June 29th, 2013. Camp Rilea, Oregon.
It was late.
Shortly after having their files marked falsely as DECEASED, Hunnigan sent them a trusted driver with coordinates set to a military base in Oregon. It was almost a six-hour drive which was spent mostly in silence, the only sound coming from the low humming of the black SUV.
They were seated in the back, Leon in the middle with the girls on either side; both asleep. So Ah was breathing in and out softly, head lying against his chest with her arm draped over his lap, meeting his hand with hers to hold. His other arm was over her form to keep her close, feeling her shivers every once in a while.
Thankfully, after So Ah gave Hunnigan her report on the situation, the SUV was provided with three heated blankets. She also informed them of their new clothes and change of equipment at the safe house in the military base where the private jet there will take them to the airport to avoid suspicion.
Helena had her blanket around her form, arm perched up against the car door and her head was lying on it, sleeping soundlessly.
“Jagi…” So Ah’s quiet Korean mutter came softly, gently squeezing his hand and Leon looked down at her.
“Did I wake you up?” Leon asked just as quietly and she hummed a ‘no’.
“Sleep with me…” She muttered and the corner of Leon’s lip irked upwards, glancing at the closed window border separating them and the driver.
“That’s very bold of you to say.” Leon’s chuckle vibrated his chest and she grumbled, pinching the skin on his hand lightly.
“What are you thinking about?” She whispered and Leon sighed, pulling her close so his cheek pressed against the crown of her head, eyes distant.
“All of this… Having you and Helena dragged into this… And those survivors…” Leon started, voice low, “No matter how hard I try to move on, there’s always someone out there recreating Raccoon City… How is this going to be any different?”
It went quiet for a while and Leon glanced down at So Ah, “You sleeping?”
A small ‘no’ came from her, visibly trying to hide that she actually almost fell asleep, “No, no… I’m up…”
Leon smiled, his thumb caressing the back of her hand as he planted a sweet kiss on the crown of her head, “Get some sleep, sweetheart.”
“Not without you… Mmh…” So Ah’s lips barely moved when she tiredly spoke and Leon bit his lower lip to conceal his laugh at how hard she was trying to stay up for him.
“Okay…” Leon wrapped the heated blanket around him, emitting a whine from her when the warmth shifted but hummed when his body heat replaced it. Her other arm was wrapped around his waist from behind and Leon rested his head low next to his fiancee, pressing a lingering kiss on her forehead.
“Good night, buttercup.” Leon whispered lovingly, receiving a hum which he only deduced as ‘you too’, and shut his eyes once he lay his head back against the cushion.
The military base was still a good five hours away and Leon was never the kind to sleep on planes, unlike So Ah who can fall asleep anywhere. In any normal mission, Leon wouldn’t be able to sleep, overthinking the objective hours and hours on end.
But having his fiancee next to him? Leon would actually get drowsy, feeling somewhat safe to have her resting against him.
A smile teased his lips, giving her hand a gentle squeeze, a silent ‘I love you’, before his body slowly succumbed to his exhaustion.

The clock ticked in the not-so-vacant bedroom, echoing in So Ah’s head as she stared down at her phone. She had long been done getting ready to be sent with Leon and Helena to China. She was just quiet, unlike her racing mind.
Tick.
I should call Minji and apologize.
Tock.
What if she won’t pick up?
Tick.
No, she isn’t the type to hold a grudge.
Tock.
What if she is though?
“Ugh…” So Ah tossed her phone at the bed and went to the vanity, looking at herself in the mirror.
So Ah and Hunnigan had gone out on a few friendly dates here and there. At some point, Hunnigan asked her why she had a thing for skirts so much considering she was going on missions now. It was either a skirt, an overall skirt, or just a dress; rarely does she wear pants and only done so when she wasn’t in the mood to wax her legs.
Turning around a little to see the back, So Ah was pleased with Hunnigan’s taste.
A mahogany long-sleeved button-up blouse was tucked into her Harajuku black skirt, the strings tied loosely at the back – which she needed to tighten at some point – along with some transparent black thigh highs and her usual combat boots. She also wore black leather fingerless gloves. There was a belt around her mid-thigh for her dagger and the rest of her weapons were still on the bed.
