UTTARAKHAND SUFFERING FROM FOREST FIRES, MORE THAN 200 HECTARES OF LAND DESTROYED
Forest fires have flared up in Uttarakhand. According to reports, fires have been burning hectares of land for the last three-four days in various parts of Uttarakhand.

According to the forest department’s data, reserve forests have suffered more damage due to forest fires. More than 200 hectares of forest land have been destroyed so far in fires. At least 117 fresh forest fire incidents have been reported with the Garhwal region accounting for 32 of them, the Kumaun region 75 and wildlife areas 10.

DEVELOPERS SHOULD PAY A HIGHER NET PRESENT VALUE FOR CUTTING FORESTS
In January 2022, a Supreme Court-appointed committee criticised the current method of evaluating forests, calling it outdated. It recommended a substantial revision of the Net Present Value (NPV) of forests, fixing compensatory afforestation practices, and the creation of a new body to regulate forest diversion.

However, in January 2022 itself, the union environment ministry revised the formula to calculate the NPV and increased it only by 1.5 times. The ministry ignored even the recommendations by another expert group that had asked for increasing the NPV by four times. Forest-sector experts have maintained that the non-revision of NPV for the past 15 years had led to “an undervaluation” of forests being diverted. Factors such as ecosystem services were not being considered. They believe that the latest revision ignores all such concerns once again.
Experts argue that even an increase in the Net Present Value will do little to prevent the diversion of forestland. Processes like the NPV have become more of a distraction, instead of addressing the more fundamental questions about forest governance. The focus must be on the idea of making the process of forest diversion more transparent and consent-driven.

HIMALAYAN MEDICINAL PLANTS UNDER THREAT DUE TO CLIMATE CHANGE
Medicinal plants in the Himalayas are under threat due to climate change according to new studies in Himalayan regions.

The findings from two new research papers call for reorienting conservation strategies. A study in Sikkim from Bhim Rao Ambedkar college, Delhi University, analysed the potential habitat distribution of 163 medicinal plant species in both the current and future climates scenarios in 2050 and 2070. Meanwhile, a second modelling study for the periods 2041-2060 and 2061-2080, focused on an endangered medicinal plant Picrorhiza kurroa (Royle ex Benth) in the Uttarakhand part of the Himalayas. The plant, locally known as kutki or kadu, is among the several globally significant medicinal plants in the Himalayas, which are highly sensitive to climate change and are under threat, due to their narrow distribution range and small population size.

The new research provides insights to policy makers to identify suitable sites for future conservation. Scientists are recommending a mix of conservation strategies to counter the predicted losses and redesign conservation strategies. Strict implementation of local and international laws can improve the situation. Also, increasing cultivation of endangered medicinal plants can save them from extinction in the wild.

HEATWAVE TO HIT BIHAR LITCHI, MANGO FARMERS
The ongoing heatwave is bad news for mango and litchi growers in Bihar. Experts and farmers in the state have told they are not hopeful of a bumper harvest this summer. On the contrary, yields could reduce by a quarter or more, they say.

Some 17 of Bihar’s 38 districts are in the grip of a heatwave according to official data released by the Patna centre of the India Meteorological Department on April 25, 2022. The maximum temperature of 43.2 degrees Celsius was recorded in Banka district, followed by 42.6°C in Gaya district and 42.4°C in Patna. About nine districts, including Bhagalpur and West Champaran, recorded temperatures of 42°C and above. Other districts recorded between 38°C and 41°C.
More than 90% of mango and litchi orchards are located in the districts that are facing heatwaves at the moment and have witnessed high temperatures since last month. This has affected normal production of summer fruits like mango and litchi. Rising temperatures, high humidity and lack of moisture are very harmful for mango and litchi cultivation.

The Supreme Court on Tuesday cleared the national highway authority’s Delhi-Dehradun expressway project but recast the green tribunal-appointed expert panel for scrupulous implementation of mitigation of damages to environment as well as compensatory afforestation.

A bench of justices DY Chandrachud and Aniruddha Bose ordered that the expert panel would be headed by director general (forest) CP Goyal in the Union ministry of environment, forest and climate change instead of the chief secretary of Uttarakhand, as ordered by the National Green Tribunal (NGT) on December 13 last year.
