To handle the administration and daily proceedings of the government, including the formulation and implementation of policy in consultation with the minister-in-charge of a specific ministry or department.

To contribute to policy formulation, and to make a final decision in certain matters, with the agreement of the minister concerned or the council of ministers (depending upon the weight of the matter), when posted at the higher level in the Government of India as a joint secretary, additional secretary, special secretary or secretary equivalent, secretary and Cabinet Secretary, and in state governments as secretary, principal secretary, additional chief secretary or special chief secretary and chief secretary.

Administration: Administers the Secretariat as well as looks after personal matters of Chairman/Members and other Officers/Staff of the Commission.

All India Services: Recruitment to All India Services is done either by direct recruitment, through Civil Services Examination or by promotion from the State Service. The AIS Branch handles the promotions of State Service officers to the IAS, IPS and IFS. It also handles policy matters relating to All India Services and amendments in the 'Promotion Regulations' of respective services.

Appointments: It carry out appointments to central services based on Promotion(based on proposals from various Ministries/Departments/Union Territories and from certain local bodies) and by the means of Deputation and Absorption.

Examinations: It carries out merit-based selection and recommendation of candidates, through various examinations such as the Engineering Services Examination, Medical Services Examination, Defence Services Examination, Civil Services Examination, etc, to Group A and Group B Services of the Government of India.

General: Primarily deals with day-to-day housekeeping works for Commission, like, arrangements and facilitation for conduction of Examinations by the UPSC, printing Annual Report etc.

Recruitment: This branch carries out Direct Recruitment(out of the 3 possible mechanisms of : 'direct recruitment', 'recruitment by promotion' and 'recruitment by transfer and permanent absorption') by selection to all Group `A’ and certain Group `B’ posts of the services of the Union (including some Union Territories). These recruitment are done either by selection(interview) or through competitive examination.

Recruitment Rules: The Commission is mandated under Art. 320 of the Constitution of India, read along the UPSC (Exemption from Consultation) Regulations, 1958, to advise on framing and amending of Recruitment and Service Rules for various Group A and Group B posts in the Government of India, and certain autonomous organizations like EPFO, ESIC, DJB, NDMC & Municipal Corporations(s) of Delhi. This Branch carries out this responsibility by facilitating the Ministries / Departments / UT Administrations / Autonomous Organisations in this regard.

Services I: Handles disciplinary cases received from various Ministries/Departments and State Governments for advice of the Commission, as required under Article 320. 

Services II: Handles all other cases that 'Services I' branch doesn't. It compiles the Annual Report. Between 2012 and 2014, campaigns and political groups spent a combined $69,000 at Trump businesses, according to the report. But since June 2015, when Trump announced he was running for the White House, political spending at the president’s properties has topped $19 million. Some of the initial surge was related to the Trump campaign’s using a Trump company plane during the 2016 election, but much of the uptick comes from conservative candidates and groups.

House Democrats, who have launched a broadimpeachment investigationthat currently includes whether Trump has illegally profited from his businesses while president, say Republicans are trying to curry favor with the president by spending money at his businesses. Some may even be trying to gain access to the president, who has visited his own properties more than 300 times since he was sworn into office.

“President Trump has perfected the financial shakedown of seeking political influence as a way of life,” said Rep. Jamie Raskin (D-Md.), a member of the House Oversight Committee. “This is now standard operating procedure in Washington. It’s pay-to-play all day.”

At least another 179 foreign governments, businesses, trade associations and religious entities — some with interests before the federal government — have frequented Trump properties, according toPublic Citizen, which gathered data from Federal Election Commission records, social media and news reports.

That includes 28 foreign governments — including Azerbaijan, India, Kuwait, Turkey, Ukraine, Malaysia, Romania and Saudi Arabia — as well as 41 conservative advocacy organizations, 51 businesses or business groups, 16 charities, 16 religious groups, 12 state or local groups, nine foreign businesses or business groups and six police or fire organizations. For example,T-Mobile executivesstayed at Trump International Hotel in Washington while seeking a green light from the federal government for a merger with Sprint.

“The unceasing parade of foreign governments, politicians and corporations holding events and spending their dollars at Trump’s properties has become normal in Trump’s America,” said Alan Zibel, research director of Public Citizen’s Corporate Presidency Project. “That doesn’t make it right or legal.”

The Trump Organization didn’t respond to a request for comment. The White House referred questions to a previously released statement.

