Azerbaijan and Turkey should be held responsible for bringing paid killers and fanatic jihadists to our region thus making achievement of peace even more complicated, Armenian President Armen Sarkissian said in an interview with Kuwaiti daily Arabic-language newspaper Al-Jarida.
“The civilized world should stop this. It is a shame for the 21st century to still have mercenaries who are paid for killing civilians or creating human disasters,” the President said.

Who started the military actions in Nagorno-Karabakh and in which political context it occurred? Are we witnessing a proxy war? Or another battlefield for energy wars?
Nagorno-Karabakh is a region which was historically part of the Armenian lands and Armenians have been living there for thousands of year. Historically, Nagorno-Karabakh or Artsakh was always a part of Armenia. It is a nice mountainous beautiful region where Armenians, as an indigenous people, were inhabiting those lands for thousands of years and they still live there. Only under the Soviet regime, Nagorno-Karabakh, as an autonomous region, was given by Stalin to Soviet Azerbaijan for 70 years. After the collapse of the Soviet Union, we got the first war and almost 30 years of negotiations. The Azeri side is that it has a legitimate right to free those lands. But free from whom? There are ethnic Armenians 100% living there, and they have been there always. Why one should leave his/her own home just because a newcomer wants to? This is called aggression followed by ethnic cleansing. They want that land without Armenians. For the Azeri side, controlling those lands and justifying their aggression is part of an identify-building narrative, while for the Armenian side, it’s a struggle for life, for cultural heritage and historic memory. It a fight for their houses, parents and children who live there, but who now became direct targets of Turkish drones and Azeri missiles.
So, they started a full war while there is a clear agreement of a cease-fire established since 1994. This is a real war which Azerbaijan and Turkey prepared seriously and long ago. The Azeri sides wants to break the status-quo and impose its will. And Turkey militarily and politically backs this dangerous venture of Azerbaijan pushing the region to the brink of a human disaster. We, Armenians, never challenged any energy infrastructure. Instead, according to some arrangements, Armenia could even export electricity to Turkey as it does for Iran and Georgia. As for your question about a proxy war, I can tell you that Turkey is using Azerbaijan to expand its dominance in the region. By doing so, it threatens the fragile stability in the South Caucasus.
With the regional tension all around, are you afraid the situation in Nagorno-Karabakh will create a new “Syria”?
Yes, I am, because if there is no a strong international reaction to Turkey’s deliberate and unlawful actions in the region, we can turn the region into a Syria-like nightmare. And then, everyone in the region and beyond will be affected. So, if Turkey is not stopped from being directly involved in military offensive activities, the conflict between Nagorno-Karabakh and Azerbaijan may spiral out of control. We need to stop Turkey and Azerbaijan from levelling up the situation in magnitude, in complexity, and creating something that eventually will become another Syria of the Caucasus. Turkey is permanently recruiting and sending war mercenaries, mujahedin–terrorists, Islamic terrorists Azerbaijan to fight against the civilian population of Nagorno-Karabakh-Republic or Artsakh, as we say it. Different countries must interfere and put a strong and unequivocal pressure on Turkey to stop it from interfering in the region. If Turkey is restrained, then we have a chance of an effective ceasefire and negotiations, with a possibility of going back to the negotiation table. This Turkish involvement and the Azeri aggression which didn’t stop even under the declaration of ceasing hostilities for humanitarian purposes on October 10, 2020, give feeling to everyone not only in Nagorno-Karabakh, Armenia but everywhere where are Armenians, and those people who are close to the Armenians, that Turkey wants to repeat something that happened 105 years ago-ethnic cleansings of Armenians from their homeland-and creating another genocide. We-Armenians, in Armenia, Artsakh and Diaspora-will never allow another genocide to happen. Enough is enough.
Azerbaijan authorities proclaimed that Armenians volunteers, especially from Syria and Lebanon, are joining the fight. Is that accurate? Are you afraid that this may increase religious dimensions of the conflict?
