur, Kanchipuram and Chengelpet districts in northern region falls under the third category. In these areas, all government offices would work with 100 percent employees and private companies with 50 percent staffers.
Dispensing with the e-registration requirement in Chennai and the three nearby districts, the government said people could travel in autorickshaws and taxis without such prior approval.
Metro Rail services in Chennai would resume with 50 percent occupancy and similarly intra and inter-district bus (non- airconditioned) services also shall become operational in four districts including Chennai with 50 percent seat occupancy, the government said in an official release.
Relaxations common to 27 districts include an extension of time for a variety of retail shops including standalone provision and vegetable stores besides salons till 7 pm from 6 am. All kinds of construction activities are allowed in these 27 districts.
The activities prohibited include a bar on public entry to places of worship. Cinemas would continue to be closed down across the state though film shoots are permitted with a maximum of 100 personnel.
Schools, colleges and universities, though could carry on admissions-related administrative work, but would in effect remain closed for regular classes for students. For a visit to hill stations including Kodaikanal and the Nilgiris district, e-pass from district collectors is necessary.
Sputnik V roll out delayed in Delhi
In vaccine related news, the roll out of Russia's COVID-19 vaccine Sputnik V at Indraprastha Apollo and Madhukar Rainbow Children's Hospital in Delhi has been delayed for some days.
A spokesperson of Apollo Hospitals said the facility in Delhi will tentatively start administering the two-dose vaccine by 25 June.
According to an official of Madhukar Rainbow Children's Hospital, there is a delay on the part of the suppliers and the roll out is expected next week
Fortis Healthcare, which had said it would make Sputnik V available at its Gurgaon and Mohali hospitals from Saturday, also has not started administering the Russian vaccine so far. "The roll out did not happen on Saturday. We expect there will be some clarity on Monday," an official said.

Over a dozen popular eateries — including high-end-chains, standalone joints and casual dining restaurants – have permanently shut down across metros following the Covid-19 pandemic.
More restaurants are likely to shutter in the next few weeks as cities gradually open up and lease negotiations with landlords conclude, especially in Mumbai and Delhi, restaurateurs said.
The ripple effect of the nationwide lockdown has hurt top fine-dining chains like The Olive Group, Indigo Deli and Smoke House Deli as well as standalone eateries including Mirchi & Mime, Cafe Turtle, and Forage, and international bakery brands like Le Pain Quotidien. The impact on smaller, unorganised standalone outlets will be far higher, analysts said.
“With great sadness, we announce the permanent closures of both our restaurants owing to Covid-19 and subsequent breakdown with our landlord towards amicable lease terms,” Mirchi & Mime and Madeira & Mime said on social media on Saturday.

Restaurants told ET that the closures were due to weak and unpredictable consumer footfalls and refusal by landlords to renegotiate rentals.
Others said the cost of reopening outlets, including those incurred for social distancing and hygiene measures, were as high Rs 50 lakh, making it unviable.
The government has not announced a bailout package for the restaurant industry yet, despite several representations to various ministries over the last few months.
The sector had an annual turnover of Rs 4 lakh crore and provided direct employment to 7 million people in 2019, according to industry lobby group, National Restaurant Association of India (NRAI).
Eateries that reopened after a two-month lockdown have reported footfalls of only 5-8% pre-Covid-19 levels, ET reported earlier.
“Certain amount of mortality is unavoidable…The primary concern right now is to somehow survive through this lockdown and a few months post. This is not going to be easy with no cash flows, limited reserves, and a plethora of unrelenting landlords,” Anurag Katriar, president of NRAI, said.
Katriar, who runs DeGustibus Hospitality, is shutting down four restaurants in Mumbai including D:oh in Thane and Andheri West, ShoSha in Navi Mumbai, and Indigo Deli in Kurla.
Wow! Momo said it will shut 25-30 outlets across cities.
“Our business models have changed and if that changes then the business models of landlords, food aggregators, stakeholders will all have to change,” Sagar Daryani, founder of Wow! Momo said.
Wow! Momo will open 40 new outlets over the next three months on fresh lease terms and re-evaluate the situation in March, he added.
Last month, Priyanka Malhotra-owned Cafe Turtle, Full Circle, and Impresario Restaurants-owned Smoke House Deli shut in Khan Market in New Delhi.
“While we have been in constant negotiations with our landlords… ultimately a difficult but necessary decision was made keeping in mind Khan Market’s expensive real estate,” Riyaaz Amlani, MD and CEO, Impresario Handmade Restaurants told ET.
In Bengaluru, fine-dining eatery Forage, located in upscale Indiranagar, shut down.
The impact of Covid-19 on the hospitality industry has been global.
Last month, Chef Manish Mehrotra’s Indian Accent restaurant, The Ledbury, Greenhouse, and the Ritz hotel’s club in London shut permanently.
Industry executives, analysts, and restaurants said the worst has yet to come.
“Now that the lockdown is easing, our discussions with landlords are being concluded…I expect we will end up shutting two or three restaurants,” said AD Singh, Managing Director, Olive Group of Restaurants.
Joy Singh of Raasta in New Delhi also echoed the sentiment.
“We are still renegotiating with the landlord. If that doesn’t happen, then will have to shut … it’ll be decided this week,” he said.
ET had earlier reported that four out of ten restaurants are likely to shut down in India.
Restaurants are being forced to rely on food delivery, meal kits, and packaged food as new income channel to stay afloat.
For instance, Sameer Seth, Partner of Hunger Inc which operates The Bombay Canteen, and O Pedro, said that the company is focusing on food delivery although it is not shutting any of its outlets.

