CYBER CRIME India Ranks 7th Globally in Data Breaches, Check Complete List of Most Affected Countries

In the second quarter of 2023, as per the latest revelations from cybersecurity firm Surfshark, India has been ranked as the 7th most targeted country globally for data breaches. This concerning disclosure underscores a notable rise in data breaches worldwide, underscoring the urgency for more robust data protection protocols.
Disturbing Data Breach Figures According to the comprehensive update on data breach statistics by Surfshark for the second quarter of 2023, an astonishing total of 110.8 million user accounts suffered breaches on a global scale.
Leading the pack in this category is the United States, accounting for nearly half of all breaches reported from April to June. Following closely in second place is Russia, trailed by Spain, France, and Turkey in subsequent positions.

When these statistics are contrasted with the preceding quarter, a disconcerting 2.6-fold surge in breached user accounts worldwide becomes evident, indicating an alarming trajectory of increasing cyber threats. The pace of data breaches escalated dramatically, surging from 6 to over 14 user accounts compromised every second during the second quarter of 2023.
North America Bears the Brunt of Breaches The geographical impact of data breaches was most prominently felt in North America, earning the region the unfortunate distinction of being the hardest hit by these incidents in the second quarter of 2023. The number of breaches surged by nine times compared to the previous quarter, skyrocketing from 5.6 million to an astounding 51.3 million. Nearly half of all breaches originated in North America, primarily driven by the United States, accounting for a staggering 97% of the total. In contrast, Europe ceded its position as the most susceptible region, experiencing a 56% upswing in breaches during Q2 2023. This surge culminated in a total of 28 million breaches across the continent.
India's Positive Trajectory Amid Concerns Amidst the distressing global surge in data breaches, India's trajectory seems to be taking a more positive turn. Surfshark's data breach analysis for Q2 2023 unveiled that India secured the 7th position globally with approximately 1.35 million compromised accounts. This notable improvement was accompanied by a 44% reduction in breach rates compared to the preceding quarter. However, despite this encouraging progress, India continues to be a significant player in the domain of data breaches, underscoring the persistent threat that sensitive information encounters in the digital realm.

Insights and Expert Recommendations Drawing from her expertise, Agneska Sablovskaja, the Lead Researcher at Surfshark, stressed the critical importance of bolstering data protection protocols in response to the exponential surge in data breaches. She pointed out, "The significant rise in data breaches underscores the inadequacy of current data protection measures. Sensitive information remains vulnerable as cybercriminals persistently gain access to it in growing numbers."
Global Ranking and Density of Breaches In descending sequence, the top ten countries that encountered the highest number of data breaches during Q2 2023 were the United States, Russia, Spain, France, Turkey, Australia, India, Italy, the United Kingdom, and Brazil. Furthermore, Surfshark shed light on countries with the highest breach density, indicating the count of compromised accounts per 1,000 residents. This list encompassed the United States, Russia, Spain, Finland, Australia, Sweden, France, South Sudan, Turkey, and Denmark.
These concerning statistics underscore the urgent necessity for heightened cybersecurity measures and collaborative endeavors to protect sensitive user information within an increasingly interconnected digital landscape.

Meat Is Latest Cyber Victim as Hackers Hit Top Supplier JBS (Bloomberg) The world’s biggest meat supplier has become the latest casualty of a cybersecurity attack. JBS SA shut its North American and Australian computer networks after an organized assault on Sunday on some of its servers, the company said by email. The attack sidelined two shifts and halted processing at one of Canada’s largest meatpacking plants, while the company canceled all beef and lamb kills across Australia, industry website Beef Central said. Some kill and fabrication shifts have also been canceled in the U.S. Hackers now have the commodities industry in their crosshairs with the JBS attack coming just three weeks after the operator of the biggest U.S. gasoline pipeline was targeted. It’s also happened as the global meat industry battles lingering Covid-19 absenteeism after recovering from mass outbreaks last year that saw plants shut and supplies disrupted.
China’s future gateway to Latin America is a mega-port in Peru (America Economia) Despite local opposition, Chinese investors are pumping billions into the Chancay project, a massive port complex north of Lima that will boost trade between China and Latin America as a whole, reports Gonzalo Torrico in business magazine America Economia. The Chancay port complex, with an initial investment of $1.3 billion, will turn this fishing and farming town into a regional hub that could redefine shipping lines in the entire southern Pacific. Since 2019, the project’s main stakeholder is the Chinese state firm Cosco Shipping Ports (60%). Cosco is a partner in 52 port projects worldwide. But in the Americas, Chancay is the first being built with Chinese capital. The complex is expected to be fully functional by 2024, helping consolidate China’s influence in South America, and in Peru especially. In the last decade, this country has become the regional crux of China’s economic and geopolitical interests. So far, Chinese firms have invested more than $30 billion in Peru, a figure exceeded only by money spent in Brazil. The principal sector is mining, which has absorbed more than half all these investments and has proven to be an excellent source for the mineral materials China needs to keep its industrial sector humming. One of those materials is copper, which Peru produces in great quantity.
More boats on canals and rivers than in 18th century as thousands opt for life afloat (Guardian) Little more than six months ago, Paul and Anthony Smith-Storey were still living in a three-bedroom semi-detached house near St Helens in Merseyside. NSA spying row: US and Denmark pressed over allegations (BBC) European powers have pressed the US and Denmark over reports the two worked together to spy on top European politicians, including German Chancellor Angela Merkel. Danish broadcaster DR said Denmark’s Defence Intelligence Service (FE) collaborated with the US National Security Agency (NSA) to gather information from 2012 to 2014. Mrs Merkel is among those demanding answers. “This is not acceptable between allies, and even less between allies and European partners,” said French President Emmanuel Macron, after speaking with Mrs Merkel.