Having done lots of training and never skipping leg days, So Ah needed something practical to be able to move her legs freely. She was provided with fitted short shorts so she doesn’t give anyone an unwanted panty shot. She relied more on her legs and thighs plus her sniper.
Overall, she felt sick to her stomach.
Minji was leaving her on delivered.
Running her hand through her hair, groaning a little in frustration, her fingers toyed with the black ribbon tie around her collar and a couple of door-knocks brought her to earth. She blinked to herself, thinking everyone was ready to go and she rushed to her items on the bed when the door began sliding open.
Okay, not even a ‘can I come in’ I guess.
“Uh, just a second! I still haven’t –”
Her eyes widened at Leon standing there, all ready and good to go. As if he couldn’t get fucking hotter…
An almost fitted royal blue button-up shirt was tucked into his chic styled black-brown denim jeans, not to mention, his sleeves were rolled up (that’s right, the sleeves!! Rolled up!!) to his forearms. The sleek black boots he wore made the overall look so fuckable attractive.
The tactical leather vest he wore was of the same colour as his jeans. It was also a v-neck, teasing his collarbones with the top three buttons of his shirt unbuttoned (?). Closed by a zipper and tightened by two buckle straps, the vest hugged his form perfectly. It made his shoulders and chest seem broader than they are, which is a plus, especially with that single flapped pocket at the left side of his chest.
Dear God, how was she going to focus with him looking like he was making this mission his fashion run?
Leon gave her a small teasing smile at her ambers scanning him, switching his unworn fingerless gloves to one hand and shutting the door behind him with the other, “Can I come in?”
Haha, funny.
She rolled her eyes, an incredulous smile on her face as she picked up her shoulder holsters, “What are you doing here?”
“What; am I not allowed to come and check on my lovely fiancee?” Leon frowned light-heartedly as he walked up to her and she gave him a look, earning a chuckle.
“Is the jet ready yet?” So Ah asked, turning around to face the mirror as she fixed her shoulder holsters and tightened them comfortably, making sure they were right.
“No,” Leon answered, trailing his eyes down the small of her back before landing on the loose straps of her skirt. He tossed his gloves onto the bed and made his way to stand behind her, fingers coming up to fasten them, “They said it’ll be ready in five.”
It was a quiet moment between them as Leon gently tightened the straps of her skirt and So Ah’s eyes were trained on him through the mirror. It felt almost nostalgic to be in this same position again; all that was missing were the small changing room and the dull golden light above them. It was comforting at the same time; this silence.
His hot breath wafted against the back of her neck, heating her cheeks up in the process. Leon met her eyes through the mirror, lip irking upward when he knew she was remembering the exact same moment.
“What’s on your mind, sweetheart?” Leon muttered lowly, his hands trailing to rest on her waist, pinkie finger brushing against her hip and in an instant, Minji’s hurt face flashed in her brain.
So Ah sighed wistfully, leaving his touches to get back to the bed to pick up the tactical belt – which had two hip pouches attached to one side and the other was for grenades – she was provided with. Leon straightened up and frowned at her small form easily manoeuvring around him, avoiding his eyes in the process.
It took her a few seconds to speak, mindlessly wrapping the belt around her through her skirt’s hoops, and he saw her shoulders sag visibly.
“Minji’s still mad at me.” Her voice was nearing a whisper and Leon could’ve swore if she spoke any quieter, he wouldn’t be able to hear her. Then again, she was finally bringing up her argument with her sister.
“I said horrible things and made her feel like she was a liability…” So Ah continued, her ministrations with tugging her belt was becoming rough, a deep frown on her face, “I was trained to keep people like her safe, but I ended up hurting her…”
Her fumbles were beginning to shake and Leon released a sigh, coming up to gently twirl her around to face him. Her hands dropped to her sides, fingers tugging and pinching her skirt as his hands went to fasten up her belt. Sweet doey ambers were shining with unshed tears, aching his heart in the process.
“So Ah, you gotta stop beating yourself up,” Leon muttered softly, his eyes set on fixing her belt but his attention was on her, “Knowing your sister, she most likely had forgiven you long ago. She isn’t the type to hold a grudge.”
Hm.
“Did you try calling her cell?”
“... I’m too nervous to do that…”
“How about this,” Leon released her fastened belt with an exhale to set one hand on her hip along the line of the belt and the other ushering her chin up with two fingers so she’d look at him, “We go out there, beat Simmons’ ass, take him to custody, and then you can arrange a meet-up with her. That way, the world will be safer.”
