Advocacy Group Research and Fringe Ethnography on Furvent Animal Rescue and Advocacy

Who are they?

Furvent Animal Rescue and Advocacy is a group based in Baguio City that advocates for the rescue of dogs, cats, and other animals within Baguio and Benguet. Founded by Ms. Boblee Tuazon, it started out with a passion to rescue voiceless animals within Baguio and Benguet. 

What are their advocacy/ies?

Their mission is to have a stray less Baguio since stray animals are one of the largest problems within the city. They believe that there would be no strays in the city if there were no irresponsible pet owners. As a result, they advocate for responsible pet ownership in the city. They envision Baguio and Benguet as a place where there are no stray animals. Furthermore, they also envision a Benguet with no cases of animal abuse given the numerous reports that they receive related to this issue. 

What are their goals and how are they achieved?

The organization aims to provide care for neglected animals and to find them new homes. They also aim to educate people on how to responsibly care for their pets. One way that they achieve this goal is to rescue animals that have been reported in their Facebook group. The rescuers contact each other to know who is able to go to the location where the report was made. Sometimes, the reporters are also involved in the rescues, however, some of them opt to only give the exact location of the animals. According to Ms. Moriah, our interviewee, if the cases are not severe, the animals are brought to Furlife where they contact the vets if they are available. In more severe cases, such as hit-and-run, the animals are brought to Hayop Kalinga so that they can run tests. This process is often performed before the group looks for an adopter for the rescued. 

Target audience?

Based on the interview, the main target audience of this organization are residents in Baguio and Benguet. Specifically, this organization targets pet owners in these locations so that they can be better educated about responsible pet ownership. Furthermore, another target audience of this group are those who are passionate about helping animals. This can be through rescues, care, treatment, and adoption of said rescued animals. 

Why do you want to study them?

The organization has an advocacy program that the group unanimously agrees with. We find that animal welfare is an important issue that is not advocated for enough. As mentioned by Ms. Moriah, the current policies that prevent animal abuse are not sufficient enough. There are still reported cases of animal abuse and neglect that come from LGUs such as barangays. Furthermore, the organization being based in Baguio and Benguet is another reason why the group decided to study them. Other animal welfare organizations such as PAWS are Manila-based or much more well-known such as the Bulacan-based Pawsion. Furvent, being a Baguio-based organization, gives us a feasible advocacy group to study for animal welfare within the Greater Baguio area.

How will you study and present them?

The group was studied through an interview with one of the members, Ms. Moriah. Initially, the group wanted to interview the founder of the advocacy, Ma’am Boblee, however, we were unable to due to constraints on their end. Instead, we were referred to interview one of the active rescuers in the advocacy group. The group would have also preferred to interview others that the organization has worked with such as veterinarians or LGUs, but, due to time constraints, we only opted to interview a current rescuer within the group. The organization will be presented in a way that makes its group structure the main point of the paper.

Internal:

According to Ms. Moriah, the group has more than 25 thousand members in their Facebook group. This is where much of the reporting comes from. On the other hand, there are 12 rescuers in the group. Furthermore, it was mentioned that not just anyone can become a rescuer in the group. According to our interviewee, there is a high standard for who can become a rescuer. It was mentioned that they have to see that the person is truly passionate about saving animals in order to become a rescuer. Based on the interview, the dynamic of the group involves a lot of contacting each other. This starts with the reporters on the group and ends with the rescuers contacting each as to who will go to the rescue site. Due to this dynamic, there does not seem to be any conflict among the rescuers. As for subcommittees in the group, there are currently none due to the small size of the group. However, it was mentioned that the group also wanted to have associations within itself. Based on the information gathered, it can be concluded that the group identity is that of people who are truly passionate about rescuing animals. They need to have the resolve and patience to care for at most 10 rescued animals at a time.

Risks, threats, challenges

One challenge that the group has is that they have a lot of bashers and haters. This is because some members in the Facebook group have become overly reliant on the rescuers to the point that they are not able to properly care for their own pets. An example given by our interviewee was that someone was mad that their dog died because of how long it took for their post to be approved on the page. Another example is that some reporters take it personally because action is not immediately taken for their reports. This is one of the challenges of the group because they are simply unpaid volunteers; they can only do so much with the manpower that they have. She said that people should first head to the local barangay hall to report any cases of animal abuse. Another challenge of the group is that they lack space. According to our interviewee, she is currently taking care of 6 rescued dogs in addition to 4 pets of her own; a total of 10 dogs. It was also mentioned that Ma’am Boblee, the head, has more than 30 dogs in her care. Another challenge that the group faces is that they have a lack of funding; the group mainly depends on donations. Ms. Moriah has mentioned that sometimes, she has to pull money out of her personal funds in order to buy the supplies for the rescues. This is related to their lack of exposure. As a result, they have to use money out of their own pockets in order to provide for the animals. 

Tactics to mitigate potential challenges

The tactic that comes to mind in order to mitigate these challenges is that the group should have more exposure. By exposing the group more to the public, more people will find out that there is a Baguio-based group that advocates for proper animal treatment. With this in mind, we have decided to help give the group more exposure. 

Plausibility assessment

Our initial plan was to participate in a rescue. However, due to the stringent requirements to become a rescuer and time constraints, we have opted to help give Furvent more exposure and funding through a small social media campaign. In this campaign, we will be sharing a poster that tells people about who Furvent are along with their donation channels. This would, ideally, help people know more about the group and be inclined to donate. Not only does this help the group with the funding problem, but it also helps them get more exposure because of social media. ~~