(WSJ) During a recent trip, Kamaluddin visited a barbershop to obtain the illicit pleasures of clean-shaven cheeks and a fashionable mustache. But the shopkeeper, 25 years old, planned to let it regrow before heading home, wary of incurring the Taliban’s wrath. His father and brother were caught last month using smartphones in their home district of Arghistan, an area effectively ruled by the movement. The insurgents confiscated the devices, which could be used for supposedly un-Islamic behavior such as playing music and videos, and forced the men to swallow their SIM cards. Kamaluddin recounted the incident as he waited to return from Kandahar, the government-controlled provincial capital. “They will put me in prison if they see me like this,” he said. “If the Taliban come back, they will bring darkness.” The Taliban, ousted from power by a U.S.-led invasion 20 years ago, are poised to expand their influence as American forces leave the country. The group has sought in recent months to present themselves as a responsible state actor to regional powers and the West. Indeed, some of their most-violent punishments, such as amputations for accused thieves, are used less frequently than in the 1990s as they seek to avoid alienating Afghans. Yet accounts from Kamaluddin and others living under Taliban rule, as well as insurgents themselves, suggest that the group’s governance is as ruthless as ever.
Delhi Reopens a Crack (NYT) The Indian capital, which just weeks ago suffered the devastating force of the coronavirus, with tens of thousands of new infections daily and funeral pyres that burned day and night, is taking its first steps back toward normalcy. Officials on Monday reopened manufacturing and construction activity, allowing workers in those industries to return to their jobs after six weeks of staying at home to avoid infection. The move came after a sharp drop in new infections, at least by the official numbers, and as hospital wards emptied and the strain on medicine and supplies has eased. Life on the streets of Delhi is not expected to return to normal immediately. Schools and most businesses are still closed. The Delhi Metro system, which reopened after last year’s nationwide lockdown, has suspended service again. But the city government’s easing of restrictions will allow people to begin returning to work—and, more broadly, to start to repair India’s ailing, pandemic-struck economy.
Myanmar carries out air strikes after militia attacks (Reuters) Myanmar’s military used artillery and helicopters on Monday against anti-junta militias in the country’s east, witnesses and rebels said, forcing residents to flee and join thousands of others displaced by recent fighting in the region. Residents of Kayah state bordering Thailand said the military was firing artillery from positions inside the state capital Loikaw into Demoso, about 14.5 km (9 miles) away, where a People’s Defence Force said it had attacked troops and was coming under heavy fire. Myanmar’s military is fighting on multiple fronts and struggling to impose order since its Feb. 1 coup against Aung San Suu Kyi and her elected government, sparking nationwide protests and paralysing strikes. Decades-old conflicts between the military and ethnic minority armies have also reignited, while militias allied with a shadow government have stepped up attacks on the army, which has responded with heavy weapons and air strikes, forcing thousands to flee.
North Korea’s missile warning (Foreign Policy) North Korea warned the United States on Monday that relaxing South Korea’s missile limits could lead to an “acute and instable situation” in the region. “The termination step is a stark reminder of the U.S. hostile policy toward (North Korea) and its shameful double-dealing,” said Kim Myong Chol, an unofficial mouthpiece for Pyongyang, in a statement issued by North Korea’s official Korean Central News Agency. The United States recently lifted a 500-mile range restriction on South Korea’s missile program, in place since 1979. South Korea’s industrial ability to ramp up new missile production “could lead to an arms race with devastating implications,” Donald Kirk wrote last week in Foreign Policy.
Australian court upholds ban on most international travel (AP) An Australian court on Tuesday rejected a challenge to the federal government’s draconian power to prevent most citizens from leaving the country so that they don’t bring COVID-19 home. Australia is alone among developed democracies in preventing its citizens and permanent residents from leaving the country except in “exceptional circumstances” where they can demonstrate a “compelling reason.” Most Australians have been stranded in their island nation since March 2020 under a government emergency order made under the powerful Biosecurity Act. Surveys suggest most Australians applaud their government’s drastic border controls. The Australian newspaper published a survey last month that found 73% of respondents said the international border should remain closed until at least the middle of next year.
Lebanon’s economic crisis (Foreign Policy) Lebanon’s economic collapse could rank within the top 3 “most severe crises episodes globally since the mid-nineteenth century,” according to a new report issued by the World Bank. The report cites the “brutal and rapid” contraction of Lebanon’s GDP, which dropped from $55 billion in 2018 to $33 billion in 2020. “The social impact of the crisis, which is already dire, could rapidly become catastrophic,” the report notes, as more than half of Lebanon’s population is already living below the poverty line.
Congo killings (Foreign Policy) At least 55 people were killed in overnight attacks near two villages in eastern Congo, close to the border with Uganda. Congolese officials blamed the attack on the Allied Democratic Forces, an Islamist insurgent group that in March was deemed a foreign terrorist organization by the United States. The group killed more than 850 people in 2020, according to the United Nations. At the beginning of May, President Félix Tshisekedi declared a state of siege across the affected regions, surging troops in a bid to quell violence.

