Although I’m not a big fan of Cebu cuz the men here are like animals who still catcalls women unlike in Calabarzon, I could say there are a lot of galaan and unique encounters.
But unfortunately, the cons outweigh the pros, and here’s why.
—Cebuanos are rude. As someone who grew up in an easy-going and calm environment, Cebuanos are a great shock for me. But that could be just a personality, no? Maybe we can forgive that.
—Cebuanos are sexists. There’s always a clear boundary between men and women here, and men usually thinks women are just for comfort, a usual disrespectful talk over alcohol. There’s always scandals against women in the top 3 schools (uc, usc, usjr). They think women like it when they are catcalled, and let me tell you, it’s a bad kind of whistle. It’s like they see women as animals. I hate it. These Cebuanos are those who are uneducated, jobless, or truck drivers. They catcall even students in their uniform. Ew. But when the woman fights back, they get scared and they cower away. Pathetic. Never in my entire life have I ever been catcalled in Batangas even when I’m wearing mini-skirt. But here? Man, I get it twice a week while I’m in my lousy slacks, over-sized cardigan, and face mask. Just animals, really. That’s why I don’t want to recommend my gf to come here. I might actually kill a man. (and this is coming from a 144 cm college girl who never leaves her house without her favorite pink artwork blade. Brave.) Parents are also very clear with gender stereotypes, pink for girls, blue for boys. If someone without this concept accidentally buys pink for a baby boy, the parent would say, “You’re making my son gay.” Well, sorry, Lorna. I didn’t know a child’s sexuality could be determined by the color of the 50 peso bill. At a very young age, they also dress the girls with really skimpy girly outfits (backless, mini-skirt, etc.) and encourage them not to play because they’re wearing girly outfits. Well, fuck it, Lorna. Your children probably don’t want to be prostitutes. The sons are somehow thought to be very manly, too, some fathers even teach their children to catcall sexy women. This encourages machismo, chauvanism, and sexism. This is what I hate the most about Cebuanos.
—Cebuanos are racist. I get how Cebuanos are so recentful over the fact that Bisaya people are seen as maids in Luzon. However, Bisayas are worst racists… towards themselves. They always think Manilenyos hate them. Whenever there’s a contest and the Cebuano didn’t win against the Manilenyo, they always rationalize it by saying “it’s because Tagalogs are racist and they don’t want us to win.” They’ve always been bitter that Cebu is not the capital city, that Lapu-lapu is not the National Hero, and that Cebuano is not the national language. I’m not kidding. The professors here talk about this. Maybe they have a claim since Cebu is really a progressive city by itself, but its grounds came from the Spanish regime. In addition, the reason why the tagalog Filipino heroes were so bitter about Cebu was because they didn’t join the revolution immediately, and it seems they are happy being under the regime. Mindanao even joined the revolution. The 3 stars in the flag is not Luzon, Visayaz, Mindanao. It’s Luzon, Panay Islands, and Mindanao. That’s how bitter they got, and I think the Tagalog vs. Bisaya fights started there. —Cebuanos hate Muslims. (except the rich-looking ones) But as soon as they see a poor-looking Muslim, they have no qualms being harsh to them. Why? Because they are minority and Cebuanos like acting strong against the weak. Well, most Filipinos are like this. Haha. Some Tagalogs are also like this, too. However, the Christian-Muslim devide is stronger in Mindanao. Sad.
