PCCI Mindanao urges Economic Stimulus measures for business survival & continuity
The affiliate chambers of the Philippine Chamber of Commerce and Industry in Mindanao are urging government to prioritize a package of economic stimulus measures aimed at ensuring business survival and continuity during the 29th Mindanao Business Conference on September 10-11, 2020.
The first ever virtual hosting of Mindanao’s biggest business conference of the PCCI will be hosted by the Davao Chamber of Commerce and Industry, Inc. (DCCCII) through online live streaming via ZOOM with a record audience expected to participate in the virtual event despite restrictions on travel and gatherings brought by the ongoing coronavirus pandemic.
“With theme, Mindanao: Journeying to the New Normal, we recognize the urgent need to boost confidence to overcome emerging challenges and opportunities,” said Ma. Teresa A. Alegrio, PCCI Area Vice President for Mindanao. “This stems from a deep understanding of what the new normal presents so that responses to meet them are carefully crafted.”
MinBizCon is an annual event organized by the PCCI that aims to create a venue for businessmen, key industry players, government executives, and other private sector leaders to discuss economic concerns and opportunities in Mindanao resulting to policy actions for the development of the region.
Through PCCI Mindanao Resolution no. 2020-004 (A Resolution Endorsing To The IATF-EID Proposed Intervention Measures For Business Survival And Continuity of Mindanao MSMEs and Other Industries) the 42 local Chambers of Mindanao will be requesting the National Government’s immediate and urgent intervention to prioritize a package of proposed recommendations aimed at ensuring the business survival and continuity of Micro, Small and Medium Enterprises (MSMEs), in the manufacturing and industry, and agricultural sector.
MSME’s constitute over 90 percent of the number of business establishments nationwide and in Mindanao. Mindanao

The Philippines: How Davao City Recognized Climate Crisis, And The Role Of Resiliency.
We saw how Ursula distorted the landscape of Central Visayas, leaving 41 dead and over billions of combined damage to agriculture and infrastructure was also recorded. On the other hand, the risk of not doing anything is rising, from flash floods to landslides caused by heavy rains, rise of sea-level and such. Climate change is increasing the size, intensity and cost of these natural disasters. The question now is how we can add urgency to bring our community together towards one common goal and combat climate crises?
* Mitigating those risks then presents all sorts of opportunities for financing solutions. Recently, The Davao City Chamber of Commerce and Industry, Inc. (DCCCII) has signed a partnership agreement with the Asia Pacific Alliance for Disaster Management (A-PAD) to develop a continuity program that will help small firms sustain their operations during calamities.[1] This partnership can help maintain business as usual process and lessen the impact in an event natural of disasters.
* Climate-resilient Infrastructure is also important. Back in 2017, the city government of Davao passed the Comprehensive Urban Shelter Services Development Code to promote just, dynamic, and comprehensive land tenure security and urban services development program. Partnership with private-sector is vital for this project to proceed, the San Miguel Foundation, Pilipinong May Puso Foundation, and National Housing Authority have signed a memorandum of agreement that will pave the way for the construction of 5,000 houses for the benefit of Davao City’s residents. What we really need to do is to steer the entire political system into a more resilient approach towards climate crisis as climate action is not a matter of technology or capacity, it is a matter of political will.

DAVAO CITY (PIA) - The Davao City Chamber of Commerce and Industries Inc. (DCCCII) will focus on the recovery of businesses from the impact of the COVID-19 pandemic.
During the 53rd Installation of Officers and Trustees held online on Jan. 29, incoming DCCCII president Dr. Malou Monteverde bared that the chamber under her presidency will revolve around the goals of REBOOT, RECHARGE, RECOVER AND RESET.
“REBOOT means helping businesses recover from the impact of COVID-19 pandemic,” Dr. Monteverde said of the chamber’s Reboot goal.
“The Chamber is grateful for the steps taken by the government to help prop up businesses and the economy one of these is Senate Bill 1357 or the Corporate Recovery and Tax Incentives for Enterprises Act or CREATE that aims to cut the country’s corporate income tax, Also the Bayanihan Act was a much needed help for distressed economic enterprises and their affected workforce,” The new chamber president said in her virtual speech.