So Ah giggled faintly at his words, shaking her head in disbelief when his smile mimicked hers, ducking his head slightly to urge her to look at him, “You did the right thing getting her to safety. Without you, she and her kid would’ve been hurt but they’re alive right now because of you.”
Her lips formed a little pouted smile, gazing up at him with such gratitude and love, “You think so?”
Leon huffed a chuckle, taking a step back as he feigned disbelief before motioning to himself, “You kidding? You were a badass out there – you had to save my sorry ass countless times.”
She giggled lightly, bringing up her hand to wipe away any fallen tears, “Yeah, I did, didn’t I?”
Leon gave her a pointed look along with his index finger, narrowing his eyes as he pretended to warn her, “Don’t push it, buttercup.”
A knock at the door interrupted their moment, the sound of the Helena following right after. Really, either she could see through walls or her timing really sucked.
“So Ah, the jet’s good to go.”
“Okay! Be there in a sec!” So Ah called back, hurriedly turning to pick up her device to put it in her pocket as Leon picked up his gloves and began putting them on, a faint smile on his face at her finishing up.
A small gasp came from her when she was stopped midway to the door, a leather-covered hand holding onto her wrist. She turned around only for Leon to tug her back towards him, a loving glint in those bluesblues.
“Leon –”
She was silenced when his lips were pressed against hers passionately, pouring all of his feelings into one of many meaningful kisses. Her eyes fluttered shut, feeling his soft lips move sensually against hers. His other hand came up to her jaw, thumb encouraging her chin down so her plumplum cherry-flavoured lips would part, allowing his tongue to slip through.
A whine came from her at his antic, hands coming up to his chest to gently push him back and she tried to step back from the addictive kiss. Breathless, Leon stopped kissing her and followed her even closer, a dopey grin on his lips, admiring the deepening blush on her cheeks.
Especially when her back had hit the closed door.
“Leon, w – wait,” So Ah stammered, beginning to feel flustered under his infatuated ‘I missed you’ gaze when his fingers trailed to the back of her neck, thumb stroking her reddening cheekbone, “We don’t have the time for –”
“Fuck the time.” Leon’s voice was on the rough side but in an adoring way, catching her eyes widening softly at him before Leon went back to her sweet, cherry lips.
For hours they’ve been having interrupted moments here and there, and Leon had had it – and he knew So Ah felt the same way too. Time was never on their side completely when it came to romancing during a mission. Considering this might be a one-way trip, Leon needed to make her understand how much she means to him; prove to her that she was the only one since that day in August.
A soft whimper emitted from her when his long fringes faintly tickled her cheeks. The kiss was nearing a needy territory, a small moan coming from him too when his fingers felt the strands of her hair as Leon kissed her desperately. Tongues clashing as if imitating a romantic sway, he missed her; missed this.
Leon pulled her face closer, applying more pressure to the lip-lock and receiving another pleased hum from her. Her arms went up to wrap around his neck, fingers tugging the little mullet he had going on. Leon groaned from the back of his throat, the kiss becoming a bit audible with her quiet moans and his equally not-so-quiet hums.
Their lips parted with a soft pop, a string of saliva connecting their tongues, making their lips glisten. So Ah’s cinnamons fluttered open, staring up at him resting his forehead against hers. Those azures were still hidden behind closed eyelids, brows furrowed more than usual when he licked his faintly tinted red lips, tasting the lingering sugary cherry left from her lip balm.
She silently reached to gently grasp his hand that was still holding her face, allowing him to open his eyes, half-lidded. Leon nudged his perfectly sculpted nose against hers lightly, giving her an Eskimo kiss as if the previous one wasn’t enough to weaken her knees.
“Okay, if you two are done, get out of there.” Helena’s voice was teasing but impatient, “Just… Hurry up or something. I’ll wait by the plane.”
“I get what you mean now with her timing.” Leon scoffed, shaking his head in feigned disappointment and So Ah giggled at his reaction.
“Come on,” She gestured to the door, slowly pushing herself away from it and Leon let her, hand dropping down to hold hers, “We’ve got a corrupted politician to catch… Then, we’ll have all the time we need.”
