You are correct not to believe; as of both April 22, 2023 (when I first saw this screenshot on Twitter itself and checked Twitter's Help center, and conveniently got logged out of Twitter while doing so) and April 29, 2023 (when I saw the same screenshot on Tumblr via this post) the Hateful Conduct page includes nothing about Twitter Blue when checked on either desktop or the iOS12 mobile app. What it actually says is far more insidious, however:

wake up babe new elon crybaby just dropped. you can no longer make fun of someone for having twitter blue. he is equating jokes against twitter blue to the likes of racism, sexism and ableism. this is real.

#xellafail #tumblr fact checking services llc #I didn't say anything about it on the 22nd when it first showed up #because for whatever reason rolling rollouts are pretty common these days #so maybe I just hadn't gotten the updated page yet #but it's been a full week and the page hasn't changed #a quick scroll through the tags on this one indicates that about half of people are rightfully taking it as a joke #and half seem to genuinely think it's real #and that's the half I'm worried about