The Noida-Delhi border will remain sealed except for movement of people associated with exempted services, the Gautam Buddh Nagar administration said on Wednesday in new guidelines issued for the lockdown that has been extended till May 31.
“More details and directives for movement between Noida and Delhi have been sought from the Uttar Pradesh government and till then the status quo shall be in place,” the guidelines stated.
The central government had on May 18 announced extension of the lockdown across the country till May 31 with the objective of breaking the chain of transmission of coronavirus.
The countrywide lockdown came into force on March 25 and restricted people’s outdoor movements and activities, with the government urging the public to avoid venturing out unnecessarily due to the pandemic.
Now, the administration has allowed re-opening of parks, printing press, dry cleaners while restaurants and sweet shops have been permitted only home delivery or take away.
Owners of all shops that will open in the district will have to ensure that employees wear face masks and gloves and that there is availability of sanitizers so that customers do not get infected.
“Shop owners will not sell any product to any customer who comes without a face mask,” the guidelines stated.
All shops in rural areas (except in villages notified by the local authorities) and those outside containment zones can open but will have to ensure social distancing, it said.
Weekly “mandis” will not be allowed in urban areas but can be held in rural areas but should ensure social distancing, it added.
Shops will be closed at a time that allows workers and owners to return to their homes by 7 pm. No shops except those selling essential items like medicines would be allowed to stay open after 7 pm, the guidelines stated.
Those trading in pharmaceuticals, nurses, paramedical staff, sanitation workers and ambulances whether from Uttar Pradesh or outside will be allowed movement without any prohibition.
Metro rail services, all educational institutions, cinema halls, shopping malls, bars, assembly halls and others spaces like these will continue to remain closed till May 31, the administration said.
Stadiums and sports complexes can re-open but no spectators will be allowed there, while all sorts of cultural, political, religious, educational or any similar congregations are completely banned, it added.
“All religious places and places of worship will remain closed for the public. Religious processions will remain completely banned,” according to the guidelines.
Parks will open from 7 am to 10 am and then 4 pm to 7 pm. People coming to parks should cover their faces with masks and adhere to social distancing rules. Benches in the parks will be regularly sanitised by officials concerned, it said.
On movement of vehicles, the administration said two people would be allowed on a two-wheeler in case one of them is a female but wearing a helmet will be mandatory for both.
In four-wheelers, two people besides the driver will be allowed. Up to two children will be allowed to travel in a car additionally, it stated.
On a three-wheeler, two people besides a driver will be allowed and all of them have to cover their faces with masks, it added.

Govt data says doubling rate, case fatality rate improved since lockdown
A press release on meeting of the Group of Ministers or the central government revealed that doubling rate has improved from 3.4 days in the pre-lockdown week to 12.9 days in the last week. The Case Fatality Rate (CFR) has come down from 3.2 percent in the pre-lockdown period to 2.1 percent during the last week.

SC declines plea seeking relief for migrants, says 'can’t stop or monitor their movement on roads'
Rejecting the plea seeking direction to the Centre on transportation of migrant workers stuck in various states due to the nationwide lockdown, the Supreme Court observed that it was impossible for courts to track or stop the movement.
The plea sought a direction to the Centre to ask all District Magistrates to identify stranded migrant walking on the roads and provide shelter and food to them before ensuring their free transportation to native places.
"How can we stop it?", the bench, headed by Justice L Nageswara Rao, said that it is up to states to take action.

