Okay okay she’s perfect as their daughter and has Dean wrapped around her finger and when she was a baby they bought her this biker jacket and she’d run around in that and her diaper all the time. Like that girl would not wear anything else. Dean learned how to do hair for her and Cassie actually really bad at doing hair except for a braid, bun, or ponytail. Cassies dad was a bit cold with Dean at first but he finds out that he basically saved him and that he didn’t lie to hus daughter. Whenever Dean goes over to her parents house her mom complains that he’s to skinny. Dean basically gets adopted by them. “This is the white boy I was telling you about. Kids got a mouth on him but he’s got a good heart.” And Cassie adores watching them okay with each other. And their daughter is as straight as them. Her first crush is this pretty girl in her class and Dean puts aside his insecurities because he refuses to let him daughter feel the way he felt. Sam is the best uncle in the world and Bobby the best grandpa Bobby. She also has a aunt Jo who is very close with her mom after a few years. 1. Background

Measles is one of the most contagious diseases to humans. It is caused by the measles virus and occurs as a seasonal disease in endemic areas. In tropical zones, most cases of measles occur during the dry season, whereas in temperate zones, incidence peaks during late winter and early spring.

Before the introduction of measles vaccine in 1963, major epidemics occurred approximately every 2 to 3 years and it is estimated that 30 million cases of measles and more than 2 million deaths occurred globally each year, and that by the age of 15 years, more than 95% of individuals had been infected with measles virus.3 Measles is preventable and can be eliminated by vaccination. During 2000–2015, the global annual reported measles incidence declined by 75% from 146 to 35 cases per million population. In 2015, there were an estimated 134 200 measles deaths globally, representing a 79% decline since 2000.

In 2010, the World Health Assembly (WHA) identified 3 milestones for measles control by 2015: (1) increased routine coverage with the first dose of measles-containing vaccine for children 1 year of age to ≥90% nationally and ≥80% in every district; (2) reduction in global annual measles incidence to <5 cases per million population; and (3) reduction in global measles mortality by 95% from the 2000 estimate.6 In 2012, the WHA endorsed the Global Vaccine Action Plan with the objective to eliminate measles in 4 of the 6 WHO Regions by 2015 and in 5 Regions by 2020.7 Member States in all WHO Regions have adopted measles elimination goals to be reached by or before 2020. Measles elimination was verified in the Region of the Americas in September 2016.

With a strong global support from governments, health workers and dedicated volunteers, significant progress is being made in the fight against measles, however, measles still claimed thousands of lives each year in the African Region.

In 2017, Cote d’Ivoire is scheduled to do SIAs with GAVI and Measles and Rubella Initiative partners (WHO, UNICEF, UNF, Croix Rouge,…).

2. Purpose and Objective

The purpose is to ensure that the country is engaged, mobilized, informed and well equipped with necessary planning tools and implementation strategies that will result in a successful and quality SIAs implementation;

The objective is to give technical support to the Ministry of Health in collaboration with UNICEF country office for the preparation and implementation of quality measles SIAs.

3. Methodology and Technical Approach

Desk review to analyse the country EPI situation;

Meetings and interactions with the Ministry of Health and others immunisation partners;

4. Activities, Tasks, Outputs and Deliverables

Participate in the technical committee meetings;

Assess the cold chain capacity at provincial stores level and district levels  where possible, for the SIAs, as well as for new vaccine introduction where possible;

Review the cold chain plan and distribution plan that includes vaccine and injection material for Measles/Rubella SIAs;

Review training materials, monitoring tools & stock management system for Measles/Rubella SIAs;

Support the organization of training of trainers / supervisors;

Review / develop waste management plan with mapping up to district level;

Ensure the technical supervision of central and regional/provincial vaccine stores;

A weekly update on his activities to discuss progress related to this ToRs;

A Monthly activities report to allow monthly salary payment;

A draft of a final report on all his activities at least 2 days before the end of the contract to allow feedbacks and discussions;

A final report on all his activities taking into account all feedbacks 2 weeks after the end of the consultation with a summary report presented in PPT format & campaigns data under Excel format;

Review the daily reporting mechanisms;

Deliverables

     Consultant will have to submit to the supervisors:

All deliverables must be presented to CO on electronic support.

