BACKSTORY
triggers: implications of child abuse, implications of alcoholism (it's only in one bullet and it's not actually alcoholism, but it could sound like it so! just taking extra precautions!), abuse of power
If you want Jimmy to just fucking hate your guts, all you have to do is call him 'James'!
He was an unwelcome mistake. His mother didn't realize she was already in her second trimester and, while she still could have aborted, his father saw this as an opportunity to... make a life with her. Debate raged, but they ultimately decided to keep the child and just see what would happen.
-> Which is how it works with all great parents, of course! Let's see what happens!
The first marked oddity was that... this boy was not a mutant. His parents weren't entirely sure how that side of the genetics worked, never really cared enough to learn, but they were both mutants -- and visible ones! But this kid was just a human!?
Let's see what happens? Well, what happened was they learned that they were not cut out to be parents. They hated that kid, they resented that kid, and they let that kid know it! Oh, how powerless he was to their anger!
At 15, James -- now only letting himself be called Jimmy, thank you very much! -- made a mad dash. As a human, he was not equipped to deal for the conditions that awaited him outside of the settlement... but he made a valiant effort, only to be bitten by some radioactive once-was-a-snake.
Luck seemed to be on his side, because he did not die! He had been found by a group of hunters, training newer recruits, and he was brought to their headquarters. When he awoke, they were all talking a big game about how fucking good they were -- all those stupid mutated animals didn't have shit on them! And one of the newer recruits...
-> Well, he was a boy, she was a girl, can I make it any more obvious?
He kind of just admired her from afar for a while, spending most of his time helping the group of hunters with their weapons and doing some grunt work for them. They'd taken him hunting a few times... but, every single time, he got a little too cocky and wound up getting bitten or stung or strangled or -- you get the point. Basically, the boy was confident and the boy was aggressive, but the boy was not cut out for hunting in wastelands.
When Jimmy was 18 and they both started Officially Getting Paid, he was like 'uwu do you maybe wanna be boyfriend/girlfriend' and she was like 'why not?'
Ah, young love! Young love that does not usually turn into marriage, but, as always, young Jimmy was confident and young Jimmy was determined and young Jimmy was secretly a hopeless romantic. So young Jimmy, only 20, proposed. He was like 'uwu do you maybe wanna spend the rest of our lives together' and she was like 'why not?'
A caveat came five years later. As difficult as it was to get word from other settlements, word did come from the settlement the majority of her family was in -- her mother was gravely ill.
-> Jimmy had never really asked why she was no longer with her family. She seemed to love them, only ever talked highly about them... but, uh... he'd find out.
He agreed to go to this 'Sol City,' but... he really, really, really relied on her. He had his own gun and artillery, but he wasn't half as well-trained -- and, do recall, he had a history of being overly confident in his skillset. Every now and again, they'd run into another hunter and would travel with them until said hunter couldn't continue. And they eventually made it! And Jimmy didn't die!
Well, when they made it... he learned why she had never really told him anything about her family beyond how kind they were.
-> 1) Everyone but her father was a mutant, and 2) Her mother had insisted her children stay in their previous settlement... which she knew would be another nail in Jimmy's 'mutants are bad >:(' coffin.
Jimmy tried, he really tried, to put on a smile and make an exception for her family. But, god, they were fucking disgusting.
In an attempt to ignore them as much as he could, he threw himself into his work. He was put in the mines at the beginning, but when the city learned of his experience with basically taking guns apart and putting them back together again, they moved him to the factory. He would occasionally request a transfer to jobs like textiles or waste disposal or grave-digger, just to really get a feel for everything in the sector, but would always return to the factory.
He had become so 'enamored' with his work, so consumed by it, that his wife was starting to grow impatient... and suspicious. When her mother died? He wasn't there. The funeral? He didn't say a thing, just drank the entire time. She knew about his parents, about his experience with mutated animals (and everything he heard the hunters and soldiers say about them), about everything that could make a person so easily hate that group. But, man, she thought he would try for her. He was the one who kept saying 'uwu'!
After many fights, Jimmy becoming sloppier throughout each of them, she finally threw in the towel when he started going on a tirade about how shitty her family was. She threw the ring and she left. And she did not come back.
He pretended nothing happened. Sure, he kept the ring, but he pretended nothing happened. Work was his wife now.
He had felt so powerless for so much of his life. His parents, doing grunt work for the hunters, being a little miner/factory worker/etc, so when he was offered a promotion? It went right to his head. And he wanted more power.
He put on a good show the year after his promotion when he decided to run for Council. No one knew Sector 8 quite as well as he did, and he really hammed it up -- he kissed mutant babies on the head (and insulted the parents when the camera went off), he pet mutant dogs (and insulted the owners when the camera went off), etc. etc. etc. And it fucking worked. And he decided to just rinse and repeat that same thing every election cycle.
All he really wants to do is abuse his power to the best of its ability! All he really wants to do is fuck over the mutant population as a whole, strip them of everything they've worked so hard to earn. It's been pretty easy in his factory -- treat them like shit, hire someone to trash their homes so the Councilman isn't seen doing that -- but he wants to do it on a grand scale! Come on, Leizu and Adonis -- you guys are both weird about mutants, back him up!