After the Genocide of Armenians perpetrated by the Ottoman Empire and never recognized as such by modern Turkish Republic, Armenians were spread world-wide, and became proud citizens of a number of countries: the US, Russia, France, Iran, Argentina, Lebanon, Australia, Syria, Georgia, Singapore, Poland, etc. They are effectively integrated into their home countries and societies, and a humble and law-abiding contributors in economy, politics, culture, sports, sciences, technology, education, etc. of the host countries. When there is an imminent existential threat, Armenians seek to get mobilized globally and they also can come to the Homeland and help their brothers and sisters on the ground. Azerbaijan and Turkey, not Armenia, should be taken responsible for bringing paid killers and fanatic jihadists to our region thus making achievement of peace even more complicated. The civilized world should stop this. It is a shame for the 21st century to still have mercenaries who are paid for killing civilians or creating human disasters.
As for the religious dimension, Armenians have nave showed any resentment and intolerance towards other religions. The religious dimension is just excluded from this conflict since the very beginning. Armenia and Armenians have a full respect for all religions and beliefs and thousands years of our history clearly demonstrated our attachment to human values including tolerance and respect for other religions, cultures, race, etc. I don’t know any Armenian having hatreds for representatives of other religions. We adopted Christianity in 301, officially the first in the world. During two millennia, the Armenian nation experienced wars, conflicts, exoduses, and even a genocide, but it never became a blind religious fanatic, as now we see many among those fighting against us on the Azeri side. But you will always find those who want to ignite hatreds and fuel new escalations, and they will say you there is a religious dimension which a non-sense.
Are you satisfied with the Arab gulf countries stance on the situation?
Since the very first day, when the Azeri side backed by Turkey started its unprecedented offensive against Armenians in Nagorno-Karabakh, I was in touch with heads of the Arab countries, such as the Sultan of Oman, the King of Bahrain, the Emir of Qatar, the President of Egypt, the King of Jordan, the Crown Prince of the Emirate of Abu Dhabi, etc. In my letters and phone call I was expressing my deep concern over the spiraling situation stating that regrettably, Azerbaijan’s intermittent war against the people of Artsakh and the Republic of Armenia was nothing new and that for over three decades, Azerbaijan was trying to solve the Nagorno-Karabakh issue through military means and wipe out the Armenian population from its Homeland. And this is unacceptable.
What are Armenia demands for a ceasefire? How do you envision the political solution?
This is not the first time in about 30 years that Azerbaijan, enjoying the overt support of Turkey, perpetrated horrific aggression against Armenians of Nagorno-Karabakh, using a wide range of artillery and rocket munitions, including the banned cluster bombs to target the residential areas, situated far from the line of contact. It is important to remind that the routes of this conflict lied back in 1990-1991, when to the peaceful protests of the Armenians in Nagorno-Karabakh Azerbaijan then-Soviet Republic responded with brutal military force, committing mass ethnic cleansings, and continued atrocities aimed to forcefully squeeze out the Armenian population. The Armenians then withstood the imposed war and enjoyed 26 years of de-facto independent and peaceful life on own Homeland amidst an enduring process of negotiations.
And now, the Turkish-Azerbaijan ongoing aggression the Armenians are facing now comes to expose the genocidal intentions of them, leaving no chance to the local population but to fight again to safe own homes, families, thousand-years old history and monuments.
Therefore, we are more than convinced that the international recognition of the Republic of Artsakh is the only option that might guarantee the security and the right of the Armenians living in here. So the political solution is clear: the only way to prevent the potential genocide and forced displacement of these people is the international recognition of their self-determination.
Are you optimistic about France and Russia and the United States upcoming meetings. Do you think the international intervention will help or complicate the situation?
The international mediation of OSCE Minsk Group that co-chaired by France, Russia, and the United States was one of the factors of lasting peace-oriented to a peaceful outcome, which was blatantly disrupted by Turkey and Azerbaijan blowing up the Caucasus region on 27 September, transferring mercenaries and radical jihadists to fight the Armenians.
