On ne le dira jamais assez, mais dans le chapitre "la culture du chef à la française", le mécanisme de "X équipe est en souffrance parce que Y, mais personne ne le dit aux chefs parce qu'ils devraient bien s'en rendre compte / ils sont forcément au courant", c'est juste... magique.
J'ai bientôt six ans derrière moi en tant qu'encadrante, et j'en suis à la quatrième fois où, malgré toute ma bonne volonté, je loupe tout les signaux annonciateurs d'une crise qui peut s'aggraver et j'ai des gens en face qui réagissent en mode "mais... tu ne le savais pas ?"
Ben... non.
Et à part une fois où il y a eu tout un tas de mécanisme de déni que j'ai du déconstruire, les trois autres fois, non, vraiment, j'avais pas capté.

I may have gone to sleep at 2am at the earliest all week but i did some meal prep today so there's that

The Popular Front for the Liberation of Palestine exalts the great national Arab leader, the Secretary-General of Hezbollah, Hassan Nasrallah, who passed on Friday 27/9/2024, as a result of a treacherous zionist raid on the southern suburb of Beirut after he carried out his duties of struggle toward our Arab nation in defense of Lebanon and Palestine.
The banner of resistance will not be broken, and the martyrdom of the Master of Resistance marks the beginning of a new phase of greater strength and determination to continue on the same path.
The Popular Front mourns the Master of Resistance, the Secretary-General of Hezbollah, and a group of Hezbollah's brave leaders, martyrs on the path to Al-Quds.
In the name of its Secretary-General, his deputy, its Political Bureau, Central Committee, and all its cadres and members at home and in the diaspora, the Popular Front for the Liberation of Palestine mourns to our people, the nation, the Axis of Resistance, and the liberation movement, the leader of the resistance, the master of martyrs, and the inspiration of an entire generation, Sayyed Hassan Nasrallah "Abu Hadi," the Secretary-General of Lebanese Hezbollah, and a group of heroic leaders of the resistance who were martyred in a cowardly zionist assassination in the southern suburb of Beirut, coordinated and planned with the criminal American enemy.
The Front expresses its deep solidarity with the brothers in Hezbollah—leadership, cadres, and fighters—and the Lebanese people, and the Axis of Resistance, in this great and significant loss. We send them a clear message: Your wound is our wound, the blood of your leaders is our blood, and the martyrdom of the Master of Resistance, Hassan Nasrallah, represents the beginning of a new phase of resistance, more powerful and determined to continue on the same path.
Palestine, Lebanon, the entire nation, and indeed the global liberation movement have lost an exceptional leader and a symbol of Arab and revolutionary resistance worldwide. The great martyr was a unique leadership figure in every sense of the word, enjoying a high stature in the struggle against occupation and the American enemy. He was distinguished by his steadfast positions supporting the rights of Arab peoples, foremost among them the Palestinian cause. He was characterized by rare courage in facing threats and by political acumen that enabled him to anticipate regional and international developments, making him capable of dealing with the most complex challenges that faced the resistance, whether militarily or politically. He had clear fingerprints on the victories achieved by the resistance in Lebanon, foremost among them the July victory and the expulsion of the zionist occupation from southern Lebanon in 2000.
The great martyr dedicated his life to serving the cause of resistance, sacrificing the precious and dear, most notably the loss of his eldest son, Hadi, who was martyred in a heroic battle against the occupation, setting an exemplary model in sacrifice and loyalty to the cause.
The impact of martyr Nasrallah was not limited to the Lebanese arena alone but transcended borders to become a symbol of resistance throughout the region and a pivotal leader in supporting Palestinian resistance factions, providing them with all the logistical support, military training, and weapons they needed. His historic decision to support the resistance in Gaza during the Al-Aqsa Flood battle had a great impact in enhancing the capabilities of the Palestinian resistance. Since the founding of Hezbollah, the Palestinian cause was strongly present in its doctrine, and the martyr always emphasized that the liberation of Al-Quds is a legal and moral duty. Through his role in developing the party's arsenal of advanced rockets and weapons, he managed to create a balance of horror with the zionist entity, contributing to protecting Lebanon from repeated attacks.
The Master of Resistance departed to join his fellow martyrs, never abandoning his position in the front lines, resisting until the last moment. While we today feel the bitterness of loss, we stand tall in facing this enemy who thought that targeting the leaders of the resistance, foremost among them the great martyr Hassan Nasrallah and his fellow leaders, would break the will of the resistance.
