• Arthur Chin (CNAF U.S Ace)
Arthur Tien Chin; Cantonese: Chan Sui-Tin; was a pilot from the United States who participated in the Second Sino-Japanese War. Chin was compelled to defend his father's homeland when Japan invaded China. Chin is recognized as the United States' first flying ace in World War II.
Chin was born in Portland, Oregon on October 23rd, 1913 to Fon Chin, who was from Taishan, China, and Eva Wong, who may have been of Peruvian background. Motivated by the Japanese invasion of China, Chin enrolled in flight school (at the Chinese Flying Club of Portland) in 1932, and along with 13 other Chinese Americans including John "Buffalo" Huang Xinrui and Hazel Ying Lee. He left for China and joined the Canton Provincial Air Force under General Chen Jitang as the first and original group of American volunteer combat aviators, and from there was sent to additional aerial-gunnery training with the Luftwaffe at Lagerlechfeld, Germany; returning to China to see the Guangdong Provincial Air Force integrated into the central government's air force under the KMT.
The Japanese Empire was on the march in Asia, and its annexation of Manchuria in 1932 simply confirmed the suspicions of many about Japan’s designs on China. Determined to save their ancestral homeland and buoyed by the best wishes of their neighbors and friends, Chin and eleven other young Chinese-Americans set forth in 1933 to volunteer to fly for the Chinese Air Force. They ran into a brick wall, figuratively speaking. Unfortunately, the central government was not interested in their services. Although details aren’t available, it seems likely that this was a case of the bureaucracy facing a situation without precedent or instructions and being unwilling to make a decision. Although China was seeking help from abroad it hadn’t solicited this particular assistance from these particular people. Added to this was their status as Overseas Chinese, which, to many, implied suspicious links to foreign powers. Japan was just one of several forces vying for power in China at that time. The 1911 Revolution that signaled the end of the Qing Dynasty had not led to the firm establishment of a successor regime and, despite high hopes for Sun Yat-sen’s Republic, China had fragmented into a patchwork of chiefdoms headed by warlords. By 1930, Sun’s party, the Kuomintang (KMT by then under Chiang Kai-shek) had suppressed most of these warlords and established a central government widely recognized internationally, but many provinces offered only token allegiance and groups such as Mao Tse-tung’s Communists still remained to be dealt with. Oddly, this situation gave Chin and most of his colleagues a “back door” into the air force. By the early ’30s there had been something on the order of sixteen separate air forces in China, ranging in size from one or two airplanes to a nominal strength of several hundred.
Perhaps because of their Cantonese ancestry, most of the Americans who were finally accepted started out flying for the Canton Air Corps of Guangdong. This was the largest and best-equipped of the provincial air arms, serving as “top cover” for Chen Chidang, the de-facto warlord of Guangdong. Art was one of these, being accepted as a Warrant Probationary Pilot on December 1st, 1933. In stark contrast to the pilots of the later American Volunteer Group (that was formed eight years later and existed for less than one year), who were paid $500 a month, their pay was equivalent to $25 US per month. Chin “enlisted” in the national air force during the summer of 1936. In a bid for power, Chen Chidang revolted against Chiang Kai-shek that May. Perhaps motivated by the sense that China needed unity in order to face the threat from Japan, in June and July of 1936 the Canton Air Corps defected as a group to the central (KMT) air force (the role in this of American pilots such as Chin is not clear, but they don’t appear to have been the instigators). This was more than simply a shuffle of allegiances: Cantonese pilots actually flew all of their planes to KMT airfields. At a stroke the national air force was substantially augmented, and, as might be expected, the revolt fizzled. After being sent to Germany for advanced training, Chin flew as a flight leader with the 6th Squadron and then from February until June, 1937, as an instructor. That month he was assigned to the 28th Pursuit Squadron, 5th Pursuit Group, as Vice Squadron Commander under another American, Captain Chan Kee-Wong.