Quarantine centre in Manipur sealed after patients tests positive
A community quarantine centre in Manipur's Imphal East district was sealed after a man who was lodged in the facility tested positive for COVID-19, an official said on Friday.
Imphal East Deputy Commissioner Rangitabali Waikhom said the Jamia Galina Aziz Girls School which was a designated quarantine centre was declared a "containment zone" and the building "completely sealed" as per the Manipur Epidemic Diseases COVID-19 Regulations 2020.

Dakshina Kannada reports 16 of total 45 new COVID-19 cases in Karnataka alone
Of the 45 new coronavirus cases in Karnataka, 16 were reported in Dakshina Kannada, 13 in Bengaluru Urban, five in Udapi, three each in Bidar and Hassan, two in Chitradurga, and one each in Kolar, Shivamogga and Bagalkote districts.
Twenty of the new patients have travel history to Dubai, four to Mumbai and three have returned from Chennai. One patient has a history of severe acute respiratory illness (SARI) and another was from containment zone in Bidar.

Karnataka's COVID-19 mortality rate at 3.4%, recovery at 46.12%
With 35 COVID-19 deaths in Karnataka so far, the state has registered a mortality rate of 3.4 percent. On the other hand, as many as 476 patients have been cured of the viral infection, taking the recovery rate to 46.12 percent.
"Of the total 1,032 confirmed cases, there were 520 active cases in the state," the health department said in its mid-day situation update.

Assam CM urges Centre to extend lockdown in state by two more weeks from 17 May
Assam chief minister Sarbananda Sonowal on Friday said the state has written to the Centre urging it to extend the ongoing lockdown by two more weeks from 18 May. The third phase of the coronavirus lockdown is scheduled to end on 17 May.
Addressing a press conference in Guwahati, Sonowal said all states were supposed to give their feedback on the extension of the lockdown by Friday, and the Assam government has already conveyed its stand to the Centre.

The Supreme Court on Friday stayed the Madras High Court order which had asked the Tamil Nadu government to close state-run liquor vends. Following the stay on the high court order by the apex court, the state-owned liquor shops may reopen in the state.
A bench comprising Justices L Nageswara Rao, SK Kaul and BR Gavai stayed the 8 May order of the High Court after taking note of the appeal of government firm Tamil Nadu State Marketing Corporation (TASMAC) which sells alcoholic beverages in the state.

Suggestions sent to Centre on resumption of public transport in Delhi during lockdown 4: Satyendar Jain
Health Minister Satyendar Jain on Friday said that the Delhi government has submitted the proposals to the Centre for the relaxations that people are expecting from the government for the next phase of coronavirus lockdown 4.
The Minister emphasized that people are stressing for the resumption of public transportation in limited manner.
"We have sent proposals to the Centre. Most people have given a proposal to wear mask in public space and maintain social distancing," said Jain while speaking to reporters.
He added: "The people have suggested that movement of buses and metro rails may be started in limited numbers to maintain social distancing."

"His name was Rampukar — but he didn't tell me that. I only found out a few days later in a newspaper report. At the time, I couldn't even ask him his name," recalls Press Trust of India's chief photo correspondent Atul Yadav, "He was unable to say very much beyond 'udhar (there)' — which is where he was trying to go."
On Monday, Yadav was driving through Delhi's Nizamuddin area, when he spotted Rampukar Pandit (as identified by Hindi daily Hindustan). "It was at around 5.15 pm when I saw him sitting by the side of the road a little before the Yamuna bridge. I stopped my car and pulled over near him," he tells Firstpost, adding, "I then rolled down my window and photographed the man before getting out to go and check on him."

SP, BSP express concern over plight of migrant labourers returning home
Amid reports of accidents involving migrant labourers on their way back home, the opposition Samajwadi Party and the Bahujan Samaj Party expressed concern over their plight.
SP president Akhilesh Yadav in a tweet said, "The government is giving passes to industrialists to bring workers to work but there is no arrangement for the helpless labourers returning home who are forced to die of hunger and thirst on the road." "By now, all have come to know that this government is with the rich and against the labourers, farmers and poor. The BJP has been exposed."
BSP supremo Mayawati said in a tweet, "Videos of millions of migrants labourers, their helpless families on the streets returning home, their hunger and deaths on the way shown on TV are heartbreaking and sad. In such a situation, effective arrangements should be immediately made by central, state governments to help them in their life-and-death battles."

Man tests positive in Himachal Pradesh's Una
A 33-year-old man in Una has tested positive for COVID-19. "The man arrived from Maharashtra and was under institutional quarantine. He is now being sent to Haroli COVID-19 hospital," Dr Raman Kumar, CMO, Una said.