“RECHARGE means new workplace adjustments and adapting new ways of doing businesses and with this the Chamber will continue to hold webinars and trainings that can help businesses scale amidst the challenges brought by the pandemic. Also plans are to host virtual and hopefully soon in-person business matchmaking events,” Monteverde said.
The chamber will be continuing to hold similar virtual events such as the online Davao Agri-Trade Expo Exhibit to help the agricultural sector. Among its vision is to provide an environment conducive to capacity- building, innovation and digitalization that will help the MSMEs (Micro Small and Medium- scale Enterprise) adapt and thrive in the new normal.
RECOVER means that Davao and Mindanao economies need to regain lost ground and momentum it had before the pandemic.
“DCCCII hopes to bring together potential buyers, investors and industry experts or in-person to build partnerships, bring more investments to Davao and boost the local economy,” Dr. Monteverde said.
“As Dabawenyos, we need to prepare for the great RESET in order to manage the direct consequences brought by the pandemic, to rebuild the economy sustainably, and to promote a more inclusive recovery,” the DCCCII president added.
She said DCCCII will continue to work with its partners under the Davao Regional Inclusive Innovation Center in conducting a Business Impact Survey (BIS) in order to get the real picture of the impact of the pandemic on the business community, particularly on MSMEs, and to help them develop innovations and ways forward for business recovery and continuity amidst the pandemic.
The virtual installation ceremony, the first of its kind conducted by the DCCCII was graced by the presence of Davao City Mayor Sara Duterte-Carpio who presided over the oath-taking of the new officers and trustees.
Over 100 guests mostly chamber members, national government and city government officials, diplomatic community, civic organizations and the media attended the online event held at the DCCCII Zoom portal. (PIA/RG Alama)

DAVAO CITY – The ongoing coronavirus disease 2019 (Covid-19) health crisis has led the majority of Filipinos to see the value of agriculture to ensure food security amid the movement restrictions to contain infections, an official of the Philippine Chamber of Commerce and Industry (PCCI) said. Speaking at the virtual 29th Mindanao Business Conference on Thursday, PCCI agriculture director Roberto Amores pointed out the need to maximize the opportunities of the thriving agriculture industries in Mindanao. Amores noted that on top of being a big contributor to the country’s economic growth, the sector has remained sustainable even amid the pandemic. “The health crisis made us all realize the importance of agriculture,” Amores said. Most of the industry sectors nosedived in terms of growth during the second quarter this year, except for the agriculture sector that posted one percent growth, according to Amores. This signaled a positive development for the sector, although he cautioned that the growth remains "too small" and there is a need to strengthen the agriculture industries in Mindanao to improve the island’s economy--and the country in general. For instance, Amores cited the banana industry, especially the cardava variety--as well as frozen bananas--as a thriving industry because of high global demand. “Frozen bananas and banana chips from cardava is a growing industry because of high demands in some parts of America and Europe,” he said, adding that cavendish banana growers who are facing various problems due to natural disasters could divert to cardava as it is easier to grow. Amores also cited the durian industry as “another thriving industry in Mindanao”.