Even though the joint statements of leaders of France, Russia and the United States to halt the violence immediately and back to the negotiation table, those were defiantly ignored not only by the Azeri government but first and foremost by Erdogan’s Turkey, who bears responsibility for instigating and militarily involving in Azerbaijan’s unleashed aggression against the Armenians of Nagorno-Karabakh. So, the only international intervention that not only complicated the situation but evoked an existential threat to the Armenians dramatically destabilizing the entire region is Turkey. And here is worth mentioning Turkey’s Foreign Minister Chavushoglu’s statement that his country will continue to stand by Azerbaijan on the ground and on the table, hence confirming Turkey’s military involvement in this war. This fact should inherently raise a concern among NATO members that their ally is an initiator of aggression against its Partnership for Peace partner. With this regard, to my understanding, the imperative for the international stakeholders, particularly to those who are interested in long-term peace or in the conflict resolution namely France, the United States, and Russia and others, is to refrain Turkey, making both Ankara and Baku accountable and responsible for provoking this horrible war.
Armenia is discontent with US over the use of F16 ,and with Israel over the weapon shipments to Baku ,and Russia was very cautious about showing support to you, are you concerned that Armenia will find herself alone?
The issue of Turkish F-16 in this war was raised by Armenia’s Prime Minister Pashinyan, who eventually stated that the United States may want to explain whether those fighter jets were delivered to Turkey for bombing Armenian civilians. It is also about NATO since Turkey is a NATO member and operates those F-16s. I have asked some NATO colleagues to look at this very carefully because we have a situation where a member of NATO-an organization, which has a clear mandate of what to do-is taking part or getting involved in a conflict of third parties, which are not NATO members. Does Turkey have an authorization or a green light from NATO? If yes, we should know that. If not, then I hope that our colleagues in NATO will make their voice heard and put pressure on Turkey that they should not get involved into this conflict because their presence here is not helping at all, it is escalating the situation dramatically.
On the other hand, the issue of Israel’s continued arming of Azerbaijan has long story, which remains confusing for the Armenian society. Even now, at times of the Turkey-Azerbaijan aggression against the Armenians, Israel’s government’s unchanged behavior in arming the aggressor is far from understanding for the Armenian side, who asks a simple question: since the Jewish State is a Genocide-survivor country, so why arming those who wage genocidal war against Armenia? Armenia and Artsakh are not anole, as we are on the side of truth. As for the position of Russia, the President Vladimir Putin made clear that Russia was and will keep its commitments as bilateral and multilateral security treaty ally of Armenia under the terms and conditions of a strategic partnership with Armenia.

Emily Thornberry speech to Labour Party Conference
Emily Thornberry MP, Shadow Foreign Secretary, speaking at the Labour Party Conference in Brighton today, said:

    Chair, Conference - It’s a pleasure to be back here in Brighton and Hove.
  A city which we can say - once again - has no Tory MPs. And it’s a pleasure to be taking part in a debate where our delegates have such a strong voice,
  And we should all thank Kate Osamor and Nia Griffith who have allowed me to speak on their behalf today so our delegates could have more time. And let me say as well - it’s an honour to be on this stage with our leader, my friend, this country’s next Prime Minister - Jeremy Corbyn.
  You know, some people might remember a certain viral video from election night of a bit of high-fiving gone wrong. But that’s not how I’ll remember that evening. I’ll just remember seeing a friend of mine who had defied all the pundits, all the doubters
and all the expectations. Someone who had proved during the election, who has proved throughout his leadership, who has proved all his life, that nothing is stronger, nothing on earth than a person of principle.
  And it is that strength and those principles, those unshakeable values that are going to take Jeremy into Downing Street and put Labour back into power. After all, it was on this very stage two years ago that Jeremy declared his mission:
  “To put Labour values -- the people’s values -- back - into - politics.”
  And he has achieved that. But thanks to Jeremy’s inspirational leadership, thanks to the brilliant efforts of everyone in this room, we can now set our sights even higher.