The martyrdom of the Master of Resistance represents a grave loss, but it will not weaken the resolve of the resistance nor diminish its determination; on the contrary, the ranks of the resistance in Lebanon and everywhere will increase in insistence on continuing the confrontation with this tyrannical enemy who understands only the language of force. The blood of these martyrs will form new fuel for the fire of resistance, which will not die down until the liberation of Palestine and all occupied Arab lands.
We pledge to the martyr leader and all the free resistance fighters that the response to this zionist crime will be commensurate with the crime itself. The resistance continues, stronger and more united on all fronts of support like one body, armed with the will of the peoples and their rallying around the legitimate option of resistance in defending our occupied lands and our dignity until achieving victory over this usurping zionist entity and its allies and agents in the region.
Glory and eternity to the soul of the martyr leader and the martyr leaders, and we will certainly be victorious.

Update from the French Union investigating the QSMP case and a call for more testimonies
English:
QSMP – LET'S STRIKE BACK AGAINST ABUSIVE WORKING CONDITIONS
We made a few days ago a call for testimonies about working conditions at Quackity Studios, the company that hosts and manages the QSMP server.
Unfortunately, the first feedbacks we have received confirm several issues:
Illegal conditions (minimum wage not respected, legal rest time, burnouts, etc.),
Distressing working conditions (night shifts, work regularly assigned on an emergency basis, complete isolation of workers with no communication allowed, etc.),
Toxic management (erratic communication, threats and pressure, abusive sanctions, etc.),
An almost non-existent legal framework (no work contract, no staff representatives, absurd NDA, etc.).
There is confusion between paid and « volunteer » workers. This blur is intentionally kept up by the company, as shown by the lack of any clear documentation or public communication regarding the status of these « volunteers ». In such a context, it seems hard to consider all Quackity Studio workers to be anything but regular employees, with all the rights conferred by the status of salaried worker. After a full server lockout while an internal investigation about the accusations took place, the company’s representatives announced a restart, sidelining the « volunteer » workers (discontinuing the activities involved). According to French law, such job cuts are regarded as unlawful dismissals.
Some workers have been left aside for more than 10 days, with no clear insight on their possible future responsibilities. This sidelining can be considered to be moral harassment. Quackity claims to have solved the problem by firing the manager who drafted the initial company statement, that he declares not to approve, but the others responsibles of these inexcusable work conditions are still in place.
These are sufficient grounds to consider legal actions. To avoid it, we invite Quackity to be proactive by opening a social dialogue with all their workers. A negotiated outcome remains possible: it will need to address monetary demands concerning work already performed and that to come, as well as claims to improve working conditions.

QSMP – LUTTONS CONTRE LES CONDITIONS DE TRAVAIL ABUSIVES
Nous avons lancé il y a quelques jours un appel à témoignages concernant les conditions de travail à Quackity Studios, l’entreprise derrière le serveur QSMP.
Les premiers échanges reçus confirment malheureusement un certain nombre de problèmes:
des conditions illégales (salaire minimal et temps de repos legal non respectés, épuisement professionnel, etc.) ;
des conditions de travail dégradées (travail de nuit, missions régulièrement assignées en urgence, isolement total des travailleur·euses en leur interdisant de communiquer, etc.) ;
un management pathogène (communications erratiques, menaces et pressions, sanctions abusives, etc.) ;
un encadrement juridique quasi inexistant (absence de contrat de travail, absence de représentation du personnel, accord de confidentialité aberrant, etc.).
Un confusion existe entre les travailleur·euses salarié·es et les travailleur·euses « bénévoles ». Ce flou est volontairement maintenu par l’entreprise, en atteste notamment l’absence de documentation ou de communication claires encadrant le statut des « bénévoles ».
Dans ce cadre, il nous semble compliqué de considérer l’ensemble des travailleur·euses de Quackity Studios comme autre chose que des salarié·es, avec les droits accordés par le statut de salarié·e.
Après un arrêt total du serveur le temps d’une enquête interne sur les faits dénoncés, les représentants de la direction ont annoncé le redémarrer en laissant de côté les travailleur·euses « bénévoles » (arrêtant une partie des activités en jeu). Dans le cadre de la loi française, ces suppressions de postes sont considérées comme des licenciements abusifs.
