Does Silver use his psychokinesis at all in the Elise ice skating story? Because he doesn't have his glove or boot cuffs in the wallpaper for that story

Basically, it is raining around the ice rink where Elise is going to be having her performance. Elise wants to go home because she cannot practice, but Silver uses his powers to make it stop raining and denotes himself a psychic:
