Council surplus for 2021/22 budget

Devonport City Council’s 2021/22 draft budget shows a solid result with a proposed operating surplus, a modest rate hike and a strong investment program.

Devonport Mayor Annette Rockliff said the local economy remains resilient and the current forecast suggests that Council’s 20/21 operating result in an unpredictable COVID-19 environment is far better than the original deficit estimate of 2 . $ 2 million.

“The council has a responsible budget for the next fiscal year and is pleased to estimate a net operating surplus of $ 458,814 after a year of radical action due to the pandemic to ensure long-term financial sustainability,” said Cr Rockliff .

“With a solid financial base, the council can continue to provide all the major services that the community expects and values, as well as investing in the renewal of existing assets and the creation of new wealth-creating projects for the continued prosperity of the city.

“After a rate freeze in 2020/21 as part of a municipal COVID-19 response package, this year’s budget is based on a modest 1.5% increase in the general interest rate for average residential properties, which equates to 0.75% for each year, well below the CPI index for the same biennium.

“There is no doubt that we see LIVING CITY having a positive impact on the council’s financial position. Strong interest base growth, corporate confidence and solid business operations all contribute to the council’s healthy long-term financial position.

“While the importance of LIVING CITY is so much more than its impact on the council’s finances, it should be noted that in the seven years since the LIVING CITY council was established, the council’s overall rate compared to the Hobart CPI has decreased by 3 , 62% increased same period of 11.3%.

“The investment budget for 2021/22 is over $ 14 million, with approximately $ 6 million earmarked for new assets, including the completion of LIVING CITY Waterfront Park, the new footbridge between Woodrising and Maidstone Park, the sequel the coastal path from Don to Leith and the start of the East Devonport Gateway beautification project. “

In addition to providing core services and investments, Cr Rockliff said, the council sets specific goals or actions for each year with a few highlights, including a review and update of a number of key community strategies, including the pedestrian strategy, the bicycle strategy, the signage strategy and the environmental management plan Don reservation.

“A number of actions are focused on developing the Council’s role as a pioneer in digital transformation, with plans to use technology to further improve the customer experience, increase operational efficiency and start piloting the Smart City Initiative. said Cr Rockliff.

“To reflect our growing and changing city, the council will seek to develop a new public art strategy and residential growth strategy to guide and attract future housing growth.”

The Council recently carried out an Expression of Interest (EOI) process for the development of selected CBD sites and intends to advance suitable submissions for the contract execution phase 2021/22 so that construction can begin.

According to Cr Rockliff, the EOI is an important part of the LIVING CITY master plan and is intended to enable further private investments in the Devonport CBD.
