Proposed Workplace Breastfeeding Support ordinance protects health and wellness of future generations Kimmy Scherer | on March 03, 2022 Liz Hiles FacebookTwitterEmailMessengerCopy LinkShare The Cheyenne River Sioux Tribal Councilapproved Ordinance 83 – Public Health Code Ordinance, for public comment on February 3. A condensed form of the Ordinance is available for public comment. The full Public Health Code is available at the Tribal Secretary’s office. Additionally, Council approved the addition of a new “Tribal Workplace Breastfeeding Support Law” to Ordinance 83. The new law would add a thirteenth chapter to the existing ordinance. The proposed law adds specific breastfeeding support as a policy. It would require reasonable break times to nurse or pump; a comfortable, sanitary, private space to nurse or express milk; and employee education for staff support. Copies of both documents can be found at www.cheyenneriversiouxtribe.org. The public comment period for both documents goes through March 11 at 5 PM MST. Comments must be submitted to the Tribal Secretary. Workplace Breastfeeding Support A 2018 South Dakota Pregnancy Risk Assessment Monitoring System (PRAMS) study found that 32% of Native moms in South Dakota stopped breastfeeding because they went back to work. When women stop breastfeeding early, the effects are detrimental to both the child and the mother. Breastfeeding has been proven to reduce the risks of asthma, obesity, Type 1 diabetes, ear infections, severe lower respiratory disease, and even Sudden Infant Death Syndrome (SIDS) in children. It also provides antibodies that protect infants’ immune systems. The act of breastfeeding benefits mothers in many ways as well, including lowered risks of high blood pressure, Type 2 diabetes, breast and ovarian cancers, and postpartum depression. It is also a more cost-effective way to feed your baby. Missouri Breaks’ Christina Russo worked on the proposed workplace breastfeeding ordinance with Rae O’Leary and Bethany O’Connell. Russo did an interview with KIPI Radio and said that the group supports the Ordinance because it aims to promotes traditional Lakota and Indigenous cultural first-food practices and upholds the tribe’s traditional values of women’s health and wellness and, in turn, protects the health and wellness of future generations.  Russo stated that most women these days work, so they have really hard choices to make. The proposed ordinance will make things better for women and their children and will help make some of those choices a little easier. Missouri Breaks obtained grant funding to create suitable spaces throughout the area for mothers to nurse, pump, or otherwise address the needs of their babies. Five “Mothers’ Rooms” have been created so far. The four in Eagle Butte are at the WIC office, the West River Eagle, the Upper Elementary School, and Cheyenne River Headstart. The fifth location is in Dupree at the Dupree School. All of the Mothers’ Rooms are supplied with a nice, comfortable chair to use for breastfeeding or pumping, a side table with a lamp, outlets so that you can plug in and charge your phone or use a milk pump, and a minifridge for safe milk storage.  Missouri Breaks hopes to obtain more funding and organize more spaces for Mothers’ Rooms throughout the area.  Russo said that she personally supports the initiative because she really valued the connection she had with her son during his breastfeeding, and that the bond women create during breastfeeding helps children’s development and well-being in the short- and long-term.
