Newsletter highlight: Updates from Western Sahara
Saharawi Refugees celebrate 42nd Anniversary of the declaration of the Saharawi Arab Democratic Republic (SADR) and the result of the Western Sahara Campaign UK ( WSCUK) court case in the Court of Justice of the European Union (CJEU)
On 27 February, the Sahrawis celebrate the most important date in their calendar: the declaration of independence of the SADR. This year’s celebrations took place in Smara Camp and traditional jaimas (tents) were erected where Sahrawis shared some of the traditional cultural activities (wool spinning, fishing methods and much more) to celebrate everything that contributes to their distinctive culture. The president gave a speech and announced the result of the WSCUK court case at the CJEU which was released that morning. The result stated that the current European Union (EU)-Morocco Fisheries Partnership Agreement (FPA) does not include the waters of Western Sahara and therefore no fish or fish products coming from Western Sahara can be sold as part of the agreement. There was much celebration among the Sahrawis in response to the court ruling and the Saharawi Campaign Against the Plunder (SCAP) had organised banners to create a photo of thanks for the EU court and a plea that the EU uphold the ruling and protect Saharawi natural resources.
Sahrawi President urges the African Union (AU) to put pressure on EU Member States to implement the CJEU ruling on the EU-Morocco FPA
SADR President and Secretary-General of the Polisario Front, Brahim Ghali, has urged the AU to call upon EU Member States to put into effect the ruling of the CJEU regarding the EU-Morocco FPA that has been operating since 2006 and is due for renewal this summer.
“The ruling issued on 27 February 2018 by the CJEU complements the AU Legal Opinion issued in October 2015, which found that any exploration and exploitation of natural resources in Western Sahara by Morocco is illegal. We therefore urge the AU to call upon EU member states to enforce the judgement of the CJEU in order to guarantee the end of natural resource plunder on the African continent,” said the President of the Republic in a letter to H.E. Mr. Paul Kagame, Chair of the AU.
“The CJEU holds that, taking account of the fact that the territory of Western Sahara does not form part of the territory of the Kingdom of Morocco; the waters adjacent to the territory of Western Sahara are not part of the Moroccan fishing zone referred to in the Fisheries Agreement,” he added.
Death of activist, Mohamed Al-Ayoubi
Mohamed Al-Ayoubi, a human rights activist, died on 21 February 2018 in a clinic in the capital city of Western Sahara, El Aaiun, following injuries he received during torture whilst in the custody of the Moroccan authorities. Mohamed was detained on 8 November 2010 when the Gdeim Izik protest camp near El Aaiun was dismantled by the Moroccan army, police and auxiliary forces.
Mohamed stated that he was tortured through beatings, sleep-deprivation and cigarette burns on his body among other things. He was also sexually abused with sticks and choked with sponges soaked in urine. Later, Mohamed was formally detained and transferred to Salé 2 prison. Here he also suffered mal-treatment. In addition to torture and sexual abuse, he was held in solitary confinement. As a result of the torture he experienced, he was left in a critical state and had to be transferred to Ibn Sina university hospital in Rabat. He remained there from December 2010 until February 2011.
Due to his critical health status and as a result of negotiations between other political prisoners from the Gdeim Izik group, who went on hunger strike, and the Moroccan authorities, Mohamed was conditionally released. Their hunger strike lasted a total of 38 days. But on 17 February 2013, a Moroccan military tribunal sentenced Mohammed to 20 years in prison, in a trial which was described as unfair by various NGOs and international observers. The sentence was based on ‘confessions’ obtained through torture.
Mohamed still suffered from various conditions related to the torture he experienced during his period of detention, including diabetes, kidney failure and hepatitis. He received regular treatment for these and recently had to have two toes amputated. In addition, his shoulder, which was broken during torture, was permanently dislocated.
Mohamed’s torture allegations are unfortunately just one example of many in the Moroccan prison system. The Moroccan authorities have not adequately investigated the complaints made by Mohamed and his family and lawyers.
Inhumane conditions in Moroccan prisons
Two Saharawi political prisoners have gone on hunger strike in protest against the cruel, inhumane and degrading conditions they are forced to endure in Moroccan prisons. Naama Asfari started hunger strike on 27 February in the provincial Al Ayrat 1 prison. He is in solitary confinement and has been denied his basic human rights due to a discriminatory decision taken by the newly appointed head of the prison. Naama’s family have not received any information about the condition of their son since he has been denied his rights to visits. He has been put in solitary confinement for 30 days which means he is not able to see his two lawyers, Olpha Oulad and Ingrid Metonque, who were recently expelled from Casablanca airport.