Life in China wasn’t all preparation for war. Handsome and outgoing, Art sported a classically pencil-thin mustache and smoked a pipe. Reputedly one of his few social impediments was speaking Cantonese with a pronounced American accent, but he had enough charm to overcome that. He developed a reputation as something of a ladies’ man, one that would follow him the rest of his life. Nevertheless, about this time he met and married a Sumatra-born ethnic Chinese named Eva Wu (Ng Yue-ying in Cantonese). Meanwhile, friction with Japan’s Kwantung Army escalated into open war on July 7th, 1937. On August 10th the 17th and 28th Pursuit Squadrons were stationed at Chuyung Airfield near Nanking, capital of the central government. The 17th was commanded by still another American, John Wong, and was equipped with the export version of the Boeing P-26 “Peashooter,” the Boeing 281. Although it was an all-metal monoplane, the P-26/Model 281 was a transitional design and retained many old-fashioned features. On August 13th Japanese forces attacked Shanghai and began their drive inland to the capital. Chin made his first kill, a Mitsubishi G3M2 twin-engine bomber, on August 16. It was a difficult combat for him for a number of reasons, not the least of which was that his fighter wasn’t much faster than the bomber. Chin recalled that once he was in firing position he was virtually a stationary target for the bomber’s gunners. This combat highlights the rapid pace of aeronautical development during the 1930s. The 28th PS detached a flight to defend the Shaokwan Aircraft Factory in Canton Province, and Chin was selected to command it. On September 27th, 1937 his flight and one from the 29th (they being mounted on retractable-gear Hawk III’s) intercepted three G3M2s. Chin didn’t claim a kill, but Japanese records show that one bomber was forced to ditch on the way back to its base and evidence suggests that he was responsible for the major part of its damage. The following month China obtained 36 Gladiator Mk. I’s from Britain. The 17th, 28th, and 29th Pursuit Squadrons were re-equipped with this type and worked up on it during January and February, 1938. Chin went on to score most of his kills while flying this type of aircraft, but on the flip side crashed three of them. The only loss that can be chalked up as an accident occurred on February 9th, 1938. While leading a flight to Nanchang he ran into a snowstorm. In June Chin was appointed to command the 28th squadron and promoted to Captain.
On August 3rd, Chin is reported to have engaged three Japanese Mitsubishi A5M fighters by himself. Chin “deliberately rammed the Jap leader as he came in for the kill. Both planes burst into flame but Art hit the silk safely. He was wounded and slightly burned, yet when we found him he was directing the salvage of the precious machine guns from his wrecked plane.” Although exaggerated somewhat, the basic outline of this story appears to be accurate. In October, 1938, the surviving Gladiators were withdrawn for overhaul and the 28th Pursuit re-equipped with still another biplane, the Russian Polikarpov I-15Bis (or I-152). Decimated by accidents and enemy action, the Chinese air force had declined to a fraction of its former strength despite an infusion of Russian aircraft and reinforcement by Russian “volunteers” that had begun as early as the autumn of 1937. On December 20th, 1938, Chin was appointed Deputy Commander of the 3rd Pursuit Group.xxvii It appears that, like the rest of his comrades in the 28th, Chin qualified in the Russian fighters but he didn’t claim any victories while flying them. On November 2nd, 1939, Chin and a wingman attacked a Mitsubishi Ki-15 reconnaissance aircraft because of its speed considered by the Japanese to be virtually immune to interception by Chinese fighters but didn’t down it. Chin combat career ended in a suitably climactic fashion on December 27th, 1939. On this date he led a mixed formation consisting of an I-15Bis and another Gladiator escorting three Russian-flown SB bombers on a raid against the Japanese Army in the vicinity of the Kunlun Pass. After a savage fight during which Chin's flight fell one by one but appear to have shot down two Japanese fighters and damaged a third in return (personal credit for the kills is not certain), Chin’s Gladiator was hit in the fuel tank and caught fire. He nursed his flying inferno back over Chinese lines and bailed out, but was terribly burned. The sacrifice was not in vain; all three bombers got through. After the bloody fight, KMT forces regained Kunlun Pass. While recovering from his burns Chin stayed with his family in a small house on Liuchow Airfield and was nursed by Eva. Unfortunately, only two days after Art’s return, the airfield came under attack by Japanese bombers. Eva took the children to the air-raid shelter first and went back for Chin, who was virtually immobilized by the bandages. Too late to run, Eva threw herself on top of Chin and was killed by shrapnel when the next explosion destroyed the house. During an interview many years later Chin said simply “I held her dead body to mine until help came.”