Leon’s eyes softly widened along with that cheeky smirk of his, voice dropping an octave, “Let’s hurry and get this done,” His free hand tugged her hips close to his, earning a soft hitched gasp from her, “So we can get back to what we started…”
“So Ah! Leon!” Helena called out to them.
“Jesus Christ, alright, alright!” Leon huffed, opening the door wide open and Helena looked at him and the girl next to him, who only gave her a bashful look, trying to fix her faded lip balm up.
“They’ve been waiting ten minutes now,” Helena said as So Ah shut the door behind her when they got out, beginning to walk down the hall briskly.
Helena had changed into something more casual. A white tank top was under a burgundy dress shirt which she left unbuttoned. The tank top’s hems ended slightly above her belly button. She also wore light brown fitted cargo pants that were tucked into her knee-high dark brown leather heeled boots.
She was also provided with a pair of fingerless black gloves and a black leather shoulder holster similar to So Ah’s. Her belt was changed into a different one but she kept her waist holster and hip pouches from her previous outfit.
“Really, and why are you still here? Didn’t you say you were going to wait by our ride?” Leon retorted, raising a brow at her.
“And have her become flustered at the knowing looks from the men outside?” Helena challenged, “No way. If you two were to get there on your own, everyone would know you two were a bit busy.”
Leon scoffed, rolling his eyes exaggeratedly and So Ah felt her lips twitch, looking over at Helena.
“That was very thoughtful of you. Thanks.” So Ah said with a smile and Leon quirked up his eyebrow down at her, but she only intertwined her fingers with his, a softer smile on her face for him.
Ah, no use in being mad at her for too long…

June 30th, 2013. Lanshiang Airspace, China.
Leon never sleeps on planes; they’re always too rocky and quite unpredictable. Whether it’d be him en route to his vacation or a mission, Leon just can’t seem to fall asleep. And because of that, he doesn’t. His job was a dangerous one; if he would actually call it that. He had made tons of enemies on the way swearing to rip him a new one and you never know when one would show up out of nowhere and take advantage of him slumbering away.
Frankly, Leon wasn’t too excited about dying (even though his line of work is that demanding); much even return from the dead.
Besides, someone has to look over So Ah because mission or not, she can sleep anywhere as long as he was next to her. It was something about her feeling so utterly safe with him being around that she could actually relax. Out of solidarity though, So Ah stayed up for him this time.
Leon turned his gaze away from the window and looked at his fiancee sitting next to him. The hair tie that Helena had given her was around her wrist, leaving her sidebangs and hair to shield her face from him. Seeing her in her everyday outfit was if not, the most delightful thing to witness; but seeing her with her own weapons was something else.
She had grown a lot as a person since that night in California, a lot more confident yet she still maintained that soft personality of hers, treating everything with such delicacy.
Her tapping on the phone was quick but hesitant at the same time, seemingly typing in a text. She’d stop for a moment then continue, sometimes she’d tap the backspace icon ten times before she’d proceed. Leon did encourage her to talk to her sister, so he assumed that was what she was doing.

So Ah released a sigh, leaning back against her seat as her phone let out a dull clank when it hit the table in front of her. She thought she did well enough. Knowing herself, she’d probably begin crying like a baby if Minji was in front of her. Alas, she has to focus on their mission.
“She didn’t reply?” Leon guessed and she only hummed, stretching her arms in front of her.
“No… Didn’t expect her to either, at least not now…” So Ah answered, setting her hands onto the table almost over one another, leaving her fingers to gently tap the table nervously then she looked up at him, “I didn’t expect you to fake our deaths.”
Leon huffed lightheartedly, arms folded against his chest as he leaned back against his seat, foot barely bouncing as he gazed at her hands, “If I turned Helena in, we would be allowed to walk free… I couldn’t do that. Not with Simmons still out there, anyway…”
So Ah nodded, giving him a small smile and setting her hand onto his shoulder gently, “I know. You two need this for what he’s done – taking him to custody is the least thing you can do to ease your conscious.”
Leon grinned subtly at her words, unfolding one arm to free his hand and grasping hers, “What about you? Do you regret coming with me?”
She blinked at this, chuckling as she shook her head, her hand giving him a soft squeeze, “Of course, not. I couldn’t let you have all the fun.”
Leon laughed at her words, especially when she wiggled her brows and she continued, a toothy grin making its way to her lips at his happy sound, “Besides… You said it yourself, remember?”