He quoted Larry Miculob, the president of the Durian industry council in Mindanao, who earlier pointed out that Mindanao produces 20,000 metric tons of durian, which he said could “generate a lot of economic activity”. He said China as a market for Mindanao’s durian could be explored, adding that although Thailand and Malaysia are major durian exporters to China, Mindanao could compete given its considerable supply. Amores also named tuna, dairy, and poultry as potential industries that if developed, could further propel Mindanao agriculture to become more resilient. The Davao City Chamber of Commerce and Industry, Inc. (DCCCII) and PCCI, the organizers of the annual Mindanao Business Conference, earlier passed a resolution asking the Department of Agriculture to prioritize strategic areas for agricultural development due to their high availability of raw materials. These areas include Central Mindanao, Bukidnon, Lanao del Norte, Zamboanga del Norte, Tawi-Tawi, and South Cotabato, the organizers said. (PNA)

DAVAO CITY – The Davao City Chamber of Commerce and Industry (DCCCII) hailed Thursday the Department of Agriculture's (DA) declaration of the city as the country’s "cacao capital." DCCCII president John Carlo Tria noted that after years of promoting the cacao industry, the city has now become Davao Region's pride following the declaration of DA Secretary William Dar in a ceremony held here on Monday. Tria said the recognition would add value to cacao agri-processing and generate more income for farmers. “The Department of Agriculture is on the right track as this will help not only the cacao industry but our million coconut farmers that can effectively intercrop cacao in their field and supplement their incomes,” he said. The city has been a consistent major producer of cacao beans in the region, producing a total of 2,289.74 metric tons from 2015 to 2019. Tria also lauded the move of the Maritime Industry Authority to establish cold chain facilities in major ports and mandate a discount on agribusiness and food cargo among shipping companies. “These moves are a great help for many of our agri-producers to help solve the perennial problem of high shipping costs,” he said. “We have always been concerned about this for decades. We hope that these deepen and continue." Meanwhile, Tria said agribusiness opportunities will form part of this year’s Davao Agri Trade Expo (DATE), which will be conducted online for the first time. The expo, he said, will feature a series of webinars along with a virtual trade fair that will allow buyers and suppliers to exchange information and trade freely. Cherrylin Casuga, 2020 DATE chairperson, said: “The online DATE is our response to the need to support agribusinesses activities. We took the courageous effort to push this innovation in the agribusiness sector as we know many will benefit from agribusiness enterprise farmers to buyers looking for a wide array of products.” (PNA)

DAVAO CITY -- The upcoming Davao Agri-Trade Expo (DATE) will go digital as it launches an online exhibition that will help promote local products and create linkages and partnerships between Filipino and international agricultural stakeholders. In a statement Thursday, the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) described the September 22 event as one of the biggest and longest-running agri-business exposition in Southern Philippines, John Carlo Tria, president of DCCCII, said they have decided to launch DATE as an online platform to inspire many agribusiness enterprises to join the digital economy. “This will help them enter and thrive in the new normal. Farmers and agribusiness enterprises will be boosted,” Tria said. Aside from the online exhibition, DATE will also feature a series of online forums and seminars that will provide updates on the latest trends and technologies, market access, and supply chain management of different commodities. Tria said the online seminar serves as continuous capacity building and skills enhancement training for those who are in the agribusiness sector, as well as a venue for the public and private sectors to discuss and identify emerging issues and concerns in the Philippine agricultural sector. Meanwhile, DATE 2020 chairperson Cherrylin Casuga said the virtual exhibit will highlight Mindanao agricultural products such as cocoa, coffee, coconut, corn cassava, rice, and banana, as well as livestock and marine products. “This will also showcase technologies, new trends, logistics, and new allied services for the agribusiness sector. DAVAO CITY – The government can help struggling micro small medium enterprises (MSMEs) that are bearing the brunt of the coronavirus disease 2019 (Covid-19) by devising ways to speed up the release of loans and other economic reliefs, a business leader said. Marian Mahinay Comilang, the executive director of Mindanao Trade Expo Foundation, Inc. (MTEFI) said the business sector was "encouraged" by the recent State of the Nation Address of the President Rodrigo Duterte, which underscored the role of MSMEs in the country's recovery efforts from the pandemic. Comilang's group organizes the annual Mindanao Trade Expo, where the island's MSMEs’ products and services are showcased. “We must facilitate the country’s economic recovery. I call on Congress to fast-track the passage of proposed measures such as the Corporate Recovery and Tax Incentives for Enterprises or CREATE Act. This immediately cuts the corporate income levy from the current 30 to 25 percent and give the government flexibility to