—Cebuanos have the strongest Colonial mentality I’ve ever seen. As soon as you get down from Mactan National Airport, you’ll see signages in Korean. There are also signages in Korean, Japanese, Chinese outside… And they don’t have english/tagalog/bisaya translations. They are business establishments though, so maybe they are foreign investors who want their countrymen to feel welcome. That’s fine, BUT WHY EVERYWHERE? Even the Business establishments by a Filipino is like this. Didn’t the foreigners come here to experience the Filipino Culture, not a cheap copy of theirs? Oslob has so much signs in Korean, and it made me sad. Why do we need another foreign signs? English is enough! Do they think these Koreans don’t know how to speak in english? And if they don’t, we have to be the one to adjust? And don’t get me started with Filipino Research getting kicked out from College Curriculum and Korean getting in as an Elective. Just don’t! I love that Filipinos are hospitable that they want to feel the tourists comfortable. However, what cebuanos are doing is not Hospitality anymore. When lining up in Oslob, one caucasian man approached a korean lady and asked how she sees Philippines. She said, “It nice. Just like mini dirty korea.” I almost cried. As a filipino, my pride has been hurt. You know what, if the people, the government, and these Cebuanos don’t want us to be patriotic, edi wag. I don’t have to be patriotic to be alive. Maybe we just let korea invade us, okay lang naman. I don’t mind if we blow up. I’m tired of my own countrymen, of my fellow Cebuanos.
—Cebuano service Quality. IS NOT GOOD. (Unless they are serving a foreigner) Cebu Jollibee service is still good and within the standard, thank goodness. Other businesses (including Cebu Mcdonalds) have weird kind of customer service. For example, they already know you came to the counter, they already made eye-contact with you, but they would still keep on talking with each other until you call out to them. Unlike when they treat a foreign customer, they would immediately come over and smile, “yes maam/sir how may I help you?” In addition, Cebuanos have this habit of shouting their orders even when it’s not yet their turn. Excuse me, didn’t you see me here?
— There are good sides of being a Cebuano, too, like extended family closeness (the drama, tho), people being honest (but not really loyal - cheating is really rampant), the professionals being professionals, the students being hardworking, the city planners already realizing the mistakes of 1950s city planning, the sinulog, the over-religiousness (not that faithful tho, just very traditionally roman-catholic.), the approach and considerability of professors, the friendliness of the girls, the artistry, the scenery, the wifi-signals, those are the things I like the most. However, it’s just that… the cons outweigh the pros. I dunno, maybe it's maria Cacao's fault for being an inactive benefactor. Haha. I mean, look at Maria Makiling and Calabarzon. Cebuanos don't even know who Maria Cacao is. Lol.
I’m a Cebuana, too, and the reality makes me sad. So for those Cebuanos out there, I apologize, but what I said were the truth. Don’t deny it.

     Hi! I'm Camila Mendez, 19 years of age. 4th year college in SNU or Seoul National University. Maganda, mabait, matalino, minsan mabait, minsan maldita, may kaya sa buhay, matangkad, uhmmm ano pa ba? Wala na akong maisip. Tahimik lang ang buhay ko dati pero nagbago yun simula nung dumating ang Got7 sa buhay ko. Got7, sikat na boy group dito sa University na to. Gwapo ba sila? Well para sakin hindi, ikaw ba naman araw araw mo ng kasama yung mga yun, ewan ko lang kung di ka magsawa sa mga pagmumukha nila. Habulin sila ng mga babae, pati ako habulin din—habulin ng sama ng loob. Yung tipong pag nakita nila ako tatarayan na agad ako or di kaya pagttripan nila ako. Pero siyempre di ako magpapatalo. Handa akong makipagsabunutan o sampalan sa kanila. Mga talanders yung mga yun eh. Inggit lang sila sakin. Why? Tsk. Ikaw ba naman 24/7 mong kasama ang Got7 ewan ko lang kung mawalan ka ng haters and bashers.
      "Hey binch, Camiii!" Narinig ko nanaman si bes! I mean ex-bes. Best friend ko na si Rein since Grade 7. Naging ex-bestfriend ko siya bago kami mag-graduate ng highschool. Bakit? Kasi insecure siya sakin.
      I flipped my hair sabay tingin sa kanya, "Yes! I'm beautiful, intelligent, talented, charming, and hot Cami. Do you need something from me?" Tumingin ako sa phone ko at, "Oops, sorry. But I don't have time for someone like you!" sabay walkout. Ganun dapat. Walang patutunguhan kapag kinausap yung mga ganyang tao.
      "Kyaaaaahh!" Here we go again! Ang mga crazy fan girls nila. Nakakarindi! Ouch, my precious ears.
