I wish I knew. I assure you the italian fandom has been complaining about it as much as everyone else, not a single person thought what they did to Aisha and Flora was acceptable.
Aisha's dolls sold fine in Italy. She was usually alongside Bloom, Stella and Flora as a quartet in merch. Sometimes she took Flora's place. There wasn't any particular weird favoritism. It's actually hard to find any season 2 merch lacking Aisha, like this secret diary.

Now, this is definitely a recent phenomenon after Winx Couture's line and World of Winx using lighter palettes for every character (not the comics though, which colorpicked from the older palettes). Aisha's dolls were not whitewashed despite the horrendous art.

Overall colors seem to be consistent with her original skintone despite everything.
Most recent Aisha doll, before they decided on the reboot and canned the Winx Shorts and their designs. The drawing is still lighter than the doll...

Could be them cheapening out on different skin color molds for the dolls and just wanting Aisha to be the "token dark skinned girl"? Eugh in any case, but at least the Reboot is fixing this. Iginio said he knows about the comments and reaction and is finally actively involved in the show again.
