Chapter Excerpt:
Powder’s flare leads her to the old cannery. Where Vander died and they’d lost the rest of their family.
She looks at the dilapidated building for a long moment, before she breathes in deeply and tries to figure out how to climb up to the top, where Powder’s flare was just beginning to die out.
She finds hand holds and pulls herself up the side of the building, something which is made easier with the gauntlets giving her an extra boost.
She flies up into the air, and clears the last couple of feet, and drops down on top of the roof, or where the roof would be if it hadn’t been for the explosion.
She lands on the roof and it crumbles a bit right at the edge, sending a couple of bricks down, but it stays standing.
She carefully makes her way over to the flare, to find that it’s lying down on top of the highest part of the roof, which happens to be a crumbling smoke stack.
She reaches up and grabs the flare as it dies out, looking at it curiously. The way that it was positioned told her that Powder had done it on purpose, not that she’d dropped it when someone grabbed her.
“Powder,” she calls out as loud as she dares, something about the place that she’s in makes her feel like she shouldn’t raise her voice too loud or risk waking the dead.
She walks around the crumbling roof, and doesn’t see anyone. She’s about to leave when she hears a sound, as though someone is talking.
She walks closer to one of the patches of the roof that just drops down into the warehouse beneath, carefully making sure not to knock into any of the loose stones and make her presence known.
The obscure voice gets clearer, and she hears the sounds of footsteps as though whoever was talking was getting closer to where she was standing above.
“And the other?” Silco asks, voice coming through clearly enough to be recognizable, and Vi holds her breath, feeling her heart thumping hard in her chest.
“Production is running fine,” Sevika answers, voice coming out rough and smokey, which means she probably had one of her small cigars hanging out of the corner of her mouth. “The Baby Councilor only managed to hit the one closest Topside, but there are those who are still worried about the Enforcers. It’s been years since they’ve been this bold.”
Baby Councilor has to be referring to Jayce, meaning that after the Council probably voted to talk and form an alliance with Silco, he went ahead and did his own thing. And honestly, Vi can’t help but smile at that. Cupcake seems to have good friends if that’s any indication.
“Let them worry,” Silco answers. “There are other matters of which we need to discuss. The boy is bold and shrewd. He might’ve immediately sent a request for a meeting after killing Renni’s boy, but he seems to believe that it is more to our benefit than their own.”
Well, maybe she spoke too soon, Vi thinks, frowning as she leans a little closer. Sevika and Silco aren’t moving around anymore, but she does wonder what they’re doing here of all places.
“So he didn’t agree to your terms?” Sevika asks, sounding as though that had been exactly what she’d been expecting.
“Oh no,” Silco says, on a low exhale. “He agreed to it all. The trade routes, the blanket amnesty, the unrestricted access to the hexgates, and last, but not least, sovereignty.”
Vi snorts, shaking her head, that all probably wouldn’t come free.
Sevika makes a low scoffing sound, “In exchange for what?”
“We stop the production of Shimmer,” Silco says, not sounding concerned. 
Sevika makes a rude sound, but doesn’t say anything as Silco continues to talk.
“And they want their technology back, the gemstones and a set of gauntlets that were also stolen in the last couple of days,” he stops speaking for a moment, breathing in deeply, before continuing. “And they want the one responsible to pay for what happened to the Enforcers on the bridge and during the Progress Day celebration.”
Vi feels horror slowly sink through her, freezing her momentarily.
“Someone has to pay,” Sevika answers. “You gonna give them the brat?”