Hong Kong, then a British colony, was neutral at that time. Chin and his children were evacuated there where, in seven operations over two years, doctors at the Hong Kong Sanitarium in Happy Valley tried to repair the damage to his face and hands. In the chaos following the Japanese attack on December 8th, 1941, (still swathed in bandages) Chin got out of his hospital bed, tracked down his boys whose caregivers had either abandoned them or been killed – and managed to escape back across enemy lines to friendly territory. Finally, friends such as Chennault and Madame Chiang Kai-Shek (Soong Mei-Ling, wife of the Nationalist Chinese Generalissimo) persuaded Chin to return to the States for treatment. As commanding officer of the “1st American Volunteer Group,” Chennault drafted a letter dated June 10th, 1942, requesting US air transportation for Chin. At a hospital in New York, Chin suffered a series of twenty operations over a period of twenty months to rebuild his face and hands, leaving him heavily scarred but reasonably whole. Clearly, Chin had “done his bit” and no one could blame him if he had decided to rest on his laurels, retire to a quieter line of work, and hide his scarred face from the world, but that wasn’t Chin's desire. He spoke at war bond rallies and on radio broadcasts with such celebrities as movie star George Raft. A particularly notable event was the “Gung Ho” War Bond rally in New York, which was sponsored by Chinese-American community and attended by dignitaries including Mayor LaGuardia. Finally in 1945, Chin returned to duty as a transport pilot with the China National Aviation Corporation (CNAC). He qualified for a Second class medical on March 28th, 1945.
During the final stage of China-Japanese war, he flew supplies over the “Hump” route through the Himalayas from India into China. This was not soft duty. A former commander of USAAF portion of the airlift, Lt. Gen. William Tunner, later wrote that “flying the Hump was considered as hazardous as flying a combat mission over Germany.” At the end of the war Art stayed on in China to fly with CNAC, by then as a fully qualified airline captain. Captain Chin was certified as an Authorized Check Pilot for the airline on October 15th, 1947. In 1949 Art returned to Oregon. He seems to have sought work as a pilot, as suggested by his getting a second-class commercial medical on September 20th, 1950, but was apparently unsuccessful. He did land a job with the postal service, and worked there until retirement. Not long before his death Chin was asked by a newspaper reporter why he had gone. His response was “China called me.” Chin is recognized as America's first ace in World War II. A half-century after the war ended, the U.S. government recognized Chin as an American veteran by awarding him the Distinguished Flying Cross and Air Medal. About a month after Chin died, on October 4th, 1997, he was inducted into the Hall of Fame of the American Airpower Heritage Museum in Midland, Texas as the first American ace of World War II. Chin died on September 3rd in 1997, he was 83 years old.

Arabs Begin Raiding Hejaz Railway

February 20 1917, Tuwayrah--The capture of the port of Wajh in late January by Hashemite forces gave them their first secure base north of Medina, easily and bounteously supplied by the Royal Navy. It also let them strike inland towards the Hejaz Railway, the only reliable connection between the strong Turkish garrison in Medina and the rest of the Ottoman Empire. On February 20, a raiding party of 50 men (accompanied by a British explosives expert) derailed a train, wrecked its locomotive, and destroyed a bridge.
