I was also confused by this, but I think season 7 actually gives us the answer! At first I thought it was random, but now I see a pattern.

We see Terry put on his glasses to read the map to the Garden of Innocents, meaning he's likely mildly farsighted (i.e. only needing glasses to read). The other times we see him wearing glasses are when he's first meeting Viren, talking to Claudia during her identity crisis, rehearsing his speech, and talking to Ezran (unless I've forgotten any). When talking to Ezran, Terry says he "practiced this with glasses", leading me to believe that he only needs glasses to read, but likes to wear them when he wants to really focus on talking to someone. Like meeting your gf's dad, or pleading your innocence to the king of Katolis.

It's likely that Terry associates wearing his glasses with being more confident/focused, so he puts them on when he anticipates having an important conversation.

sometimes I wonder whether Terry has just not been able to see properly for the past two season or if his glasses were reading glasses and he abandoned his book back in the cave under the Storm Spire like someone leaving a shitty paperback behind on an airplane seat