TIMELINE
BORN -- Unexpected and unwelcome. He was the child of two mutants who, when his mother learned she was pregnant, said 'eh, let's just see how it goes...'
CHILDHOOD -- It went terribly. They hated him and they made sure he knew that. It wasn't just due to his human status, though that was certainly a factor! Hopefully they never had any other children ever again <3
AGE 15 -- Decided he was done. Ran as far as he could, crossing the border of the settlement and stepping foot into their wastelands. He dashed and he dashed until he was bitten by a radioactive what-once-was-a-snake. He was stumbled upon by a group of hunters. They took him in and largely provided him with a home for the next few years of his life, provided he do their grunt work.
AGE 18 -- He looked at one of their recruits and he was like 'uwu do you wanna be boyfriend/girlfriend?' and she was like 'sure.'
AGE 20 -- He looked at his girlfriend and he was like 'uwu do you wanna spend the rest of our lives together?' and she was like 'sure.'
AGE 25 -- His wife gets word that her mother is gravely ill. He agrees to make the potentially perilous trip and... really relies on her for protection. Sure, he had his own gun and some artillery, but he had always had a problem with being a little too confident in wastelands... which always wound up getting him horribly injured. They ran into some hunters and soldiers along the way who would help them out. And, voila, they eventually made it to Sol City. And he learned why she never really told him much about her family other than how much she loved them: everyone, except for her dying mother, was a mutant. And she knew he hated them.
AGE 26-28 -- He got a job in Sector Eight and really threw himself into it in an attempt to ignore thinking about his wife's family. While he impressed his superiors, he did not impress his wife. He would miss important events, would show up late to others, would straight up ignore her...
AGE 29 -- The straw that broke the camel's back was when he was not there for her mother's death and did nothing but drink during the funeral. He was anything but a pillar of support and was in running for 'worst husband ever.' She threw her ring. She left. She never came back. And he pretended nothing happened.
AGE 30-33 -- Pretending nothing happened looked like throwing himself into work. Despite it being considered one of the less desirable sectors, he fucking loved it!
AGE 34 -- He was given a promotion. No more grunt work at the factories -- he was the factory head now!
AGE 36 -- That taste of power was intoxicating... and mistreating his factory workers was not enough. He threw his hat in for Councilman of Sector Eight and really hammed it up for the cameras. He did a great job at pretending to like the mutant population just as much as he liked the humans, talked a big game, all that stuff. And, being that so many workers from Sector Eight were prisoners, it was easy to wave away anyone who said he sucked!
AGE 37 -- He was elected Councillor for Sector Eight and, man, it's fucking awesome!
AGE 37 - PRESENT -- Continues hamming it up each election cycle. Continues mistreating his workers, namely the mutant ones. Continues having a hard-on for power. Should not be on the Council, but if Leizu and Adonis can make it on there? Well!
HEADCANONS
Probably the worst and least professionally dressed of all the Councillors. Again, he tries to ham things up when there's something important in the public eye going on, but at meetings and the like? What do you mean flannels and wife-beaters aren't professional attire?
Discussed this briefly with Gray -- he's in charge of all the betting on the underground fights that occurs in the prison (grammar is so weird) and concocts all the loopholes that force various prisoners, such as Fins, to do it if they want to keep some of their privileges.
-> Yes, we're finally going to get someone who doesn't like Fins beyond the money he can make for him <3
For all of his faults -- and there are way more faults than there are anything else -- he genuinely is a very hard-worker! Always has been! He likes that feeling of accomplishment he gets after a long, hard day. (But he likes power more, so :\)
He doesn't read much -- that would be silly! -- but his favorite book? 1984 by George Orwell! Talk about the perfect society! (This is also in assuming that books like this are still accessible afksjdh)
He is not very self aware, but... if he can say nothing else, he can say that he has learned he should never be as confident as he once was in wastelands!
At least Ihsan and Abel can blame their mutations, there's literally nothing stopping this guy from being even a halfway decent person, and yet...
Uses his power to get people in his sector to do some of his dirty work. I mentioned this in the backstory section, but my example will be paying someone -- preferably a human -- to go trash a mutant's house just for the hell of it.
-> I am going to make it known right now though that I do not plan on him doing anything violent to a mutant, at least anything that would be on the dashboard. He might be mean! He might be manipulative! He might abuse his power! If it's a fight fight, then sure, he might throw punches! But unprovoked violence towards mutants will never occur on the dash <3 Mutants may not be real (or are they...), but the allegory would make it a little too close... especially with what happened today, January 20th, in the USA. I hate it here!

Since he's secretly a romantic, he... has definitely still not moved on from his wife because he's stupid, but casual flings and hookups and all that are an option!
He can pretend to be nice (and will have to pretend to be nice in plenty of my interactions, namely so it's not the same thing over and over again), so friends!
Someone he is a terrible influence on <3 Maybe he starts to influence them to hate mutants <3 Maybe they're a man and he starts rubbing his toxic masculinity off on them <3 So many possibilities because he only has, like, two good qualities!
