A lingering question in S2E7's "Everyone Lives" AU is how the undercity has been basically gentrified, minus the usual problems gentrification creates. Its denizens are all the same, they've just been given access to much better food, shelter, and resources. The only possible explanation I can think of for that is Heimerdinger. Like Ekko, he would have inhabited his AU self upon "arriving" there two-and-a-half years prior, which was back when he was still on the council.

Seeing how nobody reacts to him being in The Last Drop, it likely means the very first thing he did upon arriving in that universe was head to Zaun, find Vander, and initiate a massive undercity overhaul project. Why else would this Undercity have an officially-sanctioned inventor's contest, or be developing hybrid plants to clean the air? While he was a frankly terrible civic leader, projects like that are where he shined.

For Heimerdinger, this universe was his chance at redemption; a way to fix his mistakes while he still had the resources to.