      "Omg!! Andiyan na yung Got7!"
    "Ang pogi ni Mark!!" Well, yes true. Pogi si Mark, mabait, sweet type yan.
    "Akin lang si Jinyoung!" Kapal ng muks ni ate ah. May girlfriend na yan! Wag kang assumera! Pweehh. Baka pag nakita ka nung girlfriend nun, magkapalit kayo ng mukha ng lupa.
    "Double B! Marry me!" Tsk, gold digger si ate. Palibhasa si Bambam ang pinakamayaman sa group.
    "Youngjae!! Teach me how to sing! Please!" Chumachansing ka lang gurl eh. Si Youngjae kasi ang pinaka magaling kumanta sa grupo.
    "Yugyeom!! I love you!! Gusto ko din mag-West Side cover tayo!" Nay.. inggit. May cover kasi kami ni Yugyeom ng West Side which is naging trending. Si Yugyeom ang pinaka close ko sa lahat.. like we're siblings. Game kami sa lahat.
    "Jackson, kumusta na yung kamay mo?! Okay ka na ba?" Pacute si ate. As if naman mapansin ka ni Jackson. Si Jackson, sobrang sweet din niyan, caring, mabait, makulit minsan! May girlfriend? Wala. May hinihintay daw siya.
    "JB!! Please gawan mo ko ng kanta!!" Gurl, wag ka ng umasa. Ako nga nagpapagawa, di ako ginagawan eh. Siya kasi ang halos nagsusulat ng mga kanta nila.
      "Uy! Cami!!" sigaw ni Yugyeom nung nakita niya ako sa kalagitnaan ng mga fans nila. Nag give way naman ang mga girls. Yung iba ang sama na ng tinggin agad sakin. Ayan magsilunuran kayo sa mga luha niyo dahil sa inggit. Sumunod ang ibang boys kay Yugyeom sa kinatatayuan ko.
      "Bakit kayo nandito? Wala ba kayong klase?" tanong ko sa kanila habang naglalakad papunta sa science lab.
      "Wala. Clearance na lang naman eh. Napasa na din namin yung ibang projects," sagot ni Jackson at umakbay pa sakin. Napatingin ako sa kanya. Ayuuun. Nag pacute nanaman.
      "Tigilan mo nga ako sa mukhang 'yan! Di ka cute!" Pero cute talaga siya. Ayoko lang lumaki ang ulo niya.
      "Di ka pala cute eh!" sabi ni Jinyoung sabay tawa nang tawa. Nagpout na lang si Jackson. Mas lalong siyang naging cuteee! Sino ba kasi hinihintay nito? Sisipain ko talaga pag di sinagot `to ng hinihintay niya.
      Tinananggal ni JB yung pagkaka-akbay sakin ni Jackson, "Andito kami para sabihan ka na aalis tayo bukas, pinagpaalam ka na namin kay tita." At ayun nanaman ang poker face niya..
      "Yeah! Remember our promise bago tayo mag graduate.. dadalhin ka namin sa Seopjikoji," sabi sakin ni Bambam.
      "Talaga?! Pupunta tayo bukas? Kailangan maaga tayo umalis! Magdala kayo ng tent niyo ah!" Yun ang gusto ko mapuntahan with Got7 bago kami mag migrate sa Europe. Dun ko sasabihin na magmmigrate na kami.
      "Ready na lahat. Ikaw na lang kulang," sabi sakin ni JB at ngumiti siya. Sana lagi kang ganyan!
      "Oy Cami! Bat namumula yang pisngi mo ah?!" asar ni Yugyeom, na siya namang ginatungan ni Mark, "Bruh! Nasobrahan sa blush on!"
      "Tse!" Napahawak tuloy ako sa pisngi ko. "Kainis kayo! Diyan na nga kayo!" at iniwan ko na sila sa labas ng pintuan ng science lab. Grabe ang tawa nila dinig hanggang sa loob.