“As he announced in January 2017, President Donald Trump is not involved in the day-to-day operations of the Trump Organization and he does not take any action that benefits him personally,” White House spokesman Judd Deere said. “While House Democrats continue to spread false rumors in complete denial that the President was a successful businessman for decades, President Trump continues to keep his promises to the American people.”

Some of the groups spending money explained that they choose Trump developments because donors and supporters favor the locations.

“Trump Organization properties are world-class venues in destination locations that our supporters want to visit and are excited to attend events at,” said Kelly Sadler, spokeswoman for America First Action, a pro-Trump super PAC. “The staff is always respectful, professional and provides best-in-class service.”

Sadler said America First Action, which spent $545,000 at Trump properties since Trump’s election, pays fair market value for its events in compliance with FEC rules and guidance.

House Democrats areinvestigatingwhether Trump is violating the Constitution, which forbids a president to profit fromforeign governmentsunless approved by Congress or to receive any money from theU.S. governmentexcept an annual salary. They are even looking intoan allegationthat groups — including at least one foreign government — tried to ingratiate themselves to Trump by booking rooms at his hotels but never staying in them, POLITICO reported last month. Trump already faces lawsuits alleging he violated the Constitution.

“Donald Trump is violating the Constitution by accepting money from foreign governments, and by refusing to turn over key documents his administration is covering it up,” said Rep. Dina Titus (D-Nev.), chairwoman of the House Transportation and Infrastructure subcommittee with jurisdiction over Trump’s Washington hotel. “We’ve issued subpoenas in our investigation because we deserve to know the extent of President Trump’s lawlessness and corruption.”

Trump ignored calls to fully separate from his eponymous company, which comprises more than 500 businesses, after he was sworn into office. He still owns his business but placed his holdings in a trust designed to hold assets for his benefit and can receive money from the trust without the public’s knowledge. His company donated about $343,000 to the U.S. Treasury that it said came from profits from foreign governments, but watchdog groups say the amount should be higher.

Political spending is easier to track. Federal records show that 192 campaign or political groups have spent a combined $8.3 million at Trump businesses through Oct. 31. Of those, 30 spent more than $10,000 and 108 spent more than $1,000, according to the new report.

The groups spent the most — about $2.5 million — at Trump’s Washington hotel, which has become a place to see and be seen by candidates, Trump staffers and congressional aides. Trump leases the building from the federal government, despite language in the contract that says no “elected official of the Government of the United States … shall be admitted to any share or part of this Lease, or to any benefit that may arise therefrom.”

Mar-A-Lago, the resort in Palm Beach, Fla., that Trump has dubbed the Winter White House, and Trump National Doral in Miami have each received about $740,000.

Trump’s campaign was the biggest spender — accounting for nearly $3.8 million, or about 45 percent of the money. That includes renting office space in Trump Tower in New York, where Trump famously rode downthe escalatorand launched his candidacy in 2015, and renting a 757 airplane nicknamed Trump Force One through his company TAG Air.

“The campaign pays fair market value under negotiated rental agreements and other service agreements in compliance with the law,” a Trump campaign official said. “The campaign works closely with campaign counsel to ensure strict compliance in this regard.”

The Republican National Committee spent $1.6 million. Trump Victory, a joint fundraising committee for Trump’s campaign and the RNC, paid $991,000. Vice President Mike Pence’s Great America Committee, which supports pro-Trump candidates, dropped $238,000.

The biggest spenders from Congress include some of Trump’s top allies, including groups or campaigns representing House Minority Leader Kevin McCarthy (R-Calif.), Sen. Tom Cotton (R-Ark), Rep. Jim Jordan (R-Ohio) and Rep. Greg Pence (R-Ind.), the vice president’s older brother, who was elected to Congress in 2018.

Jay Webber, a failed candidate from New Jersey, spent nearly $40,000 for an October 2018 fundraiser at the Trump D.C. hotel that the president himself headlined. Omar Navarro, who ran unsuccessfully against longtime Democratic Rep. Maxine Waters of California twice, has paid more than $18,000 since 2017.

Trump often tweets out endorsements of Republican candidates after they hold events at his properties, according to 1100 Pennsylvania, which tracks visits to Trump properties.

The RNC said many factors are taken into account when determining where to hold an event. “Aside from the fact that donors enjoy visiting Trump properties, other factors like security, price and convenience are all part of the committee’s decision-making process,” an RNC official said. The official said that Trump properties can be cheaper to rent than other venues and that the FEC demands the RNC receive market rates.