When he raised a questioning brow, she continued, reminding him of his words when he proposed to her.
“We’re in this together,” She smiled when his ears pinked at her quoting him, “Because I’m with you through thick and thin even when –”
“Even when the world’s falling apart.” Leon chuckled, thumb caressing the back of her hand with a loving smile, tilting his head to the side at her, “I can’t believe you still remember it.”
“It was one of the best nights I’ve had with you,” So Ah rested her chin on his shoulder, puppy cinnamon eyes gazing up at him.
Leon brought up her hand to his lips, placing a gentle kiss on her knuckles with a subtle grin, “I remember you cried a lot before I could even finish my speech.”
She grumbled, seemingly embarrassed as she straightened up, rolling her eyes, “Says the one who had to write down his speech on a piece of paper.”
Leon blinked, brows shooting up in surprise and recognition, “... What?”
“Yep,” She teased as red rushed up to his neck, “I found it when I was cleaning up your desk which, by the way, you need to start tidying things up a bit.”
“Jesus Christ, So Ah…” Leon groaned, facing the window to hide his own embarrassment and his other hand came up to pinch the space between his eyes, using it as an excuse to cover his pinkish cheeks, “You’re a menace.”
“Come on, it was very cute!” So Ah exclaimed, giggling at his reaction, “It made me feel like I wasn’t the only one nervous, even though I think you were the one getting the worse of it.”
Leon muttered strings of curses under his tongue, shaking his head incredulously at her light-hearted teasing. After all, she was right.
Leon had been preparing the night for weeks, scrapping each speech he wrote whilst he was working on his reports. She clouded his mind almost painfully and oh god, was it damn near masochistic. She was the only hint of normalcy in his screwed-up, zombie-fighting life – despite herself being involved in it too. Yet, she gave him a reason to continue fighting, to return home to her open comforting arms and soft ‘I love you’s.
He wanted the night to go perfectly even though he was as nervous as ever, never had been this vulnerable towards anyone. Hell, he didn’t expect it to go this far. Leon planned to head home before she does, prepare a nice candle-lit dinner, a hot bath for her sore muscles from her training, and finally, the speech.
Besides, the ring box in his back pocket was beginning to ache his ass from having to carry it around all day at the DSO.
But lo and behold, Leon was surprised by her setting down a pot of freshly made lasagna onto the prepared dinner table.
She was humming, having not noticed him at first as she lit the vanilla-scented candles with the matchsticks. She had let out a little yelp, shaking her hand when she had accidentally burned herself and stuck her finger into her mouth to soothe the burn. Then when she had finally noticed him, she greeted him with a wide smile and a hug.
Leon was awestruck, letting her lead him to the dinner table whilst he was speechless. Leon had never really experienced love to the fullest; Ada was too far away, always running and uneasily tugging at his heartstrings. It wasn’t like he had the time either, not when the DSO calls him in every week to send him off to God knows where to fight God knows who or what.
But here the Han girl was, treating him with such kindness and softness; always reminding him that he was doing his best and he was great at what he does. She talked about her day during dinner, not once mentioning their line of work, but mentioning what she had been painting and what new art techniques she had learned. She had, indirectly, made him feel as if zombies never existed in the first place.
As if Raccoon City was just a distant memory; a nightmare.
Followed by a kiss or two after dinner, Leon had her sit down before she would even clean up. He still remembers her puzzled ambers staring at him, those same eyes widening when he slipped from his chair down to one knee.
And those same eyes tearing up the moment he brought up the ring – man, did Leon want to laugh at her emotional self but that’d be hypocritical because his eyes too were beginning to sting
Especially when she said yes and practically tackled him to the floor with an embrace after he slid the beautiful ring onto her finger.
“It was a good night,” Leon muttered, looking over at her now with a subtle smirk, “Especially with how it ended.”
Her cheeks heated up in an instant at this, glancing around her as if people were going to know the context then back at him, lightly smacking his shoulder.
“Behave, Mr Kennedy, we’re in public.” So Ah reminded, voice timid and Leon chuckled, bringing up his other hand to brush a hair strand to her ear.
“Well, Mrs Kennedy, you started it.”
“I remember you started it back at the safe house.”
“Are you insinuating that I should finish it; right here, right now?”