      Hindi ko din alam kung bakit nag-init yung mukha ko kanina sa sinabi ni JB. Tapos yung ginawa niya din kanina habang naka-akbay si Jackson sakin. Simula nung bata pa kami ngayon ko lang siya nakitang ganyan. Magkaibigan kasi yung parents namin ni JB and Jackson since nung high school pa sila. Yung ibang boys naging friends lang namin sila nung highschool.
      Pero siguro dahil talaga yon sa may gusto talaga ako kay JB ever since. Ang bait kasi niya sakin and napakaprotective niya. Lagi din niya ako nililibre pag broke ako. Pero nililibre ko rin siya ah! Naalala ko nung nagalit sakin si Rein dahil lagi ko daw katabi o kasama si JB. Dahil sa sobrang selos niya dun na sira ang friendship namin. Dahil nawala na yung friendship namin, sobra din akong nasaktan. Thank you kay JB dahil nandiyan siya para i-comfort ako.

      "Wow! After 8 hours of road trip finally nandito na din tayo! Thanks!" sabay sabi ko at nag group hug kami.
      "Oh ayan ah! Nandito ka na! Pasalamat ka kay Jackson dahil siya nag prepare nitong lahats" sabay ngisi ni Jinyoung kay Jackson.
      "Anong si Jackson?! Oy! Tumulong din ako ah!" biglang singit ni Yugyeom kaya sumunod na si Bambam, "Oy! Ako din!"
      Tumingin ako kay JB pero busy siya sa notebook niya. Nagsusulat nanaman yun. Si Jackson naman patawa tawa lang.
      "Thank you Jackson! And siyempre thank you sa inyong lahat dahil tinupad niyo yung promise niyo sakin! By the way guys! Kain na tayo! Gutom na ako.."
      ***
    Ito ang pinakahinihintay ko sa lahat. Ang sunset! Sobrang ganda talaga ng sunset dito. Umupo muna ako sa damuhan habang pinapanood ang pagbaba ng araw. Ang mga boys, busy sa pagaayos ng tent nila.
      "Parang masyadong malalim ang iniisip natin diyan ah," umupo sa tabi ko si Jackson. "Wag kang mag-alala nandito ako.. kami.. para makinig sa sasabihin mo or sa problema mo."
      "Nah... Wala akong problema. Pinagmamasdan ko lang yung sunset. Ang ganda kasi eh."
      "Cami, may advance grad gift nga pala ako sayo," kinuha niya yung box sa bulsa ng pocket niya. at inabot niya sakin. Binuksan ko naman at... yung kwintas na binigay niya sakin nung mga bata pa kami na naiwala ko. Kinuha niya yung kwintas at sinuot niya sakin. "Wag mo na ulit iwawala yan ah.. alam mo ba kung saan ko pa napulot yan, sa fishpond. Natagal yung lock dahil sa kakalaro mo sa paligid ng fishpond. Ngayon ko lang binigay kasi alam kong mas iingatan mo na yan ngayon."
      Tanging salamat at yakap na lang ang nabigay ko kay Jackson, bigla ba naman dumating ang ibang boys. Nagpicturan kami, kumain ng snacks, naglaro, at nag kwentuhan.
      "Guys! May sasabihin ako sa inyo," eto na yung time para sabihin sa kanila. Agad naman silang tumahimik. "Thank you for everything! Kahit na gumulo yung buhay ko nung nabuo kayo but still pinapasaya niyo pa din ako. Nandiyan kayo if there are times na may problems ako." Naiiyak na ako.. “Guys, mamimiss ko kayo."
      Kunwaring naiiyak si Yugyeom, saka tumigil din agad at sinabing, "Luh, ang drama ah."
      "Parang mawawala ka na sa mundo ah!” sabi ni Mark
      "Nakaw! Kung mawawala yan sa mundo.. Mukhang kailangan na magtapat nung isa diyan ah!" asar ni Jinyoung.
      Naging seryoso na ang mukha ko, "Naman eh! Di ako nakikipagbiruan ngayon! Mag mmigrate na kami sa Italy this year.." Lahat sila naging malungkot sa narinig nila.