Revenueincreasedat many of the resorts Trump visited in 2018, including Trump International Hotel in Washington, which has become a top destination for Republicans, according to Trump’s most recent personal financial disclosure forms. That comes even as Trump’s overall income dipped slightly, to $434 million in 2018 from $450 million in 2017.

Trump has repeatedly denied that he is using the presidency to boost spendingat his resorts.

“I have a lot of hotels all over the place,” he told reporters in September, “and people, they use them because they’re the best.”

Comical Bureau of Intrigue: CBI looks like a joke. Will GoI finally make it a statutory body?

What is the world’s most unenviable top cop job now? Interim chief, the Central Bureau of Investigation (CBI). Nageshwar Rao, picked by the Prime Minister-led Appointments Committee of the Cabinet, has the toughest remit in any public service – to stop people from laughing at the institution he leads.

The agency can now fairly be called the Comical Bureau of Intrigue, with its two erstwhile senior most officers, director Alok Verma and special director Rakesh Asthana, sent on leave, while different courts deal with disturbingly dramatic plaints made by both.

These are golden days for reporters on the CBI beat, as all sides will inevitably provide more strategic leaks. Those details will have a bearing on the specific controversies framing the CBI mess. But as people outside the government-media complex consume news reports on a Doon and St Stephens educated meat exporter alleged to be close to those in the opposition and a sent-on-leave CBI bigshot who is alleged to be close to those in power, to name only two characters in a multi-starrer burlesque, the general and justified response will be to laugh at the utter absurdity of it all.

The government is also squarely responsible because all of this has happened under its watch. Its decision to send away both warring CBI officers and ask a special investigation team (SIT) to probe allegations and counter-allegations, while entirely sensible, doesn’t even begin to address the question why the Verma vs Asthana dramedy was allowed to play out for as long as it did.

BJP has made a consistent claim since 2014, when it stormed into power, that one of the defining differences between its government and the one run by Congress is that the latter was prone to dysfunction while the former is always in charge. At least on the CBI question, that claim is in tatters.

The really troubling perceptional question for BJP here is not so much whether it was using CBI as a political tool. That charge has been made against Congress for far longer. What is hurting and will likely hurt BJP is popular perception that its government appeared helpless as the CBI story moved from chaos to farce.

Therefore, countering the Congress charge that Verma was “targeted” because he was apparently “thinking” of a Rafale probe may be politically necessary right now for BJP. It may also be relatively easy to do so – how does Congress know what Verma was thinking, is the obvious retort. But the bigger political job for BJP is to convince people that on the CBI issue, it is back in control. Because for the first time since 2014, and weeks away from the beginning of a long election cycle, the opposition has the chance, if it is minimally clever, to build a narrative that this government, too, is prone to dysfunction.

So, BJP will hope that the SIT will keep Verma and Asthana busy, that courts won’t upend its interim arrangement for CBI, that Rao will step up to the plate and appear as an officer in charge, and that CBI investigations into non-CBI corruption cases will make news.

Note, however, that there are many things here that the government does not control or may not be able to control. For example, one known unknown right now is how the Supreme Court will respond to the ex-CBI chief being sent on leave. The other problem can be whether the accused in various CBI high profile cases supervised by Asthana will benefit from corruption charges against him.

So, the perception of chaos may not necessarily go away. Therefore, BJP needs a politically solid and institutionally impeccable talking and action point, a real solution that will help restore CBI’s institutional credibility and prove that the government is back in charge.

That solution, as many ex-top cops and commentators with domain knowledge of law enforcement affairs have said multiple times, is to make CBI a statutory body through a fresh law. CBI functions under clauses that draw institutional validity from the Delhi Special Police Establishment Act. Many Supreme Court efforts to institute operational independence for CBI have essentially failed because the agency, as its status is now, is neither de jure nor de facto immune from political interference.

The Election Commission, the Securities and Exchange Board of India, the Telecom Regulatory Authority of India, the Comptroller and Auditor General are all constitutional or statutory bodies. That basically means political interference is difficult in these institutions. So should be the case for CBI.

CBI also draws its senior officers from the Indian Police Service (IPS) and many IPS officers who man CBI – let’s put it politely – have close encounters with politics. Therefore, CBI as a statutory body should also be mandated to draw its cadre from a wide pool of talent and given its own budget. That’s the best way to secure its future, make it a law-backed autonomous investigative agency that attracts quality candidates because the job offers enormous prestige, good pay and real professional independence.