It is time to put Labour values, the people’s values back into Government.
Because if June’s election taught us one thing, it’s that if we stand behind Jeremy’s principled leadership, if we stand united as a Party, and if we stand on a radical manifesto, there is absolutely no seat that we can’t win.  And no Tory that we can’t bin.
  So next time, we've got to take the fight into their backyard. Let's go round the coast to Hastings. And end the ambitions of Amber Rudd. Let's go to Chingford. And send Iain Duncan Smith to the Job Centre. Then let's go to Uxbridge. And make sure Boris Johnson never, ever gets into No.10.
  But Conference, please let’s just take a second to sympathise with poor old Boris. Oh come on, just a second. He’s not been happy lately. Apparently he's sick of being blamed for the way Brexit is going and all the broken promises of the Leave campaign.
  I'm sorry, Conference? I'm sorry? Who does he think made all those promises? Who does he think was in charge  of the Leave Campaign?
  I know Boris doesn’t like paternity tests, but we might need one for Brexit. We need to get him in a studio with Jeremy Kyle.
  “Yes, I'm sorry, Mr Johnson…
“We've got the results back…
“It looks like this one is yours…
“It must have been that wild night out you had with Michael Gove.
“I've calculated your maintenance payments…
“That’ll be 350 million a week.”
  But Conference, what a contrast. Here on this stage, you’ve got Labour’s Brexit team - myself, Keir and Barry working every day in harness with Jeremy, John and Diane. All pulling in the same direction.  All focused on the same three priorities. The three priorities we’ve had since Day One after the Referendum - Jobs, Jobs and Jobs.
  While next week in Manchester, we’re going to see six Tory rats, fighting in a sack, not worried about protecting the jobs of the British people. Just every one of them looking out for their own.
  Last Friday, Theresa May said we need to be “creative and imaginative” to get a good outcome from Brexit. Well I’ve got a creative idea for her step aside, end your shambles of a Government, and let the grown-ups on this stage take charge.
  And talking of grown-ups I’m proud to be here representing our great Shadow Foreign Office team: Liz McInnes; Fabian Hamilton; Khalid Mahmood; Helen Goodman and Ray Collins. And I’m proud as well to be speaking on behalf of my friends, Kate Osamor and Nia Griffith. Kate, our Shadow Secretary of State For International Development, facing a world in now constant humanitarian crisis,
not least as a result of climate change.
  As Kate would say, in that world, we’ve got a decision to make. Either tackle head on the root causes of these crises or spend more and more every year dealing with the consequences.  And, under a Labour government. That is a decision we will not duck.
  And Nia, our Shadow Defence Secretary, who has shown that Britain under Labour
will be a strong leader within NATO, committed to spend 2 per cent of our national income on defence. And committed to ensure that those who put their lives on the line for this country the real-terms pay rises and the decent living conditions that their service and their sacrifice deserves.
  In dark, dangerous times for our world Britain must be equally strong and equally committed to defence, development and diplomacy. That is what we offer on this stage. And that is what Labour in government will guarantee. 
  But Conference, make no mistake. These are indeed dark and dangerous times for the world. And too many times, the problems we face come down to people abusing their power and ignoring the rules and values that should govern our world.
  From Venezuela to The Philippines we see the rule of law ignored and originally democratic governments turning into increasingly autocratic regimes. From Myanmar to Yemen we see human rights ignored and flagrant attacks against ordinary civilians qll too often using British-made weapons.
  From Kashmir to Israel and Palestine we see efforts at diplomacy ignored and actions taken on both sides which will make peace harder to achieve.
  From Syria to Sudan, we see the Geneva Conventions ignored and despots committing war crimes with total freedom and impunity. 
  All across Europe we see the basic rules of humanity and the basic lessons of history ignored as cowardly terrorists stalk our city streets and vicious extremist parties rise in the polls.
  And of course, in North Korea  we see the Nuclear Non-Proliferation Treaty ignored with all the terrifying consequences the world is now facing today.