      After kong sabihin yung dapat kong sabihin, in a few moments naging malungkot pero in the end nagenjoy na lang ulit kami.
      May narinig akong nag-uusap sa may likod ng bush, "Aray ko! Hindi pa kasi ito yung panahon!"
      "Anong hindi?! Aalis na siya bruh! Kaya umamin ka na!"
      "Ayoko nga!"
      "Ayaw mo? Ako magsasabi! CAMI, MAHAL KA NI JACKSON!"
       Nashookt kaming lahat sa sinigaw ni Jinyoung. Nakaramdam agad ako ng pag-init sa aking mga pisngi. May nakita akong tumayo mula sa likod ng bush na nakababa ang ulo at nasa ulo ang kamay na para bang nahihiya. Habang palapit sa sakin ay nakita kong si Jackson nga iyon.
      "Ah.. eh.. to be honest Cami, ikaw yung babaeng hinihintay ko eh. Sabi mo kasi dati di ka ttanggap ng manliligaw unless kung graduate ka na ng college, ngayong maggraduate ka na... Pag graduate ka na.. pwede ba ako manligaw sayo?" Hindi ko alam ang isasagot ko. Hinanap ng mga mata ko ang taong gusto ko. Nakatayo, nakatingin samin—sakin, nag-aabang ng aking sagot. Yung mga boys panay tawa at kantyawan lang.
      "Uhmm.. Malalaman natin pag graduate na ako—tayo," at ngumiti na lang ako ng pilit sa kanya.
      Bumalik na ako sa tent para magpahinga. Ganun din yung mga boys. Maaga pa kasi kami aalis bukas. Namove kasi yung grad pic bukas, kaya kailangan nandun kami sa SNU.

    Anong oras na? 1 a.m. na at dilat pa din ang aking mga mata. Lumabas ako ng tent at naglatag ng kumot at nag stargazing. Hanggang ngayon iniisip ko pa din yung sinabi ni Jackson sakin... Sino na pipiliin ko ngayon? Yung taong gusto ko pero parang wala naman pake sakin? O yung taong gusto ako pero kaibigan lang ang tingin ko sa kanya?
      "Can't sleep?" at humiga sa tabi ko si JB. Medyo umusod ako konti para magkasya kaming dalawa at may espasyo parin sa gitna namin.
      "Yeah.." matamlay kong sagot.
      "Bakit ngayon mo lang sinabi na magmmigrate kayo?"
      "Because I want to cherish the days while I'm with you nang di iniisip na balang araw iiwan ko rin kayo," sabay tingin sa kanya habang siya ay nakatingin sa kalangitan. Ang amo talaga ng mukha niya.
      "Anyway, may ginawa akong kanta para sayo," sabay ngiti niya. Ayan ang gusto kong makita, yung mga ngiti sa kanyang mga labi.
      "Parang ngayon ko lang narinig yan ah! Finally ang isang JB, ginawan na din ako ng kanta!"
      "Alam mo feeling ko nga manhid ka na eh.." bumuntong hininga siya. "Halos lahat ng mga kanta na sinulat ko. Dedicated yun para sayo. Itong bagong gawa ko, pakinggan mo!"
      Nanlaki ang mata ko sa sinabi niya pero hindi ko pinahalata na nagulat ako kaya tinanong ko, "Anong title nito?"
      "Wala pa nga akong maisip eh.." tumingin siya sa relos niya. "Ahh. Alam ko na. 1:31 a.m."
      Pinakinggan ko yung kanta at nagulat na lang ako na umiiyak na pala ako. Bakit? Bakit ganito yung message nung kanta? "JB, bakit ganito?" Patuloy pa din ang pag agos ng mga luha sa aking mata. Dahan dahan niyang nilagay ang kanyang kamay sa aking pisngi at pinunasan niya ang aking mga luha. Unti unti niyang nilapit ang mukha niya sa mukha ko and he suddenly kissed me.. and I kissed him back. "I love you, JB," I said to him between our kisses.