Mohamed Tahil, another Saharawi political prisoner, has been on open hunger strike since 5 March 2018, in protest against the maltreatment he has received at the hands of the authorities and personnel of Bozkarn prison in the south of Morocco. He was denied his right to visits on 5 March, without any reason being given.
The Gdiem Izik political prisoners (of which Naama and Mohamed are two) have recently been transferred to a number of different prisons where the conditions would be described as inhumane. They are kept in cells with criminals, they don’t have access to drinking water nor healthy food which their families try to bring for them, and they also don’t have beds. Many have been denied the right to see their families and are not allowed to use the phones to call them, something which is available to other prisoners in other wings of the prison.
On 1 March 2018, the prison authority of the provincial Ait Mellaoul 2 prison in Agadir, southern Morocco, unexpectedly searched three Gdiem Izik prisoners (Mohamed Bani, Sidi Ahmed Anyed and Mobarek Lefkuir), treating them badly and insulting them verbally.
Mohamed Bani’s family were informed of his condition when he called them on 2 March 2018, explaining the inhumane conditions he was living in since his transfer from Al Aryat 1 prison to Ait Melloul where he is now.
All the conditions they are currently living under, as well as the denial of their rights to phone and see their families, appear to be part of a concerted effort on the part of the Moroccan authorities to isolate the Gdiem Izik prisoners from the outside world and limit their means of getting information out about the violations against their human rights which are daily occurrences for the prisoners. Prisoners have explained that during transit they were beaten by prison guards and robbed of their personal possessions, the only things they had which connected them with their families and kept their spirits alive, which were the destroyed.
Polisario Front condemns the holding of the 2018 Crans-Montana Forum in occupied Dakhla
The Polisario Front stresses that the forthcoming event on Africa and South-South Cooperation organised by the Swiss international non-governmental organisation (INGO), Crans-Montana Forum, which will take place from 15-20 March, is a clear attempt to whitewash the brutal daily reality of Morocco’s illegal occupation in Western Sahara. The promotional material for the forum describes Dakhla as part of the Kingdom of Morocco – in contravention of international and EU law.
The Polisario also notes that the final declaration of the ordinary session of the AU Assembly (28–29 January 2018), called for a boycott of the Crans-Montana Forum event.

Iran's health ministry said Saturday that 123 people had died of coronavirus during the past 24 hours, bringing the total death toll to 1,556, with more than 20,000 people infected.
The ministry stressed that the death toll for the day had dropped from 149 a day earlier.
Some Iranian opposition sources, however, said on social media that there were many more cases and casualties than the government was reporting. VOA could not independently confirm the claim. Scattered reports on social media and on opposition TV channels appeared to indicate that many Iranians were ignoring government warnings to stay indoors because of the NowrouzIranian New Year festival.
Iranian TV showed volunteers spraying disinfectant near schools, mosques, holy sites and government buildings. Amateur video on social media showed volunteers from Lebanon's Hezbollah going door to door to disinfect people's homes.
President Hassan Rouhani called on the U.S. government Friday to suspend economic sanctions, saying they "endanger the health and well-being of the Iranian people" and "dramatically undermine" their ability to fight the coronavirus. U.S. Secretary of State Mike Pompeo denied the charge during a Friday press conference with President Donald Trump:
"The whole world should know that humanitarian assistance to Iran is wide open," he said. "It's not sanctioned. We've offered to provide assistance to the Iranians, as well. ... We're doing everything we can to facilitate both the humanitarian assistance moving in and to make sure the financial transactions connected to that can take place as well. There is no sanction on medicines going to Iran."
Former Iranian President Abolhassan Bani Sadr, who lives in exile in France, told VOA, however, that various reports were coming to him that "Iran is indeed unable to buy medicine due to the U.S. economic sanctions" and that Trump needed to take more measures to "help Iran, so that more people don't die." Otherwise, he said, "history won't forgive him."
Bani Sadr said Iran was "suffering from three separate viruses: dictatorship, economic sanctions and the coronavirus." The Iranian government, he said, "was too late to react to the virus and now it finds itself without the means to combat it effectively."