The raids would become commonplace, and would substantially hamper the Turkish forces in Medina, which would soon run short on food. The damage caused by these raids would be repaired, but only when accompanied by large troop detachments. The raids themselves continued unabated and could undo any repairs in short order.

In late January, Sana Jaffery, a 19-year-old public policy student at UC Riverside, signed a lease to rent a private, off-campus apartment for the 2020-21 school year.
Jaffery was careful to reserve a room well before the September start of fall quarter.

“There’s a housing shortage everywhere,” she said. “So they tell us, ‘You need to get your housing locked and loaded so that you have a place to live.’”
Then the world flipped upside down.
The novel coronavirus struck. And, on March 13, Riverside County closed all schools, including universities.
Seven months later, the vast majority of UCR classes — 97% — are being taught online. It may be many more months before students return to the classroom.
Because of the pandemic, Jaffery no longer needs an apartment for classes she takes online from a laptop in her San Jose home. But when she tried to get out of her lease, Jaffery said she ran into a wall of resistance.
Hundreds of other UCR students have, too — and continue to.
It’s a problem occurring across California and elsewhere in the Inland Empire, though the biggest impact in the region appears to be at UCR.

Leticia Gutierrez-Lopez, associate vice president of student health and wellbeing at Cal Poly Pomona, said about 50 Cal Poly students are in leases for off-campus private housing from which they have been unable to get out.
Cal State San Bernardino spokesman Joe Gutierrez said his university’s housing director wasn’t aware of similar problems there.
At the private La Sierra University in Riverside, spokeswoman Darla Martin Tucker said officials received a few reports about students renting private off-campus housing who “found it difficult or impossible to break their leases.”
Jaffery said some housing providers appear focused on the fact that students entered into rental contracts.
“Yes, we signed a contract,” she said.
But Jaffery said students could not have known a deadly disease would sweep the globe. She managed to get out of her 12-month lease the last week of July.
Since then, she has assisted 200 other UCR students locked in leases. Jaffery launched an online petition and a website — breakingucrent.com — to call attention to the issue.
Jaffery said students generally lease rooms in four main off-campus complexes: University Village Towers, The Palms on University, GrandMarc and Highlander at North Campus.
Apartments say they still have bills to pay
Operators of two of these complexes responded to requests for comment; two did not.
Keith Thompson, vice president of property operations for The Scion Group in Chicago, which manages The Palms on University, said his company is sensitive to students’ situation.
“In fact, as soon as we learned last summer that UCR would be primarily online this Fall, we invited any of our future residents whose plans had changed to contact us, so we could attempt to replace them and potentially release them from any obligation,” Thompson said via email.
Thompson wrote that The Palms, which primarily serves UCR students but is not exclusively reserved for them, isn’t “in a position to simply allow open cancellation” as it still must pay its mortgage, property taxes, payroll and utility bills.
He said the “vast majority” of student residents moved in and are studying online “from the relative comfort and safety of their homes in our community.”
Besides Jaffery’s efforts, Riverside Legal Aid and the Fair Housing Council of Riverside County have teamed up to try to solve problems for more than 60 students.
Legal Aid attorney Ernie Reguly said those students have complained about GrandMarc and University Village Towers and only a few have gotten out of leases.
Nathan Cieszynski, the council’s program manager, said, “It would be nice if we could get the property owners to come to the table to work with the students to find an equitable solution. But they really don’t seem to want to have those conversations.”
Students stuck in unpredictable situation
Cindy Finley, the community manager at University Village Towers, acknowledged “the unprecedented circumstances facing the student community” in an email. And she said her complex is exploring ways to “offer flexibility to our residents.”
“We are committed to working with each of our residents on an individual basis,” Finley wrote.
A person answering the phone at GrandMarc referred an inquiry to the corporate office of HH Red Stone Properties in Maryland, where an employee said the inquiry would need to be addressed to Kelley Brine, executive vice president. Multiple attempts to reach Brine were unsuccessful.