      "I love you too, but I need to let you go."

Here’s my proper reply to your multi-dimensional question. ➿➿➿💙

We all want to move for a real democracy- not the illusory democracy they describe now where ‘killing suspected bad elements is almost their version of 'due process,’ no- the REAL democracy that we signed up for- the one with three co-equal branches. Remember that? The one with independent legislative bodies, an honorable judiciary, an august executive branch. Imagine that. Maybe we never had all three- but we can.
You may not believe me, I may be wrong- but I will say my piece - UNITY is NOT the premise for this fight. UNITY is the goal.
No need to come together to fight united in one geographical space on Thursday- fight where you are- run in your lane- but keep the pace and guard your assigned zone. If you have chosen to join a bigger collective, go there. If you’re hesistant, it’s okay- there is no one perfect protest method, however there is one that has never worked— "apathetic silence.” (Not to be mistaken for “active silence.”)
Pareho lang naman ang finish line- a Philippines with less uninvestigated deaths, a Philippines with all barangays with a decent health center, all districts with a functioning hospital, all areas with a competent public school, all barrios with clean running water, all police truly serving and protecting us regardless of status, and if I may go on and dream- (dahil libre naman ang managinip,) a Philippines with a tinier gap between the social classes, where the disparity between the comfortable & the disenfranchised is almost nil. Managinip, kung nasa'n ka man, sige lang. Pwede yon.
Eventually, we’ll figure things out. We always do. Perhaps you feel we are slower now, that the lower blows are new to us, we needed time to adjust- but we’re not slow. We’re just impatient- and a healthy dose of that is always good for a nation that wants to take care of itself. These are not “just words,” we have seen the power of words, of verbs, of jokes, of suggestions. We have seen it. Therefore, we use it, too. Words have form.
So for now- MAKE LIKE THE PHILIPPINES - AND FIGHT LIKE ONLY AN ARCHIPELAGO CAN- from all sides; from 7,107 islands.
Wherever you are, stand up. Tindig. Walang tutungo. Raise your free and democratic chin. Raise the flag. 🇵🇭
From wherever you are. If you’re online, post something. Anything. Say, “enough.” Say “FREE.”

Women in the Japanese Era

Japanese military forces arrived on the island of Luzon in the Philippines in the year 1941. Manila immediately surrendered, and a military government was introduced on 3 January 1942. Filipinos mounted a lively guerrilla hostile and composed an obstruction development to restrict Japanese military guidelines. The Japanese forces pursued a barbarous battle trying to smother the guerrilla resistance. Of the 381 instances of Class B and Class C atrocities brought before post-war military councils in the Philippines, practically half included slaughters of neighborhood regular people (138 cases) or assaults (45 cases).
There were 12 places of unwinding (comfort stations) and 5 houses of ill-repute for privates and non-dispatched officers in Manila. War detainees affirmed that there were 5 or 6 comfort stations where Korean, Filipino and Chinese ladies worked. On the island of North Luzon comfort stations existed at Bayonbong(1). In the Central Visaya district on the island of Masbate(3) there was a solace station named "Military Club". At Iloilo(4) on the island of Panay two solace stations existed. It very well may be discovered that in 1942 in the first 12 - 16 ladies worked and in the second one 10 - 11 ladies. At Cebu(5) on the island of Cebu a Japanese owner opened a solace station. At Tacloban(6) on the island of Leyte in a solace station overseen by Filipinos 9 Filipino ladies worked. In Burauen(7) of a similar island a solace station was opened by August 1944.
In Butuan(8) on the island of Mindanao a solace station was opened with three Filipino ladies in 1942. Furthermore, it was realized that in Cagayan(9) of a similar island the third solace station was built up in February 1943. That implies that there were three solace stations in Cagayan. In Dansaran(10) in the focal piece of the island there was a Comfort station. In Davao(11) of the island there was a solace station where Koreans, Taiwanese and Filipinos were brought and constrained into administration.