  Taken altogether what we are seeing today is the biggest challenge to the world order since the 1930s and the collapse of the League of Nations.  And if you believe as I do in what Jeremy has called…“A world based on rules and laws” then this is the time, more than ever, when we need our leaders to stand up for that world order. To stand up for human rights and international treaties. And to insist on working through the United Nations for peace.
  But instead, Conference we now have a President of the United States who believes that none of these rules and laws apply to him.
  - Imposing a travel ban on Muslims;
  - Equivocating over illegal settlements;
  - Reneging on the Paris climate treaty;
  - Imperilling the nuclear deal with Iran;
  - And threatening to “totally destroy” North Korea. A country of 20 million men and women. And 5 million children.
This is not what we need from the leader of the free world.
  To be honest, Conference it’s more like what we would expect from a rogue dictator. And what makes it even worse is to see this Tory government and this Tory Prime Minister pathetically going along with it all walking hand-in-hand with Trump at the White House, supine, sycophantic and spineless.
  And why? All in the vain hope that Trump will ride to the rescue after Brexit with some fantasy free trade deal. Because, for this Tory government that’s what their foreign policy has come down to no values or ethics, no rules or principles just a simple case of what works best for the bottom line. How else do they explain why - last week - Theresa May was in New York, finally announcing the suspension of cooperation with the military in Myanmar because of their actions in Rakhine.
  While on the very same day, Michael Fallon was in Jeddah, signing a deal to increase our cooperation with the military in Saudi Arabia wantonly ignoring their actions in Yemen. It is rank hypocrisy. But it also illustrates a basic fact that the world we want to see – a world governed by ethics and values, a world based on rules and laws will never truly exist as long as governments and world leaders get to decide for themselves when it suits them to play by the rules and when the rules can be safely ignored.
  The world we want will never exist when governments like Theresa May’s think it’s perfectly OK to loudly condemn those they regard as enemies but then fall utterly silent when it is their friends in Bahrain rounding up, torturing and executing civilian protestors or their friends in Saudi Arabia dropping cluster bombs on innocent children in Yemen.
  In fact, if they were just silent that would be an improvement. Instead, we have to listen to Michael Fallon saying that the thousands of children killed and injured by air strikes in Yemen are just a consequence of Saudi Arabia “defending itself”…
…“Defending itself”.
  But Conference, it does not have to be this way. Labour can and will do things differently when we are back in power.
And there is one concrete step we can commit to today.
For too long successive governments in this country have taken decisions on granting arms export licences behind closed doors and shrouded in secrecy.
  Just two months ago we had the ludicrous situation where the campaigners trying to stop arms sales to Saudi Arabia for use in Yemen had their Judicial Review rejected on the basis of government evidence presented in closed court a secret court so they were not even allowed to hear the evidence let alone challenge it.
  The fact is that arms export decisions made by Tory Ministers are entirely subjective assessments taken without proper Parliamentary scrutiny without listening to independent, expert advice, but listening far too much to lobbyists for the arms trade and repressive foreign regimes.  A process that leads to nonsensical double-standards, where the Government can decide too late that selling arms to Myanmar is wrong but immediately increase its sales to Saudi. It is an arms control regime that was already outdated. but which the Tories have systematically abused, undermined and left fatally discredited.
  And as the four shadow ministers responsible, Barry, Nia, Kate and I have agreed that it must change. So just as the new Labour Governments elected in 1997 and 2001 Immediately reformed the way decisions were made on monetary policy and competition policy, the next Labour Government will immediately reform the way decisions are made on the export of arms.
  A wholesale reform of the legal and regulatory framework fully implementing the International Arms Trade Treaty with clear rules, tests and criteria for decision-making, based on independent, expert advice and the objective assessment of evidence. A new system, that will prevent the misuse or abuse of licences and adhere to the principles of transparency, true Parliamentary accountability and freedom from undue influence.
  Because Conference, it is not enough for us just to be better than the Tories, we must set an entirely new standard for Britain and a shining example to the world.