Highlander at North Campus did not respond to a request for comment.
In a statement, Joshua Howard, a spokesman for the Sacramento-based California Apartment Association, called the situation “an unfortunate consequence of the pandemic.”
The plight of students in private housing stands in contrast to the experience of those who reserved rooms in university-owned campus housing. UCR spokesman John Warren said the university refunded campus housing fees and canceled leases upon request.
“UCR does not have any legal leverage over matters involving non-university housing,” Warren said in an email.
But he said officials are trying to work with apartment complex owners and are “hopeful of a positive outcome.”
Problem adds to students’ stress
As for students with whom Jaffery has worked, she said some moved into apartments, figuring if they are going to pay they might as well live in the place they are paying for. Others elected to stay home, including Tammy Wang, 19, a second-year biology student who lives in the San Francisco Bay Area city of Los Gatos.
“I can’t afford $840 a month when I’m not even staying there,” Wang said by phone recently. “I never even picked up my key.”
Wang thought she had found someone to take over her University Village Towers lease. But she said the person “scammed” her out of incentive money she put up and didn’t take the apartment.
“I just really want out of the lease because that’s a lot of money down the drain,” she said. “I have been trying to find a replacement for so long, I don’t know what to do anymore.”
Reguly, the attorney, said housing companies are “abusing” students.
“These kids are stressed,” he said. “They are already dealing with a nonstandard school year.”
Howard, of the California Apartment Association, said operators of rental properties are facing financial challenges, too.
“As the pandemic lingers and vacancies rise, it’s becoming increasingly difficult – especially for mom-and-pop landlords – to pay their mortgages, payroll, property taxes, repair bills and other expenses,” Howard wrote.
The association urges members to “be flexible and try to come up with solutions,” Howard said, adding that the federal government should provide rent relief for student tenants and property owners.
Nicole Ryan, spokeswoman for the National Apartment Association in Arlington, Virginia, which has 85,000 members representing more than 10 million apartment homes nationwide, said the pandemic has been hard on the rental industry.
Ryan said by phone that vacancy rates are expected to peak in the fourth quarter at 7.2%, a more-than-3-percentage point increase from the fourth quarter of 2019. She said rent amounts are projected to slide down 8.1% during 2020.
‘Doubling up’ in rooms could end
Besides paying for unneeded housing, there is the concern about exposure to the virus.

Riverside City Councilman Andy Melendrez said the larger housing complexes typically assign four students to four separate single-occupancy rooms that share a common living room and kitchen area.
But, because of a student housing shortage, Melendrez said city ordinance lets up to 15% of those single-occupancy rooms be assigned to two people, which he said is unsafe.
Melendrez said he plans to ask the Riverside City Council to temporarily suspend the “doubling up” policy.

As for what students should do about their leases, there are differing opinions.
Scott Talkov, landlord/tenant attorney for the Associated Students of UCR’s legal clinic, said he counsels students to ask for lease termination on grounds the pandemic is an extraordinary emergency, and to be willing to withhold rent if they encounter resistance.
“It’s a game of chicken and the students need to learn how to play the game,” he said.
Talkov said he recently reviewed 122 cases involving apartment owners who rent to UCR students and found no evidence they have sued students over breach of contract. He said the risk involved in withholding rent is small.
But Cieszynski, the housing council manager, said owners don’t have to sue to send someone to collection, which would potentially ruin one’s credit for years.
“I will never, never advocate just walking away,” he said.

Save more each month (40 percent), pay off credit card debt (32 percent), reduce spending (31 percent), save more for retirement (27 percent) and building an emergency fund (21 percent) round out the top five financial New Year’s resolutions for 2018.
When it comes to generations, 18 percent of millennial employees — higher than any other generation — are intending to pay off their student loan debt as a New Year’s resolution.