SAN JOSE, Antique Jan. 9 (PIA)  -- Governor Rhodora J. Cadiao unveiled big projects and tourism programs for Antique this 2020.
These projects include finalization of the site for the Business Center cum New Capitol, Bus/Jeepney Terminal at the Tradetown in Dalipe, San Jose with ASEAN standard comfort rooms, additional flights for the new route in Antique Airport with airline flying Antique to Cebu and vice versa.
“I am already excited to secure that lot where we can put up the Business Center cum New Capitol”, she said in a media interview.

The Governor has assigned a technical working group to study the project and hoped to secure the lot by February this year.
For the construction of the bus/jeepney terminal in Dalipe, it will cost about P100,000 in partnership with the local government unit of San Jose.
It will be equipped with ASEAN standard comfort rooms which Antiquenos can be proud of,  she said.
The Provincial Government is also following up additional flights for Antique Airport with a new airline flying the route Antique to Cebu and vice versa, which will hopefully start by March this year.
For tourism, the Governor said that tourism arrivals for Antique have doubled as per the Department of Tourism.
In 2017, the arrivals were only about half million tourists but for 2019, these have already gone up to 1.5 million, a milestone for the province.
Antique will be the next priority for tourism development in Panay island. The Municipality of Caluya will be given priority as a new tourist destination along with other tourist areas in the province.
On the other hand, the implementation of Executive Order No. 70 or the Whole of Nation Approach to End the Local Communist Armed Conflict toward Inclusive Development and Sustainable Peace will continue in 2020.
Medical mission to far flung areas will be sustained and construction of cemented road going to Barangay Osorio, San Remigio where the ELCAC (End Local Communist Armed Conflict) medical mission was conducted last year will be given priority by the Provincial Engineering Office.
Cadiao also said that other far flung barangays though cleared by the Philippine Army but still vulnerable to insurgency will be given priority for the construction of cemented roads. (LTP/PSM/PIA-Antique)

Marco Polo Ortigas Manila’s Kaon ‘Ta sa Cucina! showcases choice Ilonggo flavours from August 1 to 18, 2019 as part of its ongoing commitment to feature local flavours on a global level. Foodies from all over the metro can enjoy some of the province’s favourite dishes starting at only P1399 nett per person.
Cucina is Marco Polo Manila’s all-day dining restaurant located at the 24th level of the Forbes Travel Guide Five-Star Award Winner. The Masskara season is still two months away, but the festivities are already starting right here in Cucina.
Like other Philippine provinces, Iloilo’s gastronomic interpretations stem from its unique geography. From its sprawling midlands to picturesque beaches, Ilonggo cuisine boasts of Panay Island’s access to nature’s rich bounty of fresh ingredients. The sought-after diwal, for example, tastes best when prepared the way one wants it within hours of being caught from the sea.  
Expect to find a rich blend of Illongo cuisine integrated into the daily buffet services at Cucina. Executive Sous Chef Rexsan Abarquez is an Illonggo himself so he made sure that all the recipes follow in his family and the region’s specifications. The various international stations will still be there, but these Illongo dishes will be the highlight of the food festival.
Let’s start at the appetizer station which features four Illongo specialties. These are the Ginamos na Labanos na May Sibuyas at Dahon, Nilagpang na Gurayan, Ensaladang Langka, and the Kinilaw na Lato. 
All four are similar to a ceviche but with less sourness. This is because the Illonggo do not like to use commercial vinegar and instead opt to use natural ingredients like calamansi on their dishes. The starters are a good way to wake up your taste buds as you continue your adventure into the region.
The inviting aroma of the Batchoy Station will serve a siren’s call to hungry diners. Here you can create your own bowl of La Paz Batchoy with the ingredients that you like. This warm broth always reminds Filipinos of home and this hearty bowl is no different.
The Valenciana is a traditional Filipino dish that traces its roots to Latin America. This paella is a flavorful all-in-one dish made with rice cooked in coconut milk and seasoned with Turmeric. The Illongo version is a bit more sticky, but the flavors of the chicken, beef, egg and other ingredients all combine to make this a staple during fiestas and celebrations.