And if that sounds like setting our ambitions high, well you’re damn right it is and we should not apologise for that.
  You know, I heard Chuka say yesterday:
“Overpromising and under-delivering…
“…Is one of the reasons…
“…there was such fury with the Blair government.”
  And when it comes to foreign policy, I totally agree with that statement. But the way we avoid that mistake next time round isn’t to water down the promises we make, it’s to keep the promises we make and make sure we deliver them.
We will be a Government that will never put the interest of the rich and powerful above human Rights, The Rule of Law, and the lives of innocent children in Yemen…
A Government that will never put our principles up for auction.
And if we are going to be the kind of government we could be, we do not just need what Robin Cook called for, twenty years ago, when he set out his Mission Statement for the Foreign Office.
  We do not just need an “ethical dimension” to our foreign policy, we need to go much further than that.
  We need what Martin Luther King called for 50 years ago, when he set out his case against the Vietnam War.
  - We need “a revolution of values”.
  - “A genuine revolution of values”.
  - “A radical revolution of values”.
  Because if our mission back when Jeremy was elected, was to put Labour values back into politics and our mission today is to put those values back into Government, then our mission for the years to come must be equally ambitious and equally radical. It must be to put Labour values at the heart of the world order, to be a beacon in every corner of the globe for the values we believe in here at home.
  We have the leader in Jeremy to do it. We have the team on this stage to do it. We have the members in this hall, and all across the country, who will hold us to it.
  So let us make that our mission. And this time -- this time -- let us make it our record.

RIYADH: Saudi King Salman held a cabinet meeting via video call from hospital in the capital Riyadh on Tuesday, a day after the 84-year-old monarch was admitted with what state media said was inflammation of the gall bladder.
Three Saudi sources had previously told Reuters that the king was in stable condition.
A video of the king chairing the meeting was broadcast on Saudi state TV on Tuesday evening. In the video, which has no sound, King Salman can be seen behind a desk, wordlessly reading and leafing through documents.
The king, who has ruled the world’s largest oil exporter and close U.S. ally since 2015, was undergoing medical checks, state media on Monday cited a Royal Court statement as saying without further details.
Three well-connnected Saudi sources who declined to be identified, two of whom were speaking late on Monday and one on Tuesday, told Reuters the king was “fine”.
An official in the region, who requested anonymity, said he spoke to one of King Salman’s sons on Monday who seemed “calm” and that there was no sense of panic about the monarch’s health.
King Salman received phone calls from the leaders of Kuwait, Bahrain and Jordan on Monday, state media reported.
A diplomatic source said the kingdom’s de facto ruler Crown Prince Mohammed bin Salman flew back to Riyadh on Monday from his palace in the Red Sea city of NEOM, cancelling a planned meeting with a visiting Iraqi delegation.
The diplomatic source and the third Saudi source said the crown prince was still in the capital.
King Salman last spoke publicly on March 19 in a five-minute televised address about the coronavirus pandemic. State media have published pictures and videos of the king chairing online weekly cabinet meetings. Media have also carried images of the crown prince attending those meetings online.

Panoramic Weekly: Keep calm and ‘gradually’ hike
After a turbulent start to the month, the second half of August has turned out to be a much calmer period for financial markets. While geopolitical tensions have not gone away, investor sentiment is currently being well-supported by the favourable economic outlook in the US, coupled with the prospect of a continued period of low interest rates. Global equity and credit markets produced further steady gains over the week, with several of the major US equity indices hitting all-time highs.
Jerome Powell’s first speech as Fed chair at the annual Jackson Hole symposium was arguably the standout event of an otherwise quiet week. The key message was the expectation of ‘further gradual’ interest rate rises as the US economy continues to strengthen. However, the new Fed chair also emphasised the lack of inflationary pressures and noted that he saw little sign that the economy was overheating. This was interpreted by some as a dovish signal, which helped push 10-year US Treasury yields to a 3-month low following the speech. Meanwhile, the US Treasury curve continued to flatten, with the 10-2 Year Treasury Yield Spread falling below 0.2%. Fed governors, however, have openly said that they wouldn’t vote for any measures that might intentionally flatten the curve, something which could also be viewed as a dovish signal.