Silicon Valley, home to world’s largest corporations, thousands of startups, and a third of all venture capital investment in the United States, has long been known as the largest and most prominent tech hub in the world.
While the region will always get top marks in the startup ecosystem, Startup Genome’s 2019 Global Startup Ecosystem Report (GSER), one of the world’s most comprehensive reports on startup ecosystems and subsector trends, firmly states that there will be no “next Silicon Valley.”
Instead, there will be 30 “next” hubs throughout the world that don’t quite achieve the density of the Bay Area, but do go beyond “critical mass” driven by regional or sub-sector leadership, the report explains.
Among them are New York City, London, Beijing, Boston, and Shanghai, five cities the report claims to have as much VC funding in startups as Silicon Valley had in 1998. But also on the list – in sixth place overall – is Tel Aviv, Israel’s finance and tech capital, which has helped earn the country’s reputation as the “Startup Nation” with more startups per capita than anywhere in the world.
The report, released in May this year and published annually since 2012, is a joint effort between Startup Genome, a management consulting firm that advises startups, and the Global Entrepreneurship Network (GEN), a producer of projects and platforms for entrepreneurs in 170 different countries. Startup Genome has collaborated with more than 300 partner organizations for over a decade and has collected data on over a million companies across 150 cities.
The 2019 rankings included a total of nine “success factors” that were used to evaluate the ecosystems: performance, funding, market reach, talent, experience, connectedness, knowledge, infrastructure, and policy. After being evaluated by these factors, the startup ecosystems are classified into four general types: leaders, major hubs, momentum, and challengers.
The report dubs Tel Aviv and other cities in the top seven as “leaders,” noting they have “strong performance across many ecosystem success factors, each of them creating at least $30 billion in ecosystem value, with a median of $56 billion.”
Tel Aviv came in sixth behind Silicon Valley, New York City, London, Beijing, and Boston. Los Angeles is on its tail in seventh place followed by Shanghai, Paris, and Berlin, all classified as “major hub startup ecosystems.”
“Tel Aviv’s startup ecosystem is one of the most highly developed in the world. Israel has more startups per capita than any other country and its startups collectively raised $6.47 billion in 2018,” the report quoted Uzi Scheffer, CEO of Israeli-founded global innovation platform SOSA, as saying.
The city received top marks for a number of “success factors,” ranking in the top tier for connectedness, referred to in the report in terms of links the city has to other top global ecosystems, and knowledge, as a result of “a culture of founders helping founders, frequent events, and entrepreneurs getting meaningful help from local experts and investors.”
Tel Aviv’s abundance in tangible IP, in the form of patents, research, and favorable policy environments leads to its strong performance in the knowledge category, according to the survey. In the IP commercialization sub-factor, Tel Aviv scored 10 (out of 10).
The city also ranked in the second tier for performance, talent, experience, funding and market reach. Since Tel Aviv operates within a small local market, the ecosystem sells to global customers at high rates – over 50 percent of Tel Aviv’s startups’ customers are foreigners, the report says. A small local market facilitates an ecosystem’s globality and scale.

In a number of sub-factors, Tel Aviv also scored high including in funding access (nine out of 10) and quality (seven out of 10), global reach (eight out of 10), startup output (eight out of 10), and startup success (seven out of 10). The city received lower marks for sub-factors such as infrastructure (four out of 10), which the report says is a “Life Sciences-focused measure of accelerators and incubators, research grants, and R&D anchors in the ecosystem (e.g., top research hospitals and R&D corporate labs),” and scaling experience (four out of 10).
The comprehensive report also notes that Tel Aviv has sub-sector strengths in AI, Big Data, and analytics, as well as cybersecurity.
In the latter field, Israel ranks second, with exports of some $6.5 billion in cybersecurity products per year, according to the report and exits of $2.81 billion in 2018. Israel is also the first country in the world to offer a PhD in cybersecurity and is home to six university cybersecurity research centers.
In AI, Tel Aviv ranks third in the world for its ecosystem, with the report highlighting Google’s launch in March 2018 of a startup accelerator focused on artificial intelligence and machine learning. It was the first such accelerator launched outside the US. Later that year, US tech giant Nvidia opened a research center in Tel Aviv to focus on AI. And AI chip developer Habana Labs raised $75 million in Series B funds with Intel Capital as a lead investor. Finally, retail giant Walmart acquired AI startup Aspectiva in early 2019 for an undisclosed sum.

Last week, the United Nations World Intellectual Property Organization’s Global Innovation Index (GII) listed Israel as the 10th most innovative country. Switzerland came in first, followed by Sweden, the United States, the Netherlands, the United Kingdom, Finland, Denmark, Singapore, and Germany in ninth place.
The GII examines 129 countries and their overall creative environment through a complex algorithm and 80 different indicators, functioning as a benchmarking tool for policy-makers, business leaders, and other stakeholders to evaluate innovation progress on a yearly basis.
The index is in its 12th edition and this is Israel’s first time in the top 10.
Earlier this year, Israel surged to 5th place in the Bloomberg Innovation Index of 2019, climbing five spots from last year’s index where it ranked 10th for the second consecutive year.