Certain·es travailleur·euses sont laissé·es sur la touche depuis plus de 10 jours, sans aucune visibilité sur leur éventuel rôle futur. Cette placardisation s’apparente à du harcèlement moral.
Quackity prétend avoir réglé le problème en excluant la personne qui aurait rédigé le premier communiqué qu’il a dit ne pas approuver, mais les autres responsables de ces conditions de travail inexcusables sont maintenus en poste.
Ces éléments sont suffisants pour envisager des actions en justice. Pour l’éviter, nous appelons la direction de Quackity Studios à être proactive en ouvrant le dialogue social avec l’ensemble de ses travailleur·euses. Une issue par le haut reste possible : elle devra prendre en compte à la fois les revendications financières sur le travail déjà réalisé et celui à venir, ainsi que la mise en place de meilleures conditions de travail.

Hace algunos días lanzamos un llamado a declarar sobre las condiciones de trabajo en Quackity Studios, empresa que maneja el Servidor QSMP.
Las primeras informaciones recibidas confirman desafortunadamente, varios problemas:
Condiciones ilegales de trabajo (salario mínimo y tiempo de descanso legal no respetado, agotamiento profesional, etc.);
condiciones de trabajo degradadas (trabajo nocturno, tareas asignadas regularmente con urgencia, aislamiento total de las trabajadoras o los trabajadores, impidiéndoles comunicarse entre sí);
una gestión dañina o toxica (comunicación errática, amenazas y presión, sanciones abusivas, etc.);
Marco jurídico casi inexistente (ausencia, de contrato de trabajo y de representantes del personal, acuerdos de confidencialidad abusivo e incoherente).
Una confusión existe entre los trabajadores de la empresa y los trabajadores “voluntarios”. Esa ambigüedad está mantenida por la empresa intencionalmente, lo confirma, la ausencia de documentos o comunicaciones claras enmarcando el estatus de “voluntarios”.
En este marco, es complejo considerar este conjunto de trabajadores de Quackity Studio diferentemente de unos trabajadores con derechos en acuerdo con el estatus de asalariado.
Después de un cese completo del servidor, el tiempo de realizar, por parte de la empresa, una encuesta sobre los hechos denunciados. La dirección y sus representantes anunciaron volver a reanudar el sistema dejando de lado los trabajadores “Voluntarios” (parando una parte de las actividades en curso).
En el marco de la ley francesa, estas suspensiones de puestos están consideradas como despidos indirectos y abusivos.
Algunos trabajadores fueron dejados en el banquillo desde más de 10 días sin ninguna visibilidad sobre sus funciones futuras. Esa manera de dejar trabajadores al margen se considera como acoso moral.
Quackity pretende resolver el problema excluyendo a la persona que consideraba ser el autor del primer comunicado sin admitir dicho panfleto. Al contrario, los otros responsables de esas condiciones de trabajo injustificables se mantuvieron en sus puestos.
Los elementos son suficientes para emprender acciones legales. Si la dirección de Quackity Studio quiere evitar dichas acciones legales y ser proactiva, los llamamos a que abran el dialogo social con todos los trabajadores.
Continuamos llamando a las personas, víctimas o testigos de estos casos de abusos planteados a contactarnos por medio de la dirección siguiente (preferiblemente en francés o inglés, pero también podemos traducir):

Une très célèbre école de commerce française communiquait récemment vers les entreprises via le réseau socio-professionnel “LinkedIn”. Elle proposait à d’éventuels prospects en quête de performance personnelle de “renforcer leur leadership par la posture coach”. Rien de moins. Cette annonce, si prototypique du monde de merde dans lequel nous régressons chaque jour que post-Dieu fait, m’a soufflé à l’oreille que la décadence s’accélérait. Plusieurs indices émaillent le parcours qui m’a conduit à cette déduction. Sauras-tu les retrouver ?
• L’accroche qui coiffe le visuel s’est armée de “working idioms” du plus bel effet, favorisant une parité bienvenue entre le langage hébergeur véhiculaire (the français) et les “key-words” impactants (l’english). Comme ça, on ne fâche personne et cette façon montrera aux maîtres anglo-saxons que le français n’est plus, effectivement, qu’un verbiage anecdotique sympathique et inoffensif, donc inoffensant, apte à inclusifier toutes sortes d’impétrants racisés.