“What – no! Le –”
“I think that bathroom’s empty, maybe we can –”
“Leon!” So Ah shushed him, bringing up her free hand to cover his mouth, heavily flustered under his sultry gaze that seemed to shift to a softer one when her ring was in-contact with his skin.
Leon’s shoulders shook as he chuckled, moving his face and hands away to lean back against his seat, folding his arms, “Alright, alright…”
Saved by Helena, she returned from the pilots’ room to sit down in front of them, watching them bicker.
So Ah narrowed her eyes at his trailing tone before rubbing her cheeks to calm them down, lips forming into a pout, “You’re the menace here...”
“Only for you, buttercup,” Leon replied, winking at her.
Helena eyed them, a smile teasing her lips, “I think this is the first time I see you two acting like an actual couple.”
So Ah sunk into her seat, cheeks reddening once again as she felt shy at even the mention she was with him; the Leon Kennedy. Indirectly, she earned another laugh from Leon and she chose to change the subject.
“Any new word from the pilots?” So Ah asked as Leon set a reassuring hand on her thigh, giving her a loving innocent squeeze and she followed it by setting her hand on top of his.
Leon’s lips twitched at her action, especially when she interlocked her hand with his, all while keeping her eyes on Helena.
Voice seemingly heavy with confusion and fatigue, Helena answered, “We just entered Chinese airspace.”
“Good,” Leon said, nodding a little but So Ah frowned when Helena sighed, leaning onto the table with her hand coming up to her head; she was nervous.
“Are you going to be okay?” So Ah asked softly, knowing it has something to do with faking their deaths to pursue Simmons.
Helena looked up at the couple, visibly guilty, “Why didn’t you turn me in? You could’ve cleared your names; both of you.”
Leon shrugged lightly with a subtle grin, “Maybe, but it wouldn’t have stopped Simmons.”
Helena shook her head, nearly huffing at him then So Ah’s foot tapped against her shin slightly to get her attention.
“Besides,” So Ah gave her a bashful smile, recalling their light-hearted time in that water cavern, “You’re not too bad to have around.”
Helena returned a gentler smile but the trio’s quiet moment was cut off by heavy turbulence. They grabbed onto the table for stability, shocked as So Ah could hear the bags trembling up in their little storage and the gasps of other people sitting in the back. The rumbling gradually stopped and the agents stared at one another.
Something was off in the main room.

REZYL: I’m so sorry I had to leave you like that. I wanted to tell you sooner, I really did, but I’ll be totally honest with you, paramour, I had been dreading telling you from the moment I found out. I knew you wouldn’t be happy and you would try to convince me to stay if you had the time to come up with an argument. And I probably would have, too. I understand if you’re angry with me and don’t even want to listen to these, but… [sighs] Look. I’m sorry. I really am.

Like today, we managed to get an ambush set up on a Captain and it’s crew. I would be lying if I said I didn’t like this. I would be lying if I said I didn’t enjoy being back out in the field. Conflict is simple, it’s as second nature as breathing. And while we are at war, there will always be conflict. Out here it’s a simple matter of who’s good and who’s bad. It’s a lot better than the politics in the City.

U.S. Navy’s hovercraft vehicles take part in Defense Support of Civil Authorities training
A two U.S. Navy’s landing craft, air cushion, or LCAC, take part in Defense Support of Civil Authorities training at Sunset Beach State Recreation Site, south of Warrenton, Oregon, near Camp Rilea on June 3, 2019.
Oregon National Guard Public Affairs Office has reported that the two LCAC’s transported supplies, heavy equipment and crewmembers ashore, demonstrating how naval assets could be used to deliver important supplies and support essential emergency operations to the region in the wake of a Cascadia Subduction Zone (CSZ) earthquake and tsunami.
The Oregon Military Department, local first responders from Clatsop County Emergency Management, and other State and Federal agencies co-sponsored the joint instructional training exercise, continuing to building multi-partner relationships and help raise public awareness for emergency operations following a CSZ event.
In response to a catastrophic earthquake and possible tsunami in the north coast region, the Secretary of Defense, in coordination with the Governor can request to use forces for assistance from civil authorities for emergencies, law enforcement support, and other domestic activities. DSCA conducts training with the Armed Forces and is a core area of operations for the Navy with responsibility along the U.S. West Coast. With the possible widespread damage to infrastructure, roadways, bridges and other vital resources to the region, the frequent training with the Navy is essential to the development of rescue and recovery efforts.
