This is more of a “what-if” scenario than an actual serious theory from me, but what if Kazuma’s amnesia was a ruse that whole time? (Or at least from some point after he made port in Hong Kong because obviously he wouldn’t have done that if he had his memory)

What if it was all a ruse with the motive of getting close to Van Zieks? Because you know, “keep your enemies close” and all that…

You could explain away that scene with him seeing the wax model of his father by saying it caused him to involuntarily break his facade, leaving him with no choice but to reveal himself in front of everyone after years of hiding in the shadows