Two infants recover from COVID-19 in Kalyan
Two infants were among 51 COVID-19 patients who recovered from the viral infection at Kalyan taluka in Maharashtra's Thane district, Madhuri Phopale, public relations officer of Kalyan Dombivli Municipal Corporation told news agency PTI.
As many as 51 COVID-19 patients, including a one-month-old girl and a two-month-old boy, were discharged from different hospitals, following their recovery, said the official.

Badrinath temple opens, devotees restricted to enter
The gates of the Badrinath temple in Uttarakhand were opened at 4.30 am on Friday, news agency ANI reported. Officials said only 27 people, including the head priest, will be allowed at the temple.

Flight attendants to wear face shield, gown and mask when airlines resume ops
Cabin crew members of Indian airlines will have personal protective equipment (PPE) like face shields, gowns and masks as part of their attire on commercial passenger flights when they resume operations, industry sources said.
Airlines such as IndiGo, Air India, Vistara and AirAsia India have decided to go with the new attire in order to ensure safety of cabin crew members as they are in close proximity to passengers during flights, the sources said.
"While AirAsia India will have face shields, masks, gowns, aprons and gloves as a part of their PPE attire for cabin crew members, Vistara would have a lap gown, face mask and face shield as the new dress code," a source said.

Centre to provide free food grain to migrants, concessional credit to farmers
The government on Thursday announced a Rs 3.16 lakh crore package of free foodgrains for migrant workers, concessional credit to farmers and working capital loan for street vendors as part of the second tranche of fiscal stimulus to heal an economy hit hard by coronavirus lockdown.
At a news conference, finance minister Nirmala Sitharaman said 8 crore migrant workers will get 5 kgs of grains and 1 kg of pulses free for two months, while 50 lakh street vendors rendered jobless by the lockdown would be given a working capital loan of Rs 10,000 each.

The total number of COVID-19 cases in Karnataka surged past 1,000, with 45 people testing positive, the state health department said on Friday. Total number of positive cases in the state stood at 1,032.