You will also find other notable Illongo dishes on the buffet like the Bakang Afritada sa Asuete na Gisantis. This is their version of the tomato-based beef afritada with carrots.
Another is the Takway at Latoy which is a unique way of cooking and preparing string beans.
Sinugba can describe any set of dishes cooked over a charcoal grill so you will find a variety of seafood including shrimp, fish, mussels, and squid on the table.
An Ilonggo family feast also would not be complete without the famous KBL or  Kadyos, Baboy at Langka. This literally translates into pigeon peas, pork, and jackfruit which are the main components of this dish. 
It is similar in a way to the adobo, but with a lighter sauce that usually uses batwan as a souring agent. This soupy dish is best enjoyed with steaming serving of white rice on the side.
Going well with the meaty dishes would be the Laswang Utan na may Baboy at Hipon. This s a vegetable dish that is topped with shrimp and pork.
The Kansing Baka is one of the highlights of the Illongo Food Festival, This popular dish is served everywhere in Bacolod and Iloilo so expect to find it here at Cucina. This sour beef stew is comfort food for the masses but Chef Rex uses less sour ingredients once again for his region’s version.
The dessert station is also brimming with Illonggo delicacies to go along with Cucina’s cheesecakes and Signature Chocolate Haven.
The Pinagsugbo is a sweet and crunchy snack made of thin banana slices deep-fried in coconut oil and glazed with caramel sauce. This is perfect for the Filipino’s sweet tooth and is a popular gift or pasalubong whenever one goes back from Iloilo or Bacolod.
Other Illongo dessert options include the Biko, Biscocho, Plain and Ube-flavored Piyaya, Bayi-Bayi, and the Puto-Bingka, a curious mix of the puto and bibingka. #PHnews: NEDA approves revised list of infra flagship projects
MANILA -- The Investment Coordination Committee-Cabinet Committee (ICC-CC) and the Committee on Infrastructure (INFRACOM) Cabinet Level approved Wednesday the revised list of 100 infrastructure flagship projects (IFPs).
Presidential Adviser for Flagship Programs and Projects Secretary Vince Dizon, also President and Chief Executive Officer of the Bases Conversion and Development Authority (BCDA), presented the revised list of projects. “Continuity is what is most important for President (Rodrigo) Duterte. This is why all of the 100 flagship projects will be started under his term, with a significant number completed while some will be partially operational by 2022. The rest will have significant progress moving into the next administration,” Dizon said in a statement. The 100 flagship projects cover five categories, with Transport and Mobility as the top priority. The other four are Power, Water, Information and Communications Technology, and Urban Development and Renewal. Included in the list are the Metro Manila Subway Project, North South Commuter Railway, Clark International Airport Expansion Project, Cebu Monorail System, Panay-Guimaras Negros Bridge, Samal Island-Davao City Connector Bridge, and the Mindanao Rail Project. The list is also an evolving list as new projects of national and regional importance will be included later on, especially in Visayas and Mindanao. “The swift implementation of these flagship projects is paramount to us and this sentiment is shared by the Filipino people; and the government, with the help of the private sector and our partner international agencies, will deliver,” he said. Costing approximately PHP4.2 trillion, the 100 flagship projects are part of the Build, Build, Build program that is composed of thousands of infrastructure projects to be implemented all over the country. The estimated cost for the Build, Build, Build program is above PHP8 trillion. “The Build, Build, Build program was never just about the Duterte administration. It's about building for the future to propel the Philippines to a developed-country status by 2040 and make the lives of Filipinos more comfortable,” Dizon said.
Of the total projects, 26 will be implemented through Public-Private Partnerships (PPP).
Dizon said PPP projects under the Duterte administration should promote public interest. “Unfortunately, PPP concession agreements executed in the past failed to promote public interest. The government has been tied to provisions such as 1) automatic rate increases, 2) commitments of non-interference; and 3) non-compete clauses, which strip it of its ability to require concessionaires to improve services, all of which have been detrimental to the public interest.