• La muse en position debout – c’est à dire en posture dominante – est une crépue génétiquement adoucie ayant fait le choix d’une posture alpha (position des bras), réputée non rigide (la coiffure n’est pas tenue) et indiquant une disponibilité sexuelle grâce à son chemisier laissant apercevoir un décolleté demandeur. On subodore, en complément, une croupe marquée. En dessous de cette lauréate du “Programme Court Executive”, les pas encore “executive”, avec un cadre blanc cravaté et barbu, tendance génuflexion et gay friendly ; à sa droite une jolie dame qui pourrait avoir eu un arrière grand-père natif de Hanoï, phénotype synonyme de soumission aux puissants ; en face de lui un petit morceau de pimbèche française dont on a oublié jusqu’au prénom, mais qui transpire sûrement la frustration et l’esprit revenchard. Pour finir, au premier plan, résolument de dos, un chicanos marocain venu livrer les salades “deetox” Uber-Eats du lundi.
• Comme elle a eu du pif pour booster sa carrière, Christine (appelons-la “Christine”, en hommage à Christine Kelly, la jolie journaliste caribéo-bolloréenne) a voulu améliorer son écoute et adapter son style de leadership, ce qui ne veut absolument rien dire. Elle a, pour ce faire, exploré son cadre de référence et développé son intelligence émotionnelle, ce qui n’en dit pas vraiment beaucoup plus – sauf que “intelligence émotionnelle” indique un embryon d’altruisme post-industriel de bon aloi.
• La signature de ce pavé publicitaire pour le programme “Posture Coach” de cette célébrissime école orientée vers les études commerciales d’altitude, spécifie qu’il développera l’écoute, permettra de questionner efficacement tout en adaptant son style de management. Une promesse en trois points qui aurait sans doute reçu un écho favorable rue Lauriston.
Voilà, vous savez tout. La clé du succès de votre carrière tient à bien peu de choses. Il vous suffit de vous conformer aux standards américano-bolchéviques du moment et votre promotion sera garantie. Soyez “open et bienveillant”, massacrez la piétaille avec le sourire, suggérez une réductions des privilèges carbonés pour maintenir la stratégie éco-favorable sur sa courbe zénithale, trafiquez vos résultats comme Nono-le Rigolo et tout se passera bien pour vous. Enfin n’oubliez pas de souhaiter à vos interlocuteurs une “belle journée” en conclusion de chacun de vos courriels – pardon, de vos mails.

so much of tech support forums—the non-proprietary kind, the kind run by volunteers (which is key to why the answers are actually necessary, they're not just in some FAQ somewhere because it's a niche component of an open source project; the software isn't so dumbed down and restrictive that there's nothing to go wrong)—can be summarized as: your question wasn't written well, we have guidelines on how questions should be written which you didn't follow, your post now has limited visibility and probably will not be receiving an answer.
there's a de facto cadre of expert volunteers, who each do a lot of work individually, and then there's many people who answer "bad" questions with perhaps not fully comprehensive answers linking to documentation, but still potentially useful in individual contexts, users who have had a similar issue and managed to fix it, even if they don't understand why it worked or what caused it in the first place, they are often penalized by this cadre that do the brunt of the work and are either involved in the development or active in the forums daily, because they see "bad" questions being rewarded with answers, even if mediocre and potentially misleading ones, as encouraging behaviour that results in a lot more work being required of them, because if people don't bother searching for similar issues or describing what's happening they may potentially have to explain the same thing hundreds of times a week instead of only a handful.
the average user wants an answer now, with their limited scope of knowledge about their issue and ability to describe what causes it to happen, the concept of "how to reproduce" is completely alien to them, they're not used to asking questions of this sort. the random helpful internet stranger that doesn't bother explaining what the command they linked does and doesn't know what a comma is works out of sympathy and just wants to help someone they see as suffering from the same problem as them. the cadre, who think of themselves as the backbone of the forums, want a perfect question, so they can formulate the perfect answer, and redirect as many users as possible to that link so there's no ambiguity that they're related, or otherwise forward it as a detailed bug report so it can be fixed. all of these people have diverging desires, which didn't have to conflict. the infrastructure of the forums requires some amount of standards so it doesn't become bloated and unwieldy with the amount of duplicate questions, especially since if every user was allowed to just ask anything they wanted no matter how little information they provided it'd become no better than random noise, or people just complaining about their problems. yet the cadre, driven by efficiency, or familiarity, or resentment, is inevitably too strict in what constitutes "a good question", and ignorant of the level of technical knowledge and ability to grasp auxiliary information the average user has. similarly, the stranger that created an account to answer a question to a problem they previously had often lacks the thoroughness to read the documentation for the solution they arrived at, and recommends a solution that is more situational than they assumed at best, or actively creates new problems at worst.
