Deepavali last year , we all took a trip to Cameron Highlands in Malaysia. After a point,Amma was tired of eating dimsums, Nasi Lemak & stir fried noodles . So she wanted to eat something familiar and comforting , rice & fish curry. So we walked into a Mamak restaurant. Mamak restaurants are usually run by Malaysians of Tamil Muslim origin. Mamak originating from the Tamil word mama for maternal uncle . Mamak cuisine incorporates Tamil cuisine with some Malaysian elements making it distinctive. The usual set up in a Mamak style restaurant is that you could pick and choose the dishes you want to have & that is why the fish curry with Okra caught her eye. Clearly a Mamak take on an Indonesian/ Malay classic Asam Pedas. Like Pedas meets Ikan Masala. Ingredients Sardines : 350 grams ( Any salt water fish would do) Shallots 3-4 1 big onion chopped Okra 4 cut into 2 inch pieces Green chilly 4 Ginger 1 inch chopped 8 Garlic Cloves 2 dried gambooge soaked in Hot water ( Replace with 1 small ball of tamarind if unavailable) 1 chopped tomato 1 bruised bulb of lemon grass Turmeric powder 1tsp Coriander Powder 2 tsp Chili powder 2 tbs( Mix of Kashmiri & Byadgi) Coconut milk 1/2 cup( Made from Maggi Coconut Powder as they tend to not split in a sour curry like this) Curry leaves 2 sprigs Coconut oil 1 1/2 tbsp Salt to taste Take an earthen pot. Pour Coconut oil. Add ginger , garlic, green chillies to oil so that the flavor gets infused into the oil. Now add pounded shallots, chopped onions till they start getting golden & soft. Add chopped tomatoes , cook it down. Add the spice powders salt to taste & 1 cup of hot water. Add the bruised lemon grass , the fish , okra, soaked gambooge & bring it to a boil & then let it simmer for 10 minutes till it is reduced , add coconut milk, curry leaves. Take off. Serve it hot! These farmers also obtained loans from Canara Bank, hereinafter referred to as ‘the Bank’. The loan was advanced by the Bank to each one of the farmers on security of the agricultural produce stored in the cold store. The cold store was insured with the United India Insurance Company Limited, hereinafter referred to as ‘the insurance company’. A fire took place in the cold store on the night intervening 13.01.2014 and 14.01.2014. The entire building of the cold store and the entire stock of agricultural produce was destroyed. -but the claim of the cold store was repudiated by the insurance company mainly on the ground that the fire was not an accidental fire - Since the claims of the farmers were either rejected or not answered, they filed claim petitions against the cold store, the Bank and the insurance company in which the primary relief claimed was the value of the agricultural produce as on the date of fire and interest thereupon and each of the farmers also claimed damages of Rs.1,00,000/­ per head..- The insurance company resisted the complaint mainly on the ground that the ‘farmers’ were not consumers’ within the meaning of Consumer Protection Act, 1986,- apex court held the fire was an accidental fire and occurred due to a short circuit. These are pure findings of fact which, in our view, cannot be challenged in these proceedings. - The definition of consumer under the Act is very wide and it includes beneficiaries who can take benefit of the insurance availed by the insured. As far as the present case is concerned, under the tripartite agreement entered between the Bank, the cold store and the farmers, the stock of the farmers was hypothecated as security with the Bank and the Bank had insisted that the said stock should be insured with a view to safeguard its interest. We may refer to the penultimate clause of the tripartite agreement which reads as follows:­ “WHEREAS the Third Party has agreed to insure the produce/goods stored in the cold storage to indemnify the produce in case of any casualty or accident by any means to cover the risk and also to cover the loan amount to avoid loss at the cost of the Second Party till the release order or repayment of the loan amount.” The aforesaid clause in unambiguous terms binds the cold store to insure the goods, to indemnify the produce, to cover the risk and cover the loan amount. This insurance policy has to be taken at the cost of the second party which is the farmer. Therefore, there can be no manner of doubt that the farmer is a beneficiary under the policy. The farmer is, therefore, definitely a consumer and we uphold the orders of both the Commissions that the complaint under the Act is maintainable.
Fire Accident – Framers Produce was destroyed in cold storage – Insurance Claim – Whether the farmers are consumers under the Act ? ‘the farmers’, had grown Byadgi Chilli Crop during the year 2012­2013. Some of the farmers had some other crops. These farmers had stored their agricultural produce in a cold store run by a partnership firm under the name and style of Sreedevi Cold Storage, hereinafter referred to as ‘the cold store’. These farmers also obtained loans from Canara Bank, hereinafter referred to as ‘the Bank’. The loan was advanced by the Bank to each one of the farmers on security of the agricultural produce stored in the cold store. The cold store was insured with the United India Insurance Company Limited, hereinafter referred to as ‘the insurance company’. A fire took place in the cold store on the night intervening 13.01.2014 and 14.01.2014. Climate for Chilli Farming
Chili plant can be seen in the tropical and sub-tropical region. It grows well in warm and humid climate and temperature of 20⁰-25⁰C. During blossom development period, bud doesnt develop due to low moisture conditions of the soil.
Season for Chilli Farming
Chillies are known as Kharif and Rabi crop, and sowing is done in May to June for Kharif crop, September to October for Rabi crops and if they planted as summer crops sowing is done in January to February months.
Soil for Chilli Farming
Black soils retain moisture for long periods which are suitable for the rainfed crop. In Uttarakhand, the soil is mixed with grit and rough sand before undertaking chilli farming.
Land Preparation for Chilli Farming
Chilli can be grown in all types of sandy loam soils. But stones and pebbles should be removed. Three to four times of ploughing is undertaken, and sowing is required. Acidic soils are not suitable for Chilli Farming.
pH Requirement
A neutral soil pH ranges from 6.5-7.5, and it is well-suited for chilli farming.

If chillies are planted in an organic farm, then the soil is treated with Azotobacter or Azospirillum. Then 1 kg of Azotobacter or Azospirillum is mixed with 50 kg of manure. Soil Treatment for Conventional Farming
In conventional farming, soil sterilization is carried out using 20 mL of formalin, and mixed with water before applying. After applying, it is covered with polyethylene sheet of 25-micron thickness for 1-2 days.
Preparation of Chilli PlantSeed Treatment
The chilli seeds are pre-treated with herbal fungicides. 80 grams of seeds required for sowing in 1 acre of land and treated with Pseudomonas fluorescens. Pseudomonas fluorescens are bio-fungicide which protects the disease from fungal attacks and pests.
Sowing in Plantations
Chilli seeds are grown in plantations. After sowing, the seeds are covered with coco peat and watered daily until it develops.