Were the government to announce it is starting the process of writing such a law to create a new, improved CBI, and that its decision is directly related to the current mess at the agency, no matter how Verma vs Asthana plays out, BJP will always have a winning talking point. Every critic will applaud the decision. Congress will find it pretty much impossible to oppose the decision on principle.

But will it happen? Will this government, or any government run by other parties, want to make CBI a statutory body? Let’s put it this way. It would be great for India if it happens. It would also be greatly surprising if it does.

Religion of the Jahiliya: Jihadism is Kufr, not Islam - Pakistani Jihadists Revealed Plans for Indian Muslims in 1999

Recent terror attack at Mumbai has reminded us once again that Pakistan Army, or one of its agencies Inter-Services Intelligence (ISI) at any rate, is determined to change the very character of Islam, turning it into the pre-Islamic religion of the Jahiliya (Arabia in the Dark Ages). It had indeed given us ample evidence of its anti-Islamic character during the Kargil war by reminding us of the Battle of Uhud where a woman of Jahiliya, Hinda, had mutilated the dead body of Prophet Mohammad’s uncle, Hazrat Hamza. The Prophet [peace be upon him] had not only forgiven her but had made it a point to forbid the practice in every Muslim gathering thereafter for fear that the Muslims, too, might do something similar in retaliation. Blood feud and vengeance was rampant in the Arab world of the Jahiliya. One couldn’t help being reminded of that when reports came that one of the terrorists mentioned vendetta for Gujarat and demolition of Babri masjid by Hindutva forces as the justification for the killing of innocents at Mumbai.

Pakistani “Islam” would indeed appear to be completely unrecognisable as Islam to a Muslim in any part of the world. Slowly but surely what appears to be a completely new religion seems to have caught the imagination of many people in Pakistan.  Its followers don’t, of course, consider it a new religion. Indeed this religion insists that it is Islam; in fact it calls itself true Islam or real Islam. But it can best be described as Jihadism, as its central belief system is based on a wilful misinterpretation of the Islamic concept of Jihad. It can also be called Talibanism, as the Taliban of Afghanistan, who studied in Pakistani madrasas run by the Jamiat-ul-Ulema-e-Pakistan are its most avid practitioners.

By and large, the western-educated liberal Pakistani intelligentsia, as I found out during several visits, hates this religion and is frightened of it. But as one by one all institutions of governance are succumbing to its growing power and its capacity for evil, they are getting scared to death. Some of them are simply planning to migrate to some non-Muslim majority country. No one is really fighting this malignant force, though some journalists and human rights activists still have the courage at least to express their horror and outrage at grave personal risk. The new democratically-elected government’s commitment or that of President Asif Ali Zardari’s recent plea in a New York Times article rings as hollow as did that of President General Musharraf before that despite their seeming cooperation in the US-led war on terror. The reason is that Pakistan’s moderate secular class has never had the guts to stand up to obscurantist Mullahs right from the beginning of the establishment of the country. Pakistan was carved out of a united India in 1947 by the secular Muslims – almost all religious parties were against the idea of Partition and Two-Nation Theory – but in independent Pakistan the latter were soon able to force the former, the real architects of Pakistan, to pass an Objectives Resolution declaring the country as an Islamic republic to be run by a narrow, sectarian interpretation of Islamic Sharia.

One only needs to read the report of the Justice Munir commission of enquiry into the anti-Ahmadiya riots of early 1950s to learn about the shenanigans of the secular, Westernised class of Muslim Pakistanis and how they surrendered before the then isolated Mullahs and conceded to them centre-stage in policy-making. If they could not do it then, it is very doubtful if they can do that now by arresting a few Jihadist Mullahs and putting them under comfortable house arrest.

It is Islamists, however, the true practitioners of Islam, if any in Pakistan, who should have been fighting this malignant growth. It was their primary duty to keep Islam from being maligned and turned into a religion of the Jahiliya. Some of them indeed are. (One prominent name is that of Maulana Haider Farooq Maudoodi, the son of Jamaat-e-Islami founder Maulana Abul Ala Maudoodi.) But they don’t have the resources to counter the powerful Jihadist rhetoric backed by vast petrodollar resources. Muslim masses are by and large ignorant and poor. It is not difficult to either sway them emotionally using Jihadist rhetoric based on Islamic terminology or even to buy them with promises of goodies on earth and in Heaven. The terrorists and killers of around 200 innocent people in Mumbai are no doubt doomed to be consigned to Hell, as even Indian Islamic scholars have testified in their unanimous judgment, but they had clearly been brainwashed into thinking, as one of them is reported to have revealed that they were destined for Heaven.