It was also a generally positive few days for emerging market assets, with continued strength in oil prices and a fall in the US dollar acting as a welcome tailwind. The majority of EM currencies strengthened over the week, although as ever there were one or two exceptions. The Brazilian real fell sharply on fears that the former president Lula – currently serving a 12-year jail sentence for corruption – may choose to run again. The Mexican peso also lost ground over the week – the initial rally following the news that the US and Mexico had agreed to revamp the NAFTA trade agreement was quickly reversed as a lack of detail led to more questions than answers.

EM Corporate Debt Market – getting bigger, and better? The Emerging Markets (EM) corporate debt market is forecast to add another year of continuous growth as EMs catch up with developed markets in terms of financial penetration and as EM companies improve their corporate governance. The growth, however, has also increased the proportion of High Yield (HY) issuers in the universe, which now represent almost 40% of the total, as seen in the chart. This, and their natural link to their sovereigns, makes them more vulnerable to external or idiosyncratic shocks: recent crisis in Argentina, Russia and Turkey, for instance, have taken the spreads of the JP Morgan Corporate EM Bond Index (CEMBI) to 340 basis points (bps) over US Treasuries, the highest level since Trump won the US election in 2016 (and EMs sold off on concerns of more trade barriers). This year’s crises have so far dragged the JPM’s CEMBI index 2.3% lower, although some specific countries have delivered positive returns, including Nigeria, Ghana, Hungary, Bahrain and Paraguay. Mexican bonds – sombreros off: When Mexican debt and the peso plunged in November 2016 after Trump’s victory, few imagined the country’s bonos would be the 2nd best performing Fixed Income Asset class in the first 8 months of 2018, out of a list of 100 – with a total return of 8.1%, and only behind US non-agency Residential Mortgage-Backed Securities. Fears of a trade wall between the US and Mexico have waned as talks between the two countries to reach a new NAFTA (North American Free Trade Agreement) deal have developed positively over the past few months. Investors have also been encouraged by recent inflation prints, below the 5% level since March. Some market observers believe that inflation peaked at 6.7% at the end of last year, being now on a more positive path. In-coming president López Obrador has also calmed fears of rising deficits as he has committed to fiscal prudence.

US Trade Deficit – growth matters:  Trying to fuel economic growth and starting a series of trade wars to reduce a country’s external deficit may be easier said than done: as seen on the chart, economic growth (orange line) is quite correlated to the trade balance (blue line) – the more growth, the bigger the trade deficit and viceversa. This happens because growth helps people import more from abroad, and also tends to increase the local currency, making exports less competitive. According to a study from the International Monetary Fund (IMF), a positive fiscal shock of 1% of GDP widens the trade deficit by about 0.7% over 2.5 years and, in the case of the US, boosts the dollar by 8% over 1.5 years. Also, holding the world’s leading currency usually comes at the price of having a Current Account deficit, since foreign investors and governments need to buy US assets to build up their reserves. This leads to a Capital Account surplus which, by definition, needs a Current Account deficit to even out the Balance of Payments. So: holding the de facto world’s reserve currency, having low interest rates, a trade balance surplus and strong economic growth, all together, may be also easier to say, or to tweet, than to get it done.
Yield curve – unnerving investors: Much is being written about the ongoing flattening of the US yield curve, with many experts, including the US Federal Reserve (Fed), arguing that flat is not down and that a decade of record low rates has made the curve naturally flatter. Others say that this widely-used recession indicator stayed flat over five years in the late 1990s and that the same could happen again. While all these arguments fill the financial press pages, the difference between 2-10 year US Treasury yields continues to drop: it has now reached a meagre 20 bps, the lowest since mid 2007, just ahead of the Financial Crisis.
