NSTP Blog: Barangay Culiat/Tandang Sora’s Disaster Risk Reduction, Management, and Preparedness
My family and relatives from the mother side were residing in this barangay for all their lives. Given the fact that my grandfather experienced the life of being a kagawad, and my mother has also run for being a barangay captain, and now a Kagawad of our barangay, I had a little knowledge of how the system works in our own community.

According to statistics, Brgy. Culiat was the 4th barangay with the highest population in District 6 of Quezon City.

I say as a normal citizen, I am aware of the different and various disasters that our barangay has faced over the years. And, I never knew that one of my courses in UST has given me a chance and opportunity to know how my own barangay faces and manages these problems. As the barangay kagawad, that I had an interview with, shares the problems, the different hazards that they expect, our barangay’s plan towards risk reduction and management, I learned and discovered a lot of things about the issues of my own community. And soon after, I created a plan to make our community better and more prepared for these disasters.

During my interview with Kagawad Leonisa Curioso, most of the disasters that our barangay has faced over the years, it is notable that these are the excessive flooding and loss of properties and businesses due to fire. Since we are talking about natural disasters and hazards, we focused on the issues about flooding.

She said that it was not always like this, flooding (mild or excessive) only happens when the typhoon or Habagat is just strong. But she affirms that flooding occurs because of improper waste management disposal of the citizens in the barangay. This thing does not just happen in our barangay but in the whole Quezon City as well. According to Masigan (2019), Quezon City has been ranked first as the city in the Philippines with the highest waste produced in a day. That’s why the Quezon City government had facilitated programs and events to inform people with proper waste management and disposal with the slogan “Basta QC, Hindi Messy”. But as usual, it will not be very effective without the help of each barangay in the City. That’s why our own barangay has also created a program regarding and inclined to the platform of the City Government.
“War on Waste”, is a movement regarding this issue. As our barangay supports this movement, Kagawad said they have conducted several programs and activities. The following are the events happened inclined to this movement:
Seminar – they have conducted a seminar to inform the people about the effects of improper disposal and management of our wastes to our environment and as well as with our health. After talking about its negative effects, they taught the citizens on how to properly dispose our garbage and as well as where in our barangay, they are supposed to put the wastes so the garbage collectors will only have specific places to get our wastes.
Cleanup Drives – Inclined with the “War on Waste” movement, they have also facilitated a cleanup drive in our barangay. They aim to do this program at least once a month and encourage other citizens to join and be a volunteer to help clean our barangay. Since it only started a month ago, this month’s cleanup drive will be on December 15, 2019.
It is just sad to say, according to Kagawad, she said that not all citizens appreciate and want to cooperate with the said projects, programs, and events conducted by the barangay. She said, that they understand that most of the members of the community are busy with their personal lives, but she also said that it will not take most of their times and if only they could understand the problem and know its effects in human lives, she thinks that it will only be the time they will help. As she stated, “nakakalungkot na hindi lahat ng pamilya ay nais sumama at makipag tulong sa atin. Tapos in the end, pag may nangyaring hindi maganda sa kanila ang sisi ay nasa amin pa rin ganoon.”

This community walk has been a great experienced to me. However, there are some places that I find kind of dangerous and unsafe.

If you will notice, the cable wires are so tangled with each other. This may cause a huge problem and it may be the source of fire, if ever. Also, since the Philippines is a tropical country, it is typically hot and the temperature is at the highest level at noon up until 2 o’clock in the afternoon. This is very alarming because, if not managed it can cause danger and death to people. And since, it is near the school, we expect that there will be a lot of students and there will be a panic when a fire happens. Here are more photos of streets with tangled cable wires which are very dangerous. This is inside the Salam Compound (Muslim Compound).
Reflection
All in all, I have fun and I enjoyed talking and asking questions of our Kagawad. She entertained every question I have and answered it honestly. I am very thankful to our barangay officials for making our barangay a safe place. Although we cannot stop what must happen, I appreciate the efforts of our barangay to at least lessen the risks and effects of these disasters on our community.
To further improve the programs and projects of our barangay here are some of my suggestions:
1. Of course, we would like to have the cooperation of the whole barangay. And to do this, I think it is necessary to have at least 1 member of each family in the community to help and contribute to the visions of the barangay. I know that this will bring a lot of opinions and debates, but people need to understand that we are living in one community. This will not only benefit the barangay officials and volunteers but all the people and families in our community as well. I think it is very important that we are actively participating with the barangay’s vision to make our community a better and safe place for every individual.
2. Tree-planting. I think that doing cleanup drives and recycling will not be enough for the flooding problems of our barangay. Trees absorb water and with more trees in the community, it will not only make our place beautiful, but we will also benefit from the things that trees can give to us.
3. Widening street canals. As I have noticed, whenever I go home and to recent typhoons that came, one street in our barangay has been having excessive floods even though it did not rain hard that certain day and all the streets are clear except that one. I think the main problem is that the street canals aren’t that wide, and it is not enough to clear all the water in that street. To think, that sometimes the waste of some are blocking the ways of water to go into the canal.
4. Fine for improper disposal of waste. I think people will be more frightened to just throw their waste on the streets when there is fine whenever they do it. Of course, to possibly do this, every CCTV in our barangay must be functioning well and there will specific team or personnel to check it time to time to see if someone has violated the rule.
Of course, these things are just my proposal to the barangay officials, I hope if ever that they want to do one of these, they could improve it more, since they are the ones who really know what is better for our barangay.

As well as to my sister who helped me to document the whole interview and to my NSTP course and instructor for giving me the opportunity to do this. Through this activity, I learned and discovered a lot about my own community.