Researchers Find Powerful Cellphone Location Surveillance in Europe, Middle East, Australia
Security researchers have found evidence that multiple governments in Europe, the Middle East, Africa, Asia, and Australia, may have purchased a technology that remotely allows them to track the location of phones and intercept communications potentially beyond their own borders. 
Citizen Lab, a digital rights watchdog at the Munk School of Global Affairs at the University of Toronto, published a new report on Tuesday claiming that it found technical evidence of deployments of the phone spying technology from a company called Circles in 25 countries. Circles merged with controversial government malware vendor NSO in 2014 and sells the ability to track phones via the SS7 phone network. The SS7 network and related protocol is used for roaming, but has security holes that allow it to be exploited by both surveillance firms and financially-motivated criminals.
Motherboard has not independently confirmed that countries listed by Citizen Lab are indeed customers of Circles, but the evidence presented in the report indicates deployments connected to the various countries. The news highlights the seemingly widespread adoption of SS7 surveillance technology, which relies on fundamental flaws in the SS7 network used by telecom providers around the world that have remained a cybersecurity issue for decades. The Citizen Lab report also shows that some countries with a history of using surveillance technology against human rights defenders may be purchasing SS7 technology.

"You can track any phone number from any country and anywhere in the world," said a source with direct knowledge of Circles' technology. The source was speaking generally about SS7, and not about the capabilities of any specific Circles' customer. Motherboard granted the source anonymity as they weren't authorized to speak to the press about Circles issues because of non-disclosure agreements.
According to the Citizen Lab investigation, the researchers suspect Circles' customers include European governments such as Belgium and Denmark. Notably, one of the suspected customers includes a member of the Five Eyes intelligence partnership: Australia. 
In Africa, Citizen Lab pointed to Botswana, Zimbabwe, and Kenya. In South America, potential clients include El Salvador, Chile, and Honduras.

"Many of the government clients described above who appear to have acquired and/or deployed Circles technology have a dismal record of abuses of human rights and technical surveillance capabilities," Citizen lab wrote in its report. "Many lack public transparency and accountability, and have minimal or no independent oversight over the activities of their security agencies."
Most of the governments named in the report did not respond to requests for comment sent through law enforcement and intelligence agencies or embassies. The Estonian Foreign Intelligence Agency declined to comment on its capabilities, the Australian Federal Police declined to comment, and the Danish Army said it would not be able to provide a response in time for the publication of Citizen Lab's report. The Malaysian embassy in Washington D.C. declined to comment "without prior approval from [the] capital."

Citizen Lab says it identified the suspected customers by first querying computer search engine Shodan and examining a series of IP addresses owned by Circles. These results mentioned a firewall from cybersecurity firm Check Point, and contained a domain related to Circles. Citizen Lab says it then searched other datasets for appearances of that domain. Citizen Lab then identified other apparent Circles installations, which in some cases included terms such as "client-circles-thailand," or other firewall tools that mentioned the name of car brands, such as "Mercedes" for a firewall in Mexico, "Aston" in Abu Dhabi, and "Dutton" in Dubai. 
Months ago a former NSO employee provided Motherboard with a list of NSO customers, some of which include vehicle brands as customer codenames. In August Haaretz published vehicle code names associated with a number of NSO clients.
In some cases, Citizen Lab believes it may have identified the particular agency involved in the deployment of Circles. In one case, a Check Point firewall identified the client as the "Chile PDI," the country's main law enforcement agency, according to the report. In another, WHOIS data included a phone number that is linked to the Danish Army, the report says. 
In an email, Check Point’s head of public relations Ekram Ahmed said that “Circles is NOT a customer or partner of Check Point. Furthermore, I’d like to emphasize that any identifiable data that is shown on any web service is configured by the network administrator who owns it, and not by Check Point. Thus, we cannot confirm the linkage made by the name shown on Shodan and the entity in question.”
“We typically never comment on who is or is not a customer of Check Point. However, we made an exception this time to underscore that we are not affiliated with these kinds of companies,” Ahmed added. Sometimes end users or other companies obtain cybersecurity tools through other parties.
The underlying issue with the SS7 network is that it does not verify who sent a request across it. This means that other parties that gain access to the network, such as a surveillance vendor like Circles or criminals, can potentially find the location of phones or reroute text messages like anyone else. Multiple companies do offer defenses against such attacks, but SS7 remains generally vulnerable to exploitation.
The source familiar with Circles explained that the company provides customers with the ability to track cellphones via SS7 in their local territory, and—for an extra price—also phones in other countries. Usually customers purchase the more expensive option to be able to track people across borders, the source said.