and then there's places like reddit which seem tailor made for this dilemma, although moderators exist, it's harder for a cadre to exert the same level of influence on the rate at which new questions get asked on the basis of their quality by virtue of its more impersonal nature, and it's supposedly meritocratic, if the question/answer is applicable to a majority of users you get upvoted, if it isn't you get downvoted—it doesn't matter if it's "good" according to the people who write the most answers. it also encourages short and to the point answers because the average reddit user cannot read something more than two paragraphs long and will reply "TLDR" if you have something in-depth to say. except it's still dogshit because it's extremely easy to go back in time and redact every single one of your reddit comments and thousands of people have done this in the last two years so there's just dozens of threads with highly upvoted answers that contain useless gibberish.

In 1948, Egyptian Prime Minister Mahmoud Fahmi al-Nuqrashi took the dramatic step of banning the Muslim Brotherhood, believing that if the group were dissolved, stability would return to his country. In the three years prior to that move, the Brotherhood had taken a leading role in fomenting riots, strikes, and violence, including the assassinations of a prime minister and a former finance minister.
Yet the ban on the Brotherhood produced more violence. Unmoored from their leader—Hassan al-Banna—armed cadres of Muslim Brothers took matters into their own hands in a vengeful spasm of violence, culminating in the assassination of Nuqrashi. The government responded by locking up thousands of Muslim Brothers, and in February 1949, Banna was assassinated in what was widely believed to be a government-sanctioned killing. Almost 76 years later, the Egyptian government is still trying to repress the group.
It has become cliche to say, “You cannot kill an idea.” Fair enough, but there is a finer point to this story: It is hard to kill your way out of the problem posed by a resistance movement. The committed do not get the message; they just redouble their efforts.
No doubt, killing Hamas leader Yahya Sinwar was a righteous act. He was the mastermind of what he hoped would be the beginning of a genocidal war to wipe out Israel. And in planning the destructive conflict he began with the Oct. 7, 2023, attack, he knew that the Israelis would visit unimaginable pain on the Palestinians in his midst. His demise is a moment to reflect on the damage Sinwar has done to so many people as well as the cause—Palestinian statehood and justice—he claimed to represent. Israelis will celebrate with sweets and ditties in Tel Aviv bars at the death of their monster. Reality will soon set back in, however.
Does anyone remember Khalil al-Wazir? Abbas al-Musawi? What about Fathi Shiqaqi? Ahmed Yassin? They were the monsters of Israel’s past. Wazir’s nom de guerre was Abu Jihad, and he, along with Yasser Arafat, led the armed wing of Fatah, whose forces were eventually absorbed into the PLO. Shiqaqi, a physician, directed Palestinian Islamic Jihad; Musawi predated Hassan Nasrallah as the leader of Hezbollah; and Ahmed Yassin led Hamas after the Muslim Brotherhood’s Palestinian branch created the group in the late 1980s. They are all dead, assassinated in one spectacular intelligence or military operation after another, helping to build the towering mythology of Israel’s security services. Yet as proficient in avenging blood as the Israelis have become in their decades-long struggle with terrorism, they have never managed to bring an appreciable end to violent resistance.
There remains an armed wing of the PLO, which played a bloody role in the Second Intifada. After the Israelis killed Musawi in 1992, Nasrallah built the group into the most well-armed nonstate actor in the world—Iran’s regional expeditionary force and second-strike capability. In the weeks since the Israelis killed Nasrallah and wiped out most of Hezbollah’s leadership, its militants have fired a seemingly endless stream of rockets at Israel. In 1995, Shiqaqi was shot five times in front of a hotel in Malta, but decades later, Islamic Jihad continued to target Israelis with suicide bombers and rockets from Gaza. Yassin—like Nasrallah—was killed in an airstrike. His violent death never compelled his successors to rethink their strategy. Why would Sinwar’s killing be different?
