Since we've seen examples of lower class lefthands being militarized for better performance (Subject 012, Subject 888), I think that if Design had continued into a forth season it would've been possible to see John be militarized as well due to being a level 7 lefthand. Of course, Dahmer is an ass so I can imagine that she would stall for as long as she could to see how long he could last without dying since John has also proven to a skilled fighter without the need of fancy stuff like fire control or flesh tendrils.

EDIT: After much thought, I'm pretty sure Kali was actually a 0 class lefthand-