A former NSO employee previously told Motherboard that the marriage between NSO's and Circle's products had issues. 
"Our tactical solution never really worked […] due to awful integration with Circles," the former employee said. Motherboard granted them anonymity as they feared retaliation from the company for speaking to a journalist. "The idea was that the sum will be greater than its parts. That they will increase the attack vector, but in reality there were few successes in integration. They exaggerated in their system abilities," the source said. But they said Circles' geolocation system in Mexico worked "very well."
Motherboard shared the list of suspected Circles customers and Citizen Lab's methodology used to collect them with NSO so the company could provide a more informed statement.
"As we have previously stated, Circles is involved in search and rescue and tactical geolocation technology. We cannot comment on a report we have not seen. Given CitizenLab’s track record, we imagine this will once again be based on inaccurate assumptions and without a full command of the facts. As ever, we find ourselves being asked to comment on an unpublished report from an organization with a predetermined agenda," an NSO spokesperson told Motherboard in an email. NSO's mention of CitizenLab's track record refers to the fact that Citizen Lab has repeatedly published evidence of NSO's work with authoritarian regimes.
"NSO and Circles are separate companies within the same corporate family, both of which lead their industries in a commitment to ethical business and adhere to strict laws and regulations in every market in which they operate," the statement added.
NSO and Circles are not entirely separate, however. In August Motherboard reported that NSO had closed the Cyprus office of Circles and fired multiple employees who worked there. In a statement at the time, NSO said “In order to ensure that we are operating as efficiently as possible, we have recently restructured the development of one of our tactical search and rescue products, and shifted resources to other existing group locations. These changes will further our mission to prevent terrorism and serious crime.”

Dream Journal 2017-12-12: BlackRing Security
Sometimes the most interesting thing about a dream is not its subject matter but the small details. My friend @unichrome convinced me to move halfway across the world to work at a small but prestigious cybersecurity firm known as BlackRing. BlackRing specialized in malware and cybersecurity threat mitigation and remediation for multinational corporations.
Despite being a company with clients all over the world, there were only a handful of employees. I was something like employee #8, and I worked a shift Unichrome and a guy known only as Dan the Dane. For reasons that should be obvious, his name was Daniel and he was from Denmark. He also spoke impeccable English and could assume nearly any dialect at will, which he used to great effect when answering the phones. Whenever client requested to be transfered to someone else for a stupid reason, Dan would “transfer” the call by putting it on hold for a moment and then change his accent and pretend to be someone else. We didn’t have a lot of work to do since most of our job duties consisted of verifying the integrity of various automated jobs and answering the sparse phone calls that came through. Most of our days were spent having nerdy arguments about various fandoms and tech stuff.
As fun as all that stuff was, it was the graphic design and branding of the company that really made me take notice. The back wall of our lobby was painted several shades of light gray and a metal version of the logo was installed on the wall. The design was both simple and bold enough that I was immediately enamored with how impressive the logo was. What you see at the top of this post is a very close recreation of the logo, and it is nearly exactly how it appeared in the dream. The only thing that’s not quite right is that the spacing between the letters in “cybersecurity solutions” is a little bit too close, but the logo still looks good.
Even though BlackRing is not a real company, I still want to work there because my coworkers were nice and also because I really want to meet the graphic designer. But such that’s also kind of a weird thought, because technically I am the graphic designer? WHERE WAS THIS TALENT WHEN I WAS TAKING DESIGN CLASSES IN COLLEGE? Anyway, I spent the rest of my time in the dream trying to find corporate training materials so I could mentally record other cool examples of good graphic design.
Because I am a huge design nerd like that.

Newly formed Transatlantic Commission on Election Integrity.
An international commission has formed to try to end meddling in elections in Western democratic nations by Russia and other autocratic countries.
The Transatlantic Commission on Election Integrity (TCEI), co-chaired by former NATO Secretary-General Anders Fogh Rasmussen and former U.S. Homeland Security Secretary Michael Chertoff, held a news conference Friday in Washington, D.C.
The commission’s “background is the Russian meddling into the U.S. election in 2016,” Rasmussen told VOA’s Russian service. “But it’s not just about America. It’s also on the European side.
‘Challenges’ in Europe
“We [Europe] have seen challenges, and this is the reason why it’s a transatlantic commission,” he said, adding that there are more than 20 elections scheduled in Western democratic countries before the 2020 U.S. presidential election.
“I consider it a matter of urgency to counter Russia’s and other autocrats’ interference with our democratic institutions, because their aim is to weaken the world’s democracies and we cannot allow that to happen,” Rasmussen said.
The U.S. intelligence community more than a year ago concluded that Russian President Vladimir Putin personally directed a 2016 campaign to undermine U.S. democracy and help Donald Trump defeat his challenger, former U.S. Secretary of State Hillary Clinton. Russia and the Trump campaign have denied the allegations.
But Rasmussen stressed that Putin has a global reach, which is another reason for a transatlantic body.
“Of course Russia is in particular interested in destabilizing the democracies in Europe,” he said, adding they use a “wide range of instruments” to sew discord.
“It’s not just about cybersecurity. It’s not just about so-called fake news. It’s much more sophisticated,” Rasmussen said. “It’s also about transfer of money to movements and political parties in Europe. It’s to stir up dissatisfaction and populism and nationalism in many countries. We have seen that all over Europe.”