What is Jihadism?

The basic belief of Jihadism is that all non-Jihadists are kafir and deserve to be killed. As a result, they have so far killed about a million Muslims in Afghanistan and at least 50,000 Muslims in the Kashmir valley. They have also killed non-Muslims in Jammu and Kashmir. But their present and main long-term target is the Muslims of India. Beginning from the Bombay blasts in 1993, they have made several attempts to provoke massive anti-Muslim violence in the country. The recent Mumbai massacre is the latest in this series.

Indeed a prominent ex-militant Kashmiri leader told me just after Zuhr prayers in the Shah Faisal mosque in Islamabad that the first person to attack the Babri masjid on December 6, 1992, was a Jihadist from Pakistan occupied Kashmir (POK) who had joined the Vishwa Hindu Parishad (VHP) some time ago and was part of Mr. L. K. Advani’s rally along with several of his co-religionists. My informant was also a Jihadist once, but perhaps not completely devoid of the milk of human kindness and thus not a true Jihadist. He retained affections for his wife and kids stranded in the valley and his Hindu and Muslim classmates in Delhi where he had studied up to graduation. He was clearly not happy with the visions of an impending holocaust in India and tried to warn me.

Another warning came to me from a Jihadist during the Kargil war (May-July 1999) on a brief visit to England. I met him outside London’s Finsbury Park mosque after the Friday prayers. Exultant after the Pakistani Jihadists had reportedly downed two Indian planes in Kargil, he was more direct: “You Muslims (Indian) are cowards. Rivers of blood will flow in India soon and you will have just two choices: either become a true Muslim (i.e. Jihadist) or perish.” Revealing future Jihadist plans, he said: “You are completely devoid of leadership. We will provide you leadership under which you will become true Muslims (i.e. Jihadists).”

It is not some anonymous Jihadists alone who have been giving me these warnings, though they were more forthright than the so-called responsible leaders of this group. Prof. Khursheed Ahmad, vice-president of the Jamaat-e-Islami, Pakistan, for instance, told me in Islamabad in a recorded interview that Indian Muslims have been shirking their duty on Kashmir and they will have to answer before God on the Day of Judgement as to why they did not support the “Jihad” in Kashmir. I believe Providence would like me to convey these warnings to the nation. Muslims in particular must beware: they should take care not to allow any one to provoke them into any indiscretion, particularly at a time when the country is involved in a bloody fight with the enemy.  It must be clearly understood that in the present case, the enemy is not only the enemy of our country but also the enemy of our religion. As realisation seems to be dawning among larger sections of people in Pakistan that Jihadism is their enemy as well, it is possible that we are able to fight it a little better.

Muslims must remember that they have to consult the Holy Quran for guidance in their day-to-day affairs. The model they have to follow is Prophet Mohammad (peace be upon him) and not terrorists like Ajmal Amir Qasab or destroyers of mosques in Kashmir like Mast Gul. Islam did not allow its followers to pick up a weapon even in their defence for the first thirteen years even though they were facing the worst possible persecution in Mecca. They were “permitted” to defend themselves for the first time in Medina when they were facing aggression from Meccans. Had they not defended themselves even then they would have been surely wiped out from the face of the earth, thus sounding the death-knell for the religion of Islam as well. But only a few years later, when the Prophet had become powerful enough to wage a war with Meccans, he chose peace even on terms that were considered humiliating by most of his followers. He signed a peace agreement known as the Treaty of Hudaibiya. And then when he entered Mecca victorious, a year later, facing no resistance, he chose to grant a general amnesty for all, even for those who had mutilated the dead bodies of his close relatives like his beloved maternal uncle Hazrat Hamza.

Vendetta, vengeance, blood feud, mutilation of dead bodies, etc. are mediaeval pre-Islamic practices of the Jahiliya, practices Islam came to fight against. Those who perpetrate such acts in this day and age cannot claim to be Muslims. They must give some new name to their Faith. In any case Muslims cannot accept them as their co-religionists.