Of the top financial blunders of 2017, not saving enough (17 percent), accumulated credit card debt (11 percent) and taking on more debt (10 percent) rounded out the top three.
If you are looking to create a budget or get out of debt in the new year, BBB has tips and tools to help you get on the right track to a better financial future:
•Calculate your income. You can’t properly set a financial resolution unless you know what you’re working with. Calculate your monthly net income, which is after taxes, so you can set a clear budget with exactly what you are bringing home.
•Track your spending. Whether you prefer an app on your phone, computer software, or simply a notebook to jot down your expenses, keeping track is critical. It helps you see where you are actually spending your money, rather than where you think you are.
•Categorize your spending. Create categories based on necessities (housing, utilities, food, transportation) and luxuries (entertainment, dining out, travel). If you have credit card balances, student loans, car payments or other debt, make “debt reduction” one of your necessary categories.
•Set up a budget. Once you have an idea where you are spending money, you can set up a realistic budget. There are free online tools to help you, so there is no need to spend a lot of money. Be cautious of scams, however, and never share personal identifying information (PII) unless you are sure of the site’s legitimacy.
•Pay down debt. One method is to pay off the credit account or loan with the highest interest rate first (the “ladder method”). Another is to pay off the smallest balance first so you feel a greater sense of accomplishment (the “snowball method”). Use whichever methods works best for you. The important thing is that you are doing it. Also, call your credit card company and ask if they will lower your interest rate. Some lenders will agree just to keep you from transferring your debt to another lender with better terms. If you shave even a few percentage points off of your rate, it can save you thousands and help pay down your balances faster.
•Pay bills on time. Consider online bill-paying that eliminates writing checks, buying stamps, etc. Automatic payments can be scheduled ahead of time and can help you avoid late fees and penalties for missed payments.
•Save for the big things. Big purchases, such as vacation or holidays, can easily blow your budget. Avoid going into debt for these expenditures by saving up ahead of time and only spending what you are able to save. Many banks and credit unions offer savings clubs that might help.
•Save for emergencies. Emergencies – car or home repair, unexpected medical expenses, job loss – can blow your budget. Financial experts suggest an emergency fund of 3-6 months’ living expenses. If that is too ambitious, start smaller and build up.
•Contribute to your retirement. Make sure you are contributing enough to your 401k plan to get the full matching contribution from your employer. If you get a raise at your job, try and put that extra money aside into your retirement account. You were able to survive on that income for this long, so you won’t miss that extra cash and your retirement account will greatly benefit.
•Keep track of your credit score. Credit scores are used by lenders to make decisions about whether or not to offer you credit, and what those terms (interest or down payment) will be. Your credit score is a decision-making tool that lenders use to help them anticipate how likely you are to repay your loan on time.

Despite failed promises, stem cell advocates again want taxpayers to pony up billions
Californians voted in 2004 to shell out billions of dollars in taxpayer money to fund cutting-edge stem cell treatments.
Proposition 71 could lead to cures for cancer, Alzheimer’s and other devastating diseases, voters were told. Actor Michael J. Fox, who has Parkinson’s disease, said in one campaign ad that the measure “could save the life of someone you love.”
But 15 years later, there are no readily available cures. And the state’s stem cell agency, which administered the bond money, is about to run out of funding.
The California Institute for Regenerative Medicine (CIRM) announced in July that it had stopped taking applications for new research projects, and it will award its final grants for new projects by September, an agency spokesperson later said.
But supporters already plan to go back to voters in November 2020 to ask for even more money than last time: $5.5 billion, plus interest. The previous $3 billion bond measure cost taxpayers about $6 billion, with interest.
“It’s a lot of money, even for the state of California,” said Marcy Darnovsky, executive director of the Berkeley-based Center for Genetics and Society.
Her group supports stem cell research but opposed Proposition 71 partly because of its “extremely exaggerated promises for stem cell cures,” she said.
If you measure the agency’s success against the campaign promises, “then CIRM has been a flop,” Darnovsky said.