Former U.S. Homeland Security Secretary Michael Chertoff is co-chair of the Transatlantic Commission on Election Integrity.
Chertoff, who served during the George W. Bush administration, told VOA, “I think if you go back even seven, eight years, you can see the Russians becoming active in Eastern and Central Europe to try to influence the outcome of elections. Some of it was online, some of it involved contributing money. For example, Marie Le Pen [president of France’s National Front] got a loan from the Russians to keep her party afloat.
“Some involved using business investors as a wedge to get into a country, and to begin to develop attitudes that were pro-Russian,” he added.
“But I want to be clear, it’s [election meddling] not limited to Russia,” Chertoff said. “We’ve seen the president of Turkey, President [Recep Tayyip] Erdogan, take some steps to try to influence the activities of Turks overseas and to try to have some effect on the democratic process in other countries.”
A press release by the commission said the group would fill a void in transatlantic coordination regarding election meddling.
The commission “will look into the level of risk exposure across Western countries and ask how technology can address the problem,” the statement said. As part of their recently announced Defending Democracy Program, Microsoft is partnering with TCEI to provide funding and technical expertise.
The commission, which includes political, business and media leaders, will hold its first meeting June 21-22 in Copenhagen, Denmark.
Russia engagement
Trump has often tweeted at critics of his continued outreach to Russia, but Chertoff said he thought the U.S. should maintain open communications.
“Even in the height of the Cold War, we had to have communication with what were then Soviets,” he said. “But I also think we need to take a very firm and strong line against the misbehavior by the Russians or anybody else, whether it’s military misbehavior or information operations.
“And part of the solution has to be a set of responses that is vigorous and measured in order to deter and push back against these illicit efforts,” Chertoff said.
Of past efforts by Moscow, Rasmussen said he considered Ukraine to be “ground zero when it comes to Russian meddling in elections.”
He said the commission would focus on the 2019 presidential and parliamentary elections in Ukraine. “We expect Russia to meddle in those elections.”
“I think as regards [the] Donbass [region], and Eastern Ukraine, we should deploy a peacekeeping force with a robust mandate toward a controlled … border between Ukraine and Russia as an efficient instrument to achieve peace,” Rasmussen said. “They want to keep the government in Kyiv weak; they want to continue to destabilize the situation in Eastern Ukraine, in Donbass.”