One could make the argument that Sinwar’s demise will finally break the back of Hamas, whose fighters the Israeli military has battered and beaten for months. They have lost. There is a belief among some analysts and elected officials in the United States that only when Israel metes out a total defeat can peace be possible. With Sinwar’s killing, might that moment be upon us?
That is the hope. That was abundantly clear in U.S. President Joe Biden’s statement on Sinwar’s death, but when it comes to faith, those desperately holding onto it tend to leave important and inconvenient details out. It is more likely that Hamas’s leaderless cadres will behave more like their distant (in time) analogues from the Brotherhood’s secret apparatus. Atomized and angry, they will continue to fight, taking revenge on their enemies.
Resistance, after all, is not futile. It is a critical component of identity. This is why Sinwar wanted to die at the end of an Israeli tank shell and not by a stroke. He believed, with considerable evidence, that his violent death would be an inspiration for yet more resistance.
For those paying attention to the last two decades, the Israelis are not unique in their ability to avenge the deaths of innocents with little to show for it strategically. In the years after 9/11, the U.S. military killed a veritable All-Star team of transnational terrorists—Osama bin Laden, Ayman al-Zawahiri, Abu Musab al-Zarqawi, Abu Bakr al-Baghdadi (though he blew himself up as U.S. forces closed in), and a bevy of their underlings. This wrecked al Qaeda and the Islamic State, but both groups have survived. Perhaps they’ve not yet reconstituted in equally dangerous form, but they live to fight another day.
For another example, take Iran’s Islamic Revolutionary Guard Corps, whose Quds Force is the central player in the so-called Axis of Resistance. It never missed a beat and perhaps even became more lethal after a U.S. drone slammed into the car in which Quds Force commander Qassem Suleimani was riding near Baghdad’s airport in early 2020.
This is not to suggest that the world is not a better place for the deaths of Sinwar and the catalogue of terrorists with copious blood on their hands. But while momentarily satisfying, their deaths do little to bring the region’s suffering to an end. After Sinwar’s death was confirmed, I messaged with dear friends who live between Tel Aviv and Jerusalem. They have a child currently serving in the Israeli military. In the almost immediate response I received, I could feel the deep sense of anxiety and sorrow: “Now we need the hostages back and then some kind of peace. I want my son home.”
I hope he comes home soon. When he does, it will not be because the war is over. That Israel killed Sinwar seems like a major achievement today, but in time, others will rise—as they always have—to continue to resist.

Ancien statut
Avant 1994, la ville de Johannesbourg se divisait administrativement entre onze autorités locales (sept blanches et quatre noires ou métis). Les sept administrations blanches s'autogéraient financièrement à 90 % et dépensaient 93 USD par personne, alors que les quatre administrations noires s'autofinançaient à seulement 10 % et ne dépensaient que 15 USD par personne.
Jusqu'en 2001, la fonction de maire était surtout représentative et honorifique. Le mandat était d'une année et le titulaire était un conseiller municipal élu par ses pairs. Il était souvent le candidat présenté par le caucus du groupe municipal majoritaire surtout quand celui-ci détenait la majorité absolue des sièges (cas du parti uni de 1952 à 1977) sinon en alternance avec le parti le plus représentatif. Pour exercer la fonction de maire, le principe était souvent de choisir le conseiller municipal par ordre d'ancienneté même si cela n'était pas toujours systématique. Le pouvoir exécutif et l'autorité municipale étaient pour leur part entre les mains du management comittee, incarné et dirigé durant une décade (fin des années 1970 à fin des années 1980) par son président, Jean Francois (Obie) Oberholzer (part uni puis indépendant à partir de 1977).
La démarcation municipale de la ville de Johannesbourg est redéfinie en 1995 pour englober des quartiers noirs et un conseil municipal post-apartheid est créé. Durant cette période, la devise de la municipalité est « une ville, un contribuable » pour marquer l'objectif de traiter la distribution inégale des revenus et des impôts. Les revenus des quartiers traditionnellement blancs et prospères doivent subvenir aux services des quartiers les plus pauvres. La ville est divisée en quatre arrondissements, chacun avec une autonomie territoriale et une autorité locale sous le contrôle d'un conseil central métropolitain. De plus, les circonscriptions sont modifiées pour inclure les quartiers riches comme Sandton et Randburg, et les townships voisins pauvres comme Soweto.