grant a combination of fiscal and non-fiscal incentives, among others," the President said in his SONA. "We pump-primed the recovery and rehabilitation of MSMEs. The DTI, through the Small Business Corporation, set up the PhP1-billion COVID-19 Assistance to Restart Enterprises or CARES Program to provide zero-interest loans for MSMEs affected by the pandemic,” Duterte added. Comilang said the local business sector was buoyed when "President Duterte gave emphasis on the recovery and rehabilitation of MSMEs through SB Corp. loan at zero interest rate. The CARES Program is there. It has been offered." However, Comilang said the government's recovery initiatives would be further accelerated if the government tackled the issues surrounding the "difficulty" in accessing the credit window mentioned by the President. "Given the numerous number of businesses affected, MSMEs are worried about the perennial problem of accessing the assistance in relation to processing, securing requirements and most importantly, the urgency of fund release," she said. “The business sector would like to appeal to fast-track processing and more importantly the release of funds. She added: "A loan is loan. At no interest or a minimal interest, enterprises have to consider long-term sustainability plan considering the drastic decline on sales and profitability performance that affects closure or slowdown of business operations." Comilang said she and the other leaders in the MSME sector remain optimistic that small businesses could weather the impact of Covid-19. Her optimism, she said, lies on domestic consumers who she believes would greatly help raise the falling economy through the government's “BuyLocalGoLokal” campaign. "Thriving MSMEs will definitely survive in this trying time. It needs support from domestic consumers. The industry is backing on the campaign for “BuyLocalGoLokal," she said. She also called on the public to "patronize local products and services." “We are optimistic of government’s plan for inclusive recovery to consider equally the health of the citizen and the health of the economy as well, she added. Davao City Chamber of Commerce and Industry, Inc. (DCCCII) president John Carlo B. Tria agreed with Comilang, saying the latest SONA contained "measures to help businesses to bring the country’s economy back on its feet." “The major part of the president's SONA stressed the economy and measure to help it, and our businesses and livelihoods recover. I think the proposed stimulus programs, and the CREATE bill need to be passed by Congress. i believe these are big helps especially for small businesses, and restoring livelihoods,” Tria said in a recent interview. In addition, Tria said DCCCII has been helping promote the programs of Small Business Corporation (SBC). Tria also sees improvement of internet connectivity as key to help revive the businesses. “The call for better internet also helps many of our businesses especially the small ones since they can transact with more customers and reach out to more markets,” he said. DAVAO CITY – The local economy has continued pacing towards recovery as more businesses reopen and adapt to the new normal, the Davao City Chamber of Commerce and Industry, Inc. (DCCCII) said in a statement Thursday. "The critical point in our recovery was when we emerged from enhance community quarantine (ECQ) and transitioned to general community quarantine (GCQ) in May. As public transport returned, many businesses decided to safely open while observing precautions as their employees could report for work, and businesses started adapting and doing more deliveries, going online and catering to more customers, for example," DCCCII said in a statement signed by its president, John Carlo Tria. The DCCCII noted that most local businesses are already into the second month of operations since the coronavirus disease 2019 (Covid-19) pandemic was announced in March. "So as modified GCQ is upheld, we expect the recovery to continue," the business group said, referring to the national Inter-Agency Task Force on Emerging and Infectious Disease's (IATF-EID) decision to retain Davao City's quarantine status. Likewise, Tria said many businesses throughout Mindanao managed to resume operations as early as June as issues hounding the movement restrictions in the transport have been resolved. Tria also lauded the efforts of the city government on the tax amnesty and relief measures given to the taxpayers. On Tuesday, The City Council here approved three remedial measures for businesses consisting of payment extension, tax amnesty for delinquent real property taxpayers, and the 60-percent reduction on the rental fees on commercial government stalls or booths. “We would like to thank the city government for these initiatives and acknowledge the efforts to establish digitalized processes including online payments for transactions with the city government. This helps make transactions easier and safer. They are a big help to our local businesses that all need to adapt to new normal," Tria added. As the local economy continues to recover, Tria appealed to the business community to continue following the minimum health standards. "Let us remain calm, and importantly, follow health protocols such as wearing of facemasks in public, practice physical distancing and regular handwashing especially in our offices and workplaces, and remain strict on our own measures. Let us also continue to find new ways of engaging our business under the new normal. Our recovery will continue" he said. (PNA)