Output

Timely and accurate technical support is provided by the Country Office through the consultant for a high quality SIAs preparation and implementation.

The Consultant will be on contract through to the end of the year 2017 (October-November), and will implement the activities and deliverables as outlined in this document.

Duration of the assignment will be agreed upon prior to the start of each assignment, and the total contract will not exceed 2 months - on a base of 21 working days/months.

5. Management and Organization

The consultant will be positioned under:

The technical supervision of the Epi specialist

Organize an initial briefing for the consultant;

Make available guidelines, documentation on Measles & Rubella SIAs organization;

Ensure consultant direct supervision;

The administrative supervision of the Chief Child Survival & Development, Programme Section

The consultant will also work closely with the Country Office teams (Child Survival & Development, Programme Section, and Supply).

UNICEF will:

6. Qualifications and Specialized Knowledge/experience required

Competencies

Education

- An advanced university degree (Master's) in Business Administration, Management, Economics, International Development, Supply Chain Management, Supply, Logistics, or a directly-related technical field(s) is required.

- A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree

Work Experience

- A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, cold chain management, administration and/or other related technical fields is required. - Prior knowledge of Supply Chain Management in a developing country context is considered highly desirable.

Competencies in logistic and cold chain management;

Competencies to develop a good logistic and cold chain plan for SIAs;

Capacity to work in multicultural environment;

Knowledge of the social, political and economic environment of West and Central Africa. A working experience in WCAR related to immunization issues link to SIAS is an asset.

Knowledge of informatics techniques including web browsing;

Proven ability to develop and maintain relationships with multiple partners;

Excellent analytical, organizational and communication skills;

Good analytical and negotiating skills.

Languages

Excellent knowledge of French and a good working knowledge of English;

7. Cost and Budget

The consultant will submit a financial offer for his fees for this assignment

The Consultant will be paid the rate agreed between him and the Office as per his financial offer

UNICEF will cover travel expenses for the Consultant from his/her city of residence to Abidjan by air in Economy Class (lowest available fare) at the outset and closure of the assignment

The Consultant is entitled to Daily Subsistence Allowance (DSA) for the duration of his/her mission in Cote d’Ivoire at the applicable rate and as per UN rules and regulations.

NB: Perdiem for duty station and for duty travels are not cumulative.

The Consultant will receive monthly payment upon completion and certification of the deliverables as per payment and delivery schedule agreed between the consultant and his/her supervisor

The Consultant will be paid at the end of his/her assignment upon completion and certification of all the deliverables and satisfactory completion of the assignment

8. Conditions of Work

Full Time: Estimated Total Working Days: 2 months - On a base of 21 working days/months;

Duty Station: Abidjan with some travels in health district.

UNICEF will provide an office space in its office premises in Abidjan for the whole duration of the assignment as well as transportation by car for internal movements for the duration of the mission in Cote d’Ivoire

The Consultant will be responsible to provide his/her own computer and other standard IT equipment to perform his/her duty.

The Consultant will have to comply with all applicable UN security rules and regulations.

The consultant will have to provide a Health Statement, Medical Certificate of good health, Designation of Beneficiaries and Bank Account Information for payment

The consultant should provide evidence of medical insurance for the whole duration of his/her assignment.

The consultant should provide copies of his/her Basic and Advanced Security in the Field Training

The consultant is responsible for assuming costs for obtaining visas and travel insurance

Cassie is like one of the only people who realizes that Dean is just the biggest dork ever and I imagine her seeing him again for some reason and everyone else is like yeah that’s Dean he’s basically a macho man or a bad boy or he’s emotionally stunted.

And she just bursts into uncontrollably laughter and he’s glaring at her with a blush on his cheeks because they both know that that’s not him. They both know that he’s a geek and a dork. They both know that while he will push his feelings away he doesn’t acknowledge them but he doesn’t want to actually handle them.

They both know that he dragged Cassie to some comic convention when they were dating. They both know that he was determined to braid her hair without making any tangles because “I’m your boyfriend Cassie! It’s my job! How can you even reach behind and do it yourself!?” They both know that she introduced to so many new things that he’s never had the chance to try before.