But the agency, and the academics who have received the funding, are pushing back, saying scientific research takes time. Even though the Food and Drug Administration has not yet approved any treatments funded by CIRM, some are under review, researchers say.
CIRM has funded 56 clinical trials of treatments for ailments ranging from cancer, sickle cell disease, HIV and vision loss, said agency spokesman Kevin McCormack.
For instance, scientists say the results from a clinical trial that focused on spinal cord injuries — and was partially funded with a $14.3 million grant from the agency — are promising. One participant, Danville resident Jake Javier, 21, was paralyzed from the chest down in 2016 after a diving accident on his last day of high school. After taking part in the trial, he can now push his own wheelchair because of the motion he regained in his arms and hands. He credits both “natural recovery” and the experimental treatment for his improvement.
“If we’re not here, who funds that?” McCormack said. “The concern is that a lot of promising research might just disappear, because without the money you can’t do the work.”
Stem cells hold great potential for medicine because of their ability to develop into different types of cells in the body, and to repair and renew damaged tissue.
While there are hundreds of clinics across the country that offer unproven and potentially dangerous stem cell treatments, a significant amount of legitimate research is underway — along with some breakthroughs.
When Californians approved Proposition 71 with 59.1% of the vote, stem cell research was still in its early stages. Three years earlier, President George W. Bush restricted the use of federal funding for embryonic stem cell research, citing his opposition to the destruction of human embryos. President Barack Obama lifted the Bush-era restrictions in 2009.
In the absence of federal funds, Proposition 71 allowed scientists in California to conduct stem cell research using human embryos — in addition to other types of stem cell research. Conservative groups opposed the measure, delaying the early grants by filing lawsuits.
State Sen. John Moorlach (R-Costa Mesa) opposed the 2004 measure because he said it made unrealistic promises to voters.
“I’m not anti-stem cell, I’m just anti-oversell,” he said.
Proponents of the measure also said the research would result in revenue for California. The state only recently received its first royalty checks related to brain cancer research funded by the agency, totaling about $286,000.
“All it’s produced in revenue for the state just came in the last year or so, and it was spit,” he said.
Moorlach said he’s against a new bond measure.
But Dr. J. Patrick Whelan, an assistant professor of Pediatrics at UCLA’s Geffen School of Medicine, said he thinks there is value in going back to voters and “checking their temperature.”
While some private funding and philanthropy does support stem cell research, this type of work is expensive and requires more than a few wealthy donors, Whelan said.
If funding is not replenished, researchers like Jan Nolta, director of the University of California-Davis Stem Cell Program, fear that many promising projects would fall into “the valley of death.”
“That’s just sad to think about, especially for the patients,” she said.
Alysia Vaccaro’s 6-year-old daughter, Evangelina, was a patient in one of the agency-funded clinical trials. Evie, as she is called, was diagnosed with severe combined immunodeficiency, or “bubble baby” disease, weeks after she was born in 2012. Children with this condition have no immune system and are highly vulnerable to infectious diseases.
As an infant, Evie participated in a UCLA trial in which stem cells were taken from her bone marrow, modified to correct the defect, and then re-transplanted.
She is now considered cured and is about to start the first grade in Corona, Calif. She has flown on a plane and has received some childhood vaccines with no side effects — things that would have been ill-advised before this treatment.
“She’s now a fully vaccinated 6-year old with a functioning immune system,” Vaccaro said. Participating in the clinical trial was “like winning the lottery.”
Real estate developer Robert Klein, who was principal author and donor of Proposition 71, is drafting the 2020 proposal. He said the new funding would continue the agency’s work and could help expand the Alpha Stem Cell Clinics Network, which was funded by the previous bond measure, into regions such as the Inland Empire and Central California. The network is made up of five clinics statewide that host FDA-approved clinical trials.
“We want to bring these clinical trials closer to patients — make them more accessible,” he said.