U.S. Sanctions 3 North Korean Hacking Groups
The U.S. Treasury Department has sanctioned three North Korean groups accused of conducting cyberattacks on behalf of Pyongyang to generate revenue for its nuclear and missile programs. All property and interests in property of anyone affiliated with the three groups in the possession or control of people in the U.S. are blocked and must be reported to the Treasury Office of Foreign Assets Control. Americans are also prohibited from doing any business with those groups and those affiliated with them. OFAC’s statement reads, in part: “Today’s actions identify North Korean hacking groups commonly known within the global cyber security private industry as ‘Lazarus Group,’ ‘Bluenoroff,’ and ‘Andariel’ as agencies, instrumentalities, or controlled entities of the Government of North Korea pursuant to Executive Order 13722, based on their relationship to the Reconnaissance General Bureau. Lazarus Group, Bluenoroff, and Andariel are controlled by the U.S.- and United Nations-designated RGB, which is North Korea’s primary intelligence bureau … “Lazarus Group targets institutions such as government, military, financial, manufacturing, publishing, media, entertainment, and international shipping companies, as well as critical infrastructure, using tactics such as cyber espionage, data theft, monetary heists, and destructive malware operations. Created by the North Korean Government as early as 2007, this malicious cyber group is subordinate to the 110th Research Center, 3rd Bureau of the RGB. The 3rd Bureau is also known as the 3rd Technical Surveillance Bureau and is responsible for North Korea’s cyber operations. In addition to the RGB’s role as the main entity responsible for North Korea’s malicious cyber activities, the RGB is also the principal North Korean intelligence agency and is involved in the trade of North Korean arms. The RGB was designated by OFAC on January 2, 2015 pursuant to E.O. 13687 for being a controlled entity of the Government of North Korea. The RGB was also listed in the annex to E.O. 13551 on August 30, 2010. The UN also designated the RGB on March 2, 2016. “Lazarus Group was involved in the destructive WannaCry 2.0 ransomware attack which the United States, Australia, Canada, New Zealand and the United Kingdom publicly attributed to North Korea in December 2017. Denmark and Japan issued supporting statements and several U.S. companies took independent actions to disrupt the North Korean cyber activity. WannaCry affected at least 150 countries around the world and shut down approximately three hundred thousand computers. Among the publicly identified victims was the United Kingdom’s (UK) National Health Service (NHS). Approximately one third of the UK’s secondary care hospitals — hospitals that provide intensive care units and other emergency services — and eight percent of general medical practices in the UK were crippled by the ransomware attack, leading to the cancellation of more than 19,000 appointments and ultimately costing the NHS over $112 million, making it the biggest known ransomware outbreak in history. Lazarus Group was also directly responsible for the well-known 2014 cyber-attacks of Sony Pictures Entertainment (SPE). “Also designated today are two sub-groups of Lazarus Group, the first of which is referred to as Bluenoroff by many private security firms. Bluenoroff was formed by the North Korean government to earn revenue illicitly in response to increased global sanctions. Bluenoroff conducts malicious cyber activity in the form of cyber-enabled heists against foreign financial institutions on behalf of the North Korean regime to generate revenue, in part, for its growing nuclear weapons and ballistic missile programs. Cybersecurity firms first noticed this group as early as 2014, when North Korea’s cyber efforts began to focus on financial gain in addition to obtaining military information, destabilizing networks, or intimidating adversaries. According to industry and press reporting, by 2018, Bluenoroff had attempted to steal over $1.1 billion dollars from financial institutions and, according to press reports, had successfully carried out such operations against banks in Bangladesh, India, Mexico, Pakistan, Philippines, South Korea, Taiwan, Turkey, Chile, and Vietnam. “According to cyber security firms, typically through phishing and backdoor intrusions, Bluenoroff conducted successful operations targeting more than 16 organizations across 11 countries, including the SWIFT messaging system, financial institutions, and cryptocurrency exchanges. In one of Bluenoroff’s most notorious cyber activities, the hacking group worked jointly with Lazarus Group to steal approximately $80 million dollars from the Central Bank of Bangladesh’s New York Federal Reserve account. By leveraging malware similar to that seen in the SPE cyber attack, Bluenoroff and Lazarus Group made over 36 large fund transfer requests using stolen SWIFT credentials in an attempt to steal a total of $851 million before a typographical error alerted personnel to prevent the additional funds from being stolen. “The second Lazarus Group sub-group designated today is Andariel. It focuses on conducting malicious cyber operations on foreign businesses, government agencies, financial services infrastructure, private corporations, and businesses, as well as the defense industry. Cybersecurity firms first noticed Andariel around 2015, and reported that Andariel consistently executes cybercrime to generate revenue and targets South Korea’s government and infrastructure in order to collect information and to create disorder. “Specifically, Andariel was observed by cyber security firms attempting to steal bank card information by hacking into ATMs to withdraw cash or steal customer information to later sell on the black market. Andariel is also responsible for developing and creating unique malware to hack into online poker and gambling sites to steal cash. “According to industry and press reporting, beyond its criminal efforts, Andariel continues to conduct malicious cyber activity against South Korea government personnel and the South Korean military in an effort to gather intelligence. One case spotted in September 2016 was a cyber intrusion into the personal computer of the South Korean Defense Minister in office at that time and the Defense Ministry’s intranet in order to extract military operations intelligence. In addition to malicious cyber activities on conventional financial institutions, foreign governments, major companies, and infrastructure, North Korea’s cyber operations also target Virtual Asset Providers and cryptocurrency exchanges to possibly assist in obfuscating revenue streams and cyber-enabled thefts that also potentially fund North Korea’s WMD and ballistic missile programs. According to industry and press reporting, these three state-sponsored hacking groups likely stole around $571 million in cryptocurrency alone, from five exchanges in Asia between January 2017 and September 2018.” Treasury Under Secretary for Terrorism and Financial Intelligence Sigal Mandelker weighed in on today’s action, saying OFAC was taking action against the hacking groups because they have been perpetrating cyberattacks in order to support illegal weapon and missile programs. He said the agency would continue to enforce existing U.S. and UN sanctions against North Korea, while working with the international community to improve the cybersecurity of financial networks. Additonally, the Homeland Security Department’s Cybersecurity and Infrastructure Security Agency and U.S. Cyber Command have worked together to disclose samples of the North Korean malware to the private cybersecurity industry. The World’s First Ambassador to the Tech Industry
COPENHAGEN — Casper Klynge, a career diplomat from Denmark, has worked in some of the world’s most turbulent places. He once spent 18 months embroiled in reconstruction efforts in Afghanistan. For two years, he led a crisis management mission in Kosovo.
Yet Mr. Klynge, 46, says his toughest foreign posting may be the one he has now: as the world’s first foreign ambassador to the technology industry.
