Housing Stability Specialist
POSITION:                   Housing Stability Specialist
WAGE:$15.00 – $16.50 per hour (No Benefits), or
$31,000 - $32,000 per year (with benefits)
LOCATION:                 One or more of the following schools:
Shaver Elementary School (3701 NE 131st Pl, Portland, OR 97230)
George Middle School (10000 N Burr Ave, Portland, OR 97203)
Harrison Park K-8 School (2225 SE 87th Ave, Portland, OR 97216)

SCHEDULE:                 Monday – Friday, 8:30am – 5:30pm (Flexible)
PROGRAM(S):              Anti-Poverty & SUN Programs

LANGUAGES:              English, with preference for individuals with additional skills in the following:             Vietnamese, Cantonese, Spanish, Swahili, Somali, Chuukese
  GENERAL POSITION SUMMARY:
IRCO’s School and Housing Stability Funds (SHSF) is a school-based, culturally responsive housing stability program supporting low-income households with children enrolled at Shaver, George and Harrison Park schools.  SHSF services will include: short-term rental assistance, case management, information & referral into IRCO or community programs, and linkages to resources at Shaver, George and Harrison Park like school-based food pantries, clothing closets, and, student or adult classes operated through the SUN/Schools Uniting Neighborhood programs.
The following is a sampling of expected duties:
Program outreach to promote the SHSF program at the 3 schools
Collaborate with SUN, school staff, other IRCO staff and community partners to create a SHSF referral         system
Work with program participants to conduct eligibility screening, intake & assessment, information &         referral, home visits, and advocacy with landlords
Provide case management to participants to help them define, work towards and reach their goals related         to housing
Maintain case files and other program-associated paperwork and records
Data entry into Multnomah County’s ServicePoint system and IRCO’s data system
Distribution of client assistance funds
Attending trainings and meetings required for the program, funder, and IRCO
    QUALIFICATIONS:
Any combination of education and experience demonstrating the ability to perform the duties of the position is qualifying.  This includes:
Must have demonstrated experience of helping clients meet their housing needs (advocacy with landlords, financial literacy coaching, etc.)
Knowledge of client-centered case management approaches like Motivational Interviewing or Assertive Engagement
Experience in the job duties listed above, or possessing transferable experience
Minimum 1-year experience working in social services, especially in rental assistance programs
Experience communicating with individuals from a wide range of racial, ethnic and cultural backgrounds
Demonstrated ability to work effectively independently and as part of a team
Proficient in Microsoft Office including Excel, Outlook and Word
Bachelor’s degree preferred in social services or related field, but a combination of experience and education may be substituted for degree

Must have excellent communication skills and experience working with diverse populations (preferably in school settings)
Must have the ability to function in a positive manner in a demanding work environment
Demonstrate a high degree of flexibility, to respond to priorities and schedules that change frequently to meet commitments
Strong ability to multi-task and meet multiple, sometimes conflicting deadlines 
Strong time management and paperwork completion skills.
Detailed oriented with excellent organizational skills
Analytical and decision making abilities
Utilize a personal computer, read and analyze data in hard copy and on a computer screen
Successfully respond to situations of pressure involving individual circumstances balanced against agency policies and goals
Ability to deal with distressed and/or demanding customers and employees in an effective manner
Maintain a high level of confidentiality
Listen for understanding and assist in problem solving
Communicate with a variety of personality types and levels of the organization as well as with persons outside of the organization 
Must have excellent grammar, spelling and writing skills
Communicate verbally, in writing to individuals and groups, by telephone, text or social media 
Prepare clear and concise reports
Must be punctual, maintain a good attendance record, and be able to work flexible hours to meet the availability of participants
Able to use basic office equipment, telephone, copier, fax machine, and personal computer
Ability to sit, stand, walk, drive, talk on the telephone and/or use PC for long periods of time
Must possess a valid driver’s license and verification of current auto-insurance, and have full use of automobile during work hours
Must be able to pass fingerprinting and criminal background check
