It's slang for "cis person" or in other words, "not trans". Often derogatory, especially when used on tumblr (think, the extremists who loudly proclaim themselves "proud to be a cisphobe" or people who have no qualms about throwing any offensive slurs around). Got called cissy a while ago by a nut who wouldn't stop harassing me, despite how I had "trans" right there on my blog. I usually only see it from trans people too, it's a shitty way to hit someone by invalidating their identity and let's face it, there are totally people like that in any group even ones that are not cis or het. Of course, these morons turn around as soon as someone points it out and say everyone else is too sensitive, they wouldn't care if someone called -them- that. But they're not in that position. And they would care if it was being used maliciously towards them, which it is in many cases toward other people...