Developed for military operations, the LCAC is a distinct amphibious ship with the ability to travel over both water and land and is able to transport a payload up to 60 tons. In response to a substantial Cascadia event, they could be used to deliver important supplies, equipment and resources to cut off areas between the coastline and the western Cascade mountain range.
The LCAC’s made two beach runs during the three-hour demonstration period, taking local media, key first responders, and other officials to the U.S.S Anchorage for a tour of the ship and then returned back to the beach. During the tour, visitors were given access to a wide range of the ship’s operations and received briefings on many of the emergency capabilities that could be conducted by the nearly 300 full-time crewmembers.
U.S. Navy Capt. Dennis Jacko, commander of the U.S.S. Anchorage told many of the visitors that the Sailors train not just for combat operations but also for emergency operations and humanitarian assistance situations like a Cascadia earthquake and tsunami episode.
“Often a U.S. Navy ship, depending on the event, can be the first group to respond for help,” he said.
The U.S.S. Anchorage has nearly 25,000-square feet of vehicle space and can hold up to 10 helicopters. While Jacko briefed the group on the flight deck, he said that the “landing area can handle nearly every rotary aircraft the Navy and others can fly.”
As the group touring the ship split into two groups, Lt. Commander Chris McCurry was eager to interface with the 30 plus members he chaperoned around the U.S.S. Anchorage.
“I am a native Oregonian so I have a real connection and genuine interest in how we could support emergency operations to the Pacific Northwest,” he exclaimed over the noise of the flight deck. The former Beaverton resident answered questions and shared a few stories with the group about his Navy career as they moved throughout the multiple decks of the ship.
“We have the ability to have 800 on the ship if there was a major catastrophic event and if we need to bring people aboard for treatment or evacuation,” he said, showing the medical facilities of the ship. When asked by one of the visitors how they go from 300 serving Sailors to 800 citizens, McCurry promptly exclaimed, “It’s called ‘Navy Ingenuity’; we brainstorm viewpoints from nearly everyone, and then make it happen based on the best ideas.”
In assessing mass causality scenarios, McCurry reintegrated that this type of quick thinking ‘outside the box’ produces results that saves lives. The ship hospital has two operating rooms, a full intensive care unit, bunk beds for survivors care, a dental staff, and a staff of nearly two-dozen doctors, health professional and medical corpsmen.
“To be able to provide emergency assistance from food, water, industrial equipment, medical supplies and other capacities is extraordinary,” he said, summarizing the Navy’s mission and his role with the Third Fleet. “It makes me very proud both of my state (Oregon) and the United States Navy that I’ve been part of for 25 years.”
Nearly as quickly as the tour was, it was soon time to load up again in the LCAC’s and make the short 3 nautical mile trip back to Sunset Beach landing area. As impressive as the hovercrafts landings were and the organizational capacity with the staff aboard the U.S.S. Anchorage, Navy officials stressed that residents of the Pacific Northwest need to be prepared, especially for local citizens who might have to evacuate the tsunami zone.
Early on before help arrives, people are going to have to take care of themselves,” said Commander Brian Sauerhage, who serves and the Naval Expeditionary Force and DSCA planner for the U.S. Third Fleet.
When speaking to reporters, Sauerhage reinterred what many emergency managers have been saying about being prepared for any major disasters in the area. “You need to have a plan and resources for several days because it will take time for the Navy to get here.”
“In time the Navy will be coming,” said Andrew Phelps, Director of the Oregon Office of Emergency Management. “That’s why the message to Oregonians is you need to be ready for (up to) two-weeks for any disaster; let alone a Cascadia earthquake or tsunami.”
Along with the LCAC training exercise, a C-130 Hercules, assigned to the 374th Airlift Wing, Yokota Air Base, Japan, conducted simulated air drops of supplies as part of this joint exercise.
“The interagency cooperation from the Oregon Military Department, the Navy, Air Force, Coast Guard, Clatsop County Search and Rescue, Oregon Parks and Recreation Department, CERT volunteers (Community Emergency Response Team) and other local agencies made this exercise a real success,” said Stephen Bomar, Public Affairs Director for the Oregon Military Department.