En outre, dans le cadre de la réforme transitoire des gouvernements locaux, le maire élu à la suite des élections municipales de 1995, et réélu chaque année, reste en fonction durant l'intégralité de la mandature.
Nouveau statut
La ville de Johannesbourg se confond aujourd'hui avec la municipalité créée en 2000 et comprend onze régions administratives.
Depuis 2000 et la réorganisation des pouvoirs locaux ayant amené notamment à la création de la nouvelle métropole de Johannesburg, la fonction de maire est devenue une fonction pleinement exécutive et son titulaire est élu par la majorité des membres du conseil municipal après avoir été désigné comme candidat de l'un des partis représentés au conseil.
Lors des élections municipales du 1er mars 2006, l'ANC remporte de nouveau la mairie avec 62 % des suffrages (136 sièges) contre plus d'un tiers des suffrages à l'Alliance démocratique (59 sièges). Lors des élections municipales de 2011, l'ANC est de nouveau vainqueur et choisit le conseiller municipal Mpho Parks Tau (ANC) pour succéder à Masondo. En août 2016, un candidat non issu de l'ANC, Herman Mashaba (Alliance démocratique), devient maire de la municipalité de Johannesbourg, soutenu par six partis d’opposition (totalisant 144 sièges sur 270) pour faire barrage au candidat de l’ANC, pourtant arrivé en tête lors des élections municipales sans toutefois obtenir la majorité absolue des sièges (45 % des voix contre 38 % à la DA). C'est la première fois depuis 1995 et la première fois depuis la création de l'actuelle métropole unifiée en 2000 que l'ANC ne contrôle pas Johannesbourg. En novembre 2019, Mashaba démissionne. L'ANC reprend le contrôle du conseil municipal et élit Geoff Makhubo le 4 décembre suivant.

77 - Shielding/Covering With Their Body
When chaos breaks out at the compound, Van has no idea where it started. It's possible Lottie's people have just gone stark nuts. It's also possible Misty's new friend Walter has friends in cop-shaped places. Either way, she doesn't like the sound of things outside: shouts, and curses, and--yes--gunfire.
Taissa's outside their lodgings, on a call with her office. Senator shit, nothing Van's willing to concern herself with on a normal day. Now, though, she watches from the window as Tai tilts her head, registers the noise, and says, "I need to call you back."
Then something explodes.
Not a bomb, Van can tell from the limited display of smoke and flames. More likely, someone hurled a heavy piece of furniture through a window. Still, the screams are growing more panicked, and those pop-pop-pops are getting closer all the while.
"Fuck," she mutters, prying open the door. Only an idiot rushes into danger, and she's spent most of her adult life trying to steer clear of idiots. But there's Taissa, jaw set, eyes wary. Taissa, who has always been driven to help, to lead, to protect.
The one person in all the world who has always managed to bring out the idiot in Van Palmer.
She sprints out to meet Taissa, one hand closing reflexively around her elbow. "We need to get inside. Barricade the door."
"Shauna," Taissa says. "She and Callie are around here somewhere."
Sounds like a Shauna problem, Van would say to absolutely anyone else. Not Tai. She groans, and Tai's fingers are tangled with her own, and they're already running. Running toward the calamity. Christ, she should never have left Ohio.
It's just that sort of inane line which always heralds more chaos in the movies, and sure as shit, a cluster of black flak jackets and large guns are firing their way across the compound. Feds, if Van's guess is right. Someone called the feds on Lottie's cult, and they're now doing exactly the kind of unhelpful by-force bullshit cops are famous for. She pivots, dragging Taissa down in the grass a split second before another window blows into ear-shattering wreckage.
"What are you," Taissa starts to gasp. Van covers her mouth with one hand, her body blanketing Tai's. She keeps her chin tucked down, her eyes tracking the boots stomping across the compound. Closer. Closer.
Goddamn if she has the first idea what she'll do if they come across this pitiful excuse for a hiding place, tucked just behind a cadre of raised garden beds. It's been a long time since her last brush with violence anything close to this caliber. She isn't as young as she once was; not as spry or as strong, either.
Hiding always was a viable method. She keeps her hand over Tai's mouth, moist breath collecting against her palm. She's formed herself into a human shield, she realizes. Her safety, automatically de-prioritized when set next to Taissa's.