In 2017, Denmark became the first nation to formally create a diplomatic post to represent its interests before companies such as Facebook and Google. After Denmark determined that tech behemoths now have as much power as many governments — if not more — Mr. Klynge was sent to Silicon Valley.
“What has the biggest impact on daily society? A country in southern Europe, or in Southeast Asia, or Latin America, or would it be the big technology platforms?” Mr. Klynge said in an interview last month at a cafe in central Copenhagen during an annual meeting of Denmark’s diplomatic corps. “Our values, our institutions, democracy, human rights, in my view, are being challenged right now because of the emergence of new technologies.”
He added, “These companies have moved from being companies with commercial interests to actually becoming de facto foreign policy actors.”
But after two years in the job, Mr. Klynge is under no illusions of where Denmark’s concerns figure in the minds of Silicon Valley executives. Denmark’s population of 5.8 million is smaller than that of the San Francisco Bay Area. Fewer than 0.3 percent of Facebook’s 2.4 billion global users live in the Scandinavian country.
Silicon Valley companies and their leaders have given Mr. Klynge a mixed reception. He has never met with Mark Zuckerberg of Facebook or Sundar Pichai of Google or Timothy D. Cook of Apple. Danish officials said it was like dealing with an opaque new world superpower.
“We’ve been too naïve for too long about the tech revolution,” said Jeppe Kofod, Denmark’s minister for foreign affairs.
So Mr. Klynge’s position is part of an effort “to make sure that democratic governments set the boundaries for the tech industry and not the other way around,” Mr. Kofod said.
Denmark is emblematic of the many small countries that are grappling with technology’s effects on their societies and are frustrated by an inability to meet with, let alone influence, the companies causing that disruption.
Danish officials have been particularly concerned by how technological change is causing challenges that have afflicted other Western democracies: the spread of false and politically divisive content on social media, questions about privacy and data-hungry services, cybersecurity and the low taxes the companies pay outside the United States.
Andrew Cooper, a political-science professor at the University of Waterloo who studies diplomacy, said smaller countries had long needed novel ways to get attention from nations with more power.
The Maldives, for instance, has hosted underwater cabinet meetings to raise awareness about climate change, while Sweden created an embassy in the virtual-world video game Second Life. What’s surprising, Mr. Cooper said, is the extent to which Denmark is applying the strategy to private companies.
“Denmark has to play a different game,” he said.
But the obstacles Mr. Klynge has faced in Silicon Valley have been humbling. He said it had taken nine months to sit down with a senior executive at one of the biggest tech companies, which he declined to name. He arrived expecting a frank conversation on issues agreed on beforehand, including taxes, cybersecurity and internet misinformation — only to be offered a headquarters tour, he said.
When the executive arrived later, he began a brief rant against European regulations of the tech industry, before saying he did not have time for the meeting, Mr. Klynge said. Then the executive left.
As Mr. Klynge was exiting the building, the executive called his mobile phone to ask him to wait. Mr. Klynge thought there had been a change of heart.
Not so.
“When I got back to the conference room he gave me a goody bag with a T-shirt and cap of the particular company,” he said. He said Danish officials “laughed about this incident a lot afterward, but it says a lot about the mind-set of some of the companies in Silicon Valley.”
Some tech companies said they were beginning to better understand Mr. Klynge’s job.
Brad Smith, president of Microsoft, said he spoke regularly with Mr. Klynge, whose appointment he said gave Denmark “outsized influence.”
“If I want to compare notes on technology issues, he’s one of the best-informed people possible,” Mr. Smith said.
Peter Münster, a spokesman for Facebook, said, “It did take a few meetings before we understood the scope and intentions embedded in Klynge’s role.” Now, he added, “we have a good and constructive dialogue with the Danish tech ambassador, who speaks frankly, expressing both criticism and positive feedback.”
Google and Apple declined to comment, while Amazon did not respond to requests for comment.
Mr. Klynge said Denmark should not be overlooked. As a European Union member, it can influence regulations on privacy, competition, content moderation, taxes and misinformation. (He said he often had to clarify to tech executives that he worked separately from one of Denmark’s better-known officials, Margrethe Vestager, the European Union’s top antitrust enforcer, who has levied billions of dollars in fines against the tech industry.)
Denmark has faced some criticism for putting corporations on the same level as sovereign governments, but other countries are also dedicating diplomatic resources to the tech industry. France created an ambassador for digital affairs, and Australia, Britain and Germany, among others, have added tech-centric postings, often to help facilitate trade and investment. But Denmark said it was still the only country with a dedicated tech ambassador posted overseas.
Priya Guha, Britain’s former consul general in San Francisco, said that even as societal challenges grew as a result of giant tech platforms, economic ties were a top priority for diplomats sent to be liaisons with the industry.
“Diplomacy has shifted. We aren’t in the 1900s anymore; we’re not in a world where it’s all about bilateral relationship with other countries,” said Ms. Guha, now a partner at Merian Ventures, a venture capital firm. “Countries need to adapt their view of diplomacy to counter that. The companies will have significant influence on the world, and you can either step back and watch that happen or you can work with that.”
About 55 people in Denmark applied for Mr. Klynge’s job when it was created. He now has a team of about 11, with seven in California, three in Denmark and one in China. His office is in Palo Alto, Calif., not far from the headquarters of many tech companies.
Mr. Klynge maintains some Danish traditions, like cycling to work every morning. But other aspects of living in California remain a shock.
“Despite probably being one of the places with the highest density of millionaires, every single day I meet homeless people on the streets,” he said. He added that there was no way he could afford to live in Silicon Valley, where fixer-uppers regularly cost more than $1 million, if housing was not provided by the Danish government.
Mr. Klynge said he had approached the tech companies as if they were countries, building relationships and networks. In lieu of often frustrating attempts to meet with senior officials, he spends time with lower-ranking workers, former employees, people from smaller competing companies, civil society groups and government officials.
His team sends intelligence cables to government leaders on what is going on within the companies, as well as reports on issues like cybersecurity, the growing use of health data and autonomous vehicles. Danish officials can then use those to inform policymaking.
Mr. Klynge said he traveled to other tech hubs about half the year, visiting China, India and countries in Europe. He said he was surprised that Chinese companies were more open to discussing political issues than those in the United States.
He counts some successes. Last year, when a Danish citizen was killed by an Islamic terrorist while traveling in Morocco, Mr. Klynge quickly spoke with representatives from Facebook and Google to get them to remove the video of the grisly attack.
“Diplomacy is by nature a long-term business where you don’t necessarily see goals being fulfilled from one day to the next,” he said.