The number of deaths from COVID-19 disease rose to 2,549 and the number of cases climbed to 78,003 on Thursday, registering an increase of 134 fatalities and 3,722 infections in the last 24 hours since Wednesday 8 am, according to the Union Health Ministry.
The number of active COVID-19 cases stood at 49,219 while 26,234 people have recovered and one patient has migrated, it said.
Meanwhile, Union finance minister Nirmala Sitharaman addressed the media for the second day in a row, and spelt out more details of the Centre's Rs 20-lakh-crore special economic package. She said the second tranche of economic stimulus package will be for the benefit of migrant workers, street vendors and small farmers.
FM announces concessional credit for farmers, free food grains for migrants
Sitharaman on Thursday announced a Rs 3.16 lakh crore package comprising free food grains for migrant workers, Rs 2 lakh crore concessional credit to small farmers and working capital loan for street vendors in a bid to help those hit hard by the nationwide lockdown.
Together with the Wednesday's Rs 5.94 lakh crore package that mostly comprised off-budget credit line and support to small businesses, shadow banks and electricity distribution companies, the government has unveiled over Rs 9 lakh crore plans out of the Rs 20 lakh crore package announced by Prime Minister Narendra Modi to heal Asia's third-largest economy that was seen hurtling towards its first full-year contraction in four decades.
Sitharaman said each of the eight crore migrant workers, who had to leave their workplaces after imposition of the lockdown on 25 March, will get 5 kg grains and 1 kg pulses free for two months.
Also, 50 lakh street vendors who were rendered jobless as the government ordered stay-at-home would be given a working capital loan of Rs 10,000 each to restart their businesses.
For farmers, the finance minister announced a Rs 2 lakh crore concessional credit through Kisan Credits Cards, benefiting as many as 2.5 crore farmers.
However, the Congress criticised the economic package as a "jumla" saying it has so far been way short of what Prime Minister Narendra Modi had promised and the entire press conference of the finance minister was classic display of "arrogance, ignorance and insensitivity".
Senior spokesperson of the party Anand Sharma said the country believed that Modi was serious when he made the "dramatic" announcement of giving 10 percent of the GDP as a package to revive the economy and support workers and migrant labourers and that expectations had soared.
"The finance minister's announcement dashed all hopes," he said.
State-wise deaths and cases
India has reported a total 134 deaths deaths since Wednesday morning, of which 54 were in Maharashtra, 29 in Gujarat, 20 in Delhi, 9 in West Bengal, seven in Madhya Pradesh, four in Rajasthan, three in Tamil Nadu, two each in Telangana and Karnataka and one each in Andhra Pradesh, Bihar, Jammu and Kashmir and Uttar Pradesh.
Of the 2,549 fatalities, Maharashtra tops the tally with 975 fatalities, Gujarat comes second with 566 deaths, followed by Madhya Pradesh at 232, West Bengal at 207, Rajasthan at 121, Delhi at 106, Uttar Pradesh at 83, Tamil Nadu at 64 and Andhra Pradesh at 47.
The toll reached 34 in Telangana, 33 in Karnataka and 32 in Punjab on Thursday. Haryana and Jammu and Kashmir have reported 11 fatalities each due to the respiratory disease while Bihar has registered seven and Kerala has reported four deaths.
Jharkhand, Chandigarh and Odisha have recorded three COVID-19 fatalities each while Himachal Pradesh and Assam have reported two deaths each. Meghalaya, Uttarakhand and Puducherry have reported one fatality each, according to the ministry data.
According to the ministry's website, more than 70 percent of the deaths are due to comorbidities.
According to the health ministry data updated in the morning, the highest number of confirmed cases in the country is from Maharashtra at 25,922, followed by Gujarat at 9,267, Tamil Nadu at 9,227, Delhi at 7,998, Rajasthan at 4,328, Madhya Pradesh at 4,173 and Uttar Pradesh at 3,729.
The number of COVID-19 cases has gone up to 2,290 in West Bengal, 2,137 in Andhra Pradesh and 1,924 in Punjab. It has risen to 1,367 in Telangana, 971 in Jammu and Kashmir, 959 in Karnataka, 940 in Bihar and 793 in Haryana.
Kerala has reported 534 coronavirus cases so far, while Odisha has 538 cases. A total of 187 people have been infected with the virus in Chandigarh and 173 in Jharkhand.
Tripura has reported 155 cases, Assam has 80 cases, Uttarakhand has 72, Himachal Pradesh has 66 cases, Chhattisgarh has 59 and Ladakh has registered 43 cases so far.
Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands.
Meghalaya and Puducherry have registered 13 cases each while Goa has seven COVID-19 cases.
Manipur has two cases. Mizoram, Arunachal Pradesh and Dadra and Nagar Haveli have reported a case each till now.
Doubling time has slowed to 13.9 days, says health minister
The doubling time of novel coronavirus cases has slowed to 13.9 days in the last three days and India now has a capacity of 1,00,000 COVID-19 tests per day with nearly 20 lakh carried out till now, Union Health Minister Harsh Vardhan said.
Vardhan, who visited the National Centre for Disease Control (NCDC) in Delhi and dedicated a COBAS 6800 testing machine to the nation, said 14 states and Union territories have not reported any case of the novel coronavirus in the last 24 hours.
These states and UTs are Gujarat, Telangana, Jharkhand, Chandigarh, Chhattisgarh, the Andaman and Nicobar Islands, Arunachal Pradesh, Andhra Pradesh, Dadra and Nagar Haveli, Goa, Manipur, Meghalaya, Mizoram and Puducherry.
Also, Daman and Diu, Sikkim, Nagaland and Lakshadweep have not reported any cases so far.
Meanwhile, the government has decided to use one time RT-PCR based pooled sampling for COVID-19 screening of migrant workers and returnees from abroad kept in quarantine facilities.
The same testing technique would also be used for monitoring in green zone districts which have reported no cases till now or in the last 21 days, the health ministry said while issuing "Guidelines for RT-PCR based pooled sampling for migrants/returnees from abroad/green zones".
806 shramik special trains brought into operation till now, says Railways
The Railways has operated 806 shramik special trains since 1 May, ferrying home 10 lakh migrant workers who were stranded in various parts of the country due to the coronavirus-triggered lockdown, officials said on Thursday. Of these, Uttar Pradesh received the maximum number of trains followed by Bihar, they said.
"As on 14 May, 2020, a total of 806 'shramik special' trains have been operationalised from various states across the country. More than 10 lakh passengers have reached their home state.
"Trains are being run by the Railways only after concurrence is given both by the state which is sending the passengers and the state which is receiving them," the railways said.
Out of the 806 trains which have been operated so far, 166 are in transit while 640 have terminated at various stations. Sixty-three more are in the pipeline, an official said.
These 806 trains were terminated in various states like Andhra Pradesh, Bihar, Chattisgarh, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Odisha, Rajasthan, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.