Taissa, who is staring at her with mingled horror and fury--and, maybe, just the smallest amount of gratitude. They wait, barely breathing, as the uniformed men close in.
And, thankfully, move past without a word.
Van exhales, going limp with relief. Taissa's arm winds around her in a brief embrace, and for just a moment, they are heart-to-heart in the grass. For just a moment, they allow themselves the tangle of limbs, the press of foreheads.
Then Tai says, "We need to find Shauna."
Insane, Van thinks. They've all gone mad, the kind of crazy she's worked so hard to repair. The kind of crazy that is taking Taissa's hand, pulling her up, and running into chaos.
Well. When in fucking Rome, she supposes.

Díaz-Canel: Cuba is experiencing an exceptional situation
The First Secretary of the Communist Party of Cuba and President of the Republic, Miguel Díaz-Canel Bermúdez, stated at the conclusion of the meeting of the National Defense Council that the country is experiencing an exceptional situation, marked by two fundamental and complex events: the energy emergency and, on the other hand, the hurricane alarm phase for the eastern provinces.
Regarding the energy emergency, the president stressed that the situation stems from the unavailability of fuel, a fact exacerbated by the economic war waged by the United States government against our country. “This includes financial and energy persecution. We have not had stable fuel supplies so that the system can operate at its full capacity and with all its stability.”
This situation, Díaz-Canel stressed, caused a disconnection incident last Friday. “Immediately, work was carried out and a connection level was achieved. But another disconnection occurred yesterday and work was carried out all night and early in the morning. This morning and afternoon, when the situation seemed more favorable, a disconnection occurred again and work is being done again to seek greater stability for the system.”
He also commented that, according to experts, the worst incident that can occur in a country is the disconnection of a system, such as the one that occurred last Friday. “This is where all the professional and operational potential of the electrical energy system is at work. We have had the opportunity to be with other colleagues in the national office and you have to see the level of knowledge and precision with which the colleagues in the national load dispatch work in communication with the provinces.”
He warned that at the moment work is being done in two fundamental directions: stabilizing the system and managing to obtain fuel supplies that will allow us to work in a better situation during the next few weeks."
He also stressed that efforts are being made to obtain spare parts to gradually recover distributed generation, which has been severely affected.
Be ready for Oscar
Referring to the impact of Hurricane Oscar, the President stressed that the country's Civil Defense, as well as the Municipal and Provincial Defense Councils, have been working very seriously.
“Due to the complexity of the situation, it has been decided to activate the entire structure of the defence councils in all provinces, because although there are five or six that could be affected by the cyclone, the rest are also affected by the energy emergency.
It was also decided to send a group of the country's leaders to the place where the cyclone is forecast to hit. The group is headed by the Deputy Prime Minister, Inés María Chapman Waugh , and is made up of other ministers and deputy ministers from different agencies.
This group must also prepare ideas for recovery. “You have to be prepared for a cyclone that can cross the eastern territory for more than 24 hours and depending on its course, the damage that will occur will be greater or lesser, especially in agriculture, housing and other infrastructure.”
The revolution will never tolerate this type of behavior
At another point in his speech, he highlighted the understanding and behavior of the people, emphasizing values such as solidarity at the community level.
He also welcomed the handover of the staff of the national electrical energy system, which is working under great tension to achieve a stable supply of electricity to the population in the shortest possible time, he said.
In his remarks, he acknowledged Party cadres and officials, as well as other political and mass organizations that have been in the most complex places, addressing each of the situations of our population.
“The only thing that contrasts this determination of unity of our people is that on occasions, particularly last night, a small number of people, most of them in a state of intoxication, have behaved in an indecent manner. They have tried to provoke disturbances of public order, they have tried to commit vandalism and disturb the peace of our people. This opportunity is also being taken advantage of by those who are working under the guidance given to them by the operators of the Cuban counterrevolution from abroad.”
In this regard, he confirmed that the revolution will never tolerate this type of conduct and that everyone will be prosecuted with the corresponding rigor. “There is a great capacity from the Party and other organizations to respond to the concerns of the population, as long as it is done in a decent, organized, civilized and disciplined manner.
"We will not allow anyone to act in such a way as to provoke acts of vandalism, much less disturb the peace of our people."